Overview of Project ManagementInstitute Certification

The Project Management Institute (PMI)sponsors a project management certificationprogram. The purpose and goal of this projectmanagement certification program is thedevelopment, maintenance, evaluation,promotion, and administration of a rigorous,examination-based, professional certificationprogram of the highest caliber.

The PMP Program supports the internationalcommunity of project managementprofessionals and is designed to objectivelyassess and measure professional knowledge.PMP Program requirements and eligibilitystandards are applied fairly, impartially, andconsistently with applicable laws. The PMPProgram complies with all USA state andfederal government non-discriminatorystatutes and laws and grants certificationindependently of a candidate’s membership ornon-membership in any organization,association or other group.

To achieve PMP certification, each candidatemust satisfy all educational and experientialrequirements established by PMI and mustdemonstrate an acceptable and valid level ofunderstanding and knowledge about projectmanagement that is tested by the ProjectManagement Professional CertificationExamination. In addition, those who havebeen granted the PMP credential (certificants)must demonstrate ongoing professionalcommitment to the field of projectmanagement by satisfying ProfessionalDevelopment Program requirements.

Category 1

At the time of application, the candidate holdsa bachelor’s or equivalent university degreeand has a minimum of 4,500 hours ofproject management experience within the fiveprocess groups.

PMI requires a candidate to have attained the4,500 hours over a minimum of three (3)years. Experience gained more than six (6)years prior to the application date will not beconsidered.

The Project Management ExperienceVerification Form is the portion of the PMPCertification Examination Application used bycandidates to properly document and reportproject management experience. Candidatesmust complete, sign, and submit qualifyingProject Management Experience VerificationForm(s) to PMI with the PMP CertificationExamination Application. Applicationscontaining incomplete forms will be returnedto candidates.

Application along with appropriate fees, to the

PMI Certification Department. All applications

and documentation must be written in English

and are subject to audit.

Resumé

Candidates must supply a current resumé,detailing work experience provided on thecorresponding Experience VerificationForm(s). All project management workexperience must be briefly described on theresumé. Candidates must also provide thename and complete address for all schoolsattended, including high school or secondaryschool information. Application Audit

A percentage of accepted applications areselected for audit by the PMI CertificationDepartment. Any misrepresentations orincorrect information provided to the PMICertification Department can result indiscipline, including suspension or revocationof eligibility and/or certification.

Upon receipt of the PMP ExaminationEligibility Letter, candidates must contact theSylvan Technology Center at 800-967-1100 toschedule an examination date. Appointmentsmade directly at local Sylvan TechnologyCenters, and not through the nationaltelephone number, cannot be guaranteed norconfirmed.

ExaminationCancellation/Rescheduling/No-Show Policies

Sylvan Technology Center permits thecancelling or rescheduling of an appointmentunder a “48 hour” policy. This policy allows acandidate to cancel or reschedule anexamination appointment no later than noon(12:00 p.m.) two business days before thescheduled appointment. Any cancellations orrescheduling of appointments must be madeby contacting the Sylvan Technology Center at800-967-1100. Candidates who do notcontact the Sylvan Technology Center to

cancel or those who fail to meet a scheduledappointment will forfeit the full examinationfee. Those candidates choosing to reapplymust submit a new application and fullexamination fee. A new eligibility letter will be mailed to candidates, indicating anew three (3)-month eligibility period.

Candidates failing to meet a scheduledappointment at Sylvan Technology Center dueto a medical emergency, must submit writtennotification, including official medicaldocumentation, to the PMI CertificationDepartment, Four Campus Boulevard,Newtown Square, PA 19073-3299 USA.This information must be submitted no laterthan two weeks after the scheduledexamination date. All letters will be reviewedon a case-by-case basis.

Extensions and Refunds

Candidates who have not taken the PMPCertification Examination within the three(3)-month eligibility period may request aone-time extension or refund. A writtenextension request must be received prior to thecandidate’s eligibility expiration date andinclude the reason for the extension. Thisrequest must also state that any appointmentsmade with the Sylvan Technology Center havebeen cancelled.

Eligibility Notification

This letter confirms that candidates are eligible

to take the examination. The examination

must be taken within a three (3)-month period.

Examination Item Development

Test questions for the PMP CertificationExamination:

◆ are developed by work groups of PMPs

◆ are independently validated by PMPjudges

◆ are referenced to current resources fromproject management textbook sources

◆ satisfy the test specifications of a jobanalysis

Each question is subjected to editing fortechnical adequacy by psychometricconsultants. Thus, content experts (PMPs)write the questions and validate theirappropriateness for the examination, andexperts in testing review the questions toensure that the questions perform as intended.

