    1. Defnition o an ATA Carnet

    It is an international customs document, issued by an authorised Chamber o Commerce, to acilitate the

    temporary admission o goods into one or a number o oreign countries without the need or raising bonds,

    duty, tax and customs ormalities.

    It simplifes customs procedure or duty, tax, and hassle-ree temporary importation, o a wide range o goods

    into a oreign country, which is a member o the ATA international guarantee chain. When exhibits, advertising

    materials, commercial samples, and proessional equipment are covered by the ATA Carnet, its use allows

    these goods to be admitted duty or tax-ree provided they are completely re-exported/re-imported within the

    period approved by customs authorities or their temporary importation/exportation.

    The initials ATA are an acronym o the French and English words or admission temporaire/

    temporary admission.

    4. Typical Items Covered by ATA Carnet

    The ATA Carnet covers virtually all goods.

    Thethreemaincategoriesofgoodsare:

    Commercialsamples:e.g.jewelry,apparel,watches,leathergoods.

    Itemsfordisplayoruseatinternationalexhibitions,tradeshowsorsimilarevents,e.g.varioustypesof

    products, equipment, antiques, paintings and other works o art, display booths or stands.

    Professionalequipment,whichincludes:press,soundandtelevisionbroadcastingequipment,

    cinematographic equipment, musical instruments, costumes, theatrical eects and sets, equipment or

    seminars, meetings, demonstration, testing, maintaining or repairing machinery, equipment or use by

    surgeons, archaeologists, zoologists, entertainers, lectures, sportsmen etc.

    5. Items Not Covered by ATA Carnet

    Consumable/disposableitems.

    Itemsintendedtobegivenaway.

    Itemsalreadysoldorofferedforsale.

    Uncountedgemsorgemstones,theatricalmake-up,etc.

    Alcoholicbeverages,tobacco,fuels,etc.

    6. Advantages o Using an ATA Carnet Acceptedinover71countries.(countrieswillexpandasmorecountriesjointheATAInternationalchain).

    Eliminatespaymentofdutiesandtaxes.

    Avoidsanynecessityforadepositoraguaranteeinsomeformtobelodgedwhenbringinggoodsintothe

    country o temporary importation.

    Allowstheuseofasingledocumentforallcustomstransactions.

    Permitscommercialorprofessionaltravelerstomakeadvancecustomsarrangementsquicklyinthe

    United Arab Emirates or a country or countries they intend to visit, and at a predetermined cost.

    Facilitatesdutyortax-freere-exportationfromcountry(ies)ofvisitandre-importationofgoodsintothe

    United Arab Emirates.

    7. Validity Period o an ATA Carnet

    FromthedateofissueoftheCarnet,normally:

    Oneyearforcommercialsamples.

    Sixmonthsforexhibitiongoodsandprofessionalequipment.

    The validity period o an ATA Carnet cannot be extended or renewed.

    I the validity period is exceeded, duty, taxes and penalty charges will be incurred, despite proo that the goods

    were eventually re-exported/re-imported. Any such charges incurred will be the liability o ATA Carnet holder.

    8. Conditions to be Observed by an ATA Carnet Holder GoodsimportedunderanATACarnetmustnotbesold.

    Goodsmustbecompletelyre-exported/re-imported(inthesamestateasthatinwhichtheywereimported/

    exported) by the Carnet holder, within the period approved by customs authorities or their temporary

    importation/exportation.

    Notecarefully:theauthorizedperiodoftemporaryimportation/exportationallowedbythecustomsofthe

    country o importation/transit and customs o the country o departure, must never exceed the period

    stipulated by the customs authorities, otherwise duty/tax/penalty will be payable despite proo that the goodswere eventually re-exported/re-imported.

    Itis,therefore,particularlyimportantfortheCarnetholderandhisrepresentative(s)toobtainthecorrect

    customs verifcation o entry and exit rom each country visited/transited, as well as rom the country o

    departure. Failure to do so may well lead to customs duty and penalty or tax being imposed.

    AllCarnetformsmustbepresentedtotheconcernedcustomsauthoritiesforendorsementandverication

    upon each importation/exportation. Failure to do so may also lead to customs duty and a penalty or tax

    being imposed.

    AstheATACarnetisatemporaryimportation/exportationdocument,theholderandhisrepresentativesmust

    comply with the laws and regulation o the country(ies) o visit/transit and the country o departure.

