P R E F A C E

The Central Institute of Coastal Engineering for Fishery (CICEF),

Bangalore, a subordinate office of the Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture & Farmers Welfare, Government of India is mandated with the responsibility of undertaking techno-economic feasibility studies and preparation of project reports for the development of fishery harbours in the country. The Annual Report contains information on Administration, Finance and Technical activities of the Institute.

This Annual Report highlights the important activities and achievements

accomplished by the Institute during the financial year 2014-15.

1.0 CICEF – An Overview 1.1 Introduction

The Institute was established in January 1968 as Pre-investment Survey of Fishing Harbours (PISFH) by the Ministry of Agriculture & Farmers Welfare, Government of India in collaboration with Food and Agriculture Organisation of the United Nations (FAO/UN). The primary objective of establishing the Institute was to carry out engineering and economic investigations and prepare techno-economic feasibility reports for the development of fishery harbours at suitable sites along the Indian coast to provide fishery harbour facilities to Mechanized Fishing Vessels (MFVs). After the cessation of the FAO/UN assistance, the Institute received technical assistance in the form of equipment and expert consultancy services from Swedish International Development Agency (SIDA) for a period of 2 years from January 1974. In August 1983, it was renamed as Central Institute of Coastal Engineering for Fishery (CICEF). Technical expertise was further developed in the subsequent years and from August 1983, the Institute is also catering to the requirements of Aquaculture Engineering for development of Coastal Aquaculture Farms along the Indian coast. The Institute received UNDP/FAO assistance in the form of equipment and consultants from 1986 to 1991 for the development of coastal aquaculture farms.

1.2 Organisation

The Institute is headed by the Director and the total sanctioned strength of officers and staff is 47 comprising technical and administrative personnel. The break-up of the posts is as follows:

An inter-disciplinary team comprising Engineers and Economists who have

specialised knowledge and vast experience on field, in conducting necessary pre-investment studies to identify sites for development of Fishery Harbours, Fish Landing Centres and Brackish water Shrimp Farms, preparation of techno-economic feasibility reports, detailed construction plans for the projects and other supporting facilities are on roll of this Institute. 1.3 Mandate The Objectives of the Institute in respect of development of fishery harbours/fish landing centres, coastal aquaculture farms and hatcheries are as below:

1.3.1 Fishery Harbours

To carry out reconnaissance surveys/pre-feasibility studies to identify priority sites for development of fishery harbours, follow it up by detailed engineering and economic investigations and prepare techno-economic feasibility reports.

To prepare preliminary construction plans and supporting facilities etc., for fishery harbours.

To give technical advice on engineering and economic aspects wherever required for the development of fishery harbours and fish landing centres.

To monitor the progress of construction of ongoing fishery harbours and fish landing centres sanctioned under the Centrally Sponsored Scheme in association with the Ministry of Agriculture & Farmers Welfare.

1.3.2 Coastal Aquaculture Farms and Hatcheries

To conduct economic and engineering investigations, prepare suitable designs for farms and prepare techno-economic feasibility reports.

2.0 Achievements of the Institute The Institute, till end of March 2015 has carried out investigations at 90 sites and

prepared project reports for 89 sites for the development of Fishery Harbours/Fish Landing Centres.

During UNDP/FAO assistance, four pilot brackish water shrimp farms and one shrimp seed hatchery were developed. Under the World Bank assisted Shrimp Culture Project, the Institute carried out survey and sub-soil Investigations at 13 sites covering a total area of 9640 ha. Techno-economic feasibility reports were prepared in respect of 10 sites covering a total productive pond area of 3826 ha. Trial culture operations were carried out at Digha, Canning and Dighirpar in West Bengal and Bhairavapalem in Andhra Pradesh.

2.1.2 Techno-Economic Feasibility Reports (TEFRs)

I Biyyaputhippa Fish Landing Centre in Andhra Pradesh

Conducted detailed engineering investigations and subsoil investigations.

Cost of the project was estimated as Rs.12.16 Crores as per the SoR 2013-14 and the FIRR of the project worked out as 10-11%.

TEFR was issued in April 2014.

