Concept Factsheets Each of the 16 factsheets below highlights one of the CC2DCA concepts developed for the retained corridors (see the Corridor Factsheets for information on the corridors). For each concept, the following information is provided: A conceptual plan view and conceptual profile view. A brief description of the concept. A table showing whether the concept meets the concept screening criteria. A statement of whether the concept is being proposed for elimination or is being preliminarily retained for further consideration. Elimination of Corridor 6 Although Corridor 6 met all the corridor screening criteria and was, therefore, retained for further consideration during the corridor screening phase, it was found during concept development that this corridor cannot accommodate any concept due to the presence of heavy infrastructure along the path of the corridor, including the above- and underground Metrorail tracks. Therefore, Corridor 6 was eliminated during the concept development process and concepts were developed for the four remaining retained corridors only. Definition of concepts Concepts are types of connection defined at a high level. A concept may be a bridge, a tunnel, or a hybrid of both. It may also contain surface elements. Important aspects of a potential CC2DCA connection remain undefined at the concept level, including the width, height, or depth of any structure; the location of any piers or columns; and any aesthetic features. The CC2DCA Study team has identified four concepts for each retained corridor. Each set of four concepts includes a tunnel only concept, a bridge only concept, and two hybrid concepts. Concepts are identified by the Corridor number followed by a letter. “A” denotes a tunnel only concept; “D” denotes a bridge only concept; “B” and “C” denote hybrid concepts. For instance, Concept 8A is a tunnel only concept along Corridor 8. Concept Screening A preliminary screening of the concepts was conducted using screening criteria derived from the CC2DCA Study’s Purpose and Need. Concept Factsheets

Each of the 16 factsheets below highlights one of the CC2DCA concepts developed for the retained corridors (see the Corridor Factsheets for information on the corridors). For each concept, the following information is provided:

To be retained for further consideration, a concept must meet every criterion. A single “not compatible” response results in elimination, because, in this case, the concept would not meet the Purpose and Need. Preliminary screening has resulted in 10 of the 16 concepts being proposed for elimination and 6 being preliminarily retained for further consideration. These are:

• Concept 8B: Tunnel + bridge along Corridor 8

Does this concept minimize the number of level changes for users?

Compatible/Not Compatible

This criterion responds to the Purpose and Need element to provide a direct active transportation option. Level changes, for instance moving from a tunnel to a bridge, represent an inconvenience for users and reduce the directness of the connection. Due to topography and connection typologies, level changes may be unavoidable, especially at either end of any potential connection. To maintain directness, they should be minimized. Therefore, a concept is compatible with this criterion if there are no more than two level changes from the beginning to the end of the concept. It is not compatible if there are more than two level changes.

Addresses the limitations of existing paths between DCA and Crystal City, encourages mode shift, and accommodates anticipated demand from planned growth in Crystal City

Is this concept accessible? Compatible/Not Compatible

This criterion responds to the Purpose and Need element to address the limitations of existing pathways, which do not meet modern Americans with Disabilities Act (ADA) standards. Providing an ADA-compliant connection is a requirement and is essential to making a CC2DCA connection accessible to individuals of all ages and abilities. Therefore, a concept is compatible with this criterion if it can comply with ADA standards and guidance. Otherwise, it is not compatible.

Facilitate Intermodal Connectivity

Enable air-rail connections Does this concept provide a convenient connection for rail passengers?

Compatible/Not Compatible

This criterion responds to the Purpose and Need element to enable air-rail connections. The convenience of the connection is evaluated based on the walking distance on the VRE Crystal City Station’s platform or future Amtrak platform to the connection’s western (Crystal City) landing. A concept is compatible with this criterion if it would permit all VRE and Amtrak passengers to access the potential connection by walking less than a ¼ mile. If rail passengers would have to walk more than ¼ mile, the concept is not compatible.

Advance Goals of Local and Regional Plans

Is consistent with ongoing and planned projects at Crystal City and DCA

Is this concept compatible with the future VRE Crystal City Station and the future Amtrak platform?

Compatible/Not Compatible

This criterion and the next two respond to the Purpose and Need element to be consistent with projects in Crystal City and DCA. VRE has begun final design for the future VRE Crystal City Station. At a later time and as a separate project, addition of a platform for Amtrak service is anticipated. A concept is compatible with this criterion if it avoids conflicts with the future station and platforms’ vertical circulation elements. Otherwise, it is not compatible.

Is this concept compatible with the Fourth Track project?

Compatible/Not Compatible

The Virginia Passenger Rail Authority (VPRA) and CSX have begun design work on a fourth track and associated access road modifications along the railroad corridor within the CC2DCA study area. This railroad corridor experiences heavy traffic and disruptions should be minimized. A concept is compatible with this criterion if it avoids conflicts with the Fourth Track project infrastructure elements (tracks and access road). Otherwise, it is not compatible.

Is this concept compatible with ongoing projects at DCA?

Compatible/Not Compatible

The Metropolitan Washington Airports Authority (MWAA) has just finished constructing new security concourses and is planning to modify the airport’s roadway network, along with constructing a consolidated rental car facility. A concept is compatible with this criterion if it avoids conflicts with newly completed and planned DCA infrastructure projects. Otherwise, it is not compatible.
