DESCRIPTION

Mark Elford, Director Road Transport Policy and Planning, Policy and Planning Division, Department of Transport, Energy and Infrastructure, SA speaks about the State Government's detailed plans for a dual purpose transport link designed to reduce freight rail travelling through Adelaide’s northern suburbs and provide a more direct route for freight exports at the Port of Adelaide. The presentation was given at the 2012 South Australia Transport Infrastructure Summit. For more information on the annual event, please visit the conference website http://goo.gl/tX8g5.

• new multi-mode (road and rail)

transport corridor

• currently listed as a project with

‘real potential’ by Infrastructure

Australia (June 2011)

• part of the north-south corridor

between Gawler and Old

Noarlunga, linking the north with

Adelaide, and its major port

project of national significance

• improves road and rail freight access into Adelaide and South Australia’s major port from intrastate regions and interstates

• in accordance with the 30-Year Plan for Greater Adelaide, highly demanded for:• increasing productivity • developing residential land use• linking Southern and Northern industry• reducing greenhouse emissions • separating urban passenger rail services from interstate rail freight

services

• an integral part of Adelaide’s north-south corridor committed to by both State and Federal governments

links vital economic regions

• freight connections between Port

Adelaide and Adelaide Airport to

every other mainland state

• links the premier wine and tourism

regions of the Barossa, Clare Valley

and the Riverland

• the Virginia food bowl – agribusiness

• primary and horticultural industries

• key mining and regional centres

• key SA grain ports and silos

links vital economic regions

• key industrial areas with automotive

($1.7b*), defence ($10b*) and

electronics

• new strategic employment lands -

Greater Edinburgh Parks (to attract

between 25-50% of new demand)

• manufacturing - 28% of state share

• cater for 118,000 new jobs and 270,000

people in the Northern and Barossa

Regions to 2038

overview - road

• 12 km north of Adelaide CBD

• 15km expressway, 3+3 lanes, 110 km/h

• managed motorway (ITS backbone,

VMS, VSL, incident management etc)

• connects Sturt Hwy and Northern

Expressway with the Port River

Expressway and South Road Superway

• includes staging considerations for

interchange access as traffic demand

grows

overview – rail

• 21 km freight rail link between NExy and the Port, overall the new rail

track is approx. 30.9km in length.

• single track with two passing loops, standard gauge

• 6 grade separations in total to facilitate a non-stop road and rail

corridor, including 2 rail overpasses, and 4 road overpasses

• potentially, up to 11 rail crossings can be removed from the existing

rail network

• links with the Adelaide to Perth, Darwin and Sydney rail lines

• growing national export task, particularly mining, requires efficient

link to the Port

interchanges – north, south and waterloo corner

• the northern interchange connects in with the recently completed

Northern Expressway

• southern interchange connects with the south road superway

• connecting the South Road Superway to the Nothern Expressway the

northern connector completes almost 45km of the 78km non-stop north-

south corridor (NEXY (24km), connector (15km), superway (4.8km)

development of northern connector

• The preferred option delivers:

• vital link to the Port of Adelaide with intermodal facilities, industrial

clusters and the National Road Network for key intra and interstate

freight movements

• direct contribution to the national objective of addressing freight

capacity constraints

• better use of existing road asset (refer road traffic demand

information – next slide)

• minimisation of impacts on public transport patronage

Page 18: CASE STUDY: The northern Connector – A progress report on plans for a dual-use road and rail corridor linking northern Expressway with Port River Expressway and South Road

forecast traffic volumes on northern connector

• the Northern Connector will cater for 55,000 vehicles per day near

Northern Expressway (northern end), and 78,700 vehicles per day near

South Road Superway (southern end) by 2031

• it is predicted that 39,000 north-south trips will be on the existing

network to the east leading to better use of existing road assets and

improved level of service for the Northern Connector
