Basketball court “El Montón” Basketball court
The city of Lima is located on the western coast of South
America, on a desert strip between the Pacific Ocean
and the Andes. Lima is situated in the medium and low
part of the valley formed by the Chillón, Rímac and Lu-
rínrivers, which come down from the Andes to the Paci-
fic Ocean. The region is part of the circum-Pacific seismic
belt or The Pacific Ring of Fire, one of the most active
seismic regions of the world. This region has generated
high magnitude earthquakes with relatively short recu-
rrent periods.
Lima District is the district to which the Historic Centre
of the city pertains but it also includes neighbouring
areas such as the Barrios Altos (High Neighbourhoods)
or the MárgenIzquierda del Río Rímac (MIRR: Left Ri-
verside of the Rímac River). The latter is the area of the
District occupied by invasions of housing from the be-
ginning of the 60s and which still holds today dumping
grounds from this period. This area, therefore, is very
vulnerable to seismic activity due to the transformations
people have made in the surroundings.
The River Rímac watercourse has been considerably
modified because of the urbanisation process, and the
seismic vulnerability of Lima has increased due to the
significant rise in population over the last years, often
occupying with precarious buildings lands which are not
suitable for construction.

This is the case of the place known as “el Montón”
(the Heap). This is the last surface landfill of the MIRR
which remains practically intact. It is an accumulation
of stratified waste classified as public space by the Mu-
nicipality and which, in some areas is still object of land
invasions. The settlers, when digging to gain a piece of
land to inhabit, often face the emerging of gases cau-
sed by waste decomposition. In addition, the ground is
absolutely heterogeneous in its composition and often
unstable, which should exclude or limit residential plan-
ning, or in the case of being inevitable, makes necessary
the use of specific and adequate constructive methods
to avoid structural problems. Due to its zoning as public
space the Municipality built three basketball courts in
the upper partfour years ago. Despite this it is still an
unused and conflictive space of the city.

The city of Lima is developing the “Rímac Park-Route
project” (PVPR), which plans the integral development
of the city through a project which improves traffic ma-
nagement and the environmental conditions of the Rí-
mac River. The project also intends to implement sport
facilities, parks and public and commercial infrastructu-
res along the river’s new watercourse. The Metropolitan
Municipality of Lima also sees this as an opportunity to
incorporate the sanitation of “el Montón” to this urban
renovation of the River Rímac.
The MIRR is directly affected by the implementation of
this project, specially the over 600 families who live on
the riverside in conditions of high vulnerability and who
would be evicted from their current homes.
In this political context, in which the regeneration and
transformation of the city is being attempted, the fo-
llowing question arises, HOW TO REGENERATE A NON-

OPPTA proposes intervention in the Lima District site
by taking advantage of the juncture of the “Rímac Park-
Route project” (PVPR), to be implemented from the end
of 2011 and which will be developed over 4 years under
the management of the companies LAMSAC (Peru) and
OAS (Brazil) and the coordination of the Metropolitan
Municipality of Lima.
1. METROPOLITAN SCALE
The PVPR plans to improve the road development and
the connectivity of different districts in Metropolitan
Lima, as well as the development of a park, “a green
lung”, and facilities on a metropolitan scale (sport, re-
creational and commercial) on the riverside of the River
Rímac.
On this scale, we propose the development of strate-
gies defining the green areas and facilities mentioned,
taking into account both their metropolitan scale and
the capacity of the intervention in hand to regenerate
the MIRR.
2. DISTRICT SCALE
On this scale, the strategies developed will aim towards
the regeneration and development of the MIRR, reflec-
ting on which interventions on public space can contri-

strategies which redefine recycling and solid wastema-
nagement activities as economic engines of the area,
and developing a relocation plan for the homes affected
by the PVPR and those of high risk around the “el Mon-
tón”.
The main objective of the intervention on this land must
be reducing the risk that it generates in its surroundings,
towards which sanitation and landfill stabilisation pro-
cess should be planned, as well as uses compatible with
its characteristics.
3. DETAIL SCALE
In Panel 3 an area of the intervention area will be deve-
loped on a district unit scale (MIRR), which may be cho-
sen by the contestant depending on the general appro-
