The Center for Land Use Education (CLUE)

is a joint venture of the College of Natural Resources (CNR) at the University of Wisconsin - Stevens Point (UWSP) and the University of Wisconsin - Madison Division of Extension (UW-Extension) in collabora on with University of Wisconsin (UW) System ins tu ons. It is a focal point for land use planning and management educa on, and represents the Wisconsin Idea at its best: The borders of the state are the border of the center’s work.

CLUE was established in 2000 to provide learning opportuni es related to land use and associated topics. Land use is impacted by a complex, and changing set of issues that impact how we ul mately use the land. CLUE specialists, with input from our partners, con nue to provide up-to-date, comprehensive educa on to help individuals and communi es make well-informed land use decisions that result in a sustainable Wisconsin.

Anna Haines is the director of the center, a professor and a land use and community development specialist. Haines received her Ph.D. from UW-Madison in the Department of Urban and Regional Planning. Her extension, research and teaching focuses on planning and community development from a natural resources or environmental perspec ve. This includes comprehensive planning and plan implementa on tools, such as zoning, and sustainable communi es.

Karen Blaha is a program associate. Blaha holds an M.S. in Educa on from Northern Illinois University. She has a strong interest and is involved in local, sustainable food ini a ves. Blaha supports CLUE’s outreach through publica on edi ng and design and project produc on related to land use, sustainability and community food systems.

Staff Profi les

Shiba Kar is an assistant professor and a sustainable energy specialist. Kar earned his Ph.D. in Forest Resources from Pennsylvania State University. He has a strong background and interest in teaching, collabora ve research and outreach in energy policy and natural resources sustainability. Kar’s extension work focuses on sustainable energy and climate considera ons.

Lynn Markham is a shoreland and land use specialist. Markham has an M.S. in Biochemistry from the University of Oregon. Her extension work focuses on land use tools and techniques to protect fi sh, lakes, streams and drinking water; zoning and boards of adjustment/appeals; and sustainable communi es. To assist communi es, Markham provides research-based informa on, policy op ons and community case studies.

Rebecca Roberts is a land use specialist. Roberts has an M.U.P. in Urban Planning from the University of Illinois. Roberts provides training workshops for plan commissions, elected offi cials and other local land use offi cials. She also assists communi es with comprehensive planning, public par cipa on, plan implementa on and the fi scal impacts of land use decisions.

Robin Rothfeder, is an assistant professor and a land use specialist. Rothfeder received a Ph.D. from the University of Utah in Ecological Planning (Metropolitan Planning, Policy, and Design Program). His teaching and research focus on the complex dynamics of social-ecological systems. He is par cularly interested in water resource management, and the interrela onships between supply, demand, infrastructure, environmental quality, and ecosystem func oning.

The UW-Stevens Point natural resource planning major in the College of Natural Resources (CNR) prepares students to guide ci zens in making community decisions, with a fi rm understanding of natural resource knowledge and social science skills. This ensures that our future planning professionals have a solid understanding of land use planning and its emerging challenges.

TEACHINGCLUE faculty, Anna Haines, Robin Rothfeder and Shiba Kar hold par al appointments in the College of Natural Resources. They teach a variety of courses including seven courses for the Natural Resource Planning major, four courses for the Sustainable Energy minor and two courses for graduate students. Graduate students work with faculty on mul ple projects.

Rebecca Roberts and Lynn Markham taught the Land Use Plan Implementa on course and were guest lecturers in other courses. They cover topics in public par cipa on, placemaking, land use, zoning, pes cides, and lakeshore management.

Shiba Kar in collabora on with other UW-Stevens Point faculty led a Climate Change Field course in the Lake Superior region near Ashland, WI. The course focused on poten al impacts of climate change on natural resources and included presenta ons and discussions with local business and tribal leaders. They par cipated in fi rst hand experience visi ng local forests and wild rice beds.

SERVICE LEARNINGMany Natural Resource Planning courses include service-learning components.

Students from the Land Use Plan Implementa on course, in collabora on with the Midwest Renewable Energy Associa on, worked with four communi es in Portage County to review their zoning ordinances and provide recommenda ons for encouraging solar development. The students used guidance provided by the SolSmart na onal designa on program to analyze zoning ordinances for regulatory barriers, suggest updates to ordinance language and propose educa onal approaches. The students presented their fi ndings and copies of their reports to the community offi cials.