Salient Features of the Project:

Renovation of existing two fish auction sheds in new and old Sassoon Dock areas.

Construction of new fish auction hall, fishermen rest shed, workshop, restaurant, net mending shed, tube ice plant including conveyor belt system, slipway, winch room, compound wall and security/guard house in the new Sassoon Dock area.

Improvement of freshwater/ seawater and sewerage systems.

Modernisation of internal roads, existing toilets, electrical power supply system, general lighting and strengthening of existing quay structure in the old Sassoon Dock area.

Remodelling of existing Service Block in new Sassoon Dock area into a modern fishery harbour management and maintenance block.

Located in Karwar taluk of Uttara Kannada district, the site is 13 km from Karwar town.

Design fleet size is 80 nos. of MFVs, 180 nos. of FRP-OBEs and 300 nos. of plank built boats.

II. Keni fishery harbour in Karnataka

Located in Ankola taluk of Uttara Kannada district, the site is 28 km from Karwar town.

Design fleet size is 23 nos. of MFVs and 350 nos. of plank built boats.

2.1.4 Pre-Feasibility Reports

I. Vodarevu fishery harbour in Prakasam district, Andhra Pradesh

Site at Vodarevu is located in Prakasam district, 9 km away from Mandal head quarters Chirala and 70 km distant from the district head quarters Ongole.

The existing fish landing centre is proposed to be upgraded into fishery harbour.

Pre-feasibility study was conducted in November 2013 and report issued in June 2014.

II. Juvvaladinne fishery harbour in Nellore district, Andhra Pradesh

Juvvaladinne fishery harbour site is located at a distance of 12 km from Mandal headquarters Bogole, 13 km from NH 5 and 65 km from Nellore, the district headquarters.

Pre-feasibility study was conducted in November 2013 and report issued in June 2014.

III. Uppada fishery harbour in East Godavari district, Andhra Pradesh

Uppada is a Village in U. Kothapalle Mandal in East Godavari District. It is located 18 km from district headquarters Kakinada.

Pre-feasibility study was conducted in November 2013 and report issued in June 2014.

Rallapeta is a small village/hamlet located in Etcherla Mandal. The site is 13 km away from district headquarters.

The site is located on open sea coast.

Pre-feasibility study conducted in November 2013 and report issued in June 2014.

V. Machineela Peta fish landing centre in Srikakulam district, Andhra Pradesh

Manchineela Peta is a village located in Vajrapu Kothuru Mandal. Palasa is the nearest town 10 km away from the site.

Pre-feasibility study was conducted in November 2013 and report issued in June 2014.

VI T.R.Pattinam fish landing centre, U.T. of Puducherry

The site is located on the southern bank of Tirumalarajanar river in Karaikal region about 8 km from Karaikal town.

Pre-feasibility report was issued in March 2015.

2.1.5 Technical Appraisals

i) Training Wall at Alvekodi-Tenginagundi Fish Landing Centre, Karnataka.

ii) Modernisation/Upgradation of Malpe Fishery Harbour, Karnataka under NFDB financial assistance.

iii) Modernisation/Upgradation of Mangalore Fishery Harbour and fish markets

under NFDB financial assistance in Karnataka.

2.1.6 Technical Comments

i) Scrutinized and submitted technical comments on the detailed project reports of proposed development of Navabunder and Madhwad fishery harbours in Gujarat.

ii) Scrutinized and submitted report on the project cost estimate of proposed training wall at Alvekodi -Thenginagundi fish landing centre in Karnataka.

iii) Prepared and submitted cost benefit analysis of Gangolli fishery harbour in

Karnataka.

iv) Submitted technical comments to Ministry of Agriculture & Farmers Welfare regarding Cut-opening proposal of Pulicat Lake in Andhra Pradesh.

v) Scrutinized and submitted technical comments to Commissioner of Fisheries,

Mumbai, on the proposed fishery harbours at Harnai, Sakharinate and Jeevana Bunder in Maharashtra.

