Context

� Mr. Pavis, good morning. Could we ask you first to tell us a little about Framatome ANP?

Framatome ANP, an AREVA and Siemens company, is a world leader in its businesses:engineering, design and construction of nuclear power plants, nuclear services, fuel assembliesand heavy component manufacture.

With manufacturing facilities in over 40 countries and a sales network in over 100, AREVA offerscustomers technological solutions for nuclear power generation and electricity transmission anddistribution. The group also provides interconnect systems to the telecommunications,computer and automotive markets.

The problem

� Could you give us an overview of IT at Framatome ANP and give us some idea of themajor challenges you face?

We maintain around 150 management applications, including ERPs as well as bespokeapplications developed in-house or by our IT service providers. I should also mention ourscientific IT. These are the very complex applications we need for our business, some of whichare highly sensitive. Our application portfolio is very mixed. We use a range of programming languages including VB,C, Fortran, Java, Oracle FORMS and PL/SQL, Cobol, ABAP, RPG, PHP and HTML, and ourpackages include SAP, Movex, HR Access, and BO among others. We also make extensive useof the RDBMSs Oracle and SQL Server.

Until the end of 2002, most of our applications were developed by in-house teams. That waswhen we took the strategic decision to transfer the work on our management IT systems to anIT service provider. The challenge faced by the IT Department has been to guarantee thesuccess of outsourcing, and to implement working methods and systems appropriate to thenew contractual framework.

The Solution

� What led you to adopt CAST solutions for outsourcing management?

At the end of 2001, we were preparing for a possible deal in Eastern Europe, and this proved thedetermining factor. Signing the contract would have meant making major changes to part of ourinformation systems within very tight timescales, and the IT Department asked us for the rightresources to handle this objective.

Using outsourcing would certainly have allowed us to call on additional resources quickly, butit would also have created new risks, including delays in delivery, cost slippage and loss of thetechnical mastery of our applications. We also wanted to cut short the time taken to transferknowledge of our applications to the outsourcer, and vice versa, to facilitate their handback toour development teams at the end of the project.

These concerns directed us towards a software solution that would let us retain control of ourintellectual capital, give us assurance that these major changes would be properly implemented,and accelerate knowledge transfer.We quickly identified CAST as the only product on the market that could handle the issues, giventhe languages and technologies we use.

It was only later, at the beginning of 2003, that we decided to go ahead and outsource the workof running our management information systems completely. Our previous research inpreparation for the Eastern European contract led us naturally to CAST as the right solution forour outsourcing management. For us, CAST is a key element in controlling our outsourcingrelationship.

� Which were the areas where you expected CAST solutions to provide tangible value?

As I mentioned earlier, our main concern is to remain in control of our information systems, andto some extent this implies managing and understanding the program source code. Weadopted CAST’s Application Intelligence solutions with four main objectives. We wanted to:

• Retain control of our applications during and after the move to outsourced application-management by building up a technical knowledge base.

• Establish a win-win partnership with our service provider by negotiating quotations,contract monitoring, etc. based on factual evidence.

• Guarantee our application quality by carrying out full quality-assurance on the code ofan outsourced application.

• Facilitate insourcing and help transfer application skills, even when staff leave andchange.

The Results

� What has been your return on experience?

Over two years, staffing in the IT Department has dropped from 250 to 40 people. Today,around a hundred people at our service provider maintain our portfolio of managementapplications and are also committed to improving the level of service to users. We have successfully transferred a strategic application with 350 Oracle tables, 300,000 linesof C code and 150 Forms to our third-party maintenance company, and although theapplication’s former Project Manager had left the company, we did so in a very short time.CAST has helped us enormously to keep control of our knowledge of the application anddevelopments to it. Since then, again thanks to CAST, we have been able both to check thatproposed changes were well founded and to evaluate the appropriateness of the quotations wereceived and the suggested timescales.

It is now our practice to analyze the code using CAST solutions every time we receive a newapplication. This means we can quickly grasp the structure of an application and gain someinsight into its quality and maintainability.

We are using CAST to draw up call graphs in http and these help set up filtering rules in thesecurity systems we use for our Extranet systems.

Finally, we are just about to set up control reports to check that the delivered code complies withthe programming rules and standards agreed with the service provider.

As Mr. Fondeviole, our IS Director, says: “Dialogue between contractor and client benefits whenhard facts are used to guarantee the quality of development, negotiate development costs andmaintain control of the applications. CAST supplies both objective evaluation criteria for thedialogue with the outsourcer – which can be a difficult one - and the indicators we need to trackapplication development. It gives Framatome a system that lets us progress together.”

Conclusion

� How do you see yourself using CAST in the future?

At the moment, our teams at Framatome ANP produce the analyses and reports using CAST.We would like this to be a regular job for our service provider, in the context of a more proactiveapproach to improving service quality and standardizing the delivered code. That’s why we wantthe use of CAST to form part of our quality approach in the outsourcing contract..