Students from the capstone class and the planning tools class worked with the City of Wisconsin Rapids to contribute applied spa al, policy, and social science research for future development scenarios. Students focused on two areas of analysis. The fi rst was to provide an assessment based on the First Impressions Program, providing the city with poten al ideas for future development that appeals to people in their twen es. The second area of focus was to present a redevelopment plan for a stretch of 8th Street in the city. This included site analysis, researching other communi es, producing a report and presenta on and discussion of ideas with city offi cials.

Casey Olson, intern at American Family Insurance, Madison, WI

Students from the Energy Policy course reviewed 12 county/municipality level energy policies in Wisconsin, comparing and analyzing Wisconsin state energy policies with other states. They provided recommenda ons to local offi cials and state legislators for enhancing sustainable energy policy.

INTERNSHIPS All Natural Resource Planning students are required to complete an internship. Students work at federal, state, county and city agencies. They also work at land trusts and other organiza ons. Haines oversees the program and visits each student in Wisconsin during the summer.

STUDENT RESEARCHMichael Mills, Naomi Albert and Casey Olson worked with Dr. Anna Haines to be er understand how climate change is infl uencing planning for county forests. The research included surveying county forest managers to inves gate whether climate change adapta on is being incorporated into planning and if so, to what extent. The students presented their research poster at the UW-Stevens Point Jim & Ka e Krause College of Natural Resources Student Research Symposium on April 5, 2019 where they received an Honorable Men on for their work.

Bethany Kautz, a new graduate student, began research work with Shiba Kar to assess the feasibility, interest, and barriers of Wisconsin schools to use forest woody biomass as a source of biofuel to heat their school. Kautz received her undergraduate degree in Fisheries, Wildlife and Conserva on Biology from North Carolina State University. Most recently she has taught outdoor educa on in Illinois at the Bartle Nature Center and Northern Illinois University’s fi eld campus, Lorado Ta .

STUDENT ORGANIZATIONSAnna Haines and Robin Rothfeder are faculty advisors for the Land Conserva on Society. The purpose of this organiza on is to assist the North Central Conservancy Trust (NCCT) and other Wisconsin land trusts in support of their missions to conserve land. Students help with land stewardship, monitor proper es during the fi scal year, and provide public rela ons updates on NCCT’s website, Facebook and Twi er feeds. Many Natural Resources Planning majors par cipate in this student led organiza on.

OutreachCLUE represents the Wisconsin Idea through statewide work in communities

TRAININGCLUE delivers training throughout Wisconsin with an emphasis on planning and zoning, community development and sustainability.

Planning and Zoning CLUE staff provides comprehensive, up-to-date training on planning and zoning in Wisconsin. Workshop content is tailored to specifi c local needs and updated to respond to new state rules and best prac ces. Staff also regularly respond to land use ques ons from planning and zoning staff , past workshop par cipants, offi cials and others.

Rebecca Roberts conducts statewide Plan Commissionworkshops and related educa on. From July 2018 to June 2019, Roberts delivered nine plan commission workshops with emphasis on plan commission roles and responsibili es, comprehensive planning, zoning, subdivision regula ons, and procedural responsibili es. These nine workshops reached over 472 local offi cials represen ng over 77 units of government.

Community DevelopmentLynn Markham delivered eight water quality related presenta ons on shoreland zoning and the impact of impervious surfaces on fi sh and lake health, reaching 280 adults. Over 245 elementary, junior high, and high schools students also learned about the impacts of impervious surfaces on fi sh and loons as Markham led the students through discussions and interac ve exercises. Markham also co-presented with Wood County Extension educator, Nancy Turyk on the same topic on a radio show that aired in Wood County.

Anna Haines, was invited to introduce Zone! The Land Use Game to the North East and East Central Wisconsin County Code Administrators Joint meeting, March 14, 2019. Four alumni were in attendance: Jeff Kussow (2012), Brian Simmert (2002), Ryan Parchim (2004), Emmett Simkowksi (2018).

Markham consistently shares data on pes cide use and its health impacts on drinking water and food. She spoke about pes cides found in food and water quality at a medical conference, the Midwest Renewable Energy Associa on Energy Fair and two UW-Stevens Point courses.

In the spring, Robin Rothfeder served on the steering and organizing commi ee for the 2nd annual Spring Symposium sponsored by the Ralph K. Morris Founda on and hosted by the UWSP CNR. This year’s symposium focused on alterna ve funding mechanisms to promote clean water and healthy soils management in Wisconsin. Associated with this event, Rothfeder also served as the lead facilitator for a moderated round table discussion with a group of 20 local and state poli cal leaders, non-profi t directors, and other infl uen al community members, with an addi onal 20 individuals in the audience. This strategic discussion aimed to establish connec ons and build capacity among state-wide leaders, to collabora vely pursue alterna ve funding for resource conserva on.

