1 Objectives and Achievements
1.1 Unit Description
CEG-‐IST is a research unit from Instituto Superior Técnico (IST), closely linked to its Engineering Management
Department. IST is the oldest and the largest Portuguese engineering school, a faculty of the Technical
University of Lisbon, Portugal.
During 2009, following the 2003-‐2007 evaluation result of Muito Bom (Very Good), two important strategic
studies were carried on. The studies, concerning CEG-‐IST’s organization structure, aimed at improving to
Excellent our scientific performance. The first produced and shaped new bylaws, and the second reviewed the
strategic scientific objectives and the internal research configuration. It was an important effort to analyse the
member’s feelings, concerns, ideas and objectives.
-‐ The organisation structure, briefly, is now as follows.
It is headed by:
The President, Vice-‐President and the Executive Committee.
Important decisions are made by all Integrated and Corresponding Researchers, who seat in the:
Scientific Board.
-‐ For the internal research structure, a decision was taken to preserve the one research group configuration,
headed by the CEG-‐IST President. This single research group would hold a number of research sub-‐areas, to be
redefined, though without financial or administrative autonomy and with no appointed scientific leaders.
The main research area for CEG-‐IST was redefined as Management Science, including related fields with
especial impact within Economics, Industrial Engineering and Systems Engineering. The current work to
redefine the main CEG-‐IST research sub-‐areas will be finished during 2010.
1.2 General Objectives
The new CEG-‐IST’s bylaws lay down 6 general objectives, which can be summarised as follows:
-‐ To create, develop and share knowledge at the highest scientific levels,
-‐ To validate acquired knowledge developing new methodologies and technological products as
well as new services to the society,
-‐ To contribute to improve the quality of university and life-‐long learning systems.
1.3 Main Achievements
Important publications
-‐ CEG-‐IST members produced 25 papers which were published in 2009 in International peer reviewed
journals, and 12 forthcomings due in 2010.
-‐ Additionally, 32 papers were fully published in Proceedings of International Conferences, full article peer
reviewed.

Main funding was provided by FCT by the amount of about 107 000 Euro. Only about 90 000 Euro were
transferred during 2009, being 14 112 Euros for BII grants.
Other research funding was received through members’ projects. The reported expenses were about 84 000
Euro.
4 General Indicators.
4.1 Composition and Training
-‐ In 2009, CEG-‐IST’s membership added to 26 Integrated Researchers, being 6 from other Portuguese
Universities and 2 from England. Additionally, there were 21 Colaboradores. From this group, 4 were
Correspondent Researchers, 15 were PhD students, 1 was researcher from Bolívia.
-‐ 7 students received their PhDs and there are other 16 PhD on going work supervised by CEG-‐IST members.
-‐ 21 students received their Master degrees supervised by CEG-‐IST members.
4.2 Researchers Hired
From the Ciência Programme, 2 researchers were hired:

3 students were awarded with Bolsas de Iniciação à Investigação (BII) and involved in the Centre’s research

5 Research Groups
5.1 Group description
The whole of CEG-‐IST members comprise one only research group, which was for the past years denominated
as Engineering, Economics and Management. This area was divided in five subareas: Decision and Information,
Economics and Finance, Operations and Logistics, Strategy and Organisation, and Sustainable Development. As
pointed out at section 1.1, a recent internal study produced a new strategy, renaming the whole group’s main
area as Management Sciences and including a number of subareas yet to be defined.
5.2 Objectives and Achievements
5.2.1 Objectives
General objectives were mentioned in section 1.2. The particular objectives set for last year’s activity were the
following:
-‐ Commit the team members to report their research results in scientific recognised international fora;
-‐ Reinforce direct contacts & co-‐operation with national & international organisations;
-‐ Promote the collaboration with graduate and pos-‐graduate courses;
-‐ Continue to enlarge the Centre’s base of researchers by promoting a challenging, coherent and innovative
research agenda.

