CDOT Provides Update on its 2016 MS4 and Water Quality Activities As one of five MS4s in the Chatfield Watershed, the Colorado Department of Transportation provides an annual update to the Chatfield Watershed Authority on its MS4 permit and water quality activities. Dr. Holly Huyk provided an update on CDOTs Mitigation Pool projects and described the project application process (attach PWQ-MP.ppt file). Mr. Roman Jarequi, P.E., presented on CDOT’s current and future projects going on in the watershed and completed construction projects.

First round of applications and funding complete Local Agency funding for 2015 = $1.3 million; more requests
anticipated in 2016 Projects costing $500,000 or less (for CDOT) may apply for
state-only funds IF there is a demonstrated savings in time or cost relative to federal funding, AND Local Agency can demonstrate that state-only funding will not impact Tabor limits. Such funding will not be chosen until after projects are chosen.

Contracting goes through CDOT Local Agency process and is subject to all related requirements.
All three funded projects, ranging from $65,000 to $1+million, are in the contracting process now.
Apply early enough that a year-long contracting process will not delay the project.
Best to have design at FIR level to know what costs will be, and to have all partnerships and maintenance agreements ready.
Designs MUST treat CDOT MS4 ROW and meet CDOT MS4 PWQ requirements. Streambank restoration is still off the table.
