Opencast Mining. A letter had been received froin the Scottish Executive intimating that a pre-inquiry meeting would be held in Hartliill Community Education Centre on Wednesday 15 November. Karen Whitefield had also written a letter indicating that she would be making representations on behalf of her constituents at the Public Inquiry

Police Report. Since the last meeting a total of 15 crimes had been reported in the area. These fell into the following categories.

This was when a bus was taken to the schools and the kids invited on board to see the damage caused by thrown stones. Const. Hamilton will contact the schools and the PTE to find out if this exercise can be carried out in the village The first meeting of the dirt bilte club would take place Tuesday 7 November at 7.00PM. General Business. It was agreed that the CC should become members of CAVOC Members were concerned that Cllr Cefferty had missed several meetings. The Secretary was instructed to write to him with the Members comments. No update on the demolition of the old school was available but Members suggested that if the site was to be sold into the private sector a portion of the money should be retained by the community for projects for the village. The Councillor would be approached about this idea. It was agreed that the sum of &1200.00 be set aside for the purchase of additional Cliristinas lights. The decoration removed by NLC last year was still missing. Mr Griffith to investigate. It was intended to have the lights up by the first week in December.

Meetings Attended. Mrs Dickson had attended a funding meeting in Hamilton and Mr McCormick and Mr Griffith had attended the CAVOC meeting in Shotts. Although both meetings were very interesting, most of the conversation was gobble-de-gook and not easily understood. The major thrust was the re- generation of the older industrial areas

Opencast Mining. A statement of case had been submitted to the Reporter. Mr Bill Allison had submitted this document on behalf of the Corninunity Council.

Police Report. Since the last meeting a total of 26 crimes had been reported in the area. These fell into the following categories.

Vandalism Various at the service area Vehicle related Police assault

Miller Street is still causing concern. Cllr. Cefferty suggested that another meeting should be scheduled to discuss the situation in detail. Traffic Division still have not installed the equipment to monitor traffic. Constable Hamilton infornied that ineinbers that extra Officers were now patrolling at the weekends. It was hoped that this higher profile would act as a deterrent. RoadClief had contacted the Police regarding the closure of the inotonvay bridge during some evenings to try and eliminate the vandalism. The Secretary had been informed and set LIP a meeting with RroadClief management to discuss the situation. Fortunately, the decision taken to close the walkway had been reversed but RoadChef would monitor situation. It was suggested that Mr Jiin Andrews (Divisional Commander) should be invited to attend a regular meeting later in the year. Councillor's Report. The Cllr. Informed the Members that the Anti Social Task Force was now operational. Most of the perceived problem tenants had left the area. The housing office would be operational hopefully in June or July. A housing officer and a inaiiiteiiance officer would staff the office. The Police would also have an office in the same building. The bottle bank in the Scotniid car park was to be re-panelled. The pelican crossing lights outside the old school were still non operational. The delay being caused by the Electricity Board. The Eastfield re-generation scheme had begun. This was in the form of rendering and rough casting houses in Edinburgh Road, Breslin Terrace etc. areas. The Cllr. informed the members that he was still trying to get tenants to form a tenants association. It was anticipated that ECAG would buy the corninunity hall in the near future. This being the case, work on the older part of the building would start possibly in March. The Chairman thanked the Councillor for his report.

Open cast Mining. No fLirtlier cominuiiication had been received regarding the dates for the Inquiry. The Secretary informed the members of a planning application lodged with NLC by LAW Mining for coal extraction on the Sliotts/Fauldhouse Road. It was agreed that the CC should lodge an objection with North Lanarkshire Council.

Police Report. Since the last meeting a total of 23 crimes had been reported in the area. These fell into the following categories.

Inspector Hyslop informed the Members that the renovations to the new Police office were still ongoing. The target dates for completion still being June or Jdy. As froni lst July, Salsburgli would fall under the jurisdiction of Shotts. It was expected that Salsburgli would be added to Constable Hamilton’s beat. Inspector Hyslop explained the new management structure which had been implemented in Wi shaw . The new shift system which had been introduced last year was now under review.

