It is with great pleasure that I extend my personal greetings to the Canada TibetCommittee in honour of its 20th anniversary.

As you celebrate the history of your organization and mark this special milestone, may this anniversary also be an opportunity to reflect upon the unique and rich heritage of Tibetan-Canadians while celebrating the cultural diversity of our society. You may take great pride in the contributions members of your community have made to the social, economic and political fabric of our great nation.

I would also like to take this opportunity to welcome His Holiness the 14th Dalai Lama of Tibet on his visit to Canada. Last year, the Government of Canada and the House of Commons unanimously agreed to bestow on His Holiness the title of “Honorary Canadian Citizen” in recognition of his dedication to education, compassion and human dignity. I thank the Dalai Lama for sharing his message of kindness and compassion in Canada and around the world.

On behalf of my colleagues in the Government of Canada, please accept my best wishes for a memorable anniversary.

Cet anniversaire sera pour vous l’occasion de célébrer non seulement l’histoire de votre organisation et cette étape importante dans son évolution, mais également la diversité culturelle de notre société et la contribution riche et unique que les Canadiennes et les Canadiens d’origine tibétaine y ont apportée. Vous avez en effet toutes les raisons d’être fiers de votre contribution à la consolidation du tissusocial, économique et politique de notre grand pays.

Je profite de l’occasion pour souhaiter la bienvenue au Canada à Sa Sainteté le quatorzième Dalaï-Lama du Tibet. L’an dernier, le gouvernement du Canada et la Chambre des communes ont décidé à l’unanimité de lui conférer le titre de « citoyen canadien honoraire », en reconnaissance de son dévouement à la cause de l’éducation, de l’entraide et de la dignité humaine. Vingt ans déjà se sont écoulés, vingt ans à se faire la voix d’une communauté dont les valeurs et les traditions sont uniques, et dont la culture millénaire suscite à la fois intérêt et fascination aux quatre coins du monde.

Aujourd’hui, je me joins à tous les membres du Comité Canada Tibet pour souligner le 20e anniversaire de fondation de ce grand regroupement qui joue un rôle important pour la sauvegarde du patrimoine tibétain. À vous tous, organisateurs, administrateurs, partenaires, membres et bénévoles du Comité Canada Tibet, je dis bravo.

Twenty years have already gone by, twenty years of speaking for a community whose values and traditions are unique, and whose thousand-year culture generates both interest and fascination around the world.

When Thubten Samdup immigrated to Canada, he felt no obligation to get involved in Tibet’s affairs. As far as he was concerned, he had paid

his dues. Thubten, or “Sam” to his non-Tibetans friends, wanted to experience what he calls “the Canadian way of life.” Instead, he came face-to-face with a startling reality: that those around him had no knowledge of Tibet and its half-century struggle.

“I felt that we couldn’t just sit back and do nothing, [if only] because people here don’t really know what’s happening in Tibet. The only thing they seem to know is that Tibetans are religious people, they live in the mountains, there are lots of monks and nuns, but not in terms of what Tibetan people are going through.”

Sam, 56, was born in Tibet, but fled to India with his family at the age of nine. There he joined the Tibetan Institute of Performing Arts where he eventually became the director. In 1981 he moved to Montreal with his Canadian wife, Carol, and their two children, Dawa and Deborah.

At that time, many first-generation Tibetans living in Montreal didn’t speak French or English very well, so Sam stepped in to help preserve the culture. Every weekend he would drive out to Longueuil, where most Montreal-based Tibetans live, and instruct young Tibetans on language, music and identity.

Sam kept at it for years, and was eventually elected the President of the Tibetan Cultural Association. But as Tibet’s plight worsened, his focus shifted from folk dance shows and multiculturalism to the more urgent matter of Tibet’s survival as a sovereign nation and people.

“I would always tell them we have to get out there and let people know what’s happening. We just can’t sit back and do nothing and leave it all up to the Dalai Lama.” The start of a trek

The former music student threw himself into the struggle, but it wasn’t until 1987 that his purpose became clear. A huge riot had erupted in Tibet earlier that year, and Sam had planned a walk from Montreal to Ottawa with young Tibetans as a way to raise awareness. On the day they started their trek – March 5 – protests broke out in Tiananmen Square, and marshal law was imposed in Tibet. The media took notice, and Sam’s demonstration was a huge success.

