ANNUAL OPERATIONS PLAN 2009-2010 RESULTS

Peace Region Economic Development Alliance (PREDA) is a partnership of municipalities, educational institutions, business groups, and government agencies working together to guide regional economic development of Alberta’s Peace Country.

THE 2009-2010 ANNUAL OPERATIONS PLAN FOCUSES ON THE FOLLOWING THREE CORE BUSINESS AREAS:1. Information Sharing on Emerging Business Ideas 2. Pre-feasibility Business Cases 3. Labor Market Networks

CORE BUSINESS #1: INFORMATION SHARING ON EMERGING BUSINESS IDEAS

INITIATIVE 1 PREDA membership supported and participated in a wide range of learning opportunities to improve our understanding of industry and economic development knowledge and opportunities.

Fortune Minerals Report Investigated and provided a coordinated reply to a site location request for a NICO Mine processing plant in the region. Engaged consultant (Christopherson) to work with economic development officers in the Peace River CN corridor to understand and best position a number of potential sites that could meet client needs. In addition the consultant and economic development officers provide local knowledge on infrastructure providers and servicing options (144,000 volt-age transmission lines). A refinery site just west of Saskatoon was chosen strictly on the basis of electrical power costs. A report has been filed.

Women in the NorthPREDA is a major sponsor and supporter to this regional conference. Attended by 110 persons with interests in value-added and diversification business opportunities and product marketing. Conference rating was an 82% average. A report is attached.

Industry Trends & Infrastructure – Grow the North Conference Major conference hosted by Alberta Finance & Enterprise (Northern Development Council) and the County of Grande PraiRail spoke about major to infrastructure needs and how improvements would influence development in northern Alberta. CN Rail expansion and service plans were one of the main topics. Attended by 325 delegates of which about 1/3 were from business & industry. The average rating of overall satisfaction for the conference and speakers was above 80%: PREDA was a sponsor and assisted in initial planning of the event. A report is attached.

Community Economic Development TrainingPREDA helped Community Futures Peace Country fund four CED training sessions (Level 1-4). Each session had full at-tendance (over 80 persons) and above average to excellent evaluations. A report is attached.

Computer Game ExpoThe Expo was reduced to a one day event targeting the game simulation and competition to over 50 participants. The workshop sessions on career and industry development topics were postponed to 2010-2011. PREDA was an event sponsor and involved in the initial project design.

Enbridge Gateway Community Action BoardParticipated as an active committee member to design ways to identify project risks; explore and design ways to ensure that negative environmental and community short and long term, cumulative and site specific impacts are eliminated, avoided, and/or minimized and/or mitigated; benefits are maximized, and legacies are fair and equitable while still retaining the commercial viability of the Project, if it should receive approval through a Joint Review Panel (JRP) process. The Jane Eckert Marketing Workshop PREDA assisted in sponsoring and promoting a leadership development mentorship initiative designed to build leadership skills in key Alberta local market agripreneurs. Through ten (10) professional one-on-one mentorships at each of the agripreneurs farms or ranches, participants will be positioned to identify and pursue opportunities for business growth and industry expansion. Improvement and discussion areas were first impression, store layout, product selection, traffic flow, retail effectiveness, farm education, food service, financial reports/tracking, etc. A report is on file.

Grains and Oilseeds Marketing Course PREDA sponsored SARDA’s workshop in Falher (54 attendees). Producers learned the language and methods applied by the successful marketers using the FutureSim game and computer program that allows participants in the course to market simulated produce from their farms. A report is on file.

Peace River Environment Workshop The two day event (November 2009) attracted over 250 persons. It included: tours of passive geothermal flooring and solar heating applications; displays on alternative energy systems, environment design, living off the grid, and the car-bon farmers; and sessions on greywater heat exchange, biofuels, wind power, solar and energy efficiency, geothermal community-based electric generation plants and employment opportunities in the alternative energy sector. PREDA sponsored the event and used it as part of its Green Industry Development initiative package. An event report and evaluation is on file.

2010 Direct Seedling Workshop PREDA sponsored North Peace Applied Research Association (NPARA). The very successful 2010 work-shop was held on Tuesday, January 12 in Fairview (135 people). There were producers from both the Alberta and B.C. Peace. PREDA is inter-ested in new crops and applied research on seeding operations. A report is attached.

Reels Short Film WorkshopsPREDA was a major funder and supporter of the workshops. Had 19 screenings of 12 different film packages contain-ing 72 short films including the 2009 Oscar-nominated shorts. Offered a school program – 13 schools participated: 6 local and 5 rural schools booked field trips and two local schools booked classroom visits as did the Centre for Creative Arts. Hines Creek teacher comments – “great feedback on the festival. A teacher brought 12 of her high school English students to the Youth Filmmaking workshops … She then premiered the film (Teenage Gangland) that her students made for them and their parents. What she learned and the confidence she gained from sitting in on the workshop directly resulted in the moving making CTS class that she’s starting in the fall. Three students formed a local video production company after taking video tech at the Comp. Event promotions and pictures are on file.

