AIS is a Skills Service Organisation (SSO) that undertakes professional activities for the following IRCs:

• Aviation • Corrections • Electrotechnology • ESI Generation • ESI Transmission, Distribution and Rail • Gas • Maritime • Public Safety • Rail • Transport and Logistics • Water.

AIS also provides technical, operational and secretariat services to enable IRCs to undertake industry engagement and to develop Training Packages and other products.

This submission puts forward a Case for Endorsement for the MAR Maritime Training Package Release 5.0. It includes the 6 qualifications, and 35 Units of Competency and their Assessment Requirements (listed below) that have been revised in direct response to a request by the Australian Maritime Safety Authority (AMSA) and the Australian Industry and Skills Committee (AISC).

The six qualifications align with the relevant AQF qualification type descriptor (for purpose, knowledge, skills and application). This is verified in the QA Report provided in Attachment C, section K3.

The AISC requested necessary Training Package development work to incorporate AMSA’s certification requirements, as per the following three project phases.

Phase One: Six Near Coastal (NC) qualifications with a total of 35 native Units of Competency will be prepared with a Case for Endorsement by 29 September 2017.

Phase Two: Five NC qualifications, one skill set and a total of 66 native Units of Competency will be reviewed to incorporate the AMSA certification requirements by 30 March 2018.

Phase Three: Thirteen blue water Standards of Training, Certification and Watchkeeping for Seafarers (STCW) qualifications, associated skill sets and 87 native Units of Competency will be reviewed to incorporate the AMSA certification requirements by 30 November 2018.

This Case for Endorsement relates to Phase One of this project.

B. DESCRIPTION OF WORK AND REQUEST FOR APPROVAL

1. Description of work undertaken and why

Phase 1

On behalf of the Maritime IRC, AIS has revised six near coastal qualifications, and a total of 35 Units of Competency and their Assessment Requirements in the MAR Maritime Training Package Release 5.0. This work is based on the activity order (AISL/TPD/2016-17/003) received from the Department of Education and Training.

An evaluation of the current MAR Maritime Training Package Release 4.0 was undertaken by AMSA1 and AIS in 2016 to establish whether it was appropriately aligned with the full requirements of the National Standard for Commercial Vessels (NSCV) and the STCW. The evaluation confirmed that changes were needed to ensure that the qualifications met all certification requirements of the NSCV and the STCW. These recommendations for change were agreed to at the Maritime IRC meeting in August 2016.

In 2017 work was undertaken to strengthen the alignment between MAR Maritime Training Package qualifications and Units of Competency in addressing the full requirements of the NSCV. The focus of the work was to revise and update qualifications and relevant Units of Competency for Certificate I to III, NC qualifications, including safety-specific Units of Competency critical to the attainment of AMSA certification, with emphasis on strengthening the Assessment Requirements, including increasing assessment rigour and clarity, and specifying mandatory assessment requirements and minimum physical resources for assessment.

The revised qualifications and Units of Competency will ensure that the regulator and industry have greater assurance that seafarers have the knowledge and skills to operate safely and meet all certification requirements. This should reduce the regulatory burden and streamline certification

processes for domestic seafarers as seafarers no longer need to complete some of the additional requirements of AMSA post-achievement of the qualifications.

2. Decision being sought from the AISC This document puts forward a case for the endorsement of six NC qualifications, and a total of 35 Units of Competency and their Assessment Requirements. They have been developed in accordance with the Training Package Products Policy, the Standards for Training Packages 2012 and the Training Package Development and Endorsement Process Policy, and in consultation with states and territories; the views of all key stakeholders have been considered during the process.

This has been confirmed by the Quality Assurance Report which can be found in Section F.

This Case for Endorsement is approved by the Maritime IRC and is submitted to the AISC through the Department of Education and Training for AISC consideration.

C. EVIDENCE OF INDUSTRY SUPPORT

1. IRC written evidence of support

The Maritime IRC members support the revised six qualifications, and 35 Units of Competency and their Assessment Requirements to be put forward to AISC for consideration for endorsement. The IRC members support the MAR Maritime Training Package Release 5.0 and anticipate minimal impact of these changes on the industry and the Vocational Education and Training (VET) sector. The IRC Chair provided written evidence of this decision on the Friday, 8 September 2017.