With Tibet finally on the map, Tibetans agreed that it was their duty to keep the momentum going. At the time, Sam had a full-time job and found it difficult doing everything by himself. That year he started the Canada Tibet Committee (CTC), an independent, non-governmental organization committed to the preservation of Tibetan culture and that restoration of Tibet to its status as an independent state.

“Tibetans in Tibet count on us to do something,” stresses Sam. “This struggle is a Tibetan struggle, and it’s very important that Tibetans lead the struggle.” For 13 years, Sam and a handful of volunteers worked from his basement – they produced newsletters, participated in community events to bolster the community’s profile, and lobbied the government on behalf of the Dalai Lama. Before long, people across Canada began to show interest, and the CTC opened branches in Vancouver, Toronto, Ottawa, Edmonton and Calgary – even Chicoutimi, adds Sam, for a total of eleven offices across Canada.

Sam and the CTC have made huge strides since 1987. In 1992, he founded World Tibet Network News, the first electronic newsletter of its kind. Sam is also credited as the founder – or “instigator,” as one member puts it – of the International Tibet Support Network (a response to the lack of international coordination within the Tibet movement), and subsequently, the Tibet Support Group List, an invaluable communications tool used to promote global campaigns with strategic objectives and targeted actions. All activities are discussed through the list, available today in French, Spanish, and even Hebrew.

“In order to be effective, somebody has to bring all these things together. The technology exists; it’s just a matter of somebody putting it together.”

Then in 1997, a turning point. The CTC celebrates its ten-year anniversary at a general assembly. And as Sam sat there, he had what can only be described as epiphany.

“I looked around the table and I saw these people who had been with me for ten years, and all of a sudden as a Tibetan I felt really guilty; guilty in the sense that, until all questions about Tibet are resolved, there is no end to the work we’re doing. I have no choice – I’m a Tibetan. But for other people, it’s not fair to lead them on.

“That’s when I thought, ‘Why we are in it? Not because we have nothing better to do. We want to make a difference for the people of Tibet.’ Then it dawned on me: in all the Dalai Lama’s travels, everywhere he goes, he’s always reciting the same mantra: ‘I’m looking for dialogue. Dialogue with the Chinese administration on the genuine autonomy of Tibet.’ He knows what’s good for Tibet, so if that’s what he wants, then that’s what we’re going to give him! The Canada Tibet Committee is going to provide him exactly that.”

International outreach

In 2004, following the Visit of His Holiness the Dalai Lama, Sam stepped down as President of the CTC and has reenergized himself with a new project in support of Tibet.

Today, he’s going straight to the Chinese people with Tibet’s message. “The Dalai Lama has been saying for years, reach out to your Chinese brothers and sisters and reason with them. But somehow we never heard him say that.”

Presently, Sam is focused on the development of an outreach model to establish a peaceful dialogue with China. The Drewla Initiative Project, based in Dharamsala, India, seeks new ways to educate Chinese on Tibet’s historical and cultural reality through unbiased and uncensored information.

So far the return has been incredible, but time is running out for the Tibetan people. That sense of urgency colours Sam’s every word and action, “When you know you’re going to die in the next six months, you’re going to live you’re life differently, and that’s how we have to live.”

In its 20-year history, the Canada Tibet Committee (CTC) has firmly established itself as a voice for Tibetans in Canada. Today that voice is heard around the world, thanks in no small part to our many accomplishments and milestones.

The CTC made inroads with the Canadian government in 1990 by helping form the Parliamentary Friends of Tibet, a group of Parliamentarians whose mission is to represent Tibetan interests with Canadian parliamentarians. In 2004 we successfully organized the Tibet China Negotiation Campaign and achieved a near two-thirds majority of parliamentary support. Later on June 23, 2006, the House of Commons unanimously awarded the Dalai Lama Honourary Canadian Citizenship, the third time in history that Parliament has bestowed this distinction. The occasion was followed in February 2007 by a unanimous motion on behalf of MPs calling on the Canadian government to push China for a meaningful dialogue on Tibet.