When asked about inconsiderate/illegal parking Inspector Hyslop intimated he would try to have a traffic warden visit the village. This had been done in the past and proved to be quite successful.

Inspector Hyslop was asked if it was legal for an organisation to contact the DVL and gain the address of a vehicle’s registered owner. In reply Inspector Hyslop suggested that for a fee, this was possible.

Councillor’s Report. Due to the Councillors non attendance, no report was available.

General Business. The condition of the roads and pavements was unacceptable; the Secretary was instructed to contacts the Roads Department to see what could be done to bring them up to reasonable standard. It was noted that the Pelican crossing adjacent to the old school was still inoperative. It was suggested the Director of Planning and the Police Divisional Commander be invited to attend a regular meeting in the near fiiture. The Secretary was instructed to write to both inviting them to attend (separate meetings).

It was agreed that the sum of 51600.00 be set aside from this years finances to purchase spares and more equipment for the Christmas Lights. The Chairman and Secretary to get together to produce a shopping list.

Meetings Attended. The Chairman and Secretary had attended a meeting on opencast mining in Armadale. Most of the local voluntary organisations liad attended this meeting. SMP M Mulligan liad also attended this meeting and had come in for some fierce criticism.

Business Arising. The minutes from the previous meeting were read and moved for acceptance by Mr. R McCulloch. The motion was seconded by Mr. W Griffith.

Housing Officer. The Chairman welcomed Mr Brendan Sherry from the Housing Department. Mr Sherry informed the Members of the set up for the new housing office which would be opened at the end of June. There will be five officers based there, comprising of, a Senior Housing Officer, Housing Officer: Maintenance Officer and two Clerks. Mr Sherry went to great pains to inform the Members the problems his department had to deal with on a daily basis and expressed an opinion that the new office would hopefully alleviate some problems at a local level. Eastfield in particular had been a big problem to him over the previous five years. Market Research (Scotland) had been commissioned to carry out market research in the area asking residents about what they felt was needed to address the main problems. On completion of this phase of the exercise, the data would be analysed and a report would be prepared to indicate what action was needed. Mr Sherry reported that a colour wash programme for pre-war housing would be undertaken. It was also intended to re-render properties along Edinburgh Road. It was the intention to undertake this work during the current financial year. Mr Sherry offered to attend any future C.C. meetings to keep the Members informed of further developments. The Chairman thanked Mr Sheriy for his report.

Open-cast Mining. The date and venue for the open-cast mining Enquiry has been set and the Secretary has been working closely with Bill Allison in producing and submitting a pre-cognition document. On the evidence that has been lodged by J Fenton and Son Ltd. (all parties invoived get copies) there appears to be no new evidence being lodged by them. The other C.C.s involved are Greenrigg, Blaclcridge and Armadale. All C.C.'s will send a representative to the Enquiry to deliver their own C.C's objection. In conjunction with this activity, the three community councils have allied themselves with, Whitbuni, Stoneybum and Blackburn C.C.'s and Fauldliouse Against Tipping at Levenseat to object to the Lothian Joint Structured plan wliicli highlights yet another six potential open-cast sites within the area.

Constable Hamilton informed the Members of the Excise offenses in the area. Two individuals had been arrested for selling cigarettes, there had been five ‘out of date’ tax discs and two others were found to be fraudulent. The anti-social task force are very keen to follow up every lead and in some instances may act as professional witnesses. In Shotts, the initiative 011 buses had proven very successful, Constable Hamilton was pleased to report that since the initiative, no more damage had been caused to any bus. The provision of a ‘Youth Shelter’ in the area has been suggested. This will be somewhere that the yonth could congregate in safety. This shelter will only be provided after due consultation with the local youth and other members of the coinm~~nity. The proposed date is March 2002. The motor cycle club was still trying to form a core committee.

