A. Educational Program: Learning in the Community
The Division of Special Education will present an overview of the community-based instruction that 1s now being used in its secondary programs. Special students are being trained in a greater diversity of community sites than ever before used by Nassau BOCBS' programs. with expanded work-experience opportunities and a new approach to using community resources. A slide show will be presented and representatives of each program will be available to answer questions. (attachment)

BE IT RESOLVED, that the Board of Cooperative Educational
Services of Nassau County authorizes the Purchasing Agent to
enter into a rental agreement (Licensing Agreement) in the amount
of $3,150.00 for a Oi9iac Software Package with WHY Systems, Inc.
for the period of March 9, 1984 in perpetuity, plus an annual
maintenance fee of $200.00.
This Software consists of an electronic spread sheet to aid
in the preparation and analysis of numeric, statistical, summarized,
and comparative data. This Software is being requested by the
• Data Proc~ssin9 Center of the General Services Division.

This Software cannot be purchased. Therefore, such a
rental agreement will serve the best financial interests of
the BOCES.

BE IT RESOLVED, that the Board of Cooperative Educational
Services of Nassau County authorizes the Purchasing Agent to
enter into a rental agreement (Licensing Agreement) amounting
to $1,500.00, a one-time fee, for a Word-11 COV VAX/Decmate
Software Package with Data ProceSSing Design, Inc. from March 9, 1984

COV is a proprietary product of Data Processing Design, Inc.

WORD-ll Conversion Utility Software Package
The WORD-ll conversion utility software package is a software package resident on our VAX 11/780. This software allows word processing developed on DEC-MATE II microcomputers to be transferred to VAX 11/780 minicomputers and vice-versa. This package is necessary for the word processing files to be accessible from both the VAX 11/780 and the DEC-MATE II microcomputers.

RESOLUTION FOR RENTAL AGREEMENT
RA'83/84-028 Rental of Scaffolding
BE IT RESOLVED, that the Board of Cooperative Educational
Services of Nassau county ratifies the entering into a rental
agreement by the Purchasing Agent with Superior Rent-AIls in
the amount of $126.00 for the rental of a steel scaffold platform
for the period of February 21, 1984 through February 29, 1984.
As stated in the attached memorandum from Mr. Joseph Barbera
of the Facilities Acquisition and Management Unit, this
scaffold was deemed necessary for emergency repairs to the lighting
system in the General Purpose Room and the Gymnasium of the Carman
Road School of the Specia~ Education DiVision. The work was ~one during the winter recess when school was not in session for the
safety of the students.
Inasmuch as there was only a one-time need for this scaffold
and the cost to purchase would be approximately $5,700.00,
ratification of the rental agreement is in the best financial
interest of the BOCES.

Confirming our discussions today relative to the need for scaffolding to repa.ir and replace defecti~ lightinq fixtures and burned out latti>s in the nulti-purpose roan and gyrmasium of the above~ captiooed facility, I would like to provide the following justification:
The fixtures in these roans are 8 feet lalC} fluorescents located on the inside of a pitched roof system. Nine of the fixtures requiring rep:lir or lamp replacement are located alooq the ridge of the peak which is approxinately 35 to 40 feet above the floor. 'Ihe Facilities Operatioos Oepart:ment does flot have equiptelt or scaffolding to reach the necessary heiQht •

In additioo to the heiqht requirement, this \«)rk cannot be performed while school is in sessioo, as the gym and the nulti -purpose roan are used for a substantial p:lrt of each school day and it would present a hazard to the handicapped students housed in this facility if the wxk were performed during their cx:cupancy. It is also not practical nor feasible to erect and dismantle scaffolding during student occupancy. Therefore, it is necessary to rent scaffolding of appropriate size and height to perform the required work next week durinq the winter recess when students are not in the facility.
This work could not be planned in advance, as notificatioo of the problem 'NaS not given to this office until Wednesday, February 15, which precluded us fran goina throuqh the normal channels and Board aaenda 9rocedure.
The seriousness of the situatioo is further CCJTIlX)unded by the fact that the lighting levels in these spaces have been substantially reduced because of the inoperable fixtures. The instructor advised Mr. DeFabrizio that he considers the situatioo hazardous to the health and safety of the students in these spaces and Mr. DeFabrizio concurs with this CalClusion.

Upcoming Carpeting Needs

This office is requesting that you approach the Board for additional authorization to purchase Mohawk Scholastic carpeting for the purpose of replacing and patching existing carpeting.
As you are aware, the Mohawk Scholastic is listed as Item 2 of the bid at a price of $14.50 a square yard and we are requesting the authorization to purchase up to 400 square yards of this type carpeting.
Three hundred yards of the carpeting will be used to replace 15 year old carpeting which is badly wornoand a safety hazard 1n five classrooms in the upper level of the Rosemary Kennedy Center. The remaining 100 yards will be used for patching and replacement at Salisbury Center, North Cente~nnd Rosemary Kennedy.

