The Kenya Red Cross Society uses a number of sta� and volunteers from the Headquarter, regions and county branches. The CTP response teams are oriented on a number of key issues and equipped with all the necessary materials and resources to ensure smooth operation.

As a corporate user of Safaricom, KRCS employs its MPESA platform to disburse cash to the identified beneficiaries. Where MPESA isn’t feasible, KRCS uses banks (including the Hunger SafetyNet Programme (HSNP) platform) and vendors to pay beneficiaries.

KRCS teams spend time to explain the program objectives, goals and criteria to the local authorities.

The CTP operation uses community centred approach known as Community Based Target-ing (CBT) system. CBT is mostly the preferred targeting methodology in the identification of the most vulnerable population that are in need of assistance.

The KRCS sta� and volunteers brief the community about the program, explaining the targeting criteria and delivery mechanism that will be used mainly mobile money, banks and

electronic value voucher. The community is also informed on channels to use for complaints and feedback either through KRCS hotline numbers, KRCS sta� and volunteers and community review meetings.

3.5 Selection and registration of beneficiariesSelection of beneficiaries is done using both the exclusion and inclusion criteria that is normally validated by stakeholders. Those meeting more inclusion criteria get prioritized for assistance. However, to be eligible for the assistance the beneficiaries must meet all the exclusion criteria

3.6 Validation and verification of registered beneficiaries

Beneficiaries are validated followed with verification of the list at all levels before it is approved and beneficiaries registered.

Handling of complaints and feedback is implemented continuously throughout the project/operation

3.7 Distribution and encashment (and voucher redemption in case of voucher programming)

• MPESA: The target community members would be required to register their MPESA registered phone numbers which would later be verified twice before payment.

• BANKS: The target community members would be enrolled with the banks through accounts opening and issuance of ATMs which they would use to withdraw their monthly cash from the local Bank agents.

• VALUE VOUCHERS: The target beneficiaries would be registered through biometrics and data uploaded in Compulynx online database. Special cards would be issued to the beneficiaries to use when obtaining cash from pre-selected vendors.
