2. PUBLIC COMMENTS ON ITEMS ON THE AGENDA Mike Webb, city attorney for Redondo Beach, spoke regarding General Administration item E, stating that he does not believe it is legal to appoint Superintendent Fernandez to execute a contract and that CEQA guidelines need to be followed.

Geraldine Urbina, Hawthorne H.S. representative, reported: Back to School night was September 20; Dr. Newell is making daily phone calls to let parents know what is going on with their students; administrators are going to classes and observing; the football team has won 2 games and will play the Mayor’s Cup next week; they had Hispanic Heritage Week and Join a Club week and both were successful; homecoming will be October 15th at Hollywood Park.

Estefani Avila, Lawndale H.S. representative, reported: Back to School dance was on September 16th; Back to School Night was on September 20th; ASB will have a fundraiser, a group of students will attend Manhattan Beach Studios; Homecoming will be at the Crowne Plaza; football is 1-3 for the season; there are SATs this Saturday. Evelyn Guzman, Leuzinger H.S. representative, reported: Grand Opening for the Leuzinger Center for Arts & Sciences was on September 10th and ASB gave student-guided tours and were proud to show their new building and technologies to the community; they had Club Day which went very well, students are getting involved; Back to School Night was September 22nd; Homecoming will be October 21 at the LAX Renaissance Hotel; they had an Olympian Lunch to celebrate the increase of API scores; they will host a UCLA Blood Drive. Superintendent Fernandez asked her to explain the student responses to the new building that she’s been hearing and she explained that it is very good and students and teachers are very excited, proud and love it. Juanita Cano, Lloyde representative and Nadia Omari, CV Independent Study School representative, were absent.

4. ITEMS FROM CSEA, CHAPTER 47 Serafin Villalpando, CSEA treasurer, gave a handout to the Board and stated that CSEA has the following concerns on the agenda:

• Page 7, HR, I – 1, 2 – asked if these employees were chosen from the current eligibility list; I-3 – asked why she was being placed at step 3 instead of step 1.

• Page 8-9, HR, K-1 – asked that this item be pulled as they have several employees who didn’t have the opportunity to apply; K-2-4 – asked if they were chosen from the current sub-eligibility list.

• Page 9, HR, Q-1 – asked to pull this item because they don’t know where they are being transferred. • Page 10, HR, R-1 & 2 – asked if volunteers will assume duties that classified employees can perform

He also stated that there was an eligibility list posted on the website and was taken down a while back so they don’t get to see it.

5. ITEMS FROM CVSTA/CTA Jack Foreman, CVSTA president, reported that Hawthorne H.S. has 400 more students enrolled than expected and they are just under 2,000. He stated that there were many great teachers who left because they were laid off and now have been replaced with less qualified substitutes, most got precautionary notices and were not actually laid off but it scared them off. He is happy about balancing the classrooms and stated that over summer teachers worked preparing lesson plans and should be paid $38/hour.

A) Overnight Trip for Lawndale High School’s Travel Club to Travel to London, Paris, and Barcelona, June 18-27 June 26-July 7, 2012 Danielle Stronks, the teacher coordinating this trip spoke briefly about the trip and made a correction to the travel dates.

B) Approval and Adoption of Resolution No. 11-12/005 to Exempt the Hawthorne High School Measure CV Classroom/Student Services Facilities Project from the Hawthorne City Zoning Code Approved and adopted Resolution No. 11-12/005 of the Centinela Valley Union High School District exempting the Hawthorne High School Measure CV Classroom/Student Services Facilities Project from the “Hawthorne City Zoning Code.”

Board member Suarez asked if the city sets guidelines, shouldn’t we follow them? Phil Henderson, legal counsel, explained further that all school’s can exempt themselves from local zoning and state zoning has more strict oversight so this ensures we have a project inspector on every project from Division of State Architects.

C) Appoint Members to the District’s Measure CV Citizens’ Oversight Committee (COC) At its January 25, 2011 meeting, the District passed a resolution that established the statutorily-required Citizens’ Oversight Committee (COC) for the District’s 2010 Measure CV, and assigned COC with the additional responsibility of overseeing the expenditures of the District’s 2008 Measure CV. On District staff’s recommendation, the Board appointed the following seven (7) members to the COC, and directed District staff to schedule the first COC meeting and to have the COC begin its duties. An eighth person (Ninette Riley) was added to this item.

Board member Suarez requested that in the future, the application process be extended so there is a longer period of time to submit applications.