Passing Point

The passing point for the PMP CertificationExamination is determined by a criterion-referenced approach called the AngoffModified Technique. This technique iscurrently considered by testing professionals tobe one of the most defensible criterion-referenced methods available for establishingpassing points because it relies on the pooledjudgments of content experts (PMPs). Withthis approach, a group of PMP judges is asked

to review each item on the examination. Foreach question, judges determine theprobability that minimally knowledgeablecandidates will answer the item correctly. Theaverage of the probabilities is multiplied bythe total number of questions on theexamination. The result then represents theminimally acceptable score. The final passingpoint for the examination is based on thispooled judgment and the calculation of thestandard error of the mean. Finally, itemanalysis and reliability indexes are calculatedfor each question.

Examination Format and Content

The PMP Certification Examination is acomputer-based examination administered atSylvan Technology Centers and is comprisedof 200 multiple-choice questions. The allottedtime to complete the exam is 4.5 hours. Theexamination specifications for the examinationare based on job analysis results. Thebreakdown is as follows:

◆ 4 % project initiation

◆ 37 % project planning

◆ 24 % project execution

◆ 28 % project control

◆ 7 % project closing

The examination administration includes abriefing and fifteen (15)-minute computertutorial, the PMP Certification Examination,examination score report, and an optionalcandidate satisfaction and demographic survey.

Sylvan Technology Center offers a

practice session to candidates unfamiliar with computers.

This session is unrelated to the PMP Examination content.

Request for Special ExaminationAccommodations

Any candidate may request a modification inthe PMP Certification Examinationadministration procedure due to disability,handicap, or other condition which mayimpair the ability of the candidate to take theexamination. In order to request special testingaccommodations, the candidate must properlycomplete the Request for SpecialAccommodations for the PMP CertificationExamination Form, which can be requestedfrom the PMI Certification Department.

The candidate must provide the PMICertification Department with writtendocumentation from an appropriate healthcare professional supporting the requestedtesting accommodation. This documentationmust:

◆ include a diagnosis of the candidate’shealth condition and a specificrecommendation and justification forthe special testing accommodationrequired

◆ be included with the submission of thePMP Certification ExaminationApplication

◆ be received by the PMI CertificationDepartment at least thirty (30) days inadvance of the candidate’s desiredexamination date

The candidate is responsible fordemonstrating that the request should begranted. The PMI Certification Departmentshall review the request and notify thecandidate of its determination. The PMICertification Department will not pay anycosts that may be incurred by the candidate inobtaining the required diagnosis andrecommendation. However, the PMICertification Department will pay for anyjustified and reasonable test-relatedaccommodations to be provided to thecandidate.

Examination Administration Conductand Prohibitions

Only the individual named on the registration roster will be permitted to take the examination. Candidates must present anofficial, valid picture identification card atcheck-in. No substitutions are allowed forregistered candidates.

Candidates are expected to conductthemselves in a professional manner at alltimes at the testing center. Test site personnelwill dismiss any disruptive candidates from thesite if, in the opinion of the test siteadministrator, the candidate is disturbing thetesting environment. No refunds will be givento candidates expelled or required to leave theexamination due to disruptive behavior.

No visitors are permitted in testing rooms(including children). Candidates may notbring food, beverages, coats, book bags,luggage, pagers, cell telephones, tape recorders,or other personal items to the examinationdesks. Each test site will make available tocandidates a secured locker for all personalitems prior to admission into the testingroom. In addition, smoking and all electronicdevices are prohibited in the test site.

Programmable calculators, which areinstruments that can store mathematicalformulae, are prohibited. The use of non-programmable calculators is allowed. Thesecalculators must be silent, have a self-contained power source (battery), not includea printing mechanism, and not include a fullalphabetic character set.

Each candidate will be provided with scratchpaper for use during the examination.Candidates will not be permitted to removesuch paper after the completion of theexamination.

Examination Results Notification andScore Report

Upon completion of the examination, SylvanTechnology Center will immediately score theexamination and provide candidates with bothan on-screen report and a printed copy ofresults indicating a pass or fail status. SylvanTechnology Center then transmits scores toPMI at the end of the testing day.

The PMI Certification Department contactseach candidate by mail within fourteen (14)business days after the examination date toconfirm examination results. Questionsconcerning the scoring of the examinationshould be directed to the PMI CertificationProgram Manager.

Candidates must pass the examination inorder to be awarded PMP certification status.Candidates failing the examination mustrepeat the examination to become certified. Are-examination form will be enclosed with theexamination score report that is sent toapplicants not passing the examination. Inorder to schedule a retake of the examination,this form must be completed and mailed toPMI Certification Department, FourCampus Boulevard, Newtown Square, PA19703-3299 USA. This form must be usedwithin one (1) year from the date of originalapplication and payment.

PMI Test Security and Confidentiality Policy

The PMP Certification Examination, itembank, scoring keys, answer sheets, work sheets,and any other examination or examination-related materials remain the sole and exclusiveproperty of PMI. These materials areconfidential and are not available for review byany person or agency for any reason.

