• 65% dropout rate before class X – the entry barrier for ITIs & Polytechnics:
• Results in mass migration of dropouts to cities as unskilled labour or understudy in unorganized sector as driver, welder, waiter, electrician etc.
• Seasonal Employment for youth with no career path results in vicious cycle of poverty & become prime targets for extremist groups
• Trades like Fitter, Welder, Electrician, Plumber, Mason are perceived as Blue Collar and Aspiration of youth is for IT, ITES or softer jobs in Hospitality, Retail

• Govt. Schemes like NREGA & subsidies for BPL families have established a shadow minimum wage and a comfort level in the village and youth are not willing to migrate to industrial belts
• Vocational framework excludes more people than it excludes; HRD system is linear and rigid and does not allow multiple entry and exit points
Policy
• Acute Shortage of skilled manpower:
• Face high attrition levels of youth & poaching of skilled labour results in high recruitment & training expenses
• Industry cries without shedding tears and pay is not enough to entice youth
• Upskilling & career pathing would mean higher salary payouts which is against the basic industrial mindset of treating labour as a factor of input and not as a asset

Problem Description: There is an urgent need of highlyskilled service technicians at Ashok Leyland dealerships.Normal qualification of these technicians is ITI MechanicMotor Vehicle (MMV) but the ITIs are plagued by issuesincluding poor infrastructure, lack of quality trainers, noindustry linkagesProgram Structure:Infrastructure: GTETS will provide the hard infrastructure Ashok Leyland will provide all the soft infrastructure like Trucks, Engines, Chassis etc .Course Content: Predominantly developed by Ashok Leyland and includes multimedia content from OEMs of different parts (e.g. brake, steering etc)Faculty: Trainers are typically diploma holders with experience and many are ex servicemen hired from the Armed Engineering Services and have been trained at the Ashok Leyland Training facility in Chennai.Training Duration: 6 Months of training, 4 months at GTETS and 2 months at dealershipTraining Fee: Free of Cost for candidate provided he serves a 2 Year term with AL

� Hub & Spoke Model to be adopted where 10 satellite centers will be setup at district level around 1 mother centre
� Mother centre will house sophisticated equipment & infrastructure where the candidates will spend 1-2 months to undergo specialized training. They will provide the satellite centers with faculty, infrastructure support and university accreditations
� Satellite centers and are envisaged as a hub of various activities - effective production centers for the trade for which training is being imparted. Satellite centers will pay rental for usage of infrastructure at the mother centers