Radical Reels Film FestivalPREDA supported an additional film festival opportunity in 2009-2010 to assist local film-making amateurs produce ac-tion/sport (whitewater kayaking example) short films. Pictures and event summary on file.

Learn Agri-Food Network Newsletters –issued five times a year to 300 members (businesses). Includes events and industry development tidbits.

The significance of this initiative is the formation, leadership and operations of an industry network of value-added agricultural and food producers. PREDA supports the Network with communication and project resources.

Peace River Songwriters WorkshopSOCAN’s Wayne Saunders mentored 30 budding songwriters at the 2nd an-nual Peace River Music Conference & Songwriters’ Workshop, held May 1-3,

2009, in Peace River. The conference was a great success. Along with SOCAN, a number of other music industry orga-nizations presented helpful seminars, including the Alberta Music Industry Association, the Songwriters Association of Canada, Global Country, YL Radio, and Audities Recording Studio. Delegates were mentored in their songwriting, by artists Duane Steele, from Red Deer, Alta., and Tim Taylor, from Nashville. The novice songsmiths wrote together in teams and later performed the songs that they had created during the three-day conference.

CORE BUSINESS #2: PRE-FEASIBILITY BUSINESS CASES

INITIATIVE 1 PREDA identified, discussed and facilitated the advancement of new industry ideas and opportunities in the Peace Re-gion. PREDA partnered with regional entrepreneurs and community economic development groups that have the ability and resources to act on with their new idea. The projects demonstrated a regional competitive advantage, local invest-ment potential and value-added potential or leading edge concepts.

RESULTSAngel Investor PREDA and CRI funded initiatives to investigate the opportunity for An Investment Network concept for the region. A Bill Payne Angel Investment workshop was held August 2009: provided the resource team and businesses with an understanding of how the Angel Investor works. A draft report was filed highlighting a process to form industry-based investment groups. Initiative will continue into 2010-2011 to better understand (1) how to best flow leads out to investors and (2) the logistic support needs of investor groups.

Participated in the IEDC Web Seminar - Developing Community-Based Venture Financing on January 21, 2010. The first half (or less) consisted of a presentation by two community venture capital groups and the rest of the seminar was a question and answer session. Notes on file.

Innovation InitiativesPREDA provided financial resources for the Centre for Research & Innovation (CRI) ‘one-stop client services’ and for an array of client projects. PREDA Execu-tive Members participated on the CRI Advisory Team for innovation and applied research strategy development and operations.

CRI has had 548 new client contacts in the past year (client interviews, people participating in workshops, phone inquiries) of which 231 have completed and signed a client application form to which 153 have become active clients (file is open and/or completed). CRI has produced four (4) newsletters and numerous direct email information pieces to clients, economic development officers and the business community. Other activities/events include:

• AET transferred funding and IV functions to AI-Tech Futures effective April 1 2010. The initial AET funding has ended and CRI submitted a request to AI-TF for an additional year of funds $110,000 plus $40,000 for Angel Network development plus a request for a Technology Development Advisor.• First Advisory Committee Meeting completed – business and community leaders on innovation• NSERC Letter of Intent was accepted – for $2.3 of NSERC funding – total budget about $3.5m - support from 7 SME, 4 corporations with activity in the region, two Federal Government Departments, two Provincial Govern- ment departments and PREDA.

New Project Area: CRI was instrumental in assisting nine (9) companies obtain AET Technology Vouchers in the amount of $240,000. Examples include: flameless self-powered hydroponic heating system; sand line heater for the oil and gas industry; and others. Meeting minutes, promotions, work-shop summaries on file.

Pennycress (Bio-fuel)PREDA and LSLEDC funded and participated in project development of a new agricultural crop called Pennycress (substitute for canola for bio-fuels and ideally suited for marginal lands). Test plots yielded 59 bushels/acre and 2870kg/ha (2562 lb/ac.) Very encouraging: by comparison Peace region canola is about 40 bushel/acre. Presentation to Management Board, agriculture field officers and farmers in the region. Positive reception to Year One Report. Report on file.

Carbon Capture – Algae Project This is a continuing technology development project, previously and partially funded by PREDA ($10,000) in 2008-09. The idea is to convert carbon dioxide and air pollutants into bio-mass (algae): utilize natural photosynthetic processes (sunlight, nutrients, and water) in algae to convert CO2 and air pollutants into plant materials, which can then be used to produce a variety of potential products such as pharmaceutical/health additives/products, bio-fuel, feeding stock, etc. For 2010-2011 the project is being expanded to a commercial scaled pilot with NSERC (National Science and Engineer-ing Research Council) targeting a five-year CCI grant of $2.3 million. Branding the PeacePREDA participated as funding member and assisted with information resources on special projects. Minutes on file.