D) CVUHSD Membership in the School Employers Association of California

(SEAC) Authorized the superintendent, on behalf of the district, to sign agreement with SEAC in order to enable the district to become a member of the Joint Powers Authority

Superintendent Fernandez explained that most districts are members except for us and this will help us when we have issues with CSEA and should help save us on legal fees.

E) Delegation of Authority to Superintendent to Negotiate and Execute Joint Use and Theater Management Agreement with Civic Light Opera of South Bay Cities for Centinela Valley Center for the Arts Approved delegation of authority to the superintendent to negotiate and execute joint use and theater management agreement with Civic Light Opera of South Bay Cities.

The term “execute” was removed from the above item because of concerns from board member Suarez.

Board member Suarez expressed concerns she has about this item. Superintendent Fernandez explained that no action has been or will be taken without approval of the Board and he feels it is a great opportunity and deserves to be explored for our students. Board member Ramos expressed her concerns. Board vice-president Pizano asked if this is the biggest company that has approached us. Superintendent Fernandez replied that it is and would be an excellent opportunity for our students in the Arts to be able to work with a successful company with over 20 years experience. Executive Director of the Civic Light Opera, James Blackman spoke to the Board about the opportunity for the students and the benefits for both CLO and CVUHSD.

Board member Suarez agreed that it could be a great opportunity and isn’t arguing that but wants everything to be considered to determine if this is the right decision for the district. She stated she is uncomfortable with the wording of the item. Superintendent Fernandez called on Janet Mueller, legal counsel, to address the concern, who explained that if an agreement could be reached, no matter what, the agreement would not be binding by law unless ratified by the Board. Board member Suarez asked that “execute” be removed from the item. Board member Ramos stated that it would be great for the Board to be able to process the item away from the meeting and come up with their questions and concerns, and be briefed as a board to take everyone’s opinions into consideration.

F) Approval to Attend the Teen Distracted Driving Prevention Leadership Team Summit in Washington, D.C. on October 14-18, 2011 Approved/Ratified Lissette Morales (club advisor), Jomayra Jaime (student), Julie Nguyen (student), Marlon Javier (student), and Carlos Rodriguez (student) to attend the Teen Distracted Driving Prevention Leadership Team Summit in Washington, D.C. on October 14-18, 2011. Funded by National Organizations for Youth Safety (NOYS).

H) Approval of Overnight Fieldtrip to Oakbridge Camp, San Diego, California, February 14-17, 2012 Approved/Ratified the overnight fieldtrip for fifty students from the Ninth Grade Cougar Academy and five adult chaperones to Oakbridge Camp, San Diego, California, February, 14-17, 2012, at a cost of $7,257 (for room and board and activities), funded by Title I.

9. ITEMS FROM BOARD

Board member Suarez invited people to contact her with any concerns they may have regarding the district. Board member Ramos thanked AJ Ramirez for attending the LACSTA meeting with her. She apologized for being late and missing last month’s meeting and explained she is going to school. She addressed the issue of communication and stated that the Board doesn’t get the eligibility list and she has asked for it every year. Board clerk Molina reported that she attended the Hawthorne High School Back to School Night and sees that the schools definitely need the upgrades and modernizations that are taking place. Board vice-president Pizano reported that she attended the Leuzinger open house for the new building and took the student-guided tour and spoke with teachers and it was all great, everyone was excited. She is excited about the increase in test scores. She asked CSEA and CVSTA to call her if they have any concerns. Board president Rojas welcomed the El Segundo students in attendance on a class project and reported that he attended the Leuzinger Grand Opening and thanked all the attendees and the ASB students who volunteered that day. He welcomed the new personnel commissioners. He thanked James Blackman for coming out to speak to the Board.

10. ITEMS FROM SUPERINTENDENT Superintendent Fernandez reported that Back to School Nights were great at all of the schools. He said that he asked the Leuzinger student representative to speak so that the community could see how the students just glow when they talk about their new building and technologies. He stated that change has been difficult and often met with opposition but it has resulted in Leuzinger being the 4th ranking most improved school in Los Angeles County, with a 27% increase in API and he is proud. New facilities, new culture, the principal and the Board all contribute to helping the students

11. PUBLIC COMMENTS ON CLOSED SESSION AGENDA ITEMS Carmen Rosas stated she appreciates the openness of the Board and the Superintendent. Diane Simbrano stated she is happy to hear that the Board expects more of their students regarding test scores as she did not feel she heard that in the past. Evelyn Legarda, previous president of the PTSA at Leuzinger High School, presented an award to Leuzinger on behalf of the American Cancer Society for their outstanding effort in promoting the health of the students and thanked the PTSA and parents for making it happen.