Examination scores are confidential and willnot be disclosed unless directed to do so byvalid and lawful subpoena or court order. Acandidate requesting that an examination scorebe released to a third party must provide PMIwith a written request specifically identifyingwhich examination score may be disclosed and

the person or organization to whom the scoreshould be revealed. Any violation of the PMITest Security and Confidentiality Policy maybe subject to disciplinary action(s) by the PMICertification Department.

PMP Application and Certification Appeal Procedures

The PMP Certification Program isadministered and supervised by the PMICertification Program Manager.

All challenges regarding actions of and by thePMP Certification Program are governed bythe comprehensive and exclusive rulescontained in the PMP Certification AppealProcedures. This appeals process is the onlyway to resolve any PMP application,eligibility, examination, qualification,professional development, and othercertification challenges, complaints and/orclaims of irregularities.

A candidate or certificant may submit arequest, in writing, for review of an adversePMP Certification Program action, decision,or determination to the PMI CertificationProgram Manager, consistent with therequirements of the Certification AppealProcedures.

The purpose of the Professional Development Program is to:

◆ enhance the ongoing professionaldevelopment of PMPs

◆ encourage and recognize individualized learning opportunities

◆ offer a standardized and objective mechanism for attaining and recording professionaldevelopment activities

◆ sustain the PMP as a global certification credential

Each PMP must satisfy the ProfessionalDevelopment Program requirements in orderto maintain the PMP certification. PMPs arerequired to attain no less than sixty (60)Professional Development Units (PDUs)within a three (3)-year cycle and agree tocontinue to adhere to PMI’s Code ofProfessional Conduct.

PMP CERTIFICANT & CANDIDATE AGREEMENT & RELEASE

I hereby certify that the information I have provided in this application is accurate and complete.

I represent and agree to the following terms, conditions, and releases related to Project Management Professional (PMP) certification:

1. I agree to satisfy and conduct myself in accordance with all PMI certification and professional development policies andrequirements, including the PMP Code of Ethics, professional development requirements, and all other PMI CertificationProgram Policies and Procedures, in their current or amended form, and maintain confidentiality of examination questions andcontent.

2. I agree that any intentional or unintentional failure to provide true, timely, and complete responses to questions in this applicationor renewal form, may lead to further investigation, and/or sanctions by PMI.

3. I agree to notify the PMI Certification Department in a timely manner of changes concerning the information I have provided,including my current address and telephone number.

4. I have reported to the PMI Certification Department, and will report to the PMI Certification Department within sixty (60) days,any legal or professional/occupational matters, proceedings, lawsuits, administrative agency actions, settlements and agreements, ororganizational actions relating to me, including all complaints relating to my professional activities as a project manager, andmatters or proceedings involving, but not limited to, criminal charges, lesser offenses, certification, malpractice, disciplinary ethics,or similar matter(s).

5. I agree that if my compliance with any of the terms of this agreement requires or includes an explanation and supportingdocuments, I will provide a complete and accurate explanation and true copies of the materials to the PMI CertificationDepartment with this application.

6. I agree that the PMI Certification Department has the right to communicate with any person, government agency, or organizationto review or confirm the information in this application or any other information related to my application for PMI certification.Further, I agree to and authorize the release of any information requested by the PMI Certification Department for such reviewand confirmation.

7. I agree that certification as a PMP does not imply licensure, registration, or government authorization to practice projectmanagement or to engage in related activities.

8. I agree that all materials that I submit to the PMI Certification Department become the property of the PMI CertificationDepartment, and that the PMI Certification Department is not required to return any of these materials to me.

9. I understand that if PMI is contacted about my certification status, PMI will release this information.

10. I agree that information related to my participation in the PMP certification process may be used in an anonymous manner forresearch purposes only.

11. I agree that all disputes relating in any way to my application for the certification examination, or professional development will beresolved solely and exclusively by means of PMI Certification Department policies, procedures and rules, including theCertification Appeals Process.

12. I release and indemnify PMI and the PMI Certification Department from all liability and claims that may arise out of, or berelated to my project management and related activities.

13. I hereby release, discharge, and indemnify PMI, its directors, officers, members, examiners, employees, attorneys, representatives,agents, and the PMI Certification Department from any actions, suits, obligations, damages, claims, or demands arising out of, orin connection with, this application, the scores given with respect to the examination, or any other action taken by PMI withregard to certification, testing, and professional development, including, but not limited to, all actions related to ethics matters andcases. I understand and agree that any decision concerning my qualification for any certification, as well as any decisions regardingmy continuing qualification for any certification and my compliance with the PMP Code of Ethics, rest within the sole andexclusive discretion of PMI and that these decisions are final.
