Change Management

A full fledged change management plancovering all dimensions of the issue, executable straight away, may be drawnimmediately and put into action. This wouldimmediately and put into action. This wouldtake care of major bottlenecks at the time ofdeployment of the software, when evenminor hiccups take a long time to beresolved

Page 35: CCTNS In Karnataka, Experience Sharing

Issues Training for S-PMC by C-PMC,

will cut down learning time

Regular flow of information between the two

Timelines cannot be extended as data/info is available

Knowledge of local language for consultants etc?

 Language of training?

 Customization process for application software-testing

Synchronization of all activities and processes-

networking, software creation/customisation, training,

physical infrastructure

Maintenance of the infrastructure created- its perfect functioning

is the key to success

Page 36: CCTNS In Karnataka, Experience Sharing

Issues

Main bottleneck are the officers- PSIs to DGPs, target group

for training, special training program for offficers. Non technical

inputs as well

Can laptops with extra battery be used in power shortage areas

Only licensed software should be installed otherwise it might

lead to embarrassing situationslead to embarrassing situations

Visits by the Delhi team would help in maintaining the quality

and required corrections can be done sooner than later

Functional and sustainable training model- viable even after the

completion of this project

Most successful mission mode project can be used as a model

Page 37: CCTNS In Karnataka, Experience Sharing

Challenges

 Change in attitude

Be a practitioner yourself. If you change,

the world changes

Provide a robust network & network security Provide a robust network & network security

 Data Center consolidation and management

Data sharing with other department’s databases.

Easier said than done. Completed data migration

from HRMS database

 Professional benchmarking and certification for

every task/activity/process

Page 38: CCTNS In Karnataka, Experience Sharing

Challenges…

Personnel to be trained in a fully networked digital atmosphere, so far applications have meant duplication

Training infrastructure, training curriculum, integration of Police IT application training with integration of Police IT application training with Basic Courses at all levels

 15,000 personnel to be trained

Data migration from CCIS & Data digitization wherever required

Page 39: CCTNS In Karnataka, Experience Sharing

Challenges…

Rollout is the process of Installation, Initial usage of the software till it is stabilized and the end user becomes fully conversant

A detailed plan for phase wise roll out synchronizing with all other inputs is in final synchronizing with all other inputs is in final stage

Handholding by the software creator, any other agency or by the department

Initial roll out in a controlled atmosphere

Page 40: CCTNS In Karnataka, Experience Sharing

Conclusion

The successful completion of this project would take the

police to much higher level of efficiency, near total

transparency, all mechanical work would become redundant,

more human resources would be available for core tasks,

better investigation, qualitative change in planning, splitbetter investigation, qualitative change in planning, split

second communication, perfect documentation/ retrieval, no

alibi as the application is role based, need based passage of

information on the website/ press/individuals, tracking of

incidents/facts /details would be flawless etc.
