    Technical Assistance Transit Service Management1. Capacity Development Strategy for BRTS Agency

    AJL is building up its organization as services are expanded. AJL started with corestaff drawn from its parent body AMC. AJL is also using public privatepartnership (PPP) for providing BRTS route services and allied services. AJLplans to build its organization structure strong and enhance knowledge, skill and

    capacity of their employees and make them compatible with new emergingtechnologies and its applications in their operations. AJL aims at up gradation ofits bus operations by recruiting deserving and qualified candidates for thecapacity building of the organization with the best available training.

    2. BRTS Performance Measures and Quality of ServiceBRTS in Ahmedabad is entrusted to Ahmedabad Janmarg Limited (AJL), the wholly

    owned subsidiary of Ahmedabad Municipal Corporation. Hence, BRTS here iscommonly known as Janmarg. The system among others lays emphasis on highquality services which include availability, comfort and safety. In order to

    accomplish it Service Quality Monitoring of the BRTS is done on a monthly basis.A number of performance measures have been identified from the operator pointof view, passenger point of view and vehicle point of view to evaluate the BRTS.Addition in the route and number of buses, change in scheduling and othervariations have constantly been documented. Their effects on performancemeasures have been analysed. This gives a clear picture of the effect of various

    amendments on performance of the BRTS.

    3. BRTS Operations Manual To define systems and procedures for operations and maintenance

    The Manual is a a comprehensive document covering the followingareas:

    Research & Development - Themes4. Footpath Manual

    During construction of the corridors, it was generally observed that constructingthe street edge is the trickiest part. Very often, the demarcating line from thepublic and private domain is unclear. In both cities, the street edge hosts avariety of activities. These range from the local chaiwala and cobbler to second

    hand car markets. Access to private properties and societies cause interruptionsin the footpath. Section pillars, junction boxes, light poles, telephone poles, trees,dust bins and benches also form part of the edge. With this background, and ageneral tendency to afford less importance to correct execution of the footpath onpart of the contractor, the end result is a poor quality of pedestrian space.

    5. Training Programme for BRTS Agency Staff

    Working with AJL current staff on training and standard operations procedures.Based on this training modules will be prepared for agencies that need operationstraining for operations and maintenance of BRTS.

    Module-3: Urban Transport Legal Framework, Institutions and Finance

    Module-4: An independent research leading to Masters level dissertation

    The candidates will be required to spend 10 days on course work and 5 days forexaminations on campus during each module.

    A 2 week study-abroad is also being planned.

    As it is modular, the candidates may plan their study suiting their timeavailability.

    4. Consumer Choices and Mode Shift

    5. PPP Models in Urban Transport PPPs are complex in any infrastructure sector, would be more so

    in urban transport because of inherent viability gaps, highvisibility, and high political interest.

    Given these complexities, the CoE is proposes the following: Identifying and analysing best practices

    Conceptulisation and identification of PPP opportunities in urbantransport systems

    Structuring the opportunities in terms of stakeholder roles Researching alternatives to covering viability gaps through finaning

    strategies such as land value capture, commercial developmentbundling, innovative fare structures