To foster awareness, the CTC has developed innovative solutions for sharing information and consolidating the movement’s many activities. In 1992 we launched the World Tibet News List, the first-ever electronic news resource in the Tibetan Diaspora. This was followed by the creation of the Tibet Support Group List, the only worldwide Tibet support discussion, and the formation of the International Tibet Support Network. The CTC has also helped in the creation and coordination of several Tibet Support Groups around the world, each of which have their own discussion list in their respective mother-tongue (available in German, Spanish, Hebrew and Tibetan).

The CTC has hosted visits by His Holiness the Dalai Lama since 1990, with subsequent trips to Canada in 1993, 2004 and 2007. Outside of Canada, the organization has achieved

visibility through their presence at key international events and gatherings: two CTC members, Carole Samdup and Tenzin Jimpa, were part of the Beijing Women’s Conference in 1995, and the following year we sent the first-ever Tibetan delegates, Tenzin Khangsar and Tenzin Jimpa, to an Asia-Pacific Economic Cooperation meeting (Manila, 1996).

Timed to coincide with the UN World Summit on Sustainable Development in 2002, the CTC published a landmark book on Tibet’s economic status as it relates human rights. Poverty by Design: The Economics of Discrimination in Tibet, uses China’s own statistics to challenge claims that the occupation of Tibet is motivated by economic and social development for the Tibetan people. The report exposes systemic economic discrimination, imposed through central policies that violate fundamental human rights principles. Recommendations include the need to focus on an intensive rather than an extensive model of regional development, strategies that cultivate skills within the existing indigenous population, the development of alternative rural industries, and the rapid extension of low-cost, low-tech infrastructure and services.

And we’re not finished. The CTC will be active in the coming months drawing attention to Tibet in advance of the Beijing Games while continuing our work in the corridors of governments around the world.

Lorsque Thubten Samdup a immigré au Canada, il ne ressentait aucun besoin de s’immiscer dans les affaires tibétaines. Selon lui, il avait déjà fait sa part pour le Tibet. Thubten, ou plutôt Sam pour ses amis non-tibétains,

voulait faire l’expérience de ce qu’il appelait le style de vie « canadien » . Toutefois, il s’est vite rendu compte d’une réalité accablante : son entourage ne connaissait rien du Tibet et de sa lutte d’un demi-siècle.

«Je ne pouvais tout simplement pas laisser les choses comme ça car trop de Canadiens ne connaissaient rien du Tibet. La seule chose que les gens semblent connaître sur le Tibet c’est que nous sommes religieux, que nous vivons dans des montagnes, qu’il y a beaucoup de moines et de sœurs, mais les gens ne savent rien sur la réalité politique que les Tibétains doivent endurer. »

Sam, 56 ans, est né au Tibet, mais fuit avec sa famille en Inde à l’âge de neuf ans. Il se joint dès lors à l’Institut tibétain des arts de la scène (Tibetan Institute for Perfomance Arts) qu’il dirigera ensuite lui-même. En 1981, il déménage à Montréal avec sa femme canadienne, Carol, et leurs deus enfants, Dawa et Deborah.

À cette époque, la plupart des Tibétains de première génération ne parlaient pas bien ni le français ni l’anglais, alors Sam s’est donné comme mission de préserver sa culture. Chaque fin de semaine, il faisait son pèlerinage

à Longueuil, où la plupart des Tibétains à Montréal habitent, pour enseigner la culture, la langue et l’identité tibétaines aux jeunes Tibétains.

Pendant des années, Sam s’est dévoué à ce bénévolat, méritant la présidence de l’Association culturelle tibétaine pour ses efforts. Mais, alors que la situation politique au Tibet s’aggravait, Sam a mis de côté la danse folklorique et le multiculturalisme pour se concentrer sur la survie même du Tibet en tant qu’état souverain et de son peuple. «Je leur ai toujours dit qu’il fallait se faire entendre et conscientiser les gens. On ne peut pas juste se croiser les bras et laisser le Dalaï Lama faire tout le travail. »