    StrictadherencetotheconditionsgoverningtheuseofATACarnetistheresponsibilityoftheCarnetholder.

    AstheauthorizedissueroftheCarnet,theChamberhastoguaranteeanypaymentsthatbecomedue

    through non-observance o the conditions imposed. Carnet holders are, thereore, liable to reimburse the

    Chamber in ull any payments that the Chamber may incur rom any non-observance o the conditions

    imposed on a Carnet holder.

    9. Format o the ATA Carnet

    The ATA Carnet is a document made up o a green ront and back cover, sets o color-coded counteroils and

    vouchers (yellow, white, and blue, i required in certain circumstances).

    The inside ront cover and the back o each voucher contains the General List o the goods covered by

    the Carnet.

    Front cover (green)

    It must be kept intact. Page one includes the ofcial serial number, expiry date intended use o goods,

    countries in which the Carnet is intended to be used, the stamp, date and signature o an authorized

    ofcial o the issuing authority, (the) Dubai Chamber and signature o the holders authorized signatory.

    The reverse side o the ront cover contains the general list o goods covered by the Carnet.

    The ofcial serial number is also shown on the counteroil sheets, vouchers, contribution sheets (i required)

    and back cover.

    Counteroils (yellow/white/blue) are grouped as ollows:

    a. Two sets o exportation/re-importation counteroils are printed on both sides o one yellow sheet.

    b. Two sets o importation/re-exportation counteroils are printed on both sides o one white sheet.

    c. One set o transit (entry/exit) counteroils are printed on both sides o one blue sheet (required when transiting

    through certain countries).

    The ofcial serial number is also shown on the counteroil sheets.

    The counteroils are printed on both sides o the colored paper in order to maximize the use o the

    counteroils.

    As such, they must not be completed by the holders or their representatives under any circumstances.

    Counteroils must remain within the Carnet and may not be removed by the customs, holders or their

    representatives.

    Separatevouchers(yellow/white/blue)

    One exportation voucher printed on one side o one yellow sheet. The reverse side o the Carnet

    exportation voucher contains the general list o goods covered by the Carnet.

    One re-importation voucher printed on one side o one yellow sheet. The reverse side o the re-importation

    voucher contains general list o goods covered by the Carnet.

    One importation voucher printed on one side o one white sheet. The reverse side o the importation

    voucher contains the general list o goods covered by the Carnet.

    One re-exportation voucher printed on one side o one white sheet. The reverse side o the re-exportation

    voucher contains the general list o goods covered by the Carnet.

    Twotransitvouchersintwobluesheets:onevoucherwillbemarkedentry,theotherwillbemarkedexit(these vouchers are required when transiting through certain countries).

    Each transit voucher is printed on one side o one blue sheet. The reverse side o the transit voucher

    contains the general list o goods covered by the Carnet.

    The ofcial serial number is also shown on the vouchers.

    Each voucher also contains a declaration (Section F), which must be completed, signed and dated by the holder

    Voucher (Section H) must be completed, verifed, endorsed, signed, dated, and stamped by the relevant

    customs authorities.

    Vouchers are to be detached and retained by customs.

    Separatecontinuationsheets

    (Green/yellow/white/blue) o the General List

    I space is insufcient to list all the items on the reverse side (containing the General List) o the Front

    Cover and vouchers, continuation sheets will be used. When duly completed, the Continuation sheets are

    matched and attached to the General List on page 2 o the Front Cover and the reverse side o each

    voucher, by their respective colors.

    The ofcial serial number is also shown on the Continuation Sheets

    Back Cover (green)

    The Carnet is neither complete nor valid without this Back Cover o the ATA Carnet.

    The ofcial serial number is also shown on the Back Cover.

    Please read the Notes on the Use o ATA Carnet printed on the inside cover.

    10. Guide to Using an ATA Carnet

    Yellow counteroil/voucher:

    For departure rom UAE (exportation) and return to UAE (re-importation)

    Whitecounterfoil/voucher:

    For entry into a oreign country (Importation) and departure rom the oreign country (Re-Exportation)

    Blue Counteroil/Voucher:

    For transition, when goods pass through or stop in a country that lies between the country o departure

    and the next country o entry; in the country o temporary importation to cover the movement rom their

    rontier to the ofce where the white importation counteroil/voucher will be processed; and in some

    countries to take goods in and out o an exhibition. Holders are advised to have a sufcient number o

    blue transit orms or use when the fnal point o temporary importation is in France, Greece, Italy, Russia

    or Switzerland.