2. Evidence of consultation with all relevant stakeholders

During development of the six qualifications, and 35 Units of Competency and their Assessment Requirements, AIS used a variety of consultative methods to ensure relevant stakeholder engagement. This included establishing a Technical Advisory Committee (TAC) and conducting face-to-face consultations with key stakeholders in Darwin, Perth, Adelaide, Melbourne, Brisbane, Sydney and Hobart. A list of TAC members can be found in Attachment B: Stakeholder Consultation.

In addition, consultation was also via:

• face-to-face meetings, phone, teleconference and emails to key industry stakeholders • IRC member communications to their relevant industry networks using various methods • emails to State and Territory Training Authorities (STAs) and VET regulators • email alerts on project progress to stakeholders providing project information • information about the project, progress updates and draft materials posted on the AIS website

throughout the life of the project.

3. Evidence that states/territories have been actively engaged and provided advice

State and territory industry stakeholder views were sought and all feedback was presented to TAC members during the development of the six qualifications, and 35 Units of Competency and their

Assessment Requirements. All key stakeholder feedback was considered during the consultation periods and the draft materials were prominent on the AIS website project page for sector-wide consultation on multiple occasions.

State and territory industry stakeholders were advised that there were no components proposed for deletion from the National Register and advice was provided on the possible impact of implementing the proposed Training Package components.

4. Advice about alternative approaches explored

TAC members were aware of the minimum standard arrangements that IRCs are to adhere to. No alternate view or alternative arrangements were proposed to the TAC members by industry stakeholders that would have better suited the needs of their industry or the project outcomes.

5. Report/s by exception

All State Training Authorities (STAs) are supportive of this Case for Endorsement except the Victorian STA who was unable to support the qualifications and units of competency proceeding to the AISC for endorsement.

In the view of the Victorian STA the submission did not meet Standard 2 of the Standards for Training Packages 2012, because the Training Package does not comply with the NSSC Training Package Products Policy a) Units of competency mapping and b) Qualifications coding and titling maintenance. The STA argue that the unit mapping information is inconsistent and incorrect. It is also their view that the unit codes do not satisfy the unique identifier requirement. It is also their view, that by retaining the code, the VET sector and employers will not be able to identify which learner has achieved which outcome and the ‘impact on implementation in Victoria will cause confusion’.

The objective of the review was to ensure the qualifications and units specifically aligned with the National Standards for Commercial Vessels. In addition, the Assessment Requirements were strengthened to increase rigour and clarity and to incorporate minimum physical resources. An evaluation of the units in early 2017 indicated that there was no need to change, nor amend the Elements or Performance Criteria. Consequently, the Elements and Performance Criteria are unchanged and work/vocational outcomes of the units remain the same. The only change is in the Range of Conditions (which is an optional field). In some cases, information seen as unnecessary was deleted. Most of the information however was transferred to the Performance Evidence and Knowledge Evidence in the Assessment Requirements. This resulted in strengthening the Assessment Requirements and providing clear and unambiguous advice on the evidence required to make a judgement that someone is competent.

Because the work/vocational outcomes of the units did not change and there was no real change to the content of the units (only a relocation of information already included) AIS made the decision to retain the current codes. By retaining the codes there should be a smoother transition from the currently endorsed units to the revised units. It will promote credit transfer and impose minimal impact on RTOs, who already have the units on their scope of registration.

It is the view of AIS that the mapping information provided in the CVIG complies with Standard 2. The units in Release 5.0 are mapped to the current units in Release 4.0. The mapping provides an overview of the changes and includes a statement of equivalency.

The QA report clearly states that the Training Package complies with coding and titling requirements and the units of competency mapping.

AIS met with representatives of the Victorian STA to address their concerns. At the meeting AIS, provided explanations to the concerns raised and undertook to seek the advice regarding the mapping and coding of units. Following the meeting the Victorian STA provided their concerns in writing. A follow up teleconference was held with the Victorian STA where they were informed that the unit coding would be retained. At this meeting the representative of the Victorian STA informed AIS that they would not support the qualifications and units of competency proceeding to the AISC for consideration.

