    NeighborhoodRevitalizationStrategicFrameworkFebruary2010

    TheCommunityDevelopmentAdvocatesofDetroit(CDAD)FuturesTaskForcewasformedoutofaconvictionthatDetroitrequiresabold

    newvisionforitsneighborhoods--onethatacknowledgesthatwewillnotreversethelossofpopulationfortheforeseeablefuture,and

    thatcurrentconditionsinDetroitsneighborhoodsaresocially,economicallyandenvironmentallynolongersustainable.Detroitmust

    trulyreinventitselffromthecoredowntowntothecitylimits.

    ACOMMUNITYDEVELOPMENTPERSPECTIVETHROUGHABROAD-BASED,MULTI-SECTORCONSENSUSPROCESS

    TheFuturesTaskForcehasbroughttogetherDetroitcommunitydevelopmentorganizations(CDOs)andprofessionalsindividualswho

    haveworkedformanyyearseverydayinDetroitsneighborhoodsandcreatedaconsensusprocesswithawidearrayofotherpublic

    andprivateagenciesandinstitutionsthathavelongbeencontributorstoneighborhooddevelopment-tocreateneighborhood

    revitalizationrecommendations.Theserecommendationssuggestaframeworkforhowwecancollaborativelyfocusonrevitalizing

    Detroitsneighborhoods,whatstrategieswouldbeappropriate,andwhatroleCDOsshouldplay.Equallyimportant,ourframework

    suggestsasystemofsupportforcommunitydevelopmentorganizationsthosefrontlineplace-basedorganizationsdedicatedto

    neighborhoods-toplayanappropriateroleinthateffort.

    NEIGHBORHOODCLASSIFICATIONS,FUTUREDIRECTIONSANDMATCHINGSTRATEGIES

    Likemanystakeholdergroupsnowlookingatthisissue,CDADbelievesthatusingindicatorsofchangeisavalidwayofdetermining

    howtoinvestinneighborhoods.CDADsapproachalsosuggestsclassificationsforareasofthecity,basedonthisdata,buildingon

    earlierworkthatwasstartedafewyearsago.CDADtakesthatworkmuchfurtherandsuggestsclassificationsforlowandnodensity

    areasoftheCity(residential,commercialandindustrial)thataccordingtoindicatorsshouldbetotallyreinventedfordifferent

    purposes.

    HoweverCDADsworkwilladdsignificantvaluebecausewelooknotjustatcurrentconditionsandclassifications,butatanappropriate,

    sustainableandrealisticdirectionforanygiventypeofareainthecity,thenwesuggestpotentialmatchingstrategiestorealizethat

    direction.Bylookingatrightdirectionforanygivenneighborhoodusingadataapproach,everyone-localresidentsandbusinesses,

    theirrepresentativeCDOs,funders,developers,andlocal/state/federalgovernmentcanmakecollaborativechoicesaround

    investmentsinanygivenneighborhood,andaroundaroleforanygivencommunitydevelopmentorganization.CDADbelievesthat

    realistically,everyareaoftheCitymustbeaddressedattherighttimethroughtherightinterventioninsomewayevenwhentheright

    interventionistheclearanceofbuildingsandpopulation.Equallyimportant,CDOsareuniquelypositionedtoplaytheappropriaterole

    alongwiththerightpartnersineveryneighborhood.WeimaginethataCDOwouldhavearoleineveryneighborhood,andthatevery

    neighborhoodwouldincludemultipleclassificationswithinit,dependingoncurrentconditions.Wefinallysuggestthatcommunity

    organizing,educationandengagementarethefundamentallyimportantrolesthateveryCDOshouldplay,gearedtowardapurposethat

    alignswiththerealisticdirectionaneighborhoodistaking.

    REFORMINGTHECOMMUNITYDEVELOPMENTINDUSTRY

    Furthermore,CDADrecognizesthatwhilewemustcontinuetoadvocatefortheimportanceofourtraditionalworkinneighborhoods

    candidlycallingoutforchanges,forclarityofrolesandtobeproperlyresourcedtodoourworkweknowwemustalsoholdupamirror

    toourselves.Asorganizationswemustbestructuredandresourcedinarationalway,thatflowsfromacitywide,realisticand

    collaborativestrategyforrevitalization.Wemustbewillingtorestructure,realignandevenmergewhennecessarytobemoreefficient

    andeffective.Ourorganizationsmustbesolidanddynamic,nimbleinrespondingtochangingconditions,andheldtoobvious,published

    standardsforoperation,andmeasuresforsuccessinthecommunitiesweserve.

    THETRIPLEBOTTOMLINE.PRESERVINGANDSUSTAININGDETROIT

    Thisconceptdescribesabalancedstandardforcommunityandurbanlife.Weadheretothetriplebottomline,whenwefocuson

    socialequity,treatingeachotheraswewouldwanttobetreated;environmentalintegritywherewerespectthenaturalenvironmentforfuturegenerations;andeconomicprosperitywherewefosterstrongbusinessandgainfulemploymentatalivingwage.Whenwefocus

    onsustainability,wearefocusingonthetriplebottomlinebyfosteringtheuseofenvironmentallysoundandsociallyequitable

    practicesandtechnologiesinoureconomicproduction,constructionandbusinesspractices.CDADbelievesthatwecanandmust

    reinventDetroitandaccountforthetriplebottomline,andthestrategiessuggestedhereadheretothatbelief.CDADalsocallsforusto

    respectandpreserve,wherepossible,ourhistoricallysignificantstructuressofuturegenerationscanunderstandandappreciateour

    past.CDADstronglybelievesthatDetroitsmoststunningnaturalassetitsriverfrontmustbepreserved,openforpublicenjoyment,

    andwhereusedforcommerce,donesosustainably.