    All counteroils and corresponding vouchers in the Carnet are numbered consecutively rom 1 onwards.

    Holders and representatives are advised to ensure that the correct set o counteroil and corresponding

    voucher (with identical reerence number) is used or each country.

    It is essential that all entries and exit rom one country to another are properly completed, verifed,

    endorsed, signed, dated, and stamped by the relevant customs authorities to show what items have

    been cleared.

    To depart from UAE (Exportation):

    Useayellowexportationcounterfoilandcorrespondingexportationvoucher(withidenticalreferencenumber).

    HolderorauthorizedrepresentativecompletesSectionsDandE(ifthesehavenotbeencompleteattimeof

    application) and also Section F o the exportation voucher. Indicates in Section F (a) the item numbers that

    are leaving UAE.

    Holderorrepresentativeindicateshis/hername,signsanddatestheexportationvoucher.

    HolderorrepresentativepresentstheCarnettoUAECustomsattheexitcheckpoint.

    UAECustomsmustclearlyindicatetheitemnumbers(asdeclaredintheGeneralList)leavingUAEinSection

    1, and will also speciy the fnal date or duty-ree re-importation in Section 2, o the exportation counteroil.

    Itistheholders/representativesresponsibilitytoensurethatcustomshasindicatedthecorrectitemnumbers

    on the counteroil and that the customs stipulated time limit or re-importation o the goods is adhered to.

    UAECustoms,willthencompletetheothersections;anddate,signandstamptheExportationcounterfoil.

    This Counteroil remains with the Carnet and must not be removed.

    UAECustomswillalsocompleteSectionHofthecorrespondingexportationvoucheranddate,signand

    stamp it. Customs will then detach/retain this voucher.

    To Enter a Foreign Country (Importation):

    Useawhiteimportationcounterfoilandcorrespondingvoucher(withidenticalreferencenumber).

    HolderorauthorizedrepresentativecompletesSectionDandalsoSectionFoftheimportationVoucher.

    Indicates in Section F (a) the item numbers that are entering the country. Specifes in F(b) the intended use o

    the Carnet, e.g. participation in an exhibition.

    Holderorrepresentativeindicateshis/hername,signsanddatestheimportationvoucher.

    HolderpresentstheCarnettotheForeignCustomsattheentrycheckpoint.

    ForeignCustomsmustclearlyindicatetheitemnumbers(asdeclaredintheGeneralList)thatareentering

    the country in Section 1 o the importation counteroil. The customs ofcer will then speciy the fnal date or

    re-exportation/production to the customs o goods in Section 2 o the same Counteroil.

    Itistheholders/representativesresponsibilitytoensurethatcustomshasindicatedthecorrectitemnumbers

    on the Counteroil and that the Customs stipulated time or re-exportation o the goods is adhered to.

    ForeignCustomswillthencompletetheothersections,anddate,signandstamptheimportationcounterfoil.

    This counteroil remains with the Carnet and must not be removed.

    ForeignCustomswillalsocompleteSectionHofthecorrespondingimportationvoucher;anddate,signand

    stamp it. Customs will then detach/retain this voucher.

    To depart a foreign country (Re-exportation):

    Useawhitere-exportationcounterfoilandcorrespondingre-exportationvoucher(withidentical

    reerence number).

    HolderorauthorizedrepresentativecompletesSectionsDandE(ifthesehavenotbeencompletedattime

    o application) and also Section F o the re-exportation voucher. Indicates in Section F (a) the item numbersthat are leaving the country. Also indicates the corresponding importation voucher number in the second part

    o Section F (a). Completes Section F (b, c, d) i applicable.

    Holderorrepresentativeindicateshis/hername,signsanddatesthere-exportationvoucher.

    PresentstheCarnettotheforeigncustomsattheexitcheckpoint.

    Foreigncustomsmustclearlyindicatetheitemnumbers(asdeclaredintheGeneralList)thatareleavingthe

    country in Section 1 o the re-exportation counteroil along with the corresponding Importation voucher

    number in the second part o the Section 1

    Itistheholders/representativesresponsibilitytoensurethatcustomshasindicatedthecorrectitemnumbers

    on the counteroil and that the customs stipulated time limit or re-exportation o the goods is adhered to.