It is the view of AIS given:

• the Elements and Performance Criteria are unchanged • work/vocational outcomes of the units remain the same • the only change is in the Range of Conditions (which is an optional fields) • relevant information from Range of Conditions was transferred to the Performance Evidence

and Knowledge Evidence in the Assessment Requirements • the Assessment Requirements are strengthened and provide clear and unambiguous advice

on the evidence • the QA report supports AIS in that the Training Package complies with coding and titling

requirements

It is the belief of AIS that the issues raised by the Victorian STA are not significant as they do not impact on the product’s ability to be implemented.

6. Evidence that key stakeholders (including training providers) are aware of the expected impact of the changes

Key stakeholder views were sought through national consultation in association with AMSA in all states and territories excluding the Australian Capital Territory (ACT), and all feedback was presented to TAC members during the development (Registered Training Organisations (RTOs) were part of the TAC). Stakeholder feedback was considered and discussed at TAC meetings and all decisions made at these meetings were documented.

As part of the AIS communication strategy, all key stakeholders were regularly informed of the expected impacts during the consultation periods.

There is no Training Package component proposed for deletion from the National Register being submitted to the AISC.

D. INDUSTRY EXPECTATIONS ABOUT TRAINING DELIVERY

1. Advice about industry’s expectations of training delivery

Industry priorities and expectations

The proposed six qualifications, and 35 Units of Competency and their Assessment Requirements have been developed to address the current and future needs of the Near Coastal (NC) sector in the Maritime industry.

The requirement is for competent workers to work in the NC sector. Industry’s expectations are that training provided by RTOs will address this need and individuals will attain skills that are relevant and transferable across industries and enterprises, and that the qualifications, and Units of Competency and their Assessment Requirements reflect AMSA’s certification requirements and the skills needs of the Maritime industry. These qualifications can also be delivered for non-AMSA accreditation purposes if required – it is the belief of industry that the changes in the MAR Maritime Training Package Release 5.0 do not negatively impact on this situation.

No specific training delivery strategies were requested by industry.

Industry’s imperatives and timelines for implementation of the components

Marine Order (MO) 506 (Approval of training organisations-national law) 2013, requires RTOs delivering NC qualifications to apply to AMSA for approval as training organisations. In response to the Commonwealth Government’s initiative to reduce regulatory burden, and following discussions with VET regulators and RTOs, AMSA repealed MO 506 in 2017. Consequently, endorsement as soon as possible is critical.

Overarching expectations of industry for the delivery/assessment of the components

The industry expectation is that graduates will be equipped to operate effectively and efficiently in the work environment, and that RTOs will focus on providing quality training and assessment that is consistent and meets the outcomes identified in the Units of Competency and their Assessment Requirements.

Reflection of contemporary work organisation and job profiles

The job roles established with the development of the original qualifications in the MAR13 Maritime Training Package were carried over to the qualifications to be incorporated in the MAR Maritime Training Package Release 5.0. A comprehensive mapping has been undertaken against the NSCV, which resulted in the qualifications being restructured to address anomalies and better address NSCV requirements.

Supporting movement of skills within and across organisations and sectors It is anticipated that industries with a link to the Maritime industry (such as fishing, tourism, harbor craft and public safety) will find MAR Maritime Training Package Release 5.0 Units of Competency applicable.

Packaging rules for qualifications are clear and consistent, and allow a logical progression of skills development between Australian Qualifications Framework (AQF) levels. People with industry experience can undertake a qualification at a level that will suit their particular experience, skills and knowledge.

Promoting national and international portability

The proposed qualifications, and Units of Competency and their Assessment Requirements have national portability and are based on the NSCV and international standards where they apply such as the STCW.

The STCW is set by the International Maritime Organization (an arm of the United Nations based in London). AMSA is a signatory nation and as such adopts a majority of STCW conventions and protocols, which are then reflected in MOs 70–73 (2014).

The proposed qualification outcomes are aligned with the AQF.