Shiba Kar focuses on sustainability and the impact of climate change on natural resources. In June, Kar co-facilitated the fi eld-based workshop, Lake Superior: Natural Resources, Culture, and Climate Change Workshop for Professionals, with UW-Madison Extension specialist, Cathy Techtmann. This two day event included tours and round table discussions with coastal community tribal and business leaders from Ashland and Bayfi eld, Bad River and Red Cliff Bands of the Lake Superior Ojibwe and the Great Lakes Indian Fish and Wildlife. They explored the cultural, economic, and environmental impacts of global climate change on Lake Superior’s coastal communi es and tribal lands. Kar also presented to a group about land use and water protec on at the UW-Extension Lakes Annual Conven on in Stevens Point, WI.

PUBLICATIONSAnna Haines, Rebecca Roberts and Karen Blaha completed the eighth publica on in the Wisconsin Land Use Megatrends series. Richly illustrated with data, maps and images, Forest Megatrends provides an overview of the social, economic and environmental contribu ons of Wisconsin’s 17.1 million acres of public and privately-owned forest land. Policy and management recommenda ons are provided for local offi cials, policy makers, forest managers, and landowners. Over 700 copies were distributed. Addi onal publica ons in this series address Water, Agriculture, Recrea on, Energy, Climate Change, Housing, and Transporta on.

ShorelandThis spring Lynn Markham began a collabora ve series of children’s books about Wisconsin’s na ve fi sh species. The fi rst book, Bluegills, will be released in Fall 2019.

Markham also developed an educa on kit to help elementary school teachers meet the 3rd grade science skills related to Wisconsin specifi c ecosystems. The kit consists of Markham’s published children’s picture book, Fish Hotels, and non-fi c on booklet, Fish Hotel, as well as lesson plans, posters and ac vi es. The kits were well received with over 200 Fish Hotel Kits delivered to public schools in Wisconsin reaching over 500 elementary through high school students. Addi onally, Markham provided teacher training to third grade teachers in Wisconsin Rapids, demonstra ng the use of the kit materials.

SustainabilityLynn Markham regularly posts ar cles about community sustainability to the Central Wisconsin Sustainability Blog and Facebook page which has over 565 followers. Markham and Karen Blaha also collaborate to deliver a sustainability newsle er reaching over 149 subscribers. Ar cles focus on food, farmers, environmental health and sustainable energy issues.

Shiba Kar collaborated with other UW-Madison Extension professionals Cathy Techtmann, Sherrie Gruder, Nancy Turyk, and Amulya Ponna Vishweshwer to submit a pre-proposal for establishing a Wisconsin Climate Leadership team. The pre-proposal was accepted and funded by the Extension administra on. They are currently working to submit the full proposal in the next year.

Kar published a fact sheet on biogas availability and facili es in Wisconsin. The publica on examines the poten al of biogas to help meet sustainability goals of Wisconsin communi es focused on renewable energy and alterna ve fuels. The fact sheet was distributed to UW-Madison Division of Extension educators in Wisconsin’s 72 coun es. Kar is now working on a bioenergy crop fact sheet.

Anna Haines, Lynn Markham, and Shiba Kar published, Local Government User’s Guide: Is Your Community’s Zoning Ordinance Photovoltaic Ready? This 18-page guide provides informa on and resources on adap ng zoning codes for solar installa ons.

As water gets heated in the tank from a large wood burning furnace underneath, it is converted to steam. The steam pressure builds up within the tank and is pushed through the outlet pipe (the large red and silver piping). The system must constantly burn wood and boiling water in order to keep enough pressure to reach all four buildings being heated.

BARRON SCHOOL DISTRICT WOOD HEATING FACILITY

The wood boiler system is fed with wood chips using an auger system. Wood chips are dumped into a large storage bin where metal wedges push and pull wood chips into an auger system. The auger carries the chips to a trough which dumps them into the furnace.

As the wood is burning, ash falls through a grate located in the wood burning furnace. The ash is carried outside the building using an auger system. Ashes are disposed of into a dumpster which has to typically get emp ed on a weekly basis.

Shiba Kar and graduate student Bethany Kautz visited the Barron school district wood hea ng facility as part of their research in wood energy adop on for Wisconsin schools. The facility is the sole source of heat during winter months for the Barron elementary, high school, community center and local hospital.

CLUE conducts research focused on planning and zoning issues, and off ers mapping and spatial analytic services.