It is my understanding that the existing Bid for Carpeting, 82/83 066 is still in effect and that the Board originally approved an expenditure in the amount of $23,000. I have been advised that $11,236 has been spent to date against the above referenced contract, leaving a balance of $11,764.
It is estimated that the total requirement for the lower level of the North Center facility, which will house the Educational Communications Center, will require aporoximately 1,915 yards of carpeting at a co~ra:t Ptici of $13.69 per yard) for a total expenditure Of:*24:S47.35: As indicated above, the balance of $11,764 being available requires an additlonal authorization of $13,079 to equal the total amount of carpet-ing required.

Need for dumpsters at the Nassau Technological Centers _ North Bellmore. carle Place, Westbury, & Old Westbury
NORTH BELLMORE
We will be conducting several student and Facilities projects at the North Bellmore location, as follows:
1. We are in the process of moving the Dental Assisting program to County Center • . 2. We plan to dismantle and remove some of the Trade Electricity workbooths in the
2460 building and reconstruct them in the 1331 building. which we will start to modify for the Trade Electricity and adult evening program. The adult evening program continually constructs and rips down various structures as specified in their curriculum.
3. The Carpentry program 1s constructing some mini houses which will be destroyed dur~ng the last few weeks of the term and the rubbish will have to be loaded into a container.
4. Preparation for the eventual move of the Commercial Art program and Child Care program will also occur during the last couple of weeks in June.
We expect that we might need ten large dumpsters at the North Bellmore location.
CARLE PLACE
1. The relocation of the Consumer program.
2. The rubbish from the Carpentry program.
3. The tidying and cleanup of the Automotive area.
4. Movement of the Dental program to the County Center.
We expect that we might need eight large dumpsters at the Carle Place location.
WESTBURY AND OLD WESTBURY It is my understanding that we have adequate dumpsters for County Center and owe. However. if we do not. 1 am recommending that we order a minimum of ten dumesters between County Center and OWC •
These are some of the anticipated and ongoing activities that necessitate the use of dumpsters.

tn accordance with the suggestion made by Mr. Joseph Barry at the January 5, 1984 Board Meeting, regarding certain "stale dates" included in the Personnel
Actions Report for that Iroard Mee.ting, discussions were subsequently held between members .of the Occupational Edu~ation Division and the Division of Business & Personnel, primarily in order to review certain operational practices regarding staff appointments. Several recommendations emanated from that meeting--including this suggested poUcy revision.

NOMINATION AND APPOINTMENT OF CERTIFICATED PERSONNEL
a. NOmination of Certificated Personnel
The District Superintendent shall nominate candidates for certificated positions: as follows:
1. Notification by official letter to the nominee indicating the following:
(a) Hia/her intent to recommend the appointment of the individual.
(b) The date of the Board meeting when the appointment ia to be presented to the Board for actlon.
(c) The atatu. of the appolDtment--probationary or otherwise-and the date employment ia to commence •

The Internal Auditor 1s authorl~ed to obtain and issue gasoline credit cards for use by drivers of official 80C~S vehicles. Such credit cards shall be issued to administrators in charge of programs where official vehicles ure aSSigned by the District Superintendent.
The Internal Auditor is directed to establish such procedures as are neCeSSiJry to insure that gasoline credLt cards are used only for the conduct of authorited offiCial business.
Any individual using such a credit card shall first be required to indemnify the Board. In writing. against unauthorized use •

Learning in the Community
To prepare special students to live and work in their communities with the best possible degree of success, Nassau BOCES now uses the real world as the learning laboratory to a greater extent than ever before. 16,Q

In Rosemary Kennedy Center's Program for the Trainable Mentally Retarded, Carman Road School's Program for the Physically Handicapped, and the Center for Community Adjustment, community-based programs now include expanded work-experiences and increased opportunities to use community resources.
The Career Development Center uses on-site experiences for its Career Extension Center Program which provides training for future employment.
Since special students do not easily transfer learning from one situation to another, they are for the most part unable to bring classroom experiences into the real world. Community-based programs provide increased opportunities for learning.
The Community-Based Programs currently include:
At Rosemary Kennedy Centerts Program for the Trainable Mentally Retarded
1. an expanded work-experience program which was developed last year by a vocational task force and includes work-sites at profit-making businesses and non-profit organizations
2. a new community program includes learning skills for independence in the student's home communities
At Carman Road School's Program for the Physically Handicapped
1. an extensive community-based program incfudes travel training, use of community resources, and work experience
2. the distributive education program provides an opportunity for students to shop in the community once-a-week for m~rchandise sold at Carman Road School's store, the Dazzle Boutique, and to follow this with lunch at local restaurants
3. one-day-a-week community socializing experiences for basicskills students
At the Center for Community Adjustment
1. new "Neighborhood ~tobility Program" explores the neighborhood of each student in the program
2. young adult program community-based experiences includes travel training. work experience and pre-hostel training
At the Career Development Center
Community-Based Program known as the Career Extension Center offers a program for young adults, 17 to 21 years. that includes half-day work practicum and half-day academic and career education which take place on-site at seven different locations including business. schools, and public agencies.

Community~based programs remove some of the dependency support and. protectiveness of the school environment and encourage the development of the student's independence and self-confidence.
The benefits of these programs include a lasting learning experience for the students, and hopefully an increased awareness by employers and the community-at-large of the abilities of handicapped young adults •
