5.PRODUCTIONCALENDARSInSeptember2013duringtheELOconferenceinParis,technicalaspects,editorialconcerns,andgrantissuesweresettledandapprovedbytheCELLpartners,regardingthepreproductionandtestingphaseoftheproject.Itwasagreedthatthreedatabaseswouldbeusedinthetestingphase:

Forthepreproductionphase,thesedatabasesneedtomeetallthetechnicalrequirements.Wehavetoagreeonadateforthebeginningofthetestingphase,andNovemberorDecemberwerementionedduringtheParismeeting.WeproposeJanuary2014,justtobeonthesafeside.Assoonaseachlocaldatabaseisreadyforthetestingphase,thetechnicalteamofNT2willworkondevelopingandadjustingDrupalmodulesandconfiguringthesearchenginewhiletheotherpartnersgetreadytojointheproductionphase,orinotherwords,meetthetechnicalrequirements.

1. TECHNICAL SPECIFICATIONS AsapprovedinParisonSeptember23.Everypartnerisresponsibleforhisowndatabaseonalocallevel.Theywillneedtomeetthetechnicalrequirementsbeforebeingindexedintothesearchengine.

a)HostingTheNT2serverswillhosttheproject.Ahostingstrategyincludingtheinfrastructureandserverdetailswillbesenttoyoushortly. ThesearchinterfaceandDrupalconfigurationwillbemirroredbyADELTA,onthegovernmentalhostingsolutiontheyproposed.

b)SearchWebsiteThesharedinterface,orthesearchwebsite,willbebuiltonaDRUPAL7platform.Assoonassomefundsaregathered,ashellsitecanbebuilt.Thismoneywillbeusedtosetupageneralsitestructureforthefuturesearchengine/interface.TheshellsitewillcomeinhandyforgrantsubmissionsasitcanbeshownasapreviewofthefinalformtheCELLprojectwilltake.ThisplatformcouldbeusedtoprovideinformationabouttheCELLProject.(Littleornodesignwouldberequiredforthisbetaversion.WelljustselectapreexistingDrupaltheme).

c)CMSEverylocaldatabasethatisalreadyrunningonDrupalwillmergetoversion7.AllthepartnersthatarenotusingDrupalwillneedtomeetthemetadatastandardsontheirown.

d)MetadataStandardsRDF(DublinCoreandMADS)OAIPMH

e)IndexationThesearchenginewillbeoperatedundertheAPACHESOLRprotocol.

ThereisnotcurrentlyadesignatedTechnicalCommittee.PresumablyitwillincludeEwan,Peter,ScottandRobin.However,membersfromtheotherpartnersshouldbeincluded,aswell.

Action item: Determine members of Technical Committee. We assume that Peter, Elli, Ewan, Scott and Robin are on the committee; who else?

3. EDITORIAL COMMITTEE OneofthedecisionsthatwasmadeinSeptember2013wastocreateanEditorialCommitteetodiscussspecificsontaxonomies,nameauthorities,amongotherthings.TheEditorialCommitteewillbeinchargeofmakingeditorialproposalstobesubmittedtotheotherpartnersforapprovalsodecisionscouldbemakefaster.Itsresponsibilitiesshouldinclude:Theelaborationofataxonomystrategy.(Pleasenotethatpriortothis,wewillhavetoconductananalysisofthecurrentlocaltaxonomiesandcontents.Thatway,thepartnerswillbeprovidedapreciseoverviewoftheirowncontentaswellastheotherpartnersandwillbeabletoselecttheappropriatevocabulariesandtermsfortheproject.)Decidingonwhichfieldsshouldbetaxonomized.(Thisimpliesthatforcertainfieldsalimitedamountoftermscanbeselected.)Thecreationofaelitglossary,orofaspecificvocabularyTheapprovalofthestructureforthesearchinterfaceWebsite.DefiningtheNameAuthority.

