    CARP Implementing Agencies (CIAs)

    Department of Agrarian Reform (DAR)

    - Lead implanting agency of CARP- Created in 1971 under RA 6389 to replace Land Authority

    Mandate:

    - To carry out principal aspects:o Land Tenure Developmento Program Beneficiary Developmento Delivery of Agrarian Justice

    - Land Tenure Development is further subdivided to:1. Land Acquisition Distribution

    - Under LAD, CARP identifies the lands that are CARP-able, acquires this by:i. Compulsory Acquisition

    ii. Voluntary offer to selliii. Voluntary land transfer

    2. Non- LAD schemes- Leasehold Operations

    i. Under LO, DAR mediates between land owners and tenants of lands.ii. Allowable retention ceiling of 5 hectares per land owner

    iii. Tenants become agricultural leasesiv. Pay a fixed rental computerized on basis of historical production records

    (lower than tenants used to give)

    - Stock Distribution Operationi. Farmworkers receive shares of stock in the corporation equivalent to value

    of landin relation to total assets of corporation

    ii. They have contributed the land to the corporations capital stock as equityinvestment

    - Production and Profit Sharingi. Executes a production sharing plan between owners and farmworkers

    ii. 3% of gross sales from production are distributed within 60 days of the endof the fiscal year as compensation, over and above

    iii. If individual or entity realizes a profit, additional 10% of net profit after taxshall be distributed

    iv. Under this, DAR establishes Agrarian Reform Communities (ARCs)- Support services

    ARCs provides farmers association and cooperatives training credit, support infrastructures andproduction and marketing assistance.

    Foreign Assisted Projects Office (FAPSO)o To manage and coordinate the support services that are funded by Official Development

    Assistance (ODA)

    Delivery of Agrarian Justice (DAJ)

    Carries out through its Bureau of Agrarian Legal Assistance (BALA) and DAR Adjudication Board(DARAB)

    BALAo legal assistance to Agrarian Reform Beneficiaries (ARBs)o with oarticipation of NGOs

    DARABo Adjudicates disputes pertaining to tenancy relations

    Department of Environmental and Natural Resources (DENR)

    A total of 3771.41 hectares of public alienable and disposable lands are targeted for distribution Survey lands distributed

    Land Distribution Authority (LRA)

    Registration of certificate of land Ownership Awards (CLOAs) which is issued by DAR to ARBs\Land Bank of the Philippines

    Financial Arm of the Philippines Agrarian Reform Program Valuation and Payment of Land distributed

    Department of Agriculture (DA)

    Originally charged with providing assistance to ARBs Still responsible for national programs for agricultural development

    National Irrigation administration (NIA)

    To construct , rehabilitate and maintain government owned irrigation facilities Support services to ARBs by CARP

    Department of Public Works and Highways (DPWH)

    Construction and rehabilitation of farm-to-market roads, bridges and multipurpose pavementsDepartment of Trade and Industry (DTI)

    Technical assistance to ARBs in establishing market-linkages for their productsDepartment of Labor and Employment (DOLE)