Treasurer’s Report Gold Account 22620.70 Current Account 2584.36 The Treasurer intimated that the finaiicial statements of the Council were nearly ready to send to the auditor, all that was missing was a certificate from the bank.

Co uncillor ‘s Report. The tender document had been released to prospective contractors to demolish the old Harthill Primary School. No date for the commencement of the work was available. The Councillor intimated that he had been in contact with Scot-Mid about the condition of their car park. The bottle bank was still an eyesore and it was hoped that it would be refurbished in the very near future. Mr Morley suggested that a bank for re-cycled paper should also be provided.

Police Report The Chairman welcomed Chief Superintendent Jim Andrews, Divisional Commander for ‘N‘ Division. The members were informed that Alistair Ingram was due to retire very shortly. His duties would be undertaken by Superintendent Jackie Law. Sup. Law would be based in Wishaw. Mr Andrews reported that he had 765 Police Officers under his command. The senior management team of ‘N’ Division held strategy meetings in Motherwell every week to organise the available manpower. These meetings were intended to help cover for court duty, sickness and holidays. Although totally committed to Community Policing, moving officers from one area to another unfortunately had a knock on effect on respoiise times. Mr Andrews went on to describe the new control room being built in Motherwell. When fully operational, it was felt .that the enhanced ‘call management’ would help solve some of the problems. Calls would be prioritised in order that police officers would be able to attend major incidents faster. Callers would be told just how long they would have to wait before police would be in attendance. It was hoped that this new system would offer the flexibility to move officers to hot spots. Mr Andrews contiiiued by explaining that a new radio service that would be in operation sometime in 2004. The new system would have the capability of contacting officers whilst they were on the beat. Mr Andrews intimated that there had been an increase in crimes over the Division in relation to; crimes of violence, tlie selling and use of drugs, vehicle crime and youths causing annoyance. Mr Andrews stressed that this increase in crime was not only a North Lanarkshire problem, the trend being also reported by other police forces. There were 70 Special Constables in the Division. In the main they were used at football matches and marches. Mr Andrews and his management team were actively looking at ways to use these Specials Constables in a more effective manner. There had been 200 new recruits joined the force and some had already filtered out of training and had taken up active duties. Mr Andrews was asked about tlie deployment of plain clothed officers. There was a Sergeant and 6 P.C’s in the Division. Their detection rate, especially on drugs had been significant; indeed, there had been 1400 drug related arrests in the year 2000 alone. Mr Andrews also informed the Members about the sophisticated ‘Intelligence System’. Information gathered is acted on a day to day basis. Mr Andrews was informed of the speeding problem within the village. The question of allowing beat police to be trained on the use of the hand held radar gun was asked.

In reply Mr Andrews informed the Members that in Strathclyde, only Traffic Officers were allowed to use this device. Mr Andrews was informed that Traffic Division had been repeatedly asked to patrol the village but little action had been seen. Mr Andrews would investigate this complaint and write back to the C.C. with his findings. Another complaint was in regard to a distinct lack of information coming back from the Police to victims of crime. Mr Andrews informed the Members of a pilot scheme being tested in Hamilton. A Victim Liaison Officer had been appointed. Mr Andrews offered to contact the P.F. in Hamilton to see what if anything could be done to address this concern.

Since the last meeting a total of 16crimes had been reported in the area. These fell into the following categories.

Vandalism Thefts Attempted car theft Fraud (service area) Motor vehicle theft (recovered ) Possession of drugs

The Chairman thanked Mr Andrews for his frank report.

Open-cast Mining. No further update but the Secretaiy had received a letter from Mr Allison thanking the C.C. for the support over the campaign.

Treasurer’s Report The books were still being audited therefore no report was available.

