At the end of July our Clerk, Gill Lack, is leaving the Parish Council to take early retirement and allow her to have more leisure time. She has been in the position for nearly three years and has made many changes and improvements to the job. We wish her well in all she does and thank her for all her work. We advertised the position of Clerk but received only eight replies - none from Winterton. We are pleased to say that Sarah Hynd has been appointed as our new Parish Clerk. We wish her well in her new position, I am sure we will all soon get to know her. Over recent days there have been many anonymous comments put on the website guest book about Duffles

Pond, saying people are concerned about what is happening. A work party was arranged for 13th

July but those

people who were ‘so concerned’ didn’t even turn up to find out what was being done despite a lot of publicity

about it. In fact only three residents and two visitors to the village turned up. If you have concerns or

comments to make about things concerning the Parish Council, like Duffles Pond’, the guest book is not the

place. The guest book is what it says, for visitors to comment about the village. If you have concerns the Parish

Council has a monthly meeting and surgery where the public can have their say or you can contact any Parish

Councillor (contact details are on the website).

At the end of July our Clerk, Gill Lack, is leaving the Parish Council to take early retirement and allow her to

have more leisure time. She has been in the position for nearly three years and has made many changes and

improvements to the job. We wish her well in all she does and thank her for all her work.

We advertised the position of Clerk but received only eight replies - none from Winterton. We are pleased to

say that Sarah Hynd has been appointed as our new Parish Clerk. We wish her well in her new position, I am

sure we will all soon get to know her. Her office hours will be 10am to 1pm Monday to Thursday and she can

On 20th July Club members visited Natural Surroundings in Glandford near Holt. Although the sun didn’t shine on us, a lovely day was had by all in amongst the trees, streams, wildflowers, birds, bees and butterflies. It is a very tranquil and pretty setting and lots of plant and wildlife purchases made their way back to Winterton.

There is no meeting in August. Next Meeting: Wednesday 11th September Gardeners’ Question Time with Bill Coutts Make sure you’ve got your questions ready!

The bi-annual Open Gardens Day and Scarecrow Competition was held on Sunday 14th July on what turned out to be one of the warmest days of the year so far. Sixteen gardens were open and refreshments provided in the Village Hall. Just over 300 people purchased entry stickers and maps and a great many of them visited nearly all the gardens although numbers were a little less for those gardens that were a longer walk away. We received many compliments praising the quality of the gardens, the organisation of the day, the lovely 'Tea Room' in the Village Hall and the superb selection of homemade cakes, and especially the friendly welcome throughout the Village. Many thanks must go to all In Bloomers and friends who worked so hard to make the day a success, from the garden owners who opened, to the team who worked so hard in the Village Hall, some of whom were there from 9.00 am to 5.30 pm without a break, to those who worked so hard on the publicity and design of the maps and signs, and to organise the Scarecrow Competition. A TRUE TEAM EFFORT. The Scarecrow Competition was also a great success with such a display of very different and unusual Scarecrows that the judges David Neve and Chris Barlow had a practically impossible task to choose the winners. The results were as follows:- Under 16s - lst Prize Billy Laws; 2nd Prize Lillie and Hannah Dawson-Jones; 3rd Prize Debbie Kerrison

School Class; Joint Winners Rockpool and Years 1 – 4 All funds raised will now help to maintain the twice yearly planting within the Village and enable the In Bloom Team to continue for at least another year although further funds will still be needed.

At the July meeting Anne Richardson gave a very interesting talk on Financial Matters. She explained various forms

of taxation and gave each member a folder containing a pen, notepad & a leaflet showing all forms of taxation. Judith asked if any members would be able to knit fingerless gloves please. Barbara’s Coffee morning raised £83 for funds even though fewer people attended this year, but thank you to those who did.

