Welcome to the 3rd IRF Middle East Regional Congress & Exhibition!

The International Road Federation would like to express its appreciation and gratitude to

HE Eng. Essam Bin Abdulla Khalaf, Ministry of works, Kingdom of Bahrain for his invaluable

support to organize the congress in Bahrain.

In 2009, the International Road Federation successfully launched the inaugural IRF Middle

East Regional Congress (MERC) in Saudi Arabia. The aim of this Congress is to address the

needs of the growing road sector needs of the Gulf and larger Middle East and North Africa

Region.

IRF volunteers and staff have worked tirelessly and effectively to develop a comprehensive

Congress and Certified Training Program of the highest quality to ensure all participants

receive the maximum benefit for their time investment. As the Chairman of IRF Washington,

I am very proud of this achievement.

Organizing Committee Message Congress and Course Topics

The IRF’s signature, largest, and most comprehensive event in the Middle East in 2012. Bahrain is undergoing fast economic growth, anchored on a solid foundation of ongoing and future infrastructure projects. This event will promote the development and dissemination of innovative solutions and best practices that will be needed to meet Bahrain’s infrastructure and safety needs. As a regional event, this congress also provides a forum to discuss and showcase major projects and accomplishments in the entire Gulf region. This Regional Congress will consist of three main components: congress sessions, commercial exhibition, and certified training courses.

The congress program will consist of plenary, executive and technical sessions featuring innovation and best practices in the areas of road safety, intelligent transport systems (ITS), sustainable transport, pavements, and asset management. The program will also include a special workshop on tunnel construction, developed in cooperation with the International Tunneling & Underground Space Association (ITA) and PIARC (World Road Association). All registered congress delegates will receive an attendance certificate at the end of the event.

The technology and commercial exhibition will be held in parallel with the congress, covering 2000 Sq. Mtr. showcasing the best companies active in the Gulf. The exhibition will also include IRF’s Innovation Forum, a platform where the latest technologies will be presented and discussed.

Finally, an additional three days will be devoted to the world-renowned IRF Certified Training Courses. The course curricula have been developed to address the specific needs of Bahrain, the rest of the Gulf and the larger Middle East region. All participants who pass the compulsory test will receive an IRF certificate recognized by most engineering societies around the world, and applicable for professional development purposes.

Technical papers are invited on the topics outlined and other subjects related to the theme of the conference. Abstracts should clearly state the subject matter, the objectives and the important conclusions to be presented in the full paper and should not exceed 400 words in length.

The abstract must include the title of the paper, the author’s name(s) and the affiliation including the mailing and the email addresses. Selection of papers will take into account the originality, relevance and likely interest to delegates. Guidelines for the submission of manuscript for review and the preparation of final draft will be communicated upon the acceptance of the abstract.

Transportation professionals with an interest in the Gulf/Middle East region are invited to submit an abstract on one or more of the congress topics.

Each course offered by the IRF during the 3rd Middle East Regional Congress features IRF-accredited instructors teaching specially-developed training courses adapted to the local and regional context. The courses include testing and a certification, and are suitable for either individuals or small groups.

• IRF has been providing certified training around the world for over 60 years. Ourinstructors are always nationally recognized and certified in the United States or their country of origin.

• Generally,theIRFcertificationisuniversallyacceptedamongstprofessionalinstitutionssuch as Engineering and Transportation Societies.

• IRFisaparticipant inRegisteredContinuingEducationprogram(RCEP) intheUnitedStates. RCEP approved organizations certifications are accepted widely around the United States and globally.

• ThecoursesaretaughtbyIRF-accreditedprofessionalsfromtheacademic(mostly)andprivate sectors, who hold PhDs in relevant fields and/or a minimum of two decades of excellence in education and training on a global basis.

IRF Certified Course Descriptions

PAvEMEnT MAnAgEMEnT COurSE

This course covers the fundamental concepts and methods used in pavement management to preserve a road network in good condition to include, but not limited to, the following: data required for managing pavement assets, data collection systems, development of pavement performance models, treatment and budget needs, prioritization, life-cycle cost, maintenance and rehabilitation strategies, risk assessment and impact analysis. The course relies on the latest proven software tools, manuals, and guides.

