CCAA research-to-policy links Mapping our partners’ engagements
The CCAA program supports participatory action research that informspolicy processes with science-based evidence on vulnerability and adaptation. To this end, projects work with policy institutions at the local, national and/or regional levels. These partnerships increase local ownership of the research and make it more likely that the options identified through research will be implemented and sustained. They also increase the chances that successful project outcomes will be scaled up.
The map here shows the connections of CCAA projects where there has been sustained interaction with policymaking bodies at the local, national or regional level. In some cases, organizations with a policy mandate have been involved in research teams from the beginning, as collaborating or participating institutions, or even as lead institutions. In other cases, they have developed an ongoing relationship with the research project, either through stakeholder committees, or by contributing to, or benefitting from, research knowledge on an ongoing basis.
In several projects, research teams interact with national ministries primarily through district level offices and authorities. This is the case, for example, where research has involved agricultural extension officers in testing new or traditional adaptation approaches. We have listed those districts where practical changes have been noted at the local level due to such involvement. In others, the listing of national agriculture and extension ministries can be understood as also involving their district level counterparts.
In some instances, as with research on leishmaniasis in Tunisia, and malaria in Kenya, projects are led by national research institutions with a mandate to work closely with a number of national ministries. Given the number and fluid nature of these relationships, we have not mapped every possible ministry connection for these projects.

On these maps, the term “policy institution” refers to:
• Institutions with a continent-wide policy mandate (such as the United Nations Economic Commission for Africa)
• Organizations which provide technical support for planning and scientific information to regional and sub regional policy bodies (such as AGHRYMET, which serves as an agro-meteorological advisory body to the Permanent Interstate Committee for Drought Control in the Sahel, or the Drought Monitoring Centre in Harare which serves the Southern African Development Community)
• Local or national institutions representing public authority in specific areas (such as ministries and departments of agriculture or the environment, national meteorological services, or basin authorities)
• National platforms that link various policy actors (such as national climate change committees)
• Decentralized institutions representing local populations and responsible for developing and implementing local policies (such as local governments)
“Local” refers to municipal, district, provincial, or other sub-national bodies.
“Regional” refers to bodies that are continent-wide in their mandate, or which group two or more countries in a region of Africa.

Balancing water needs in Morocco’s Saiss basinA research team led by Al Akhawayn Universityis working with provincial agriculturedirectorates and the Sebou Basin Authority todevise strategies that will help communitiescope with growing water scarcity.

Preparing farmers in BeninResearch in Benin led by IDID-ONG improved early warningsystems that help farmers prepare for seasonal uncertainty.In 35 communes, local authorities such as Mayor AndréTodje of Sô-Ava (Atlantique department) and otherstakeholders helped develop, interpret and disseminate pre-alert bulletins that give farmers timely advice on thegrowing season.