Councillor’s Report. The new housing office would be ready by the end of June. Most of the internal work had now been completed. The bottle bank had been measured up for new panels. It was hoped this work would be complete by the end of the month. It was anticipated that the old school would be demolished by November. The site had been identified for ‘special need’. Scot- Mid had been contacted regarding the lack of disabled access. The Cllr. had been informed that the building had been scheduled for a major refirbishment. Disabled access would be provided at that time. MSP Jack McConnell was using Alexander Peden Primary during his initiative on teacher recruitment. It was anticipated there would be quite a bit of media attention. A ‘Park and Ride’ scheme was being discussed, the Councillor to keep Members appraised of any developments. A bid had also been placed for the provision of bus shelters in the service area. Cllr. Cefferty had been requested to provide a list of streets to be re- surfaced, unfortunately those would only be the worse affected.

Business Arising. Due to the absence of the Secretary no minutes from the August meeting were available

Police Report Since the last meeting a total of 19 crimes had been reported to the Police. The new Police office has had furniture delivered andtit was anticipated that Constable Hamilton would be working from the new premises by thet;O September. The official opening of the Police and Housing offices was scheduledJor 17 September. The old station had been sold and the buyer will take occupation on the 10 September. Inspector Hyslop informed the members that the policing of the Orange demonstration had been highly successful and had gone off uneventfully. Mr J Andrews (Divisional Commander) had been promoted, his replacement has still to be announced . Speeding was still a cause for concern, Inspector Hyslop to speak to Traffic Division again.

The Chairman thanked Inspector Hyslop for his report.

Open-cast Mining. No fh-ther update but the Secretary infornied the members of the death Mr Bill Allison. All agreed that this was a sad loss to the coininunity as a whole.

Treasurer's Report Due to the absence of Mr McCulloch, no report was available. The Secretary informed the inembers that a grant g750.00 had been received froin North Lanarkshire Council.

Councillor's Report. Due to the absence of Cllr. Cefferty no report was available.

General Business. A discussion took place regarding the repair of the Christmas lights. Mr McCorinick to make up a list of components required. It was hoped to extend the lights even further this year.

The new housing office was discussed. The actual role of the office and the housing officer's duties was debated. It was agreed that as some complaints had been received from members of the public the housing manager should be invited to the next regular meeting to clarify some issues.

The condition of the roads and pavements was discussed at some length. The Secretary to invite Mr Graham Lawson (Roads Department) to either the October or November meeting to discuss the situation in greater detail.

Business Arising. Due to the absence of the Chairman, Mr Griffith chaired the meeting. The previous minutes were moved for acceptance by Mr Alec Paterson. the motion was seconded by Mr W Griffith.

The Chairman welcomed Mr Chris O'Neill from the Housing Department. Mr O'Neill gave a detailed description of the functions of the new housing office. Unfortunately the new office did not have any rent collecting capability. This was due to security reasons. It was anticipated that a local newsletter would be published and circulated in the near future. The 'Anti-Social Behaviour' Task Force was now up and running and have had several meetings to discuss the local situation.. The Housing Department had commissioned a survey in Eastfield to solicit views on the perceived problems. The results had been published and had been found to be quite surprising with 7 1% of Eastfield residents replying to the survey. The re-rendering programme was due to start in Edinburgh Road sometime in November. Mr O'Neill intimated that he was endeavouring to start a residents group in Eastfield. A bid to install CCTV cameras in the area had been rejected. This was due to the crime statistics not supporting the financial case. Mr O'Neill informed the Members that the Housing Department was committed to a re-generation plan in Eastfield rather than a demolition programme. The Chairman thanked Mr O'Neill for his report.

Police Report Since the last meeting a total of 20 crimes had been reported to the Police

Speeding was still a cause for concern, Inspector Hyslop informed the Members that Traffic Division had visited the village on two separate occasions since the last meeting. Chief Superintendent Tom Buchan had been appointed as the new Divisional Commander. Inspector Jim McMillan had been appointed as the new Traffic Inspector in Motherwell. Starting on October 1" a new operation would be undertaken. 'Safer Streets' would be high profile and would also include a 'stop and search' strategy

Treasurer's Report The Treasurer had -just received the books back from the auditor.

