Census 2011 Output Content and User
ConsultationJoe Traynor
Aims
• Describe the relationships between today’s individual presentations
• Explain the consultation process in relation to particular topics and their inter-dependencies
Overview of Consultation Process
• This is the start of the consultation on outputs
• Census 2011 outputs– Taking on board lessons learned and
suggestions from 2001– Incorporating methodological and
technological innovation
Overview of Consultation Process contd
• Census 2011 outputs contd
– Consultation on key decisions• Topics to be discussed with users• Timeframe for discussion• Process

How today’s topics are related contd
Consultation by TopicGeography
Current Position•OA stability•OA alignment with Scotland
Challenge•OA re-design of statistical zones: maintain stability while addressing design problems with worst-performing OAs
ConsultationTopic•Stability vs re-designTimeframe•Nov 2009 – March 2010Process•Users will be invited to identify worst-performing OAs via website•ONS Geography to evaluate the submissions and assess performance against need for stability
Consultation by Topic contd
Dissemination
Current Position•Ability to produce outputs for a range of population bases
Challenge•Defining different possible population bases and the outputs that relate to them e.g. second residency base
ConsultationTopic•Requirement for multiple population basesTimeframe•Spring 2010Process•ONS to define baseline set of requirements•Users invited to comment via website
Disclosure Control and Geography
Current Position•Misalignment of OAs with administrative boundaries
Challenge•Two exact fit geographies desired (OA and Ward)•Comparability with 2001 vs flexibility
ConsultationTopic•Exact fit or best fit to OATimeframe•During next six monthsProcess•Report on whether record-swapping can enable an exact fit solution to be delivered via website
Consultation by Topic contd
Disclosure Control and Dissemination
Current Position•Assume (for now) the same level of detail will be available as in 2001 – without additivity or consistency problems
Challenge•Ensure user requirements are met, while providing sufficient disclosure control
ConsultationTopic•Users’ requirementsTimeframe•Nov / Dec 2009 – Spring 2010Process•Direct consultation•Iterative process•Evaluation & prioritisation•Further details in next presentation
Consultation by Topic contd
Consultation by Topic contd
Disclosure Control, Geography and Dissemination
Current Position•Potential to release standard tables and/or hypercube access to data
Challenge•Balancing technology against utility, detail and flexibility for the delivery of 2011 census data
ConsultationTopic•Users’ requirements & preferencesTimeframe•Internal research is ongoing•External consultation to begin by end of 2009Process•Offer users a variety of choices, based on possible delivery channels•Consult via website with examples of range of products
Conclusions
1. Tables will be internally additive
2. Inter-table consistency
3. More information will be available
4. 2001-2011 comparability is a high priorityi. Stable geography (bearing in mind worst cases of
unfit statistical zones)
ii. Awareness, analysis and mitigation of the impact of question and response-category changes
Census 2011 Future consultation – statistical
output specification
Introduction
• Define statistical outputs of the 2011 census:– 2001 paper-based iterative approach– 2011 web-based iterative approach– More detailed definitions
Definition of output content
1. Clearly define the specification for tabular outputs that will be produced directly or via hypercubes
2. Specification will define relationships between 2001 and 2011
3. Define the geography at which the outputs will be produced
4. Specification independent of output media (hypercubes and/or tabular outputs)
5. Allow for easy amendment/redefinition of specification in line with user needs
Issues relating to defining output content
Three central issues:
1. Geographical base undecided (one base or two)
2. Dissemination media are not confirmed
3. Disclosure control
Issues relating to Geography
• Decision on one geographical base or two will not affect the definition of output content
• Tables will be defined on both OA and administrative geographies irrespective of whether an exact or best fit solution is applied
• If differencing is an issue then a best fit solution will be applied and no tables on an exact fit will be produced
Issues relating to Dissemination Media
• The development of the documentation used to consult users on the specification of outputs will allow for the production of either hypercubes or tables
Timetable consultation on tabular outputs
DATE Development of output specifications