The following objectives are proposed to 2010:

Abstract and Main Objectives This study has two main aims. The first aim is to provide a descriptive overview of the role that private health
insurance plays in countries within the European Union, including information on its market role (the role
private health insurance (PHI) plays in the health system and its relationship to the statutory or publicly-‐
financed system/scheme), its market performance (the size of the PHI market); its market structure (the
nature of those who buy and sell PHI and their relations with providers); its market conduct (the way in which
the PHI market operates); and the public policy towards PHI. The project also aims to provide information on
trends over time, where available. The second aim is to attempt some evaluation of the performance of the
PHI market against a set of health financing policy goals developed by the World Health Organisation, both
‘within’ the market and in terms of its impact on the wider health system.

Abstract and Main Objectives Revisão do PDM nos termos do RJIGT. The ‘Plano Director Municipal’ – PDM of Vila Real de Santo António is
the spatial plan for a municipality of Algarve, in southern Portugal, next to the Spanish border. Its review is
determined not only by the planning law, but also by the fact that a new and innovative Regional Plan, also
co-‐ordinated by us, has been approved in 2006,. It is a pioneering project in the sense that it will be the first
reviewed PDM in Algarve and will be used as a benchmark for the other 15 PDM of the region. An innovative
approach has been adopted in order to re-‐define the ecological structure, the new urban areas, the rural
development options, tourism development, safety and security against natural hazards, and to ensure the
sustainability of spatial development. The underlying spatial development strategy leads to the proposed
structure and not just land use planning as previous PDMs. The methodology adopted is explicit and will be
the reference for other PDM to follow, as stated by the ‘Comissão de Coordenação e Desenvolvimento
Regional’ (Regional Co-‐ordination and Development Commission – a regional extension of the Ministry of the
Environment and Planning), responsible for monitoring the review process and co-‐ordinating the necessary
involvement from all the relevant Central Administration institutions. The review process started in 2008 and
will be completed in the coming months.

Abstract and Main Objectives
C2L is a competition for engineering students of different specializations and from Universities all over the
country that intends to develop an organizational mind into the engineers. In 2009 the completion explored a
phase of Case Study (a Case was presented and interviews were scheduled where information was provided
according the questions addressed) and a phase of simulation (a company behaviour is simulated in a market
disputed by other companies providing a dynamic ambience. Each decision of each team in competition
affects the market behaviour as in reality). The completion winners were the winners of each phase. The
competition had two presence days (the first one initiating the competition and providing the Case Study) and
the final day with a simulation setting. Between these two days simulation was disputed within the web.

This project analyses the implications for labour markets and the macro-‐economy of supposing that firms
cannot pay similarly qualified employees differently because of when they joined the firm. Thus, for example,
if the general situation for workers improves, it may be that a firm seeking to hire new workers feels it needs
to pay more to new hires; the supposition is that in fact the firm cannot bring in new workers at a higher
wage than it is paying to its existing workers, so it would either have to raise the wage of the incumbents, or
not offer as much as it would like to attract new workers. It is hypothesised that wages will be less variable
and employment considerably more variable than if labour markets behaved like markets which satisfy the
usual laws of supply and demand.

Abstract and Main Objectives The project aims to understand the contribution of intangible investments to innovation, competitiveness, growth and productivity in Europe. Such a project is vital to help European Union (EU) policy formation and to deepen understanding of some of the most crucial questions facing EU economic policy. The reason is simple. Currently, (almost all) intangible investments are either not measured, or are treated as an intermediate input into production so they are assumed to produce no durable assets for firms or economies. Does this matter? In practice, most knowledge investments involve intangible spending. The Lisbon Agenda aims to make the European Union "the most competitive and dynamic knowledge-‐driven economy by 2010". Thus, we are in the position of having little data or measurements to back this policy aspiration. This project will set out a method and collect the data required. Some knowledge investment is counted as such in the key economic measures such as GDP (eg software). However, R&D and other knowledge investment (like investment in human capital via training, investment in reputation capital, investment in organisational capital etc.) are all treated as day-‐to-‐day expenses, not investment. Thus, under current conventions, investment and GDP in an economy whose businesses spend one euro more on almost all knowledge investment is the same as an economy whose businesses turn up their air-‐conditioning. Using a team of experts in this field, the project will collect data on a wide range of knowledge investment, at macro and micro levels, incorporate these into macro and micro performance measures and thus greatly improve our understanding of knowledge-‐driven economies and firms and policy.