    ForeignCustomswillthencomplete,whereappropriate,theothersectionsanddate,sign,andstampthe

    re-exportation counteroil. This counteroil remains with the Carnet and must not be removed.

    ForeignCustomswillalsocompleteSectionHofthecorrespondingre-exportationvoucher;anddate,sign,

    and stamp it. Customs will then detach/retain this Voucher.

    To re-enter UAE (Re-importation):

    Useayellowre-importationcounterfoilcorrespondingre-importationvoucher(withidenticalreerence number).

    HolderorauthorizedrepresentativecompletesSectionsDandalsoSectionFofthere-importationvoucher.

    Indicates in Section F (a) the item numbers being re-imported and also indicates the corresponding

    Exportation Voucher number in the second part o Section F (a). Completes Section F (b, c), i applicable.

    Holderorrepresentativeindicateshis/hername,signanddatesthere-importationvoucher.

    PresentstheCarnettotheUAECustomsattheentrycheckpoint.

    UAECustomsmustclearlyindicatetheitemnumbers(asdeclaredintheGenerallist)re-enteringUAEin

    Section 1 o the re-importation counteroil, along with the corresponding exportation voucher number in the

    second part o Section 1.

    Itistheholders/representativesresponsibilitytoensurethatcustomshasindicatedthecorrectitemnumbers

    on the counteroil and that the customs stipulated time limit or re-importation o the goods is adhered to.

    UAECustomswillthencompletetheothersectionanddate,signandstampthere-importationcounterfoil.

    This Counteroil remains with the Carnet and must not be removed.

    UAECustomswillalsocompleteSectionHofthecorrespondingre-importationvoucher;anddate,signand

    stamp it. Customs will then detach/retain this voucher.

    To Transit a Country (If Applicable)

    Usetwobluetransitcounterfoilsandtwocorrespondingtransitvouchers(withidenticalreferencenumber).

    One set o counteroil and voucher will be marked Entry. The other set will be marked Exit.

    Atthetimeofentry/transit:

    HolderorauthorizedrepresentativecompletesSectionsDandEandalsoSectionFofboththetransit(entry)

    and transit (exit) vouchers. Indicates in Section F (a) the customs port (o the country o transit) rom which

    the goods will exit. Also indicates the item numbers that are transiting in the second part o section F (a).

    Holderorrepresentativeindicateshis/hername,signsanddatesthetwotransit(entry/exit)vouchers.

    PresentstheCarnettotheForeignCustomsattheportofentry.

    ForeignCustomsmustclearlyindicatetheitemnumbers(asdeclaredintheGeneralList)andalsoindicate

    the customs port to which the goods are being dispatched in Clearance or Transit No. 1 on the transit

    (entry) counteroil. The customs ofcer will then speciy the fnal date that the goods must exit that port and

    this is indicated in No. 2 o the same counteroil.

    Itisvitaltoadheretothenalre-exportationdateandportofexit.Inmostcases,atransitmustbecompleted

    within one day.

    Itistheholders/representativesresponsibilitytoensurethatcustomshasindicatedthecorrectitemnumbers

    in the counteroil and that the customs stipulated time limit or re-exportation o the goods is adhered to.

    ThecustomsofcerwillthencompletetheClearanceforTransitNo.3to6and,signandstampNo.7of

    the transit (entry) counteroil.

    Thetransit(entry)counterfoilremainswiththeCarnetandmustnotberemoved.

    ForeigncustomswillalsocompleteSectionHa)toe),date,signandstamptheClearanceforTransitofthe

    transit (entry) voucher.

    Customswillthendetach/retainthetransit(entry)voucher.

    Thetransit(exit)counterfoilandvoucherremainwithintheCarnet.

    At the time of exit:

    PresentstheCarnettoforeigncustomsattheportofexit.

    Usingthetransit(exit)counterfoil,thecustomsofcermustclearlyindicatetheitemnumbers(asdeclaredin

    the General List in No. 1 o the Clearance or Transit and also completes the Certifcate o Discharge No. 2

    to 5 and signs and stamps No. 6.

    Thetransit(exit)counterfoilremainswiththeCarnetandmustnotberemoved.

    CustomswillalsocompleteSectionHf)tog)anddate,signandstamptheCerticateofDischargeonthe

    transit (exit) voucher.

