How do we achieve this?

The e-governance applications with high

video/animation content can be delivered

only if we have high speed/bandwidth

connectivity which can be achieved

through Broadband with adequate

bandwidth.

T To meet the challenges of connectivity the

Government of India has approved the

scheme for creation of the National Optical

Fibre Network (NOFN) to provide

Broadband connectivity to 2.5 lakh village

Panchayats (councils).

Table 1 summaries various applications in Indian scenario

and bandwidth required to support such applications. From

this, It is observed that tentative bandwidth requirements to

run various applications ranges from 64 Kbps to 8 Mbps.

Broadband Speed • 256Kbps - This speed is appropriate for viewing most

websites, taking about 3 secs for the website to load. This

speed is about 5 times faster than the speed given with a

56Kbps dial-up Internet connection.

• 512Kbps - This is the most common speed used in homes

and small businesses. It takes 1.6 secs for a website to

load and about 1.5 mins to download a 5min music file at

maximum speed. This speed is suitable for video and

music streaming and for viewing most websites.

• 1Mbps - This speed is also commonly used amongst

homes and small businesses. It is appropriate for website

viewing, streaming and online gaming. It takes 0.8 secs to

load a web page and about 40 secs to download a 5 min

music file at maximum speed.

• 2Mbps - This and faster speeds are more suitable

for people who play a lot of demanding online

games. It is also suitable for people who share one

Internet connection between many PC-s. It takes

0.4 seconds to load a website and about 20

seconds to download a 5 minute music file at

maximum speed.

• 24Mbps - Ultra fast broadband offered These high

speed services are particularly good for watching

real-time DVD quality film.

NOFN (National optical fibre network)

Govt of India has approved the project of NOFN

to connect all 2.5 Lac Panchayats with

minimum 100 Mbps speed for provision of

various E‐Gov applications, various services

and also support Telecom operators to roll

out services in rural areas thereby enabling

access of best technologies to the rural

population. An amount of Rs 25,000 crores

have already been sanctioned by the Govt for

this project which will be funded through

USOF (Universal service obligation fund).

NOFN Project implementation Institutions/Agencies are associated with NOFN

Project implementation are DOT, BSNL, RailTel,

PGCIL, C-DOT, TCIL and NIC which are working

with BBNL on the NOFN Project. The funding of the

project is from USOF.

Expected Features of NOFN

NOFN shall be built using indigenous hardware

(e.g GPON (Gigabit Passive Optical Network)

will be used for NOFN Project) & software

technology and products to ensure national

security (e.g. NMS (Network Management

System), .

NOFN shall have at least 1 Gbps capacity at the

panchayat level.

NOFN shall provide at least 100 mbps at the

panchayat level in exchange of right of way by

states, with backhaul up to district level.

Expected Features of NOFN

NOFN shall be a 365x24 reliable, robust, scalable and

available IP capable network to ensure continuous

availability of services.

NOFN Shall Lease Dark Fiber / Lambda (Launch Alien

Lambda) / Bandwidth On Long term Lease (IRU)

from BSNL, RailTel, PowerGrid and others as and

when necessary on the existing and available fiber

NOFN shall have a national network operating center

(NOC) using NMS with full visibility of the network, all

activities observable in real time, and controllable

from a central location at element level.

Progress of NOFN GPON (Gigabit Passive Optical Network) will be

used for NOFN Project. GPON is an open

standard technology. C-DOT has developed this

technology and the approval has been obtained

for the same from TEC.

Advantages of GPON

The GPON (Gigabit Passive Optical Network)

standard differs from other PON standards in

that it achieves higher bandwidth and higher

efficiency using larger, variable-length

packets.

A Passive Optical Network (PON) is a network

architecture that brings fiber cabling and

signals to the home using a point-to-

multipoint scheme that enables a single

optical fiber to serve multiple premises.

Advantages of GPON

Encryption maintains data security in this

shared environment. The architecture uses

passive (unpowered) optical splitters,

reducing the cost of equipment compared to

point-to-point architectures.

C-DOT has done the Transfer of Technology for

GPON to manufacturers which includes both

CPSUs and private, to meet NOFN timely

supply of equipments.

C-DOT Installations in Progress

C-DOT has already provided the GPON equipment to all the

three pilot trial sites Viz: Parwada block in Vishakhapatnam,

Panisagar block in North Tripura and Arain block in Ajmer,

and installation is in progress at all the sites.

NOFN trial site details. Parwada block in Vishakhapatnam:

It has around 15 Panchayats. One OLT has been put in

BSNL exchange at Parwada and 15 ONTs at each of the

Panchayat locations. Incremental fibre deployment has

been carried out by Powergrid.

Panisagar block at North Tripura:

This block has 14 Panchayats. OLT has been installed at

BSNL exchange Panisagar and ONT at each of the

Panchayats. Incremental fibre deployment has been

carried out by RailTel.

Ajmer block in Rajasthan: This block has 30 Panchayats.

Due to its area two OLTs have been installed. Incremental

fibre deployment has been carried out by BSNL.

(D-RAX) Once the Broadband access in education is

available one can:

Enable data systems and platforms to support

Help schools and districts as textbooks are