One of our contributions is sequential signaling, an issue that has been almost neglected in the literature. In
many cases the sender learns her type gradually. In these circumstances, the sender may send a signal each
time she gets more information about her own type. Indeed, many firms in real world introduce several
products over time. This project extends previous work by Pires and Catalão-‐Lopes (2007) considering
advertising signaling by a multiproduct firm. Another dynamic model that we will explore is a limit pricing
model with economies of scope. We want to investigate how the limit pricing strategy will be employed in the
various markets where the firm operates, with economies of scope. In addition we want to analyze the
welfare effects of predation in the presence of economies of scope.

Abstract and Main Objectives This research aims to develop a structure for theory-‐building and applied work about the role played by pre-‐
entry resources and capabilities in driving entry-‐related decisions and post-‐entry performance. The ultimate
objective is to revitalise the literature on firm diversification by looking at first-‐time diversification decisions
by SMEs instead of large corporations, and by comparing first-‐time diversifiers with different kinds of
entrepreneurial entrants (e.g. spin-‐offs, serial entrepreneurs and pure start-‐ups). We propose to add to the
literature by using detailed longitudinal data to study: i) first-‐time diversification decisions, and modes of
entry and exit; ii) entry scale decisions by first-‐time diversifiers and entrepreneurial entrants; iii) post-‐entry
performance by first-‐time diversifiers and entrepreneurial entrants; iv) the impact of diversifying and
entrepreneurial entry on market turbulence. Research results should provide implications for practitioners
and policy-‐makers.

Abstract and Main Objectives Traditionally, a supply chain is associated with a route that begins in the raw-‐materials and finishes at the
end-‐point of consumption. However, the products once used, continue to exist and, consequently, it is
necessary to decide how to handle them. Until the 80’s, the decision was simply a disposal option. More
recently, this has changed and a new way of thinking started emerging where attitudes towards waste come
under scrutiny. Companies are perceiving new business perspectives, consumers are becoming more
environmental aware and governments are taking some legislative initiatives to reduce waste.
Thus, in a supply chain management perspective, it is necessary to enlarge the supply chain, since it no longer

This project looks into this problem aiming at developing a generic model to deal with the global supply chain
management with reverse flows. Several supply chain network design models will be developed, account for
all aspects mentioned above.
First the deterministic case is studied. In here capacity limits on production/storage, multi-‐product/product
differentiation and connection between forward and reverse flows will be considered.
The deterministic approach will be then generalised and a dynamic model will be obtained.
Finally, the models developed will be studied under real industrial national environment. This will aim at
developing the basis for a decision supporting tool that will help the decision making process in the reverse
logistics problems not only at strategic level and also at operational level.

Abstract and Main Objectives
QQUIP provides independent reports on a wide range of data about the quality of healthcare in the UK. It
draws on the international evidence base to produce information on where healthcare resources are
currently being spent, whether they provide value for money and how interventions in the UK and around the
world have been used to improve healthcare quality. The Value for Money component of the QQUIP initiative
provides a series of reports that enable comparisons to be made between the scale of benefits and costs
across a number of different disease groups. It also provides a methodological framework for examining the
costs and benefits of national policies for treatment of conditions such as coronary heart disease and mental
health.

Abstract and Main Objectives There are three main objectives in this research project:
1. Proposal of a new socio-‐technical integrated approach for resource allocation for management support
using multiple criteria decision aiding, powerful optimisation tools and advanced facilitation techniques.
2. Design a software tool for multicriteria resource allocation. Our objective is to provide an effective answer
to the increasing demand for a simple, transparent and proven tool for resource allocation. The software
package should be as flexible as possible to satisfy the needs of decision-‐makers and will incorporate
innovative methodological features, such as a new value for money algorithm, innovative uses of
multiobjective knapsack algorithms, and innovative value elicitation features.
3. Another objective is to improve the research network. The possibility of moving among partners'
institutions and the occurrence of frequent meetings will help to leverage our research
