The Center for Governance (CFG) was established in 1999 as the Academy's technical excellence and resource center on political and administrative governance.
For almost two decades now, CFG has been capacitating public sector organizations to effectively implement public policies and programs that promote transparent and accountable governance, through training and consultancy.

Course and Session Descriptions
Course on Basic Project Management The course is designed to provide a comprehensive understanding of the concepts and approaches on planning and management of development programs and projects.
Course on Basic Monitoring and Evaluation The course aims to equip government employees with necessary skills and knowledge on monitoring and evaluation of programs and projects. It enables participants to perform quantitative assessment of their programs and projects using various tools.
Course on Advanced Monitoring and Evaluation The course aims to build and enhance the participants’ skills and understanding of M&E and work through some of the complex challenges in doing M&E. Specifically, the course provides participants with up-to-date knowledge on M&E and enables them to conduct impact evaluation of their programs and projects using statistical analysis and other methods. Course on Basic Policy Process The course aims to build and strengthen the capacities of NGAs and GOCCs in policy formulation and implementation.
Course on Managing the Policy Process The course aims to equip CESEs to become effective producers and consumers of policies.
Training on Research Tools in Public Policymaking The training aims to equip managers and technical staff of public sector organizations with expertise and skills on the use of research tools in public policymaking.
Seminar-Workshop on Updating the Local Revenue Code The seminar-workshop aims to provide LGUs with a more strategic, holistic, and systematic view of their revenue generation and resource mobilization function and to enable the Local Finance Committee to come up with a draft of updated local revenue code that can readily be used for consultation, review, and enactment.
Introductory Course on Public-Private Partnership (PPP) The course aims to equip LGUs with basic knowledge on PPP, including their roles and benefits, and the key steps of the PPP process. Participants are expected to present a Project Concept Note at the end of the course to help their LGUs identify and develop a potential PPP project.
Seminar-Workshop on Tourism Development Planning The seminar-workshop is designed to enhance the knowledge and skills of LGU officials and staff, particularly the Local Chief Executive, Sanggunian Chair on Tourism, Tourism Officer, Planning and Development Coordinator and Staff, Investment Officer, and other tourism stakeholders in developing their local tourism development plan.
Course on Effective Local Legislation The course aims to equip local legislators with the essential knowledge and skills to develop and promulgate relevant ordinances and resolutions in order to propel the development aspirations of the locality.
Course on PPP Business Case Development The course aims to equip LGUs with the basic concepts, processes, tools, and elements of developing a pre-feasibility study / business case for a potential PPP project.
Seminar-Workshop on Leading Public Sector Organizations The seminar-workshop aims to review the concept of leadership in leveraging productivity for public sector organizations in the midst of rapid changes in the external environment, the onset of technological advances and the increasing demands of the citizenry. At the end of the seminar-workshop, the participants are expected to develop an organizational level leadership development plan that would serve as guideline for them and for their respective organizations to become more productive.
Training on Strategic Planning The training provides a venue to obtain the needed competencies for translating organizational directions into workable strategies, determining appropriate performance measures, and setting challenging but realistic targets.
Seminar- Workshop on Performance Management The seminar-workshop aims to capacitate participants on the tools and concepts in measuring and managing public institutions based on results-oriented performance.
Course on Basic Risk Management The course aims to enable the participants appreciate the basic concept of risks, the importance of risk management in strategic planning, and understand the different elements of risk management and risk management plan. It equips the participants with knowledge and skills to develop the risk registry of their organization to better anticipate and manage uncertain scenarios that will affect their organization.
Seminar on Public Corporate Governance for BOTs and BODs of the GOCCs The orientation seminar on Public Corporate Governance is aims to orient Appointive Directors of GOCCs to effectively carry out their functions in ensuring transparent, responsible and accountable governance of GOCCs.