Credit arrangements existing between Training Package qualifications and higher education qualifications

There is currently no credit transfer arrangement between the proposed qualifications in the MAR Maritime Training Package Release 5.0 and higher education qualifications.

2. Traineeships and apprenticeships The proposed qualifications may be suitable for a traineeship or an apprenticeship. RTO training and assessment strategies and practices, including the amount of training they provide, must be consistent with the requirements of Training Packages and/or VET accredited courses and enable each learner to meet the requirements for each Unit of Competency in which they are enrolled.

Not relevant.

E. IMPLEMENTATION OF THE NEW TRAINING PACKAGE

1. Advice about how Training Package components meet occupational and licensing requirements

Persons employed in the near coastal sector of the Maritime industry need to fulfil competency and training requirements as detailed in the regulations relevant to their occupation. Persons assessed as complying with these requirements are provided with certification by the respective authority. Certification is required before a person can work in the occupation covered under the legislation. This certification is separate to national VET qualifications issued by RTOs.

Reflecting licensing and regulatory requirements

Regulatory reform was the main driver in developing the MAR Maritime Training Package Release 5.0 and subsequent qualifications, Units of Competency and their Assessment Requirements, and skill sets.

The proposed NC qualifications, and Units of Competency and their Assessment Requirements in the MAR Maritime Training Package Release 5.0 will lead to certification by AMSA when considered with all certification requirements. People seeking certification are advised to check with AMSA – this advice has been stated in the qualifications. This information is also identified in the Companion Volume Implementation Guide.

2. Implementation issues of note and management strategy

Meeting the diversity of individual and enterprise needs

Stakeholders consulted in the development and validation of the proposed qualifications, and Units of Competency and their Assessment Requirements came from a range of maritime, training and regulatory organisations. The qualifications, and Units of Competency and their Assessment Requirements that have been revised are designed to best reflect the needs of individuals and enterprises.

To enhance flexibility and transferability of skills across sectors, imported units are incorporated within the qualifications.

Supporting equitable access and progression of learners

The Equity Review undertaken for the proposed qualifications, and Units of Competency and their Assessment Requirements provides evidence that the draft endorsed components meet the requirements of flexibility and functionality. Access to training and mobility within and between industry sectors is supported by industry.

For each Unit of Competency, the Assessment Requirements state that ‘Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate’.

Supporting learner transition between education sectors

There are no formal transition arrangements between the VET sector and the higher education sector for qualifications or Units of Competency being submitted to the AISC.

MAR Maritime Training Package Release 5.0 qualifications provide a sound base about the Maritime industry for people wishing to pursue higher education qualifications, which generally relate to areas such as marine science/biology, marine studies, marine/maritime engineering and nautical science.

3. Advice about implementation

Supporting implementation across a range of settings

The Companion Volume Implementation Guide for MAR Maritime Training Package Release 5.0 provides advice on implementation.

The proposed qualifications, and Units of Competency and their Assessment Requirements meet the Standards for Training Packages 2012 and therefore present no structural barriers at the systems implementation level.

Supporting sound assessment practice

Industry is committed to sound assessment practice that ensures assessment is fair and reliable and is evidenced by knowledge, skills and work performance that meet the agreed industry standard. This imperative is reinforced by the need to respond to technological change and provide solutions to economy-wide issues.

As a minimum, assessors and assessment must satisfy applicable regulatory requirements, which include the Standards for Registered Training Organisations (current at the time of assessment).

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

The Assessment Requirements for the proposed units specify:

• Performance evidence • Knowledge evidence • Assessment conditions.

Evidence of performance must demonstrate that the learner has successfully met the requirements of the elements and performance criteria in the Units of Competency. The frequency and volume of this evidence is to be determined by the assessor and in most cases would vary depending on the context under which assessment is conducted and the aptitude of the learner. However, as a minimum, evidence required to demonstrate competence must be provided on at least one occasion.

This approach supports AMSA’s requirements for certification, which is about an individual’s progression through certification requirements (and by implication Training Package qualifications). It also supports the Australian Skills Quality Authority (ASQA) principle that ‘quality and quantity of evidence presented reflects that all aspects of competency have been satisfied and that competency can be demonstrated repeatedly’.