Councillor's Report. 450 new PVCu doors would be fitted in the village. Repair to various footpaths in the village was to be undertaken. Unfortunately this would not happen overnight as it was part of a I 0-year plan. Demolition of the old Harthill School was due to start week commencing 8 October. The 'Park and Ride' scheme appeared to have died a death. Several meetings with Bill Hazel had been scheduled to discuss the issue but no one from the Scottish Executive had attended these meetings. Cllr. Cefferty informed the Members that he was attempting to have the pavilion in the public park replaced. The playing fields in Eastfield would be brought back up to standard and the toilets in the Bowling Club would be replaced.

Inconsiderate parking in the Miller Street area was still causing a great deal of concern. Const. Hamilton intimated that the Police were trying a new way to eliminate the problem. Const. Hamilton had been monitoring the situation the previous week and suggested that tlie Police may well start proceedings against the drivers who constantly cause obstruction by parking inconsiderately.

In October the Police had a crackdown on road tax evasion. This had been very successful.

Const. Hamilton informed the members that P.C. Mowat had been transferred to Motherwell. P.C. George Kennedy would be filling the vacant post

There had been lots of problems with incidents of thrown fireworks. Individuals had been reported for this offence.

Const. Hamilton suggested that the C.C. should write to NLC Building Control regarding the problems being encountered with the old derelict Galloway’s garage beside the River Almond.

Const. Hamilton informed the members that tlie inotorcycle club he was trying to form was in abeyance, as he could not find anyone wlio was willing to stand as office bearers.

Open-cast Mining. The Secretary informed the members that he had received a letter from the Scottish Parliament intimating that the appeal lodged by J Fenton and Son had been rejected. All agreed that, although a welcome decision, the notification had come several weeks too late for Bill Allison.

Treasurer’s Report Due to the absence of the Treasurer, no report was available.

Councillor’s Report. Deinolitioii of the old Harthill School was due to start end of November/beginning of December. There had been a problem with the tender document. This had now been resolved and the work had been awarded to Central Demolition Services. There was no update on either the ‘Park and Ride’ service or the provision of bus shelters within the service area. The re-rendering prograinine had now started in Edinburgh Road The Chairman thanked Councillor Cefferty for his report.

A. 0. C. B. Christmas Lights. The Secretary infosnied the members that Mr McCorinick was in bed with a bad back and he did not know how many lights had been repaired. The Secretary would contact the Lighting Departinent with a view to having the functional lights installed early December. The Secretary further informed the inembers of the contract awarded to Wonderland Illuminations by NLC to supply, install, store and repair Cliristinas lights for other parts of the district.

Parking. Mr Morley suggested that the Secretary draft a letter to the local press regarding the parking on Miller Street. The content should indicate the seriousness of the problem and urge local residents to write or contact their MSP and MP regarding the situation.

Roads Department. The Secretary was instructed to contact Mr Graliam Lawson of the Roads Department requesting his presence at the next meeting.

Inconsiderate parking in the Miller Street area was still causing a great deal of concern. Const. Hamilton informed the members that 5 motorists had been charged with obstruction (please add to above crime figures). It was also noted that several cars had been damaged It was anticipated that the initiative started in October to crackdown on road tax evasion would continue for the foreseeable future. Car crinie was discussed and Const. Hamilton intimated that several options had been tried by the police to combat the problem without avail. It was a recognised problem and an action plan would be available for comment in January 2002 (Police internal).

Open-cost Mining. Should now be removed from the minutes.

Treasurer’s Report As per latest Bank statements.

Councillor‘s Report. Demolition of the old Harthill School is scheduled for middle of December. The bus bay road markings will be coinleted within the next few weeks. Park and ride scheme now loolts more attractive. Scottish Executive will fund a Feasibility Study, if feasible the S.E. would be happy to transfer the land for this purpose. Cllr. Cefferty was confident that this would happen

It was noted that the initiative started in December to crackdown on road tax evasion had continued through January. A total of 22 vehicles had been stopped and searched. One driver had been reported for being 'Drunk in charge of a vehicle'. The Chairman thanked Constable Hamilton for his report.

