Project Overview

INTRODUCTION

In the summer of 2014, the State Career Council of Indiana commissioned an analysis of regional labor market demand and talent supply in Indiana.

The original purpose of the report was to provide information to the state’s eleven Works Councils to help them identify the characteristics of employment demand by key economic sectors in their regions and their regional capacity of talent supply from educational institutions to meet that demand. The report provided data on the estimated scale of demand, or job openings, by occupational areas tied to the sectors. The report also showed data on educational credential production at the secondary and postsecondary level. These supply-side data provide a comprehensive picture of the scale and type of program completions from major educational institutions within a region. Finally, the report compared labor market demand to talent supply and identified areas of alignment or misalignment between supply and demand.

This document includes much of the data from that report for Indiana Works Council Region 10 and adds information on labor market demand in seven counties of Kentucky around Louisville and adds additional educational institutions mainly in and around greater Louisville.* This report is an analysis of demand and supply in the Greater Louisville/South Central Indiana labor market.

These data are intended to support a discussion among members of the Councils and their regional partners. Council members and their partners should use local knowledge to describe, embellish, and understand the data in their context. For example, industry groups and businesses will be able to help describe and provide insights on the skills in demand in the economy. For their part, educators will be able to help describe the nature of educational programs and the outcomes.

There are three major sections to this report. The first section describes demand for talent in the regional economy. The second section describes the production of credentials, or degrees awarded, in postsecondary colleges and universities. The final section of the report arrays data on labor market demand in key sectors and occupations side-by-side with data on the supply of talent from secondary and postsecondary institutions. This look at the alignment between demand and supply is a quantitative approach displaying

what others have remarked on anecdotally. Employers report often that it is hard to fill open jobs and find the right skill sets to match skill and qualification requirements. These data show why that may, in fact, be the case.

Like all data reports, this one includes some caveats:

All demand-side data here are a combination of forecasts for job openings and real-time job postings in each occupational group. While these are some of the best and most readily available data, they are not comprehensive and readers should not take them as exact measures of demand. That is, they are goodmeasures of the scale of demand but may not capture all sources and variances of demand in the economy. Whenever possible, we have noted these qualifications in the narrative.

Second, the labor market is complex and there are many ways students and workers gain skills and find jobs. Our approach here focuses on the paths to skill attainment and employment that involve the postsecondary educational system. In addition to secondary educations, these are the systems upon which the Works Councils have been asked to focus. They also are the biggest areas of public investment in education and produce the largest contribution to the talent supply for a region. However, there are other sources of skill and talent development that feed the labor market, such as apprenticeships and non-academic professional development and industry training programs. Our report does not attempt to quantify these other sources of talent development in part because these sources generally lack standardized and comparable data. So, while this analysis neither fully captures the complexity of the labor market nor all the different sources of talent supply, it focuses on those sources most relevant to the policy focus of the Works Councils and arguably provide the biggest supply of talent to a region.

Overview of Demand

SECTION OVERVIEW

This section presents labor market demand estimates for major occupational groups in the 13 counties of the Southern Indiana/Greater Louisville regional economy. These data help give a picture of demand for key occupational groups that are important to business, individuals and the regional economy.

The demand data on occupational groups are organized first by those tied to targeted industry sectors in the regional economy (see next page for list of targeted sectors and counties in the region).

A second additional list of all “other” occupational groups, some of them with substantial demand and some emerging in the economy, are presented after the occupational groups organized by targeted industry sector.

The data are presented in tables that include estimates of demand, earning potential, number of total jobs, and education typically required for each occupational group. The Works Council and its partners can use these data elements to identify priority occupational groups, answering questions such as:

» which occupational groups are most important to current and future wealth creation in the economy,

» which have substantial demand,

» which have career earning potential, and

» what kind of education is required.

WHAT’S INCLUDED IN THE DEMAND DATA

Counties in the region include:

Washington County, Scott County, Clark County, Floyd County, Harrison County, and Crawford County in Indiana;

Bullitt County, Henry County, Jefferson County, Oldham County, Shelby County, Spencer County, and Trimble County in Kentucky.

Data on 96 occupational groups, encompassing over 700 individual occupational titles, are organized by regional industry clusters.

Data elements include:

» Demand 2014. Regional job openings due to growth, retirements, and job postings.

» Average Hourly Wage 2013. Average occupational group wages in the region.

» Median Hourly Earnings 2013. Median occupational group wages in the region.

» Total Jobs 2014. Total number of jobs in the regional economy.

» Postsecondary Education Required 2012. National proportion of the occupation that requires some type of postsecondary education (some college, two-year degree, four-year degree, or higher).