Public/private training and assessment services

The revised Assessment Requirements will provide greater rigor and will assist RTOs in assessing the Units of Competency in a variety of environments and workplace contexts. These changes may incur additional RTO administrative and compliance costs:

• RTOs may need to reapply for the revised MAR qualifications to be added to scope • RTOs will need access to a vessel to meet final assessment requirements in a number of units

of competency • modifications may need to be made to RTO existing training and assessment strategies • RTOs assessors will need to apply to AMSA to gain access to the AMPA. • Individuals/assessors will need to apply to AMSA to become an approved assessor of AMPA.

However, RTOs will no longer need to be approved by AMSA to deliver and assess qualifications and units of competency for AMSA certification purposes and RTOs will no longer be audited by AMSA.

Enterprises

There is no known or identified negative impact on enterprises.

The six qualifications, and 35 Units of Competency and their Assessment Requirements in the MAR Maritime Training Package Release 5.0, will provide enterprises with access to personnel with high level, transferable skills across the Maritime industry.

Policy environment

Training and VET policies have been addressed during the development process through consultation with STAs.

STAs, registration and accrediting bodies, and training providers will need to ensure that processes implemented are valid and in line with government policy.

Systemic issues

Factors that will ensure the effective implementation of the MAR Maritime Training Package Release 5.0 include valid and reliable assessment by training providers, especially in relation to skills recognition.

Greater capacity in the VET sector to train and assess the qualifications, and Units of Competency and their Assessment Requirements is required. This means that industry, government and VET must collaborate on the development of:

• industry partnerships for training • improved industry training facilities, equipment and resources • more skilled and experienced trainers and assessors.

There are no anticipated structural barriers to implementation.

Supporting implementation through compliance with National Register requirements

The endorsed components meet the Standards for Training Packages 2012 and the National Register i.e. training.gov.au and therefore present no structural barriers at the systems implementation level.

G. IMPLEMENTATION OF THE COAG INDUSTRY SKILLS COUNCIL REFORMS TO TRAINING PACKAGES

1. How the decision being sought from the AISC would support the COAG Industry and Skills Council reforms to Training Packages

Completion of the Training Package development work and extensive industry consultation with relevant stakeholders confirms that the draft endorsed Units of Competency:

• Remove obsolete, superfluous and duplicative qualifications and units from the system

The MAR Maritime Training Package Release 5.0 responds directly to AMSA’s request to incorporate certification requirements into qualifications and unit of competency. As the units of competency and qualifications remain equivalent, no qualifications or units of competency were removed or added to Release 5.0.

• Include information about industry’s expectations of training delivery (i.e. duration of training, mode of delivery and learner characteristics)

Industry’s expectations are that training provided by RTOs will address the needs of AMSA, individuals and industry. The duration of training will be such that it will adequately provide individuals will skills that are relevant and transferable across industry and enterprises. The mode of delivery can be on the job, off the job or a combination of both.

• Improve qualification design to enable individuals to upskill and move easily from one related occupation to another

The qualifications specifically align to the NSCV Part D. The packaging rules are core only and provide multiple and direct entry and do not have any entry requirements. The units of competency within the qualifications provide transferable skills from one occupation to another. The proposed qualifications, and units of competency have national portability and are recognised internationally.

• Improve the efficiency of the training system through the creation of units of competence that can be owned and used by multiple industry sectors

There are no prerequisites in units of competency in Release 5.0. Units of competency can be easily imported into other industry qualifications. Industries such as fishing, tourism, harbor craft and public safety should find Release 5.0 units of competency applicable to their industry.

• Foster greater recognition of skill sets

There are no new skill sets in Release 5.0. However, there are a range of current skill sets that foster the recognition of skills in Release 5.0 and address regulatory requirements and defined industry skill needs.

2. Evidence of completion of the Training Package development work assigned by the AISC in the Case for Change

The Maritime IRC members recommend that the MAR Maritime Training Package Release 5.0 be submitted to the AISC for endorsement with written support from the IRC chair.