GIS RESEARCHMapping is a powerful way to illustrate land use issues. CLUE staff and students create maps that tell the story of land use as it relates to a variety of topics. Logan Brice, a recent Natural Resources Planning graduate, is working with CLUE to update Megatrends maps for several issues, create maps that highlight CLUE’s Plan Commission and Zoning Board workshop trends, biofuel use in Wisconsin, as well as other maps for department staff .

LAND AND WATERLand and lake planning and management relies on applied research. CLUE conducts policy review, mapping and analysis, and social science research to assist decision-making in these ac vi es. Integra on of applied social science research that enhances watershed planning and management eff orts across Wisconsin is an area where CLUE con nues to grow our programming to support local communi es.

Shiba Kar received a McIn re-Stennis grant to research wood energy adop on for hea ng Wisconsin schools. Kar and graduate student Bethany Kautz are working with the Wisconsin’s K-12 Forestry Educa on Program (LEAF) staff and several state-level wood energy experts. Their visit to the Barron school district wood hea ng facility will help Kar and Kautz refi ne and frame survey ques ons for their research that will go out to all school districts in Fall 2019.

Robin Rothfeder worked in partnership with the Wisconsin Department of Natural Resources, US Fish and Wildlife Service, the US Department of Agriculture and Na onal Resources Conserva on Service to coordinate the forma on of the Central Wisconsin Landscape Ini a ve (CWLI). The CWLI is a stakeholder-led collabora on across a range of public and private en es in the fi ve-county Central Sands region. Its purpose is to create coali ons and build capacity, to establish a collec ve vision for a healthy and produc ve working landscape, and to develop a strategic plan for achieving that vision through innova ve and coordinated management prac ces. Rothfeder coordinated the development

16of the CWLI steering commi ee that examined landscape management issues and solu ons in Central Wisconsin which resulted in a dra project vision, stakeholder engagement plan and fact sheets for use in stakeholder engagement eff orts. Rothfeder facilitated a CWLI listening session in Portage County with the Li le Plover Watershed Enhancement Project, American Bird Conservancy and Eau Pleine Partnership for Integrated Conserva on.

Rothfeder has also been engaged in building a mul faceted decision-support tool for Wisconsin’s lake and watershed groups, to help them formulate op mal conserva on and restora on plans for their unique needs. The project includes: a) developing a complete and accurate database of Wisconsin lakes and lake-shore proper es; b) crea ng a public-facing lookup table that shows key factors such as how lakes contribute to a county tax base or the length of shoreline frontage available for conserva on in a given area; and c) ul mately, building a mul -part model that iden fi es prime conserva on and restora on targets based on both environmental (e.g. phosphorous load reduc on) and economic factors. The fi rst phase of this project is currently underway and a new graduate student will start in the Fall 2019 to further advance the work.

COMMUNITY DEVELOPMENTAnna Haines, in partnership with Mary Edwards and Lynne Dearborn, examined local factors related to aging in place. Using an Evalua on Tool informed by research and the WHO Global Network of Age-Friendly Ci es and Communi es, they considered six domains important to adults aging in place: community design, design of public space, housing design, transporta on design, transporta on programs and community engagement. Haines, Edward, and Dearborn then examined how comprehensive plans and zoning ordinances aligned with those domains.

Shiba Kar worked with Marathon County planning offi ce to track the county-wide energy related data and progress. Kar wrote the Energy conserva on and genera on sec on to be included in the county’s LIFE Report 2020.

Kar worked with Portage County Extension educator Nathan Sandwick and con nued mee ng and discussion on community energy planning eff orts. They met with Village of Plover Business Associa on leaders and presented on prospects of energy effi ciency and savings.

PROFESSIONAL PUBLICATIONSAnna Haines worked on manuscripts focused on age-friendly communi es, wetlands, document interroga on, and acceptance of prescribed fi res. Haines also reviewed eight ar cles for peer-reviewed journals for the Journal of the Community Development Society, Land Use Policy, Sustainability, Urban Forestry and Urban Greening, Rural Sociology, Journal of Environmental Science and Management, and Forests.

Shiba Kar worked on a manuscript for the Wisconsin Extension energy programming needs assessment fi ndings in Journal of Extension. Kar also worked with an interna onal partner to develop a proposal on carbon sequestra on and subs tu on poten al of homestead forests in Bangladesh. The proposal has been submi ed to Bangladesh Bureau of Educa onal Informa on & Sta s cs (BANBEIS) for funding.

Kar reviewed three ar cles for Energy Policy, Land Use Policy and Washington State University Extension Bulle n and served as an Associate Editor for the Small-Scale Forestry Journal.
