Distinguido Secretario General de la ONU, Excelentísimo Sr. Ban Ki-Moon:

We are writing to you as a group of secondary education students at the Franciscan College La Inmaculada, in Cartagena, Spain. We are working together in the project of the First Lego League this year, which deals with the NATURAL DISASTERS that ravage our planet more and more violently every year. Typhoon Yolanda, which struck The Philippines recently, is just one more sad example that has caused countless casualties.

Somos estudiantes de Educación Secundaria del Colegio Franciscano La Inmaculada de los PP. Franciscanos de Cartagena (España). Trabajamos conjuntamente en el proyecto de la First Lego League de este año, que trata sobre los DESASTRES NATURALES que azotan a nuestro planeta cada vez con más intensidad. Sin ir más lejos, el recientemente sufrido por Filipinas al paso del ciclón Yolanda y que ha ocasionado incontables víctimas.

We understand that the UN is, in the international arena, definitely the organization fighting most actively for welfare and global peace. Something which caught our attention was the humanitarian assistance provided by the Blue Berets wherever wars and conflicts may break out, endangering the lives of innocent people.

Entendemos que su organismo es, en el ámbito internacional, de los que trabaja con más fuerza por el bien y la paz comunes, y nos llamó la atención la acción humanitaria que realizan los llamados Cascos Azules allí donde las guerras y conflictos militares se desatan poniendo en peligro las vidas de inocentes.

Keeping the peace where required is of utmost importance, as indeed is the need to fight against one of the most dreadful curses in our planet in the last decades: the continuous damage to the natural world caused by the developed countries. This situation leads to more and more destructive natural disasters such as earthquakes, tsunamis, hurricanes, typhoons, etc. and as a result, there are thousands of casualties, mostly in developing countries, whose governments are hopelessly unable to provide adequate quality assistance. Their economies are so weak that international aid is commonly required, aid which nowadays tends to be disorganized and belated. Therefore, we must all take action in a coordinated manner so that the aid and assistance to these devastated countries can be granted in the most efficient and urgent way.

Si tan necesario conviene salvaguardar la paz allí donde se requiere, en los últimos decenios igual de necesario se debe combatir uno de los grandes males de nuestro planeta: el deterioro continuo que provocamos los países desarrollados a la naturaleza está originando desastres naturales cada vez más destructores, tales como terremotos, tsunamis, huracanes, tifones… con el resultado de pérdidas humanas en lugares, en la gran mayoría de los casos, poco desarrollados, con

gobiernos incapaces por sí solos de afrontar con un mínimo de garantías la asistencia apropiada. Su economía se reconoce tan débil que necesitan de ayuda internacional, ayuda que en la actualidad peca de descoordinada y tardía. En definitiva, todos debemos actuar de forma conjunta y organizada para, dotados de premura y eficacia, socorrer a esos países asolados.

A few years ago, the White Berets organization was created in Argentina in order to take action in those places suffering natural disasters. With all due respect, we consider that this measure is both praiseworthy yet insufficient.

Hace unos años, se creó –por iniciativa argentina– la organización de los Cascos Blancos, los cuales participan en escenarios de desastres naturales. Con todos los respetos: esta medida resulta, según nuestra opinión, tan loable como insuficiente.

For this reason, we are proposing for the UN to create a real subordinate international organization that substitutes or reinforces the White Berets. An organization monitored by the UN watching over high risk areas, which issues and delivers warning messages quickly enough to prevent disasters and which is able to send in military forces trained to face this kind of situations. Its main purpose would be to mitigate the effects of such calamities at all cost.

Por eso, proponemos la creación de un verdadero organismo internacional dependiente de la ONU que sustituya o refuerce a los actuales Cascos Blancos. Un organismo encargado de vigilar las zonas de mayor riesgo, de emitir mensajes de alerta y capaz de enviar a la zona afectada ipso facto un contingente militar entrenado para afrontar este tipo de situaciones, a fin de paliar los efectos de semejantes calamidades.

This contingent -apart from the military soldiers sent by the UN countries subject to the structure designed for war conflicts - would be comprised of engineers, geologists, meteorologists, emergency teams and coastal rescue teams.

Este contingente lo integrarían –amén de los soldados enviados por cada país bajo el mando unificado de la ONU, y respetando la misma estructura utilizada en caso de conflictos bélicos – ingenieros, geólogos, meteorólogos y especialistas en protección civil y salvamento marítimo y terrestre.

In addition, it would be ready to set off to the affected area at any moment, without the annoying bureaucracy authorizations that might delay the carrying out of its uttermost purpose, which is to arrive at the affected area as immediately as possible in order to instigate and take appropriate action to overcome the difficulties encountered. Unfortunately, many days pass until each country begins to send the necessary assistance.

Además, el contingente estaría presto para salir hacia la zona afectada en cualquier momento, eliminando al máximo la burocracia que pudiera impedir su finalidad principal, la de llegar a la zona de forma inmediata para trabajar sobre el terreno en el mínimo tiempo y evitar la realidad actual: que transcurren demasiados días hasta que cada país empieza a facturar la ayuda necesaria.

This organization would be funded by the countries’ contributions according to their economic possibilities. We understand that developed countries greatly damage with impunity our environment, yet it is mainly the poorest and least contaminating countries that suffer and bear as an unjust punishment and through no fault of their own the consequences of such weather alterations. Our view,

therefore, is that those countries which pollute the most ought to be the ones providing the greatest amount of funding to the new organization, as a compelling and unbreakable maxim.

Este nuevo organismo se nutriría de los fondos aportados, de acuerdo con sus posibilidades económicas, por todos los países. Somos conscientes de que los países más desarrollados deterioramos en demasía y casi con impunidad el medioambiente; como injusto castigo, en muchos casos, los países más pobres y menos contaminantes soportan sin culpa y sin defensa las mayores desgracias de dichas alteraciones. Entendemos, pues, que sea de recibo aplicar la máxima de que aporte al nuevo organismo quien más contamina.

We strongly believe that this is the path to be taken and that it is our duty to channel the necessary assistance against these modern plagues in a well organized, operative and fast way. The organization that you preside has done considerable good since World War II and we believe that it is still the most appropriate international agency to manage and monitor this new protective team in the face of these, unfortunately, more and more common natural disasters.

Creemos firmemente que este es el camino y que es nuestro deber canalizar la ayuda necesaria ante estas plagas modernas de una forma ordenada, operativa y rápida. Ha sido mucho el bien que la organización que Vd. preside ha hecho desde la II Guerra Mundial, y creemos que ese sigue siendo el organismo internacional más indicado para poder gestionar y coordinar este nuevo grupo protector ante los, por desgracia cada vez, mayores y devastadores desastres naturales.

Our school team has the will to share this idea with you, Mr Secretary General, so that you can give us advice on the viability of this project and on how it could be carried out.

Nuestro equipo ha querido compartir esta idea con Ud. para que nos oriente sobre la viabilidad de este proyecto y cómo podría llevarse a cabo.