DEFINITIONS AND TECHNICAL NOTES

The occupational groups in the tables are a category of worker and profession identified as part of the Standard Occupational Classification (SOC) system at the 3-digit level used by federal statistical agencies. A list of the occupations that make up the 3-digit SOC occupations can be found at http://www.bls.gov/oes/current/oes_stru.htm.

The demand data for each occupational group includes the following variables:

» Demand 2014. Demand is a calculation of projected annual job openings (Bureau of Labor Statistics) and real-time job postings (Burning Glass Labor Insight) for occupations in the region.

» Average Hourly Wage 2013. This the average hourly wage for the occupation in the region from the U.S. Bureau of Labor Statistics.

» Median Hourly Earnings 2013. This is the median earnings for the occupation from the Occupational Employment Statistics from the U.S. Bureau of Labor Statistics.

» Total Jobs 2014. This is the total number of jobs in the region in 2013 from the U.S. Bureau of Labor Statistics using data from the Quarterly Census on Employment and Wages (QCEW).

» Postsecondary Education Required 2012. This is a national proportion of the occupation that requires some type of postsecondary education (some college, two-year degree, four-year degree, or higher) in 2012 from the U.S. Bureau of Labor Statistics.

FutureWorks included data on all 3-digit occupations tied to the targeted industry cluster in the tables. In the “Other Occupations” tables, FutureWorks only included data on those 3-digit occupations that had a Total Demand 2014 that was greater than 25 jobs.

In Section 2, we present summary and detailed data on degree and credential awards for selected public and private postsecondary educational institutions located in the Works Council region and in the counties of Greater Louisville. Section 2A presents summary data on all the colleges in the sample. These charts provide a broad overview of the top areas of study and the proportions of all graduates in those top fields. Section 2B focuses on colleges and universities within the 13 counties of the study region. Finally, section 2C shows detail for additional colleges and universities within a 100 mile radius of downtown Louisville. The charts that follow show the number of graduates and type of credentials awarded by certificate and degrees in the top programs of study for the region as a whole and each institution.

Our group of colleges shown in this section (2) includes 48 Indiana and Kentucky public and private colleges and universities in our study sample. They enroll approximately 230,000 undergraduate students and a total student population of 270,000 students. These institutions awarded approximately 52,000 certificates of one to two years study, associate degrees, bachelor’s degrees and master’s degrees in 2013, the latest date for which data is available in IPEDS completion reporting.

Colleges and universities award degrees in many fields of study. The field of study is federally defined by the Classification of Instructional Programs coding system used for U.S. colleges that disperse student financial aid. For purposes here we show the top fifteen programs for all the colleges and then for each of the colleges in this group (and throughout the study). Except for all but the largest institutions, the top fifteen programs of study general show the very large majority of all programs in which the equally large majority of students obtain degrees. The charts that follow show the total graduates, or student completions, from these institutions by field of study.

Postsecondary education outcome data are shown for 48 Indiana and Kentucky colleges and the major academic credentials awarded: certificates between one- and two-years of study, and associate, Bachelor’s and Master’s degrees. All postsecondary data are from the federal Integrated Postsecondary Education Data System (IPEDS). The exception to the data source is that the data for regional campuses of Ivy Tech Community College (Sellersberg, Columbus, Southwest and Southeast come from Indiana’s Commission for Higher Education. Data for Purdue University’s College of Technology regional campuses come from Purdue’s Office of Institutional research.

Our region of study includes the following counties. INDIANA: Counties in the region include Washington, Scott, Clark, Floyd, Harrison, and Crawford. KENTUCKY: Counties include Bullitt, Henry, Jefferson, Oldham, Shelby, Spencer, and Trimble.

PUBLIC AND PRIVATE COLLEGES: See the notes at the end of this section for the listing of postsecondary colleges and universities in the Indiana and Kentucky region. Educational institutions serving this region were generally defined as those within a 100 mile radius of downtown Louisville.

Assessing the contributions of colleges and universities to the talent supply in a particular region is complex. We have made the following decisions about which colleges to include in our analysis:• We include postsecondary institutions within a 100 mile radius of downtown Louisville in the analysis.• Only colleges and universities located in the region and reporting to the National Center for Educational

Statistics and the Integrated Postsecondary Education Data System (IPED) are included in the original sample. • Schools in the region but excluded were those with less than approximately 250 students, special purpose

schools such as cosmetology, massage and theological schools. Also not included are branches or satellites offices of schools whose reporting location is outside of the region and blended with either statewide or national colleges. For example, Indiana Wesleyan University reports all students for all its campuses as single location and not for each of its local campuses. This eliminates some data that we would like to include but is not obtainable using IPEDS as the main data source. With the exception of the data sources noted above, schools reporting data and located within the geographic radius are those in our sample of schools.

Data for the following colleges in the region are not included because data for a location is not reported separately by location: McKendree University, Webster University, Indiana Wesleyan University, National College, Northwood University and Strayer University.