We are still working towards getting a Heritage Visitor Centre to house the Edward Birkbeck on a permanent basis on the site of the old Lifeboat Shed in the Dunes but this will take some considerable time due to Planning consents and of course fundraising to pay for it! We desperately need a new temporary home to house the Lifeboat from October onwards or the project could be in danger of grinding to a halt. Any suggestions of an outbuilding in the area around 40ft long, 20ft wide, around 20ft high and ideally weatherproof with electric power and where our volunteers can access on Wednedsays and Saturdays for Work Parties – please contact us URGENTLY. It has been brought to our attention that youths are climbing the scaffolding at Winterton Church tower. This is very dangerous and could result in someone doing serious damage to their health. If any youths are seen on the scaffolding please contact the Police immediately.

DUFFLES POND

Duffles Pond is a small wildlife area just off Low Road. Nearly two years ago, due to the dry weather, the pond dried up and left very thick mud in the bottom. When a child was playing in the area he slipped into the mud and sank up to his waist. The area was then closed off for safety reasons. A village resident agreed to oversee the project of transforming the area, for the benefit of the village and wildlife. With the help of Norfolk Coast Partnership and Norfolk County Council the pond was dredged and and over three foot of mud was removed. Grants were obtained and the area made safe. A few residents helped with the erection of bird and bat boxes and planting of wild flowers which are now attracting bees, insects and butterflies. Also a pond dipping platform has been built to allow children to pond dip safely. Due to other commitments, this resident is now unable to continue the good work that has been done and we thank him and all who helped him with this project. A few weeks ago the Parish Council was asked to oversee this project on a temporary basis. We arranged a work party, but few turned up. We are now looking for a small group of volunteers to continue the development and maintain the condition of the area. (Could we create a new village group - Friends of Duffles Pond). If you are willing to help, it is not very time consuming, please contact either Emma (394323) or Michael (393749). This is a picnic area as well as one for walking and wildlife; it can be a great amenity for the village so help us to make certain that it is a benefit to all.

The Friends of Winterton Primary School & Nursery would like to thank everyone who came, helped or supported our recent summer fete. We are thrilled to tell you that it raised £1,700 for school funds. This was fantastic - thank you all so much.

Winterton on Sea Parish Council

Six residents were welcomed to the Parish Council Meeting held on Thursday 18th July 2013 together with Cllr Weymouth. 1. Public discussion:

• A resident asked for an update on Duffles Pond. The Chairman noted that a full report would be given in the next Newsletter but that a very poor response had been received to the request for volunteers to help tidy up the area. Cllr Punchard suggested forming a working group to take the project forward in the long term.

• A resident asked if the Parish Council had received any amendments to the Planning Application at

Redcliff, Bush Road and it was confirmed that nothing had been received. It was noted that the windows installed did not conform to the original application and Cllr Weymouth agreed to contact the Planning Enforcement Officer.

• The nettles under the steps leading from Bush Road to the footpath on the Dunes had now been

cleared.

2. To receive a report from the County/Borough Council lors: • Cllr Weymouth noted that she would give £600 from her Ward Grant to purchase some play

equipment for the Children’s playground. Cllr Punchard noted that a meeting would be held in September, to include parents from the School, to discuss how funds could be raised to buy more play equipment. It was also agreed to contact Cllr Jermany to ask if he would be prepared to contribute from his Ward Grant.

3. To receive a report from the PCSO: • The PCSO was not present but the Chairman noted that one theft from a motor vehicle had

occurred. However, some concern had been expressed that youths were playing on the scaffolding at the Church and that the police must be contacted if anyone sees this happening again.

4. To consider Planning Applications and review Planni ng Permissions: - Applications :

• Harmony Patch - revised drawings. A response had already been given to the Planning Department that the Parish Council’s objections remained the same.

• 06/13/0321/F Proposed Shed. Innkeepers, The Lane. The Parish Council had no objections but would be concerned about the noise from dogs barking if it were to be used as a dog run.

• 06/13/0300/F Erection of a two storey side and single storey front extension. Erection of a shared double garage and access at 1 & 2 High Barn Farm. This had already been circulated to councillors and no objections were raised.

