2018 marks the 10-year anniversary of the Aboriginal Sport, Recreation and Physical Activity Strategy and the

creation of the Indigenous Sport, Physical Activity and Recreation Council (I•SPARC). It is with great pride that we reflect on the important work that has taken place over the past decade and celebrate the transformative change in the health and well-being of First Nations, Métis, and Inuit people that is happening across British Columbia.

Throughout the province, more Indigenous people are engaging in sport and physical activity – from children to Elders. Indigenous people are recognizing the profound relationship between staying active, healthy eating, and their personal wellness. As a direct result of the work that began in 2008, British Columbia is now at the national forefront of promoting Indigenous sport and physical activity. The BC Association of Aboriginal Friendship Centres, the First Nations Health Authority, and the Métis Nation BC formed I•SPARC out of a deep understanding that sport, physical activity, and recreation are powerful forms of preventative health and at the core of building healthy, active, vibrant communities. In the spirit of celebration, we can consider how sport, physical activity and recreation have been strengthened since the implementation of the Aboriginal Sport, Recreation and Physical Activity Strategy and the core priorities established within its five pillars: Active Communities, Leadership and Capacity, Excellence, System Development, and Sustainability. As a result of the support we have received from our Partner Agencies and the Province of BC, I•SPARC has built a new community-focused Indigenous sport and physical activity infrastructure and established 14 new provincial programs, resulting in the delivery of 4,140 events and activities involving 135,611 participants. The positive impact has been wide reaching and life changing.

A t the heart of I•SPARC’s work are the programs that advance the objectives of the Aboriginal Sport, Recreation and Physical Activity

Strategy. These programs engage a broad range of individuals, families and communities. Our youth-centered, intergenerational approach instills a sense of belonging, increases self-awareness, and helps build confidence, pride, and the ability to make positive life choices. A proud legacy of the Cowichan 2008 North American Indigenous Games, I•SPARC’s Provincial Strategy, infrastructure and programs continue to be identified within government and NGO reviews and studies as a best practice. I•SPARC has grown to become the largest Provincial/Territorial Aboriginal Sport Body in Canada. Through our partnerships, we have established a number of national processes, including the revitalization of the Aboriginal Sport Circle and the development of the Aboriginal Sport for Life resources (Aboriginal Long-Term Participant Development Pathway and Aboriginal Communities: Active for Life).

In response to the 2008 BC Aboriginal Youth Sport and Recreation Declaration, I•SPARC’s work has continued to advance the need for “improving the health and lives of all Aboriginal people through Aboriginal and mainstream sports, recreation, and traditional physical activities within our communities”.

Aboriginal Healthy Living ActivitiesIn 2011/2012, the Province transferred responsibility for the Aboriginal Healthy Living Activities (AHLA) to I•SPARC These programs, designed to help train volunteer community champions passionate about healthy living to deliver their own holistic community-based projects that promote increased physical activity, healthy eating, respect for tobacco, and healthy pregnancies, have become the cornerstone of community-based health promotion. For the last seven years, I•SPARC has continued to expand the range of the following four programs:

Aboriginal RunWalk (ARW)Delivered through and in partnership with SportMedBC, the ARW provides a progressive training program that builds participants’ fitness levels and increases their stamina in preparation for a 5K or 10K running or walking event.

Grants & Recognition Some of the most significant barriers for Indigenous peoples’ participation in sport, physical activity and recreation are financialAccordingly, I•SPARC provides access to a wide range of grants for delivering provincial sport championships and athlete development camps, purchasing physical activity equipment, and coaching and leadership training. Our commitment to getting resources into communities has resulted in the distribution of 2,067 grants with a combined total of more than $2,800,000. Through the support of the Premier and the Ministry of Tourism, Arts and Culture, I•SPARC has established a provincial athlete recognition program called the Premier’s Awards for Indigenous Youth Excellence in Sport. With both regional and provincial awards, the Premier’s Awards celebrate the outstanding athletic achievements of Indigenous youth in our province. The awards also provide a platform for sharing the stories of how these role models promote healthy lifestyles, embrace their culture, set academic goals, and give back to their communities through volunteerism. Since its inception in 2015, I•SPARC has received 345 nominations and presented 132 awards.

Recently, in order to increase the profile and awareness of the tremendous accomplishments of Indigenous athletes from British Columbia, I•SPARC partnered with the BC Sports Hall of Fame to create a permanent display for the Premier’s Awards recipients. I•SPARC also supported the Hall of Fame’s enhancement and revitalization of the Indigenous Sport Gallery – a 1000 ft² interactive space that showcases the stories of some of our most prominent Indigenous athletes, past and present.