Le début d’une longue route

L’ancien élève de musique s’est lancé dans la lutte, mais ce n’est qu’en 1987 qu’il a compris sa destinée. Cette année-là, des émeutes ont éclaté au Tibet et Sam avait planifié une marche de conscientisation de Montréal à Ottawa avec des jeunes Tibétains. Le jour même où ils commencèrent à marcher - le 5 mars - des manifestations éclatèrent sur la Place Tiananmen, et l’état d’urgence fut décrété au Tibet. Les médias ont diffusé la marche de Sam et son message s’est répandu partout au Canada. Avec le Tibet dans la mire du public, les Tibétains ont conclu qu’il fallait maintenir l’élan médiatique. À l’époque, Sam avait un emploi à temps plein et il n’arrivait pas à tout faire tout seul. Cette même année, il fonda le Comité Canada Tibet, un organisme non- gouvernemental, indépendant, voué à la préservation de la culture tibétaine et au rétablissement du Tibet à son statu d’état indépendant. «Les Tibétains au Tibet s’attendent à ce qu’on fasse quelque chose», explique Sam, «Cette lutte est une lutte tibétaine, c’est essentiel que ce soit les Tibétains qui mènent la lutte.» Pendant 13 années, Sam et ses quelques bénévoles ont travaillé dans son sous-sol - ils produisaient des bulletins, ils participaient à des événements

communautaires pour augmenter la visibilité du groupe et ils faisaient du lobby auprès du gouvernement au nom du Dalaï Lama. En peu de temps, des gens de partout au Canada montrèrent de l’intérêt et le CCT ouvrit des succursales à Vancouver, Toronto, Ottawa, Edmonton, Calgary et même Chicoutimi, pour un total de onze bureaux au Canada.

Un réseau international

Depuis 1987, Sam et le CCT ont fait beau-coup de progrès. En 1992, le World Tibet Network News était fondé, premier bulletin d’information du genre. Sam est aussi le fondateur - ou l’instigateur, comme un membre l’indique - du International Tibet Support Network (une réponse au manque de coordination au sein du mouvement tibétain) et, par la suite, du Tibet Support Group List, un outil de communication devenu essentiel pour promouvoir les campagnes mondiales ayant des objectifs stratégiques et des actions ciblées. Toutes les activités sont discutées sur cette liste qui est maintenant disponible en français, en espagnol et même en hébreu.

Puis en 1997, Sam est à un point tournant lorsque le CCT célèbre son dixième anniversaire lors d’une assemblée générale. Assis à une table, Sam est soudainement assommé par un moment de clarté, «J’ai regardé autour de la table et j’ai vu tous ces gens qui étaient avec moi depuis

dix ans et tout d’un coup, j’ai ressenti une culpabilité intense. J’ai réalisé que je n’avais vraiment pas le choix, qu’il n’y avait pas de fin au travail qu’on faisait, que c’était mon devoir de poursuivre toutes les questions que suscitait le contexte politique de mon pays. En tant que Tibétain, je n’avais pas le choix. »

«C’est alors que j’ai pensé “Pourquoi fait-on ce que l’on fait?” Pas parce qu’on n’a rien de mieux à faire, mais plutôt pour améliorer le sort des Tibétains. Alors, j’ai compris: le Dalaï Lama répète toujours le même mantra dans tous ses voyages, partout où il va, il dit: “Je cherche à créer un dialogue. Un dialogue avec l’administration chinoise pour arriver à une autonomie réelle pour le Tibet”. Il connaît le bon chemin pour le Tibet, alors, si c’est ce qu’il veut, c’est ce qu’on va lui donner! Le Comité Canada Tibet lui fournira précisément ça. »

À la suite d’une visite de Sa Sainteté le Dalaï Lama en 2004, Sam s’est retiré de la présidence au CCT et il a décidé de se ressourcer en entreprenant un nouveau projet pour avancer la cause du Tibet.

Aujourd’hui, il s’adresse directement au peuple chinois avec un message tibétain. « Le Dalaï Lama le dit depuis des années, il faut conscientiser nos frères et sœurs chinois. Mais jusqu’à présent, on n’écoutait pas son message. »

Maintenant, Sam travaille pour développer un cadre officiel qui permettrait un dialogue d’ouverture avec la

Chine. Le Drewla Initiative Project, basé au Dharamsala, en Inde, cherche de nouvelles façons de fournir aux Chinois de l’information non-biaisée et non-censurée sur l’histoire et la réalité politique du Tibet.