State flagship institutions (University of Kentucky, Indiana University) that are within the region are included here. However, large flagship institutions attract students from across the state, nation and internationally; it is not possible here to accurately allocate the potential supply of talent from those institutions to a specific region.

Thus the analysis here is not precise and does not show the students who graduate from these institutions and enter employment with regional employers. However, it does show volume and scale of the degrees and credentials being produced. We believe the general approach offers the Works Councils a reasonable picture of the supply of talent in or available to their region from Indiana colleges and universities.

SOME EDUCATION TERMINOLOGY USED IN THE DATA

- Post Secondary Certificate Less than One Year of Study): An academic certificate of less than 30 credits.

- Post Secondary Certificate of One to Two Years Study): An academic certificate of more than 30 credits but less than an Associate Degree.

- Associate Degree: An academic degree of approximately 60 to 68 credits of coursework.

- Bachelor’s Degree: A degree of approximately 120 to 140 credits of coursework.

- Master’s Degree: A graduate degree representing approximately two years of study.

We show data on academic, credit bearing credentials including certificates representing between one- and two-years of study (between 30 and about 48 credits); associate degrees, bachelor’s degrees, and master’s degrees. We do not include certificates of less than one year study, professional development and skills training certificates, non-credit programs, or industry-based certifications. Even though these programs can be important sources of talent, their data sources are not consistent and vary in terms of access, which make their use beyond the scope of this project.

DATA FOR INDIVIDUAL COLLEGES AND UNIVERSITIES IN THE 13 COUNTY AREA

Postsecondary Supply within the 13 County region of Southern Indiana and Greater Louisville

In Section 2B, we present data on student completions for public and private postsecondary educational institutions that are located with the 13 county region comprising the immediate area of study labor market. Indiana counties in the region include Washington, Scott, Clark, Floyd, Harrison, and Crawford. Kentucky counties include Bullitt, Henry, Jefferson, Oldham, Shelby, Spencer, and Trimble.

The charts shown in the following pages draw on the federal education data for completions in a different way than the preceding summary charts for the region as a whole. In this section we use a four digit classification of programs of study which gives a more granular picture of specific programs within a school. So, for example, in this analysis the field of healthcare will show several different related programs of study (four-digit Classification of Instructional Programs). The following charts in this section will show somewhat different degree programs names (four digit) within the general field (two digit).

Schools report fields of study and select degree program identification based on federal and state approved program titles. Despite definitions approved for programs there is still considerable variation in how labels and codes for programs are selected between schools. This can lead to some confusion about what skills are taught or what content is delivered between programs in different schools. Therefore, it is important to understand what the program labels mean for each school in the sample. The data presented here gives a general description of programs and shows the relative scale of completion of programs for each school.

We report totals for individual programs in the bar charts. Totals for all programs, by credential level, are given in the legends. The numbers of degree awards for each program the bar charts do not total to 100 percent of degrees awarded by the institution.

For comparison to the data for all 48 schools, we provide two pie charts for schools within the 13 counties. (These are organized using two-digit classifications as in the preceding section.) With only minor variation, the patterns for the schools within the counties is similar to that for the entire group.

DATA FOR INDIVIDUAL COLLEGES AND UNIVERSITIES IN THE LARGER REGION

SECTION 2C OVERVIEW

The charts in the following pages for Section 2C show the larger context of the Indiana and Kentucky talent supply within 100 miles of downtown Louisville. These charts show more broadly the production of credentials and degrees across a much larger area, and therefore including far more students, that just those schools in the 13 counties in the immediate area of southern Indiana and Greater Louisville.

Why is this important? Although greater geographic spread introduces more ambiguity into understanding the talent supply, it also shows where significant sources of talent are in the larger region. If the Works Council or groups within the region want to develop strategies around talent attraction and retention then understanding the potential sources of recruitment and sources of talent for area employers is important.

The charts shown in the following pages draw on the federal education data for completions in a different way than the preceding summary charts for the region as a whole. In these pages we use a four digit classification of programs of study which gives a more granular picture of specific programs within a school. So, for example, in this analysis the field of healthcare will show several different related programs of study (four-digit Classification of Instructional Programs).

Despite approved, standardized definitions for programs there is still considerable variation in how labels and codes for programs are applied between schools. Different schools may select different codes and labels for what is essentially the same content; and the reverse is true also. This can lead to some confusion about what content is delivered in different schools. It is important to understand what the program labels mean for each school in the sample. The data presented here gives a description of programs and shows the relative scale of completion of programs for each school.

We report totals for programs in the bar charts. Totals for all programs, by credential level, are given in the chart legends. The values on the bar charts do not total to 100 percent of degrees awarded by the institution.