Instructor: gerardo F. Flintsch, Ph.D., Associate Professor of Civil and Environmental Engineering Virginia Tech University

Dr. Gerardo F. Flintsch’s specialties include Infrastructure Management, Pavement Engineering and Data Analysis and Management and Artificial Intelligence. Awards he has received include the Jack H. Dillard Award for best paper of 2003 from the Virginia Transportation Research Council, the Best Poster Award, “Theme 5: Adopting and Using Innovative Approaches,” at the Fifth International Conference on Managing Pavements in Seattle,

Dr. Smadi has over 20 years of experience in the area of infrastructure and asset management ranging from pavements,bridges, pavement marking, signs and other infrastructure assets. He is the Director of CTRE and Co-Director of theProgram for Roadway Infrastructure Management and Operations (PRIMO) at CTRE. Dr. Smadi is also an adjunctprofessor with the department of Civil, Construction, and Environmental Engineering at

rOAd ASSET MAnAgEMEnT COurSE

This introductory course covers the principles, concepts, components, techniques, and benefits of asset management. The materials are based on the AASHTO’s “Transportation Asset Management Guides-Volumes I and II”. This class supports, complements, and builds familiarity with using the guide and illustrates asset management “best practices” in key functions of a transportation agency’s resource allocation and utilization, policy development, planning and programming, program delivery, operations, and use of information and analytic tools.

Instructor: Omar Smadi, Ph.D, Director, Center for Transportation Research and Education (CTRE), Iowa State University

Wash., an International Road Federation Fellow, and a Fifth National Highway Award, granted by the Uruguayan Road Association. He is a founding member of the Society for Maintenance & Rehabilitation of Transportation Infrastructure (iSMARTi), a member of the American Society of Civil Engineers, the Transportation Research Board, the Association of Asphalt Pavement Technologist, the Society of Hispanic Professional Engineers, the Association of Engineers of Uruguay, the Uruguayan Road Association and the Pan-American Institute of Highways. Flintsch received his bachelor’s degrees from the Universidad Mayor del Uruguay and his master’s and Ph.D. from Arizona State University.

Iowa State University. Dr.Smadi chairs the Transport Research Board (TRB) committee on Pavement Monitoring and Evaluation, is a member ofthe Pavement Management Committee, the Asset Management Committee, and the Visibility Committee. He is also amember of the ASCE committee on Infrastructure Management Systems and the committee on Advanced Transportationsystems. He served as a member of Task Force 45; a committee of AASHTO, U.S. FHWA, and the American Road &Transportation Builders Association (ARTBA) to look at data needs for asset management. He is also listed as a friendof the AASHTO Asset Management Sub Committee and TRB Asset management Committee. Dr. Smadi teaches agraduate class on pavement and asset management at Iowa State University. He also teaches NHI classes on the topicsof asset management and integrating pavement preservation and pavement management. He teaches US FHWA dataintegration class to state DOTs.

nTCIP COMMunICATIOnS PrOTOCOl “guIdEbOOk” COurSE

This course serves both as an introduction and “users guidebook” to the NTCIP (National Transportation Communications for ITS Protocol) family of communication standards, including both center-to center and center-to field communications equipment, such as control systems software, CCTV cameras, vehicle detectors, traffic controllers, and other equipment. Attendees of this course are provided with the tools and knowledge necessary to succeed in NTCIP adoption and implementation. The course is taught by IRF-accredited professionals in the private sector or government, who hold PhDs in relevant fields, have at least two decades of practical experience at the highest technical levels, and possess an unparalleled record of excellence in education and training.

rOAd SAFETy APPlICATIOnS COurSE

The objective of the course is to teach how to turn existing and new roads into “Forgiving Highways” and eliminate needless deaths. In addition to learning about the technologies that are utilized successful in roads around the world, attendees will better understand which of these technologies are appropriate for their local conditions. They will also be introduce to the performance testing criteria being used in the US (NCHRP 350) and in Europe (EN 1317) to allow them to make intelligent and effective choices.

Instructor: Michael dreznes, Global Safety Expert & Chairman, IRF Educational Foundation

Michael G. Dreznes is the Chairman of the Transportation Research Board (TRB) AFB20 (2) Roadside Safety Sub-Committee on International Research Activities, a member of the TRB AFB20 Committee on Roadside Safety and the President of the IRF Washington Road Safety Working Group as well as the International Road Educational Foundation. Dreznes assumed his current position as Vice President of Sales and Marketing at Barrier

Dr. Jaffe is an electrical and systems engineer. He received his PhD in Electrical Engineering from Stanford University in 1983. After 13 years as a Research Staff Manager at IBM Research, he founded in 1996Consensus Systems Technologies (“ConSysTec”) Corp., where he is now President. In 1993 Dr. Jaffe was Program Manager and Chief Architect for the IBM Team that helped develop the US National ITS Architecture,

Systems Inc. in March of 2008. Prior to accepting his position at Barrier Systems Inc, Dreznes was the Deputy Director General of the Washington Program Center of the International Road Federation (IRF). He worked as Vice President of Marketing and International Operations at Quixote Corporation (Energy Absorption Systems, Inc.) for twenty years.