Jusqu’à présent, les réactions ont été très positives, mais, le peuple tibétain vit dans l’urgence. Ce sentiment d’urgence accompagne chaque geste et chaque mot de Sam, « Si vous savez que vous allez mourir dans les six prochains mois, vous allez vivre votre vie autrement, c’est comme ça que l’on doit vivre. »

Depuis 20 ans, le Comité Canada Tibet (CCT) s’est étab-li comme la voix des Tibétains au Canada. Aujourd’hui, cette voix résonne partout à travers le monde grâce, surtout, à nos réalisations et à nos réussites.

Le CCT a su retenir l’attention du gouvernement canadien en 1990 en formant l’Association canadienne des parlementaires amis du Tibet qui a pour objectif de représenter les intérêts tibétains au sein de la Chambre des communes. En 2004, nous avons réussi à obtenir une majorité de deux tiers de la Chambre des communes pour appuyer notre campagne “Négociation Chine-Tibet”. Puis, le 23 juin 2006, la Chambre des communes vota unanimement en faveur d’octroyer la citoyenneté honoraire canadienne au Dalaï Lama, un honneur que seul deux autres personnes ont mérité dans l’histoire du Canada. Ce vote fut suivi d’une autre résolution unanime en février 2007 qui encourageait le Canada à interpeller la Chine pour qu’elle négocie sérieusement avec le Tibet.

Pour conscientiser les gens, le CCT a développé des solutions novatrices afin de partager l’information et consolider l’éventail d’activités issues du mouvement. En 1992, nous avons lancé la World Tibet News List, la première ressource électronique de nouvelles dans la Diaspora tibétaine. Par la suite, le Tibet Support Group List fut créé, le seul groupe de discussion pro-Tibet ainsi que le International Tibet Support Network. Le CCT a également chapeauté la création et la coordination de plusieurs groupes de soutien pour le Tibet à travers le monde, chacun ayant leur propre liste de discussions dans leur langue maternelle (en espagnol, en allemand, en hébreu et en tibétain).

Le CCT a accueilli Sa Sainteté le Dalaï Lama en 1990, 1993, 2004 et 2007. À l’étranger, l’organisme s’est taillé une place sur la scène politique internationale en participant à des événements-clé. D’abord, deux membres du CCT, Carole Samdup et Tenzin Jimpa, ont participé à la quatrième Conférence mondiale sur les femmes en 1995 à Beijing. L’année suivante, nous avons envoyé les deux premiers délégués tibétains, Tenzin Khangsar et Tenzin Jimpa, à la rencontre de la Coopération économique pour l’Asie-Pacifique à Manilla en 1996.

Lors du Sommet mondial pour le développement durable des Nations Unies en 2002, le CCT a fait paraître un ouvrage historique sur le statut économique du Tibet en lien avec les droits de la personne. Poverty by Design: The Economics of Discrimination in Tibet utilise des statistiques chinoises pour contrer l’argument qui soutient que l’occupation du Tibet favorise le bien économique et social du peuple tibétain. Le rapport expose la discrimination économique systémique endurée par les Tibétains aux mains des autorités chinoises qui violent les droits de la personne en imposant des politiques de centralisation. Le rapport recommande que le développement régional se fasse localement plutôt qu’à l’échelle nationale; que des stratégies soient mises en place afin d’encourager les habiletés de la main d’oeuvre tibétaine; le développement d’industries rurales alternatives; la construction rapide d’infrastructures et de services abordables qui ne requièrent pas de grands investissements technologiques.

Et nous n’avons pas dit notre dernier mot. Tout en continuant son travail dans les coulisses du pouvoir international, le CCT se prépare à saisir l’opportunité médiatique des Jeux de Beijing pour remettre le Tibet au coeur des préoccupations mondiales.

• In 1987, the Canada Tibet Committee (CTC) was founded in Montreal by Mr. Thubten Samdup.

• In 1990, five representatives from the House of Commons and Senate issued a joint invitation for the Dalai Lama to visit Ottawa in the fall of 1990. These representatives formed the Canadian Parliamentary Friends of Tibet.

• On 28 May 1990, Canada’s Ambassador to China became the first foreign official to visit Tibet since the imposition of martial law. The visit included the signing of agreements for Canadian assistance to Tibet.

• In October 1990, the Dalai Lama visited Ottawa for the first time. Secretary of State for Multiculturalism Gerry Weiner greeted the Dalai Lama on the government’s behalf. During the visit, His Holiness was invited to speak to the Parliamentary Committee on External Affairs and International Trade.

