COUNCILLORS AND CLERK WISH

YOU ALL A VERY MERRY

CHRISTMAS AND A HAPPY NEW

YEAR.

CHAIRMANS CHRISTMAS COMMENTS

These are my fourth year of Christmas comments and as we look back

over 2013 there have been many changes on the Parish Council. We

welcomed five new Councillors and it is hoped that another will be

joining in January making us up to our full quota of nine. Gill our clerk left

us in July and we were pleased to welcome Sarah Hynd as our new clerk.

Sarah has also taken over as editor of this newsletter, after Beverley left

the Parish council and relinquished this job. We thank Gill and Beverley

for all the work they have done over the years. A special thank you to the

14 people who deliver this newsletter every month. A reminder that the

next newsletter will be coming out at the end of January 2014.

Christmas and winter are approaching fast, may I remind you that we

have three grit bins round the village for gritting areas of the highways.

We have a small team of volunteers who have helped grit areas in the

past and we trust that they will continue in the coming year. If anyone

else would like to help volunteers are always welcome.

Christmas is a time when we gather as families, please remember this

year that several families have lost loved ones during the year and that it

will be a difficult time for some people. The Christmas tree in the village

is in place, thanks to all who helped with that. Thanks also to Darrin, at

the Fishermans Return, who kindly sponsored the tree this year and to

Ken and Pat for allowing us again to connect the lights to their electricity

supply.

During the festive season we should remember the true meaning of

Christmas is to celebrate the birth of Jesus over 2000 years ago. On

behalf of myself, all the Councillors and our clerk we thank you for your

support over the past year and wish you a very happy Christmas and a

peaceful New Year. Michael

pleasure of packing and filling these boxes so

Thank You again, and have a happy

Christmas

Memory of the late John Leach. This will be forwarded onto our Parish Church. Thank you all. Di Jones

Church Tower Restoration It’s now six months since the scaffold was erected and work started on this restoration project. Steady progress has been made in that time and remains on schedule with early February 2014 as a completion date. Not too long to go now!! Whilst access around the Church is restricted it remains open daily, services continue as usual and with the Advent and Christmas season approaching there will be an increase in these to which everyone will be warmly welcomed. There are also some fund raising events planned and it is hoped to see many of you there. Please remember it is still a building site and care needs to be taken around the areas cordoned off. WINTERTON ON SEA PARISH COUNCIL

Four residents were welcomed to the Parish Council meeting held on Thursday 21st November 2013 together

with Cllr Weymouth.

1. Public discussion:

Nothing to report

2. To receive a report from the County/Borough Councillors

Cllr Weymouth stated that vehicles are parking on the Village Green at Black Street. Highways have already agreed to look at the verge and the Chairman confirmed that unfortunately, the verge will not be rectified this financial year, but will be looked at in the next financial year.

Cllr Weymouth reported that parking opposite the school in the mornings and afternoons was causing a problem, with some cars being parked on the grass verge opposite the school. Cllr Weymouth has spoken to Norfolk County Council and they have confirmed that they are no longer putting in posts to prevent parking on verges. The School will mention these parking problems in the school newsletter and encourage parents not to park on the grass verge. It was agreed that this is an issue that the School will handle.

Cllr Weymouth mentioned that the properties on Empsons Loke suffering from damp is a result of the age of the properties and the design of the roofs at the time. Cllr Weymouth is led to believe that all the houses have central heating, but due to the age and design of the roofs, a problem with damp arises.

3. To receive a report from the PCSO: -

The PCSO was not present but the Chairman noted that there were two reported crimes:

Theft of money, not known where from

Theft of motor accessories from Empsons Loke In addition there were 7 routine calls to police – mainly reports of nuisance, theft and public disorder

4. Planning Applications:

To consider planning applications and review planning permissions: -

Applications:

06/13/0605/F Variation of condition 2 on PP 06/13/0130/F – revised design, increased parking/turning

area, provision of storage and office space – Low Farm (Barns at), Somerton Road, Winterton - The

Parish Council have no objections

5. Date of the next meeting: Thursday 16th January 2014 in the Village Hall from 7.30pm. Contact details for your Parish Councillors

GOOD TIMES AT WINTERTON

Staff, governors and pupils from Winterton Primary School & Nursery are celebrating after receiving

a glowing OFSTED report following their most recent inspection on 23rd and 24th October. Since

receiving a ‘Satisfactory’ judgement in November 2011, the school has been working tirelessly to

ensure that more progress is made and that effort has been rewarded with a ‘Good’ judgement in all four areas:

Achievement of Pupils, Quality of Teaching, Behaviour and Safety of Pupils and Leadership and Management.

The Lead Inspector, Emily Simpson, spent two days in the school and confirmed the school’s own self-evaluation with

statements including,

‘pupils now attain levels above national expectations,’

‘all groups of pupils make good progress in all year groups,’

‘relationships between teachers and pupils are very good...teachers and teaching assistants are skilled at asking

questions that help all pupils to learn quickly.’

Headteacher, Richard Endall, is very pleased with the report, “I am extremely gratified that the immense efforts that

have been made by staff and governors since the last OFSTED have been recognised by the inspector. The whole process

was very positive,” he added. “The comments made about our children are also very true,” referring to the statement,

‘Pupils are happy and excited to be in school, and they behave well in class and around the school.’

Chair of Governors, Marie Hartley summed up the findings of the inspector, “This has very much been a full team effort

resulting in an encouraging and well-deserved improvement.”

She added, “Having worked hard to achieve the required improvements identified in 2011, the school community will

now be making every effort to move the school further forward towards our ultimate aim of an ‘Outstanding’

judgement.”

The Christmas Tree

Festival held at the

Church was a huge

success.

Here are a few

examples of the

beautiful tree’s on

display.

Ginger and Orange Christmas Biscuits Ingredients

sunflower oil, for greasing

175g plain flour, plus extra

1 tsp ground ginger zest 1 orange 100g butter, cold, cut

into chunks 50g golden caster sugar 1 tbsp milk 12 fruit-flavoured boiled

sweets icing sugar, to dust about 120cm thin ribbon,

to decorate

1. Heat oven to 180C/fan 160C/gas 4. Grease 2 large non-stick baking sheets with oil. Whizz the flour, ginger, zest and butter with 1⁄2 tsp salt to fine crumbs in a food processor. Pulse in the sugar and milk, then turn out and knead briefly on a floured surface until smooth. Wrap in cling film, then chill for about 30 mins.

2. Flour the work surface again, then roll out the dough to the thickness of a £1 coin. Use 7cm cutters to cut out shapes, then use 4cm cutters to cut out the middles. Re-roll leftover pieces. Make a hole in the top of each biscuit, then carefully lift onto the baking sheets.

3. Crush the sweets in their wrappers with a rolling pin, then put the pieces into the middles of the biscuits – the sweets should be level with the top of the dough. Bake for 15-20 mins or until the biscuits are golden brown and the middles have melted.

4. Leave to harden, then transfer to a rack to cool. Thread with ribbon or string, then dust with icing sugar. Will keep for a month, but best eaten within 3 days.