Dreznes has spent the last twenty-four years working to make the roads safer around the world. He is recognized as one of the world’s leading experts on roadside safety promoting the concept of “Forgiving Highways.”

which he continues to help extend and maintain for US DOT. In addition to having developed over 70 regional ITS architectures in the US and internationally, Dr. Jaffe and his team at ConSysTec has also led development, application and harmonization of many ITS Standards, and has developed ITS solutions for real-time transit systems operations and the system for electronic payment reciprocity between regional customer service centers (for the E-ZPass electronic payment system). In 2009 Dr. Jaffe completed 5-years serving as Chair of the ITS America Research, Integration, Training and Education Forum, is a member of the ITS New York, Board of Directors, and starting in 2011 is serving on the IRF Executive Committee, Board of Directors and ITS Committee. Dr. Jaffe is a CSEP (Certified Systems Engineering Professional) issued by INCOSE (International Council on Systems Engineering).

Exhibition A technology and commercial exhibition will be held in conjunction with the technical sessions within the conference venue. The exhibition is intended to provide an opportunity for equipment, materials, and service providers to display and demonstrate their products and services related to the congress topics (shown on page 3). Interested organizations are encouraged to participate by sponsoring the event and/or by taking part in the exhibition (see the exhibition form). The exhibition stands are 3m wide and 2m deep with 2.5m height. Stand fittings will consist of a system stand, two fluorescent lights, fascia board in English, one electrical power point and sufficient tables and chairs. In addition each exhibitor will avail the following benefits:

Bahrain Bahrain, a group of 33 archeology islands, is rich

in history ancient civilizations and is situated in the

Arabian Gulf, off the east coast of Saudi Arabia.

The country offers a fascinating blend of Eastern

and Western cultures. The capital Manama is a

quite modern cosmopolitan city, which boasts

world class restaurants, shopping centers, and

tourist attractions. The climate is hot in summer

and mild in winter. From November to April the

weather is very pleasant, with temperatures

ranging from 15 to 24 degree centigrade. Arabic

is the official language, but English is widely used

by most businesses.

Bait Al-Qur’anLocated in the city of Manama, Bait Al-Qur’an or House of Qur’an was inagurated in March 1990.

It is a typical specialized museum consisting of several floors and characterized by most distinctive

Islamic design. The Bait Al-Qur’an houses ancient manuscripts of the Holy Qur’an that have been

collected from the Islamic world in general and from North Africa, Iran, India and China in particular.

It also displays rare Islamic artifacts, jwellery and gold-ornamented glass utensils, including the

great Islamic heritage arts that had an influencethrough out the world. The building also includes a

lecture hall provided with sophisticated equipment, a library of scientific, Islamic reference books,

and Arabic calligraphy and the exhibition translations of the Qur’an in to several languages. It is

definitely worth visiting as part of Bahrain’s tourist landmarks

Bahrain National MuseumSituated at the junction of Al-Fateh Highway and Sheikh Hamad

causeway leading to Muharraq, the museum was officially

opened in December 1988 to become one of the latest and largest

museums in the Middle East. The Museum consists of several

exhibition halls covering the history of Bahrain from the Stone Age,

through ancient civilizations and up to the pre-oil period.

A Heritage village has been developed outside the museum and is used for annual national festivals.

Grand MosqueDedicated in 1988, Al Fateh Grand Mosque is the largest edifice in

Bahrain in terms of volume. With twin freestanding minarets soaring

at 70 meters, the mosque has space for 7,000 worshippers.

Bahrain International Circuit

The Bahrain International Circuit is a venue

used for drag racing, GP2, and an annual

Formula One Grand Prix. For the first time

in 2006, there was a V8 Supercar race,

named the Desert 400, and also a 24 Hour

Race. The construction of the Bahrain circuit

was a national objective for Sakhir, Bahrain,

initiated by the Crown Prince, Shaikh Salman

bin Hamad Al Khalifa. The Crown Prince is

the Honorary President of the Bahrain Motor

Federation.

known as Qal’at Burtughal, or the historical site that had become the seat of successive

civilizations, the last of which was the Islamic era. The fort was built by Portuguese in 1522.

The Portuguese added the height walls, the huge square tower and surrounding moat which

is still visible to visitors. The Bahrain Fort occupied a strategic military position and boasted a

navigation ammunition depot and a secret passageway.