The Institute undertook project monitoring visits for the ongoing fishery harbour sites at Poompuhar, Colachel and Thengaipattinam in Tamil Nadu, Mangalore Stage III in Karnataka and Yanam in U.T. of Puducherry.

2.1.8 Post Evaluation Study Report

Conducted post-investment evaluation study for Paradip fishery harbour in Odisha and issued report in January 2015.

2.1.9 Field visit to Fishery Harbours and Fish Landing Centres

Belambar in Uttara Kannada district of Karnataka in connection with development of fishery harbour.

Puthiappa in Kerala in connection with 2nd stage development of fishery harbour.

Existing fishery harbours at Shankarpur, Petuaghat, Harwood point, Fraserganj, Sultanpur (Diamond Harbour) and Raichowk in West Bengal, for collection of data in connection with preparation of status of fishery harbours.

Existing fishery harbour sites at Nizampatnam, Kakinada, Bavanapadu, Visakhapatnam, Machilipatnam in Andhra Pradesh in connection with collection of data for preparation of status of fishery harbours.

Nagapattinam in Tamil Nadu in connection with development of fishery

3.0 Conference, Workshop and Training

The following Conference, Workshop and Training programmes were attended by Director and Officers of CICEF.

State level stakeholder consultation workshop on “Comprehensive fishery Policy for Odisha State” at Bhubaneswar in collaboration with International Finance Corporation (World Bank Group).

Conference on ‘Sustainable Seafood’ organised by the Confederation of Indian Industry (CII) at Veraval, Gujarat.

Conference of “State Ministers in-charge of Animal Husbandry, Dairy development and Fisheries” and technical session at New Delhi.

“Programme on World Fisheries Day” at Pragati Maidan New Delhi.

7.0 Administration and Finance Against Budget Estimate (BE) of Rs.335 lakhs and Revised Estimate (RE) of Rs.300 lakhs under Non Plan, an expenditure of Rs. 298.86 lakhs have been incurred during the fiscal year 2014-15.

7.1 Appointments

Shri. Madhvendra Kumar was appointed as Multi Tasking Staff with effect from 29th

December 2014.

7.2 Promotions

Shri M.C. Ravikumar Assistant Director (CE) promoted as Deputy Director (CE) on 2nd June 2014.

Shri B.Venkatramaiah, Senior Economic Investigator promoted as Assistant Director (Eco) on 23rd June 2014.

Shri P. N. Achutha Prasad U.D.C. cum S.K., promoted as Accountant on 5th September 2014.

7.3 Retirement/resignation

Shri G.Ganesan, Deputy Director (Eco), retired from service on superannuation on 31st December 2014.

Shri Mohamed Aatif, Junior Engineer resigned on 28th February 2015.

7.4 Implementation of Modified Assured Career Progression Scheme (MACPS)

A Departmental Screening Committee was constituted to consider the cases for the grant of financial upgradation under MACPS to the Institute staff. The Committee held its meeting on 14th July 2014 considered and cleared the following cases for the grant of financial upgradation: i. Shri A. Vincent Paul, Assistant Engineer granted 3rd MACP with effect from 1st

August 2014 to the Grade Pay of Rs. 5400/- ii. Shri Venkatachalaiah, Multi Tasking Staff, granted 3rd MACP with effect from

1st October 2014 to the Grade Pay of Rs. 2400/-

7.5 Vigilance Awareness Week

The Institute observed Vigilance Awareness Week from 27th October to 1st November 2014.

8.0 Implementation of Official Language/Hindi Teaching Scheme

An Official Language Implementation Committee was constituted with the following members.

The committee periodically met and reviewed the progressive use of Hindi in official correspondence. The Institute celebrated Hindi Divas on 19th September 2014 and Hindi fortnight between 15th and 30th September 2014.

9.0 Library

The Institute is having a library with collection of several technical and administration books/ journals. 2 nos. of books were added newly to the collection in this year.

10.0 Implementation of Right to Information (RTI) Act

The Institute received 18 numbers of applications under RTI Act during the year and information supplied.

11.0 Welfare of Employees

A farewell was organised to Shri G.Ganesan, Deputy Director (Eco) on his retirement from service on superannuation.