• In June 1993, the Dalai Lama visited Montreal and Vancouver where he offered Buddhist teachings. He was met by Canada’s Minister of External Re-lations, Barbara McDougall.

• On 14 June 1995, the Senate of Canada passed a resolution on the situation in Tibet, urging Canada to encourage negotiations between China and representatives of the Tibetan Government-in-Exile.

• In November 1999, the Department of Foreign Affairs and International Trade conducted its first official visit to the Tibet Autonomous Region.

• In December 1999, the Canadian International Development Agency announced its first bilateral development assistance project in the Tibet Autonomous Region.

• In June 2000, Secretary of State for Asia-Pacific Affairs Raymond Chan made an official visit to Tibet, the first ever by a Canadian official at the ministerial level.

• On 30 January 2001, more than 80 MPs wrote to Prime Minister Chrétien asking that his office intervene with China in an effort to convene negotiations with representatives of the Dalai Lama.

• In March 2004, the Canada Tibet Committee launched a letter writing cam-paign to the Prime Minister to be signed by Members of Parliament to support an active Canadian role for the Tibet-China negotiations. By April, the campaign received support from more than 159 MPs.

• On 22 April 2004, the Dalai Lama visits Parliament Hill. During the visit, His Holiness met with Prime Minister Paul Martin.

• In May 2004, the CTC made presentations to the Subcommittee on Human Rights and International.

• On 26 July 2004, at the Parliamentary Press Club in Ottawa, Champa Phuntsok, Governor of Tibet Autonomous Region, extended an invitation to Parliamentary Friends of Tibet Co-Chair Hon. David Kilgour for a Canadian Parliamentary Delegation to travel to Tibet with unrestricted access.

• In September 2004, Tibet Representatives and Jared Genser of “Freedom Now” made presentations to Subcommittee of Human Rights and International Trade.

• In December 2004, The Hon. Pierre Pettigrew, Minister of Foreign Affairs, makes a public statement requesting China stop the execution of Tibetan Monk Tenzin Delek Rinpoche.

• In April 2005, MP and PFT member Deepak Obhrai visits Dharamsala and meets with Tibetan leaders.

• In June 2005, the House of Commons Standing Committee on Foreign Affairs passed a motionto request Ministers Pierre Pettigrew and David Emerson, and officials of Bombardier appear at Committee hearings concerning the Tibetan Railway Project.

• In September 2005, Canadian Prime Minister Martin, in a Press Conference with President Hu Jintao of China, raised the issue of Tibet and specifically encouraged talks between representatives of His Holiness the Dalai Lama and China.

• On 23 June 2006, the House of Commons unanimously awarded the Dalai Lama Honorary Canadian Citizenship. This was only the third time in history that Parliament has bestowed this honour, with Nelson Mandela and Raoul Wallenberg being the other two recipients of this honorary citizenship.

• In October 2006, Minister of Foreign Affairs, Peter MacKay, condemned the shooting of unarmed Tibetan refugees attempting to flee Tibet into Nepal by Chinese soldiers.

• In September 2006, the Dalai Lama visited Vancouver to host the Vancouver Dialogues 2006. He is welcomed to the city by Mayor Sam Sullivan, and is awarded a copy of the motion bestowing him honourary Canadian citizenship by Minister of Citizenship and Immigration Monte Solberg at GM Place.

• In November 2006, the Dalai Lama’s Special Envoy, Mr. Lodi Gyari, and the Dalai Lama’s representative to the Americas, Mr. Tashi Wangdi, visit Ottawa for meetings with officials and parliamentarians. Gyari and Wangdi testify before the House Subcommittee on International Human Rights.

• On 28 November 2006, Luisa Durante of the Canada Tibet Committee makes presentations at the House Subcommittee on International Human Rights.

• February 2007, the House of Common’s unanimously passed a motion to “…urge the Government of the People’s Republic of China and representatives of Tibet’s government in exile, notwithstanding their differences on Tibet’s historical relationship with China, to continue their dialogue in a forward-looking manner that will lead to pragmatic solutions that respect the Chinese constitutional framework, the territorial integrity of China and fulfill the aspirations of the Tibetan people for a unified and genuinely autonomous Tibet.”