Aspartofthegeneralanalysis:Surveyingtheformatsusedforauthornamedisplaysintheparticipatingdatabases.Determiningadisplaystandardforauthornames.

b)TaxonomiesAtthispointitisimportanttorepeatthateverypartnerwillorcanpreservehistaxonomyonalocallevel.ThedeterminationofaglobalCELLtaxonomydoesnotimpactthetaxonomyinplacelocally.Itwillonlystructurethesearchinterfacesemanticsinordertoallowtheusertonavigatethroughtheresultsmoreefficiently.Thisimpliesthat:

TheCELLtaxonomywontallowfreetagging.TheCELLtaxonomywontbemodifiable.Onceitwillbedetermined,itwontchangethroughtime.Itwillbeimportanttobuildataxonomyasbroadlyaspossiblesothatitcanefficientlyofferaglobalrepresentationofallcontentdisplayablebythesearchengine.Thetaggingwilldefineacontentmorespecificallybytheassociationofthetaxonomictermsusedfortagging.Thisbeingsaid,ifmodificationsarenecessary(toreflectcontemporarychangesinresearch),theycouldbedonewiththeapprovalofallpartners,yearly. EverypartnerwillneedtoimporttheCELLtaxonomyontheirlocaldatabase.Itcanbedisplayedonthelocalwebsiteorremaininvisible.Thatdecisionwillbemadeindependentlybyeverymember,accordingtothestructurealreadyinplace.EverypartnerwillneedtotagtheircontentwiththeCELLtaxonomyforittobeoperationalontheCELLsearchinterface.Thisisoneofthereasonswhythetaxonomyneedstobepermanent.Itisalmostimpossibletoretagallcontentsifanewtermisaddedtothelist.TheoriginaltaxonomiesofeachmembersdatabasewillbedisplayedinafieldthroughthesearchresultsinterfaceoftheCELLprojectWebsite,butwillnotbeintegratedtothesearchprotocol.Justtoemphasizethedifferencebetweenkeywordsandtaxonomy,asunderstoodonatechnicallevel:Thekeywordsarethewordsauserwillputinasearchboxthatwillgenerateresultsdisplayedbythesearchengine,andthetaxonomyactslikeasemanticstructureofallcontentdisplayablebythesearchengine.Itallowstheusertoaddfiltersonaspecificsearchandnavigatethroughcontentsmoreeasily.Itdefinesthedatabasespectrum.Thus,thekeywordssearchandthetaxonomyarecomplementary.HereisanexampletakenfromOIC(thedatabasethatusesasimilarsearchenginethatllbeusedintheCELLproject):http://oic.uqam.ca/fr/search/contenu/Fromthesearchinterface,ausercanproceedtosearchbyenteringkeywordsinthesearchbox.

Then,dependingontheresults,hecandecidetoaddfilterstodefinethesearchbyusingthetaxonomylocatedintheleftsidebar.

Wecouldcallthismethod(forthepurposeofclearcommunication)asemanticdivisionofcontentorasemanticoverview.

c)FieldsTaxonomiescouldalsobeinjecteddirectlyviacertainfields.Thismethodiscomplementarytothesemanticoverview.Itisapplicabletofieldsthatarespecificenoughtobedeclinedinalimitedamountofterms.Forinstance,thegroupdecidedbothmediaandtagswouldbesharedandbothcouldbetaxonomized.Formediaitcouldeasilybedeclined(defined?)inlimitedterms.Ifinafewyears/months/minutes,anewmediatypecomesalong,welldecideifwewanttoaddittothelist,andretagallcontents.Butthisoperationcantbedoneonaregularbasis.Fortags,thatswherethesemanticoverviewisrelevant.Insteadofauthorizingfreetagging,weprovidealistofcarefullychosentermsdividedincategoriesthataregeneralenoughtoaccommodateallcontents,butbytheirassociation,willdefineitmorespecifically.Forlicenseitcouldeasilybedeclined(defined?)inlimitedterms.Ifanewlicensetypecomesalong,welldecideifwewanttoaddittothelist,andretagallcontents.Butthisoperationcantbedoneonaregularbasis.Thesearesuggestions.TheEditorialCommitteeshouldsettledonthisafteracontentanalysisofthebiggestdatabases.

4. FINANCE COMMITTEE TheFinanceCommitteewillbeinchargeofmanagingtheprojectsfinancialstructureandbudget.Itwilldistributethemoneyaccordinglytotheprojectsneedsandtheavailableresources.Itsresponsibilitiesinclude:

Gatheringmoneyfortheshellwebsitethatllturnintothefullsearchinterface.TheamountneededfortheshellwebsitecouldbedeterminedafterabriefdescriptionoftheCELLsneeds.Registeringthedomainnamecell.net.AsScottsuggested,cell.netisavailableandwouldbeagoodurlfortheproject.Identifyinglocalgrantstowhichaprojectcanapplywritingandeditingcollectivelythegrantproposalbeforesubmission.