Grants &Recognition Programs

HealthBeatA program of SportMedBC, HealthBeat is a health screening program that offers AHLA participants the opportunity to learn about personal risk factors for heart disease and diabetes, and how to help lower their risk for cardiovascular diseases. Participants are screened before the start of their AHLA program and after the training is complete. The “before and after” approach to screening helps participants identify health improvements and encourage them to embrace a healthier lifestyle.

Honour Your Health Challenge (HYHC)The Honour Your Health Challenge encourages innovation and needs-based approaches to promoting healthy, active lifestyles. HYHC Community Leaders plan and deliver their own community-based projects that address a specific community need through the promotion of physical activity, healthy eating, respecting tobacco and healthy pregnancies.

FitNationDesigned to increase physical activity in Indigenous communities, FitNation incorporates a series of dynamic stretching exercises that are adaptable to any fitness level, and presented in a fun workout format.

To date, I•SPARC has trained 1,895 AHLA community leaders, distributed $1,181,000 to communities through project grants, and delivered 1,263 community-based projects involving more than 43,000 participants.

Community Sport DevelopmentIndigenous communities have diverse needs and interests as they relate to sportI•SPARC’s regional structure brings community sport leaders and stakeholders together to establish consensus on their sport priorities, ensuring that the sport development camps, clinics and courses delivered within each region support the specific needs of the respective communities.

Over the past seven years, I•SPARC has been building the foundation for Indigenous sport by increasing access to culturally relevant, community-based sport development programs. Partnering with more than 35 Provincial Sport and Multi-Sport Organizations, I•SPARC has supported the delivery of 1,945 youth sport development camps across British Columbia, involving 78,679 youth participants (47% female and 53% male). Over this period, there has been an impressive 514% increase in programs delivered and a 219% increase in youth participation.

Leadership & Capacity From coaches to instructors and officials, these volunteers are the foundation of community sportThey dedicate countless hours to sport programs that provide a safe, welcoming, and fun environment for youth. Accordingly, I•SPARC has focused much energy and resources on building leadership and capacity by supporting the training and development of community sport volunteers. In total, we have hosted 513 training and NCCP certification courses throughout the province, involving 3,735 participants.

Goal

Performance SportCompetition builds a legacy of excellence by pushing boundaries and developing leaders I•SPARC’s Community Sport Development Programs, Provincial Championships/Athlete Camps, and Team BC programs provide an important competitive pathway for Indigenous athletes. 128 Provincial Championships and Camps have been hosted across the province, engaging 11,735 athletes and coaches in performance sport.

The investment in the Indigenous sport delivery system has resulted in some momentous achievements. In 2014, Team BC made history, winning both the Overall Team Title and the John Fletcher Spirit Award (presented to the team displaying teamwork, fair play, integrity and respect) at the North American Indigenous Games hosted in Regina. In 2017, Team BC repeated its success by winning the Overall Team Title at the Games hosted in Toronto. However, the North American Indigenous Games aren’t Team BC’s only successes. For the last six years, Team BC’s male hockey team has had a podium finish every year (three gold, one silver, two bronze) at the National Aboriginal Hockey Championships. The female hockey team has also performed well at the national championships, advancing from an 8th place ranking after 2012 to a bronze medal in 2017.

This alliance was formed in response to the need for a unified approach to community development and preventative health through increased access to programs and opportunities in sport, recreation and physical activity.

Through the ongoing support of the Ministry of Tourism, Arts and Culture and the Ministry of Health, I•SPARC has created responsive and enduring programs for Indigenous people across British Columbia. The shared successes of I•SPARC’s leading-edge work has resulted in some notable milestones, all of which are cause for celebration:

• Created first broad-spectrum strategy of its kind in North America.

• Historic agreement signed between the BCAAFC, FNHA and MNBC to serve as the stewards of the strategy and form the Indigenous Sport, Physical Activity & Recreation Council.

• Established a new, comprehensive Indigenous sport/physical activity infrastructure in BC.

• Grew to become the largest and one of the most influential Provincial/Territorial Aboriginal Sport Body in Canada.

• Led national initiative in partnership with Aboriginal Sport Circle and Sport for Life Society, resulting in the creation the Aboriginal Long-Term Participant Development Pathway and Aboriginal Communities: Active for Life Resources.

• Established and sustained collaborative partnerships with more than 30 organizations.

• Signed an MOU with Nike N7 – the first of its kind in Canada. This has resulted in 5 consecutive years of N7 program funding.