Treasurer's Report No change in the bank balance since last meeting.

Councillor's Report. Due to the ill health of Mrs Cefferty, Cllr. Cefferty had been unable to attend the meeting.

Roads.

The Chairman welcomed Mr Bill Hazel and Mr Jim Kelly from N.L.D.C Roads Department. Mr Hazel gave a presentation on the responsibilities undertaken by himself and Mr Kelly. Mr Hazel was sympathetic to points raised on parking, mainly in Miller Street. Mr Hazel intimated that on the Friday prior to the meeting, The Scottish Executive had expressed support to the proposed 'Park and Ride' proposal. (This possibly would alleviate the parking problem in Miller Street) Two locations were under consideration for this proposal, a) the service area, b) the old showground. A firm of consultants had been coinmissioned to investigate the viability of the proposals and their report was expected by the end of April. The firm had already carried out a site inspection.

In conjunction with this report, the S.P.T. were investigating the legal and insurance aspects of the proposal. Mr Hazel intimated that it was not just a matter of removing the cars from Miller Street but the proposal had to incorporate, access availability, traffic calming and secure parking. Mr G Lawson (Head of Roads Department) had given his assurance that, if the legal and insurance obstacles could be overcome, the ‘Park and Ride’ facility would be in place by the autumn. The condition of the main street in relation to safety and overall condition was discussed in great detail. The Members felt strongly that a speed limit of 30 MPH should be standard throughout the village. Mr Hazel suggested that if a strong enough case for this action could be proven, he would look at the proposal sympathetically. Traffic calming in several locations was discussed. The bad condition of pavements throughout the village was debated. The pavements had been inspected on several occasions (the faded yellow paint still can be seen in some locations) but no action had been taken to repair the defects. Mr Kelly assured the Members that he would task an inspector to visit the village to ascertain the extent of the problem. Several Members offered their services to Mr Icelly to point out the location of the major faults. The Chairman thanked Mr Hazel and Mr Keily for their time.

Crime figures throughout the Division showed a downward trend during the period. This may have been attributable to the initiatives whereby extra resources had been made available at weekends to cover known trouble areas. Inconsiderate parking in the Miller Street area was still causing a great deal of concern. Const. Hamiltoii informed the members motorists had been charged with obstruction. The Secretary to investigate status of the negotiations for the ‘Park and Ride’ proposal. Const. Hamilton informed the members of a new initiative being contemplated for the near fLiture. It was being proposed that shed alarms could be made available to the public (at cost price) to combat the seasonal crime of theft from garden sheds. Const. Hamilton intimated that he would tiy and get the ‘Crime Prevention’ trailer to come to the village to demonstrate the alarm and its functions. It also thought that the provisioii of a laminated sign and invisible marker pen in conjunction with the alarm would fkther deter would be thieves. Negotiations regarding the youth shelter were still ongoing. Const. Hamilton was requested to find a new home within the Division for the bike donated by the C.C. The Chairman thanked Constable Hamilton for his report.

It had been requested that a member of the C.C. attend the presentation meeting on April 6. The secretary had received a questionnaire from N.L. Licensing Board regarding parity between the closing hours for public houses and that off ‘Take-away’s. It was agreed that the C.C.’s response be one off there should be parity in closing times.

Mr Morley informed the Members of the danger of ice at the junction of Main Street and Westcraigs Road. It was felt that this was due to a burst water main. The Secretary to contact West of Scotland Water to have fault rectified.

There followed a discussion on the various problems in the village. It was decided that the C.C. sliould produce a ‘flyer’ giving the contact names and telephone numbers of the main service providers i.e. Roads Department, Gas, Water Board, Electricity Board etc.

Mr McCormick announced that, due to other personal commitments he would probably have to resign from the Community Council.
