Business Issue

Rarely do the staff at the New Zealand

Department of Corrections sit behind

desks. The department wanted to enable

its mobile workforce to access modern

applications on hand-held devices while

maintaining strict security over critical

data on offenders. It was also important

that officers be able to discreetly trigger

a personal safety alert on their mobile

devices —without needing to unlock the

device with a password or biometric login.

Solution

Spark Digital partnered with Samsung to

deliver a custom mobile solution that met

security and safety requirements. Key

reasons for choosing Samsung devices

included customization capabilities and

a built-in Safety Assistance feature that

could be triggered from the lock screen.

Using KNOX Workspace and SDS CellWe

EMM with Samsung Galaxy S series

smartphones, Spark Digital was able to

implement two-factor authentication to

ensure only authorized personnel could

view sensitive data about offenders.

Results

With KNOX Workspace and SDS CellWe

EMM, Spark Digital was able to create a

tailored solution that met the high security

and safety requirements for government

data. The devices provide a high level of

security and are now helping officers be

more productive, allowing them to view

and update files on the spot.

Case Study

Customer Challenge

The department wanted to use mobile technology

to make it easier for staff to do their jobs, while

still ensuring its high standards for security and

safety. The solution had to meet these needs:

• Highly effective security, including two-factor

authentication and data containment, to ensure

data is viewed only by authorized personnel.

• Modern application delivery and support so

staff can be more effective.

• Management control to ensure devices

are equipped and used in compliance with

department policy.

“Security and staff safety are the

foundation of all activities at the

Department of Corrections. Samsung

has delivered a complete solution with

Galaxy S series smartphones, KNOX

Workspace, and SDS CellWe EMM

that meets our requirements on both

counts.”

— Jon Cumming, CIO

New Zealand Department of Corrections

Only authorized personnel are able to view and interact with department resources, including the highly sensitive Offender Contacts application.

Solution

Spark Digital worked directly with Samsung to deliver a solution built for

Galaxy S series smartphones for more than 3,000 Department of Corrections

employees. To ensure data security, the solution provider used KNOX

Workspace for data containment. The secure, encrypted container requires

staff to provide two methods of authentication—a password and a biometric

scan—before allowing them access to Department of Corrections applications

and information. This ensures that only authorized personnel are able to view

and interact with departmental resources.

To provide device management capabilities, Spark used SDS CellWe EMM to

configure application, device, and user policies. Application controls enable IT

to determine which apps should be assigned to a user or group and enable IT to

blacklist unauthorized applications. Management policies can also be enforced,

enabling or disabling functionality—such as Internet connectivity—to keep

devices compliant with department policies.

A key part of the solution—and a big reason for choosing Samsung—involved

the Safety Assistance feature built into the devices. Users can use it to trigger

a panic alert without unlocking the phone simply by pushing the power button

three times. The device then sends an MMS alert to the designated contact

that includes geo-location and recordings from the microphone and front and

back cameras. This built-in capability helps support staff safety.

Samsung KNOX Workspace

KNOX Workspace is an award-winning on-device data separation solution

built into newer Samsung devices. Once activated, it keeps enterprise and

personal data separate with enhanced technology, and is secure enough

to meet government standards. In 2015, GSMA named Samsung KNOX

Workspace the “Best Security/Anti Fraud Product or Solution.”

Staff can switch between the KNOX password-protected Workspace and

personal apps with a tap of a button.

Samsung SDS CellWe EMM

SDS CellWe EMM is a cloud-based management solution for enterprises. IT

admins can manage users, apps and cross-platform devices through one

cloud-based console. SDS CellWe EMM also includes Single Sign-On and

strong authentication to provide a user-friendly and secure work environment

for employees.

Benefits

Using Samsung Galaxy S series devices with KNOX Workspace and SDS

CellWe EMM gives the Department of Corrections the ability to empower staff

to work more effectively and safely, while also protecting highly sensitive data.

Highly effective security

KNOX Workspace keeps department data protected in a KNOX container that

can be accessed only by users providing two factors of authentication, including

a password and biometric scan. This prevents unauthorized personnel from

accessing offender data. Administrators can set policies that control whether

data within the container can be shared outside of the container, which prevents

actions such as the posting of offender photos on the internet. If a device is lost

or stolen, the Department’s IT team can remotely wipe all data from the device.

Modern application delivery and support

Because of the security delivered by the Samsung KNOX solution, the

Department is able to offer mobile applications that help employees be

more productive, even if they include sensitive data. The Offender Contacts

application, which stores relevant offender information, is used by 1,700 parole

and case officers around the country. Since much of their work is on location,

this application saves each officer up to two hours a day by eliminating the need

to remote into the central server or drive back to the office to access or update

files. It is so fast, in fact, that most staff using the application prefer to use their

Galaxy S series smartphones instead of their laptops even when they are in the

office.

In addition, the department is now able to offer devices with a built-in safety

feature for all its officers that can be triggered directly from their phone home

screen. Now if officers find themselves under duress, they can discreetly tap

the application. This alerts the department that assistance is required, pinpoints

location, and sends an audio and video stream.

Management control

In addition to securing data on devices, the department can also ensure that

staff members comply with departmental policies when they use their Galaxy

smartphones. IT can whitelist and blacklist applications so that only approved

applications can run on the device. IT can also manage user identities and

access and track user activity to ensure the department knows who has seen

which data.