Seminar-Workshop on Revenue Generation and Resource Mobilization for State Universities and Colleges (SUCs) The seminar-workshop shall provide SUC executives, campus directors, and focal persons the opportunity to update their knowledge and understanding of utilizing and maximizing their available assets and resources The training also offers an opportunity for participants to learn from experienced HEI leaders in the field of resource management and mobilization. The training shall also equip participants the skill on developing strategic resource mobilization and management plan.
Implications of the Tax Reform on Public Sector Productivity The session seeks to have an essential discourse on the first package of the comprehensive tax reform program of the Duterte administration and its direct and indirect ramifications on productivity, especially for the public sector. Also known as the Tax Reform for Acceleration and Inclusion (TRAIN), the first package seeks to correct a number of deficiencies in the tax system to make it simpler, fairer, and more efficient.
Citizen-Engaged Governance With political efficacy as the baseline, the session provides ways and means on how to realize and foster citizen-engaged governance in various programs/projects in the public sector It will focus on articulating proposals to the public sector to encourage and at the same time manage citizen-engaged governance.
Lean Management in the Public Sector The session aims to generally discuss the lean management approach that seeks to maximize value to customers, both internal and external, while simultaneously removing wasteful activities and practices to achieve higher quality and efficiency.
Business Excellence in the Public Sector The session aims to discuss the business excellence framework in the context of public sector organizations, featuring how the Philippine Quality Award promotes a globally-competitive organizational performance.
Managing Productivity through Big Data Analytics The session aims to discuss the role of big data analytics in converting data into actionable insights, leading to a better, more impactful, faster, and accurate decision- making to enhance productivity. It also seeks to help the public in appreciating the tool in terms of examining large amounts of data, uncovering meaningful hidden patterns, and finding correlations.
Fair Competition and its Role in Increasing Productivity With the passage of the Philippine Competition Act (RA 10667) last 2015, the session aims to enlighten the public on the productivity benefits of ensuring fair competition in the market and on how the government can foster an enabling environment conducive to competition.
Phronetic Leadership The session presents the idea of phronesis—a virtuous habit of making the right decisions and taking the right actions in a particular context, with values and ethics that serve the common good—and its role in leadership. The session also explores the applicability of phronetic leadership in the public sector
Productivity and Quality Tools in the Public Sector: 5S The session highlights the significance and impact of the practice of 5S (Sort-Sanitize- Sweep-Systematize-Self-Discipline) good housekeeping to organizational productivity and how it cultivates efficiency, effectiveness, economy, and respect for the environment.
Productivity and Quality Tools in the Public Sector: Quality Circle The session features the concept of Quality Circles or Work Improvement Teams that can encourage groups of people to participate in mutual development and problem-solving activities within organizations and improve quality and productivity.
Good Governance and Regulatory Management The session aims to establish the framework of good governance to regulatory management; and present the significance of e-government and regulatory reform in public sector productivity.
Knowledge Productivity and Innovations in the Public SectorThe session aims to discuss the concepts, principles, best practices of knowledge management in the public sector, knowledge asset management approaches, knowledge productivity, and co-creation for innovations in the public sector.

CANCELLATION OF TRAINING BY DAP
Accomplish attached Nomination Form and wait for the confirmation of acceptance to complete your registration. Confirmation of acceptance will be sent by email together with payment details.
The Academy reserves the right to cancel any training course due to insufficient enrollment at least 1 week before the scheduled training date.The Academy is not responsible for any expenses incurred by the participant if the training course is cancelled.If a training is cancelled due to any unforeseen circumstances such as weather or natural disaster, the customer is entitled to reschedule for a future training course or a refund.
PAYMENTPayment should be made not later than two (2) weeks before the indicated training date.Training slot is not yet confirmed until payment is received in full.
CANCELLATION AND REFUND POLICYA 15% cancellation fee will be charged for reservations withdrawn five (5) working days before the training date.No show and cancellation made within three (3) working days before the training date shall not be entitled to a refund.