    Customswillthendetach/retainthetransit(exit)voucher.

    When the transit is complete:

    SignatureSection7ofthetransit(entry)counterfoilandSignatureSection6ofthetransit(exit)counterfoilwill

    have been completed by customs.

    ThesecounterfoilswillremainwithintheCarnetandmustnotberemoved.

    Thetransit(entry/exit)voucherswillhavebeendetachedandretainedbycustoms.

    Allusedcounterfoilandunusedcounterfoil/vouchers(ifany)mustremainintactwithintheFrontandBack

    Covers (green) o the Carnet, and must not be removed by the Customs, holders or their representative.

    Allusedvoucherswillbedetachedandretainedbytherelevantcustomsauthorities.

    Return to UAE:

    HoldersaretoensurethesafeandimmediatereturnoftheCarnettotheChamberafteruse.

    UponreturntoUAE,theCarnet,togetherwithallusedcounterfoilandanyunusedcounterfoils/vouchers,

    must be returned, in due orm, immediately ater use, to Dubai Chamber o Commerce. (A record o

    counteroil/voucher sheets issued is kept and any missing sheets will delay the discharge o the Carnet

    and security.)

    HoldersareadvisedtokeepacopyoftheCarnetfortheirrecords.

    11.ApplicantsShouldNote:

    TheuseofanATACarnetdoesnotabsolvetheholderfromobservingthecustomsregulationsofthe

    countries, which participate in the ATA Carnet system.

    Forexample,incertaincircumstances,anexportorimportlicense/permitforcontrolledgoodsmayalso

    be required.

    Itistheresponsibilityoftheholderstoensurethat,iftheirgoodsaresubjecttocontrolbytheUAEand/or

    overseas authorities, they must obtain the approval/permit/license rom the relevant controlling agency(ies)

    prior to exporting/importing their goods under a Carnet.

    Itistheresponsibilityoftheholderstocheckinadvancethatthecustomsofceattheplaceofdeparture/

    entry/exit/re-entry is authorized to accept/process ATA Carnet.

    Customsfacilitiesareoftennotalwaysavailable24-hoursperdayforprocessingCarnetsandholders/

    representatives are strongly urged to check in advance that such acilities will be available at the time and

    place they enter or leave a country.

    Iftravelingduringnon-businesshours,itisadvisabletocallthelocalcustomsauthoritiesinadvanceto

    ensure that a customs ofcer amiliar with Carnets will be available.

    Holders/representativesaretoensurethattheyarriveearly,asitistheirresponsibilitytolocatethecustoms

    ofce to process/veriy/endorse the Carnet.

    ItisalsotheresponsibilityoftheholderstoensurethatalltheconcernedcountrieswillaccepttheATACarnet

    or all o the goods to be covered under the ATA Carnet system.

    TheCarnetisatemporaryimportationdocumentandholders/representativesmustcomplywiththecustoms

    regulations o the countries o importation, e.g. when importation is made on a blue transit counteroil/

    voucher, the time limit or re-exportation may only be a ew hours rom importation, and i this is exceeded,

    duty/tax and penalty charges may apply, despite proo that the goods were eventually re-exported.

    Itisvitalthatallcounterfoilsaredulycompleted,veried,endorsed,signed,dated,andstampedbythe

    relevant customs authorities to show what items have been cleared.

    Failuretoobtaintheproper/correctcerticationsofentryandexitfromeachcountryvisited/transitedmay

    result in a claim involving payment o customs duty, tax or penalty. Regularizations o any irregularity will delay

    the discharge o the Carnet and security. A regularization ee will also be payable.

    Itemsnotre-exportedduetoloss,theft,destructionorotherreasonsaresubjecttoallapplicableduties,

    taxes, and possible penalties.

    OncetheCarnethasbeenissued,thelistofgoodsshownontheGeneralListonthebackoftheFrontCover

    (green) and all vouchers (yellow, white, and blue, i required in certain circumstances), and Continuation

    Sheets, i any, are not to be amended in any orm whatsoever. Failure to comply with this regulation will result

    in delay in the discharge o the Carnet and the imposition o a urther regularization ee.

    12. Liability o ATA Carnet Holders

    What happens i the goods covered by an ATA Carnet are not re-exported because they are destroyed, lost or

    stolen or, i the Carnet itsel is destroyed, lost or stolen?

