General Casey was asked by the analysts if the General would host a group of the analysts before the elections. not that anvoue would hold him to it. but he was verv sun~ortive. 1n fact. his exact statement from the transcript was " We are always happy to have folks comeover and run you around You know, when you get out there to these divisions and talk to these brigade and battalion commanders. some of them vou have iust seen on TV. vou reallv eet a sense of what thev are accomplishing And I must say, I just came back from a week's leavc a few weeks ago And you get a much different picture about what's going on here than you get from on the ground here "

Anyhow. 1 just wanted folks who arc working this up the chain to know that there might be some support for this at the top We are aware the Cascy may be out of country attending a conference here in the US, itus is ok for our planning purposes If the concern is assets needed to move the group around, we are realistically looking at arriving into BIAP, staying in DV quarters, being bnefed on base in Baghdad, with two possible excursions requiring support, one to witness ISF either training or maneuvers and a second to witness the efforts underway in Al Anbar or UD in Mosul or Al Tafar that demonstrate success ofjoint operations with the ISF and the Coalition and can highlight the lack of support internally in the country for the insurgency.

Goal would be to offer first band briefmes and a hoped for visit to an ISF minine center to offer the media analysts first person stories torecount of the progress being made in & i i g ISF. Would also like to get our analysts briefe successes of winning over the Iraqi people (much along the lines of the briefing offered by omf from Mosul last week, in fact, a day trip to Mosul to be briefed by the cot in person would be su vetall, this trip offers the military leadership in Iraq an unparalleled opportunity to update folks who will be doing literally hundreds of media interviews in the next few weeks with specific, and detailed stories of success that are not currently breaking through to the media. SUBJECT: Terms of Reference

1. As you take the reins at the Joint IED Defeat Task Force (JIEDD TF), I offer the thoughts and recommendations below for your consideration.

2. Countering improvised explosive devices (C-IED) in the USCENTCCOM area of responsibility requires a comprehensive, integrated, balanced, and long-term approach. To be effective, any effort must seek both technological and non-technological solutions, as there is no single "silver bullet" answer. It must aggressively solicit and support new and novel methods to counter this increasingly lethal asymmetric threat. The C-IED effort requires a fully integrated Joint effort and long-term solutions involving well developed conceptual frameworks to make the most of our resources. In addition, in order to develop effective war-fighting network=, every effort must be made to concurrently develop coalition and partner-nation C-IED capabilities.

3. My priorities for the USCENTCOM C-IED effort are outlined by lines of operation in the attached Terms of Reference (Enclosure 1).

TEEMS OF REFERENCE COUNTER-IMPROVISED EXPLOSIVE DEVICES

1 Line of Operation 1 (Defeat the IED System) :

a. Developing persistent intelligence, surveillance, and reconnaissance (ISRI strategies and systems to facilitate the defeat of the enemy's IED support system.

b. Developing high quality CONUS-based training for all services.

c Institutionalizing C-IED training and practices through programs of record.

d. Facilitating and formalizing bomb-maker targeting means. This includes biometries technology, Weapons Intelligence Teams (WIT), technical exploitation of discovered IEDs through appropriate organizations (CEXC and TEDAC), and search technologies and TTPs. ,

e. Develop a broad and holistic joint integrating strategy to defeat the IED system that includes but is not limited to C-IED intelligence analysis and dissemination, offensive C-IED operations, information and strategic communications operations, persistent surveillance, base defense, route clearance and force protection, and partner force development. This strategy will be the foundation for Combatant Command and CJTF C-IED strategies and plans.

2. Line of Oparation 2 (Defeat the IED Device) :

a. Developing stand-off Detection for suicide bombers, devices, and munitions. Special attention should be given to Passive Infra-Red (PIR) initiators and Explosive-Formed Projectiles (EFPs) .

b. Continue procuring Counter-Radio-Controlled Electronic Warfare (CREW) devices; they have been effective as counter measures. However, we require accelerated fielding of CREW I1 systems and continued develooment of the next aeneration CREW that is fullv integrated within all platforms. Additionally, CREW development must include systems we can share with our coalition partners.

c . Continue mitigating IED damage through the design and development of the next generation of personnel, operating base, infrastructure, and vehicle, protection systems.

3. Line of Operation 3 (Develop Coalition and Partner Nation Counter- IED Capability) :

a. Streamlining the process for sharing CREW and other C-IED technology with Coalition partners. Coalition partners must have access to CREW devices and other C-IED technologies when mission needs dictate.

b. Facilitating comprehensive C-IED training to Coalition partners. A Coalition C-IED training package is required and needs to be developed to support our Coalition partners.