Overview of Demand and Supply Alignment

SECTION OVERVIEW:

Our analysis of demand-supply alignment organizes data on demand across key occupational areas and aligns them with data on concentrators from CTE districts and credential output from postsecondary institutions in the region.* We present two sets of “Summary Chart of Alignment” of our analysis of demand-supply alignment in this section. One set (two pages) is a comparison of regional demand (Southcentral Indiana and Greater Louisville) with the outputs of schools within the 13 county region. The second set (two pages) shows the same demand compared to the educational output of colleges within a 100 mile radius of downtown Louisville, which is roughly the geographic center of the metro region.

Both sets offer a high-level picture of demand-supply alignment across a number of occupational areas in the key sectors identified by the Council. The picture presents a useful starting point for discussion among members of the Works Council and with employers, educators, economic development and workforce development, government, and civic leaders in the region. The chart will help these partners understand overall labor market demand and the alignment of the supply of talent to meet that demand.

The data included in the chart come from multiple sources:

» The first area is annual demand. Demand data are for 2013 based on FutureWorks calculations of EMSI’s projected job openings from the U.S. Bureau of Labor Statistics in 2013 and Burning Glass Labor Insight’s 2013 real-time job postings. All demand data are specific to the Works Council region.

» The second and third area is credentials awarded from both regional secondary CTE districts and area postsecondary institutions.* The secondary data are Graduating Seniors with a CTE concentration reported to Indiana DOE/DWD for each school district and CTE center in Region 10. Postsecondary credentials data are credentials awarded from two-year and four-year postsecondary institutions within or nearby the region. All data on postsecondary credentials are from the U.S. Department of Education, Institute of Education Sciences, National Center for Education Statistics, Integrated Postsecondary Education Data System (IPEDS) for 2012-2013.

Overview of Demand and Supply Alignment

SECTION OVERVIEW, CONT.:

Interpretation of the demand and supply alignment are subject to all the caveats we have expressed relative to these data. While these should never be interpreted as exact, this alignment does show areas where the demand and supply of talent is significantly out of alignment. This information alone can underlay fruitful discussion.

We recognize that the pathways into employment for many occupations in this analysis, like construction, are non-academic pathways. Determining the supply of non-academic pathways is beyond the scope of this research. Even so, in many cases, these non-academic pathways are changing. Increasingly they involve obtaining a postsecondary credential. For example, many apprenticeships are being linked to academic programs and awards of associate degrees through community colleges. Thus some production of traditionally non-academic occupational training now is being captured by data on degree awards. Demand and Supply Alignment for 13 counties of Southcentral Indiana and Greater Louisville:

The following two tables present data in a summary chart of demand and supply alignment with the credential output from a universe of colleges and universities within the 13 county region of the metropolitan area.

These data show the immediate (close by) supply of postsecondary credentials relative to demand in the same geographic area. Moreover, the colleges and universities within this area (see the list in notes in Section 2) include many that serve a more local population. These are schools that would form the major partners in strategies to increase alignment and design programs to help meet specific talent needs of regional employers.

NOTE: WHILE THE DEMAND DATA IN THE FOLLOWING TABLES USES THE SAME OCCUPATIONAL DEFINITIONS AND DATA SOURCES AS THE MORE DETAILED DEMAND TABLES IN THE FIRST SECTION OF THIS REPORT, THE DATA PRESENTED HERE APPEAR IN SOMEWHAT DIFFERENT GROUPINGS BECAUSE: 1) A DIFFERENCE IN THE SOURCE YEAR (2013 V. 2014) 2) THE NEED TO GROUP OCCUPATIONS IN A SECTOR IN ORDER TO ALIGN THE SOMEWHAT BROADER EDUCATIONAL PROGRAM DEFINITIONS WITH OCCUPATIONAL GROUPINGS. For example, in the Computer and IT fields, several different degree programs can supply the skills needed for several different job types within the field. Therefore, both the occupations and various programs were grouped in order to show the overall relationship between talent demand and supply.

Summary Chart of Demand and Supply Alignment for the larger region

Demand and Supply Alignment for the credential output from a universe of colleges and universities within a 100 mile radius of the center of the region:

The following two tables present data in a summary chart of demand and supply alignment with the credential output from a universe of colleges and universities within the larger region defined by a 100 mile radius of downtown Louisville, the geographic center of the metropolitan area.

These data show a much larger and more diverse set of institutions and larger supply of postsecondary credentials relative to demand in the same geographic area (see the list in notes in Section 2). Included in this group are both very large state flagship universities as well as colleges and universities which serve a state, national and international student market. Therefore the relationship between regional demand for talent and the available supply of talent from this larger set is more ambiguous. Many students in these schools leave the region immediately after graduation.

At the same time, a regional strategy of talent retention or talent attraction should take into account a larger arena of potential sources of talent for marketing, recruitment, and programs to build interest in the region.