    It is also important to bear in mind that i any goods covered by an ATA Carnet are destroyed, lost or stolen

    whilst in a oreign country, they will automatically become l iable or customs duty, taxes, etc. This will be the

    liability o the ATA Carnet holder. In addition, the holder will also be responsible to the Chamber or any costs

    that the Chamber may incur in meeting its obligation as guarantor.

    I the Carnet itsel is destroyed, lost or stolen, a similar situation could well arise.

    In either event, the ATA Carnet holder should immediately notiy the local police/customs o the mishap and

    obtain in a covering statement rom them.

    13. Administration o ATA Carnet

    ATA Carnet operations are administered by chambers o commerce in participating countries as a result o

    an international arrangement known as the ATA international guarantee chain administered by International

    Chamber o Commerce/World Chambers Federation (ICC/WCF) in Paris.

    In UAE, the ATA Carnet scheme is administered by Dubai Chamber o Commerce & Industry, and ATA Carnets

    may only be obtained rom the Chamber.

    14. Application Procedure or an ATA Carnet

    Theprocedureisstraightforwardandcomprisesof:

    CompletionoftheOfcialApplicationForm(andpaymentoftheissuingfee).Thiscontainsadeclarationin

    which applicants accept liability or non-repatriation o any goods and unconditional liability to reimburse all

    costs, etc. should the terms o the ATA Carnet be breached.

    Thelodgingofadequatesecuritytocoverduty,etc.Thissecurityisforanamountequaltothehighestrateof

    duty and taxes applicable to the goods in any country destination and transit, i applicable, plus a

    urther 30%.

    TheChamberwilladviseapplicantsoftheamountofsecurityrequired.Thesecuritymustbegiveninoneof

    thefollowingforms:

    Cash

    Cheque

    Guarantee given by a bank in the Chambers specifc ormat.

    Allsuchprovisionsofsecurity,whetherbycashorguarantee,arerequiredtobevalidforaminimumof

    31 months rom the date o issue o the Carnet.

    Whenpreparingtheformsitshouldbeborneinmindthat,aswithallcustomsdocumentation,theyare

    completed correctly and in ull.

    TheissuedATACarnetwillcontainthefollowingforms:

    AFrontGreenCover,aseriesofyellow,white,andincertaincircumstances,bluecounterfoilsand

    corresponding vouchers. The Front Green Cover and Vouchers are the orms and requirements which

    applicants must complete. The Counteroils do not require completion by the applicant.

    WhentheCarnetisnallyapprovedbytheChamber,itwillalsocontainaBackGreenCoverwhichdoesnot

    require completion by the applicant.

    TheATACarnetisneithercompletenorvalidwithoutthisBackGreenCover,andtheFrontGreenCover,

    which includes the ofcial serial number, period o validity, and the date and signature o the issuing authority.

    15. The Guarantee Period

    The primary purpose o the ATA Carnet is to give an acceptable guarantee to the customs o a oreign country

    into which the goods are temporarily imported that all duties, taxes, etc. will be paid to them i the conditions

    under which they allow these goods into their country are breached. The Chamber and all the other oreign

    Chambers participating in the ATA Carnet system, provide this guarantee to the customs authorities. It thereore

    ollows that the issuing Chamber must, in turn, receive the equivalent security rom the ATA Carnet holder.

    The 31-month guarantee period is essential, as this is the period during which the Chamber itsel remains liable.

    There is, o course, no need or the security given to be at risk throughout this period. I an ATA Carnet is

    used, say, or 4 weeks and is returned to the Chamber without delay and ound to be in order, a conditional

    discharge may, at the Chambers discretion, be given and the deposit/guarantee will be returned within a

    short time.

    16. Processing Time or an ATA Carnet

    From the time the ATA Carnet application is received by the Chamber, it will ordinarily take two working days to

    process the application and issue the ATA Carnet.

    Please allow as much time as possible or the ATA Carnet to be issued-particularly during peak periods.

    18. Reservation o the Chambers Rights

    TheChamberreservestherighttosightgoodsbyanapplicationforanATACarnetandtoaskforany

    relevant documents to veriy the declaration made.

    TheissueofanATACarnetisattheunfettereddiscretionoftheChamber,andtheChamberreserves

    the right to decline to issue an ATA Carnet without assigning a reason or the exercise o the

    Chambers discretion.