    THERIGHTDIRECTIONFORDETROIT:ABEGINNINGFRAMEWORK

    WhatCDADdescribesbelowisnotaMasterPlan.Butitisasuggestedframeworkthatdescribesavisionforeverytypeofareainthe

    City,movingfromhigh-densityresidentialtolowdensityresidential;fromlowdensitybusiness/industrialtohighdensitybusinessand

    commercial.Thisframeworkisastartingpointforimportantnextsteps:

    thecollaborativedevelopmentofindicatorsforeachclassification, thetestingofthoseindicators, finalizationofappropriatestrategieswithcorrespondingsuccessmeasures thentestingthosestrategiesaspartofanoverallcollaborativevision

    Werecognizethatthechangewecallforwillbealongtermprocessofchange.Butweareconvincedthatthelevelsofabandonmentin

    Detroitcanmakesomeofthischangepossibleintheshorterterm,withoutunduerelocation.WealsobelievethatresidentsofDetroit

    alongwiththebusinessesandinstitutionsthatservethem,willbewillingtorenewtheircommitmenttochangeiftheycanauthentically

    participateinthisdifficultprocess,thencomeawaywithaclearunderstandingoftherightdirection(s)fortheneighborhoodinwhich

    theylive,work,investandserve.

    Wedonotexpectourrecommendationstobethefinalwordonthesubject;althoughtheyareaclearstatementfromthecommunity

    developmentindustryperspectiveastowhatdirectionisrightforDetroit.Rather,weaskthatourrecommendationsbetakenasa

    startingpoint-asetofbuildingblocksifyouwill-foraseriesofimportantnextsteps,andacollaborativeprocesswithCity,Stateand

    Federalofficials,foundationsandintermediaries,corporations,non-profitorganizationsandespeciallyresidents,tobuildonthe

    frameworkthatwepresent.

    FACILITATINGTHECHANGEPROCESSBYWORKINGWITHPEOPLEANDCREATINGACITYWIDEVISION

    CDADalsoadvocatesforachangefacilitationprocessthatishumaneandfair,andinvolvesresidentsandlocalbusinessesthrough

    providinginformationopenly,genuinelylisteningforfeedbackandideas,andcollaborativelyplanningourfutureevenwhenitis

    difficult,confrontiveandtimeconsuming.CommunityDevelopmentOrganizationshaveauniqueandimportantroleinthisprocess

    becauseofourconnectiontoagivencommunity,ourexperiencewithinvolvingpeopleinplanning,andourconvictionthatchangeisonly

    possiblewheneveryonehelpsplanforit.Howeverwerecognizethatstrongleadershipisrequiredforaprocessthisdaunting.We

    believethatonlyDetroitsMayor-withstronginvolvementofDetroitsCityCouncil-canleadthatchange,mobilizingcitygovernmentto

    alignwithnecessarychange.Buttheplanswemustmakeandtheprocessbywhichtheyarecarriedoutcannotbedictatedbyanyone

    entityneithercitygovernmentnortheprivatesector-orcreatedinavacuum.

    Furthermore,thestrategiesthatarecreatedcannotbedoneinapiecemealfashionbylookingonlyatafewneighborhoods.Acitywide

    visionandstrategicframeworkmustbecreatedbeforeanyoneortwoneighborhoodsarehighlighted.Oncewecollectivelyunderstand

    whatouroveralldirectionis,whattherightstrategiesareforeveryneighborhood,implementationplanscanbedevelopedmore

    rationally,withmoresupportandinvolvement,andwithmorepatienceandtoleranceforthedifficultiesthatlieahead.

    ANEWDETROIT:SPACIOUS,GRACIOUS,GREENANDINDUSTRIOUS

    CDADimaginesanewDetroitthatisthefirstCityintheUnitedStatestorespondtoitsabundanceofvacantlandinsucha

    comprehensiveandpositiveway,byofferingauniquearrayofchoicesinresidentiallivingfromruraltomainstreet,fromtraditionalto

    suburban,fromsinglefamilytohighrise,withenergyefficienthomesandapartmentsbotholdandnew.WearecommittedtoaDetroit

    whereresidentsareemployedwithinthecity,wherelocalentrepreneurialresidentsownlocalbusinesses.WeseeaDetroitthatisahub

    forsustainablegreenindustryfromfarmstofisheries,butalsoboastsanabundanceofnaturalgreenspaceespeciallyalongour

    riverfrontwhichispreservedforpublicuse.Weenvisionacitywhosestreetsaccommodatecars,butalsolightrail,bikesandwalkers.

    Wewantacitythatwelcomesandrecruitsimmigrants,whosepeopleremainthefriendliestandmostresilientintheUnitedStates.