Decisions : • 06/13/0270/F Proposed new access - Church Farm Cottages. GYBC Approved

Repair work has started on the tower at Church, as can be seen by the scaffold! This is a building site so please

take care in the vicinity, which has been cordoned off. It is hoped the completion will be early February 2014. We are extremely grateful to those who are supporting the work by funding costs. As well as a substantial grant from English Heritage we would like to thank Norfolk Churches Trust; National Churches Trust; Geoffrey Watling Foundation and Garfield Weston Foundation. These four have offered £24,000 in total. Thanks to all others who have given donations, whether individuals, local clubs, organisations or by supporting fundraising events. We still need to raise about £15,000 and these fundraising occasions continue. We look forward to seeing you at any of our events. “Wrecked” Rector’s Ramblings! The scene is set for a Brian Rix farce; your Rector laid flat in Addenbrookes Hospital adorned in ill- fitting hospital gown - you know the ones, various shades of green in an abstract design that do little for one’s modesty when viewed from the rear - and fetching white pressure stockings. All of this by 8.00am despite the A11 being closed due to an overturned lorry at Thetford! At 12.15pm a very sheepish Neurology Consultant enters the room and announces that my operation has been cancelled and they will try the following Monday…but they would supply me with a hospital lunch – oh goody!! At the time it seemed like a relief, not the lunch, my release from a side ward where the temperature was gradually climbing. Now that a couple of days have passed I really want to write to my consultant and tell him what effect such cancellations have on the patient and those geared up to care for the person undergoing surgery. I come from a family of nurses and during my time as a priest I have seen my fair share of hospital wards, so I do have an understanding of how hospitals and the NHS works. But that does little to quell my rising sense of frustration that folk, in a 21

developed country like ours can be treated in such a manner. So what would Jesus have done in this situation? Perhaps he would have railed against the consultant and the NHS charging through the wards turning over all the bedside tables, wrecking nursing stations and shouting to the patients, “take up thy beds and walk!” Maybe he would have walked away from the situation quietly and gone out to a deserted place to pray; offering intercessions for all the parties concerned and praying for a better outcome the following week. Or maybe…well you get the idea. One thing I do know; he would have been amazed at the faith of people around him shown by their prayers and concerns for his wellbeing. So am I, not surprised but humbled by the many, many prayers that have been offered for me during this prolonged time away from you due to my undergoing these two sets of surgical procedures on my skull. Your prayers, concerns, phone calls, cards - and smiles when I have managed to get to church - have all been offered with love and caring and I am so very grateful for this support. It has made disappointments such as that received on 8

th July so much easier to bear. They have also reminded

me that stomping around like a wounded bear with a very bad headache (and yes I DO have one of those) does little to bring about change; it is prayer, love and concern that achieves so much more. So thank you! Well by the time you have read this, I should be recovering from procedure number 2 and on my way to being back among you and raring to go. There is so much that we can do together to continue to build the Kingdom in our villages and proclaim the Good News that is Jesus Christ and it will happen! God bless Revd Eoin Buchanan

Stay safe this summer with Norfolk’s firefighters and public protection services With summer finally making an appearance Norfolk's firefighters and Trading Standards officers have issued some timely safety advice. Every year fire destroys thousands of acres of countryside, forestry and other wildlife habitats. Some fires are started deliberately, but most could easily be prevented by following some simple safety advice.Our key message is to never take a lit or smouldering barbecue into a tent or caravan awning. Even a smouldering barbecue can give off deadly carbon monoxide for many hours after it’s been used.". As well as issuing general safety advice about being careful with matches, barbecues and discarded

cigarettes fire officers are asking people to please be aware of the following: * One of the biggest dangers is people using flammable liquids to light the barbecue. Please prepare well in advance and light the charcoal early. * Don't have a bonfire of any size during a sustained dry period. This is particularly important in rural areas. * If you see a fire please ring 999 and ask for the fire and rescue service even for a small fire, it can very soon become a big fire and get out of control. * We may be very busy but we are never too busy to answer your call. * For anyone working on the land it is essential to have at least one fire extinguisher on your vehicle, preferably water. If possible have a water bowser, slurry tanker or sprayer nearby when harvesting or baling. * Do not fill your fuel tank completely full during hot weather. Fuel must have room to expand. * Anyone planning to use fireworks/Chinese lanterns is asked to exercise caution as a stray firework/lantern is an obvious hazard.