River of Death and Discovery Dinosaur InitiativeWith the financial support of RADF, a resource team consisting of an Executive Director, Administrative Support,

Community/Tourism Development officer and Palaenologist have been hired. Pipestone Creek Bonebed site plan and construction/preservation plan have been completed (design drawings and report). Paleontological Marketing and Pub-

licity initiative completed (report). Paleontological Sites of the Peace 2009 completed (report). Reports and minutes on file.

Cultural Industry Development(AGM completed & Strategy Report filed.) Tested and established the creation of a Connecting Culture Enterprise that will serve all art sectors. The services will nurture and advance cultural activities

and products, elevating culture to be a significant driver of the economy. By marrying principles employed in economic development practices to cultural activity, this project will exploit the tremendous potential of the arts across the Peace region and beyond. The March 18 meeting saw nearly 40 participants attend at the Montrose Cultural Centre to learn about the Regional Strategy for Arts & Culture in the Peace Country and witness the formation of the Coalition Board. The key strategic directions for the Coalition are:

• To gather cultural groups to share information and network with one another. • To explore opportunities for meaningful partnership and collaboration so that synergy may occur. • To provide the community with an avenue for communicating with those involved with cultural industries throughout the Peace Region.

Medical Training InitiativeWorking with GPRC and Grande Prairie Chamber of Commerce and Faculty of Medicine & Dentistry, University of Alberta a new position paper/strategy was tabled to advance “Educational Opportunities and Initiatives in Rural & Regional Communities in Alberta, December 2009”. A report is on file.

Peace Region Manufacturers Association (PeRMA)An industry-led fabrication working group has been established with $270,000 from Alberta Agriculture, Food & Rural Development over a two year period to lead and advance new ideas for increased markets and improved competitive-ness. The project originated from a PREDA survey of 20 fabricators in 2009. Strategy has been developed. The project is operational into 2010-2012.

Unmanned Vehicle Systems (UVS)Opportunity Scan Final Report – Investigated the possible economic opportunities in the Unmanned Vehicle Systems (UVS) industry for the Peace Region with the ultimate goal being a UVS manufacturing industry and/or training and test-ing centre in the region. Identified regional strengths and assets.

CCUVS Visit – December 17th, 2009, about 30 business and municipal leaders attended the workshop (power point presentation filed) and College facility and community tour. Report was presented. Core group of interested individuals were identified and initial database developed. Status (March 31, 2010) is awaiting CCUVS notification that the training initiative will proceed and funding is available.

Green Industry DevelopmentExplored and researched an array of ideas on Green Industry Development for the Peace Country – goal is to investigate the willingness of industry forming and participating in a working committee with regional Green strategy and projects. Ideas and avenues include:

• Greening the Peace (GPRC/CRI) industry forum and report. Recommendations focused on developing an industry led network. • Bio-mass Project in affiliation with oil/gas companies in remote locations • Peace River Environmental Workshop

Grande Prairie Business Visitation Initiative PREDA assisted the City of Grande Prairie with hiring a consultant to develop a survey, sample plan and undertake a

business visitation exercise (81 firms participated) in the City and surrounding area. Outcomes included project report, identified client projects (innovation projects) and an Investment Attraction Marketing Strategy. Report on file.

Productivity Phase One Phase One was initiated in January 2010 and is planned for completion in September 2010. Phase One consists of three initiatives being, Strategic Alli-ances (Robert Porter Lynch), LEAN Principles and Practices (Skrypnyk/Loblick) and Productivity Awareness & Communications. Strategic Alliances session had three companies and four economic development and CRI staff members: Sup-ply Chain Partnerships: Engines that Drive Productivity and Innovation” Febru-ary 23 conducted by Robert Porter Lynch, CEO of The Warren Company. LEAN had two companies and six economic development/CRI staff members attend the information session; also included a City of Grande Prairie staff presenta-

tion to fifteen employees; and two company visits. The Awareness & Communication component included five presenta-tions to business and community groups, and targeted advertisements on the two main workshops.

The Strategic Alliance and LEAN component introductions will result in three companies moving ahead with in-house applications/business visits. A variety of promotions are planned for May/June 2010 promoting Productivity Alberta and productivity in the region. Presentation material on file.

Adding Value to the Agri-Food Value Chain – Creating Opportunities(Initiated in March 2010 to September 2011.)

Led by Community Futures Grande Prairie and supported in part by PREDA $15,000 “The Adding Value to the Agri-Food Value Chain – Creating Opportunities” project will help producers take their product(s) to the next level by:

• Identifying unused potential - identifying new products that could fill a recently identified or underserviced market and/or identifying excess products in the region to fill an identified or underserviced market • Accessing new industry and market opportunities, • Connecting them to professionals such as innovators and marketers who have ideas of how to improve, add value and/or change existing products to apply to an expanded or high-price point market and marketplace and give direction of commercialization.

CORE BUSINESS #3: LABOR MARKET NETWORKS

INITIATIVE 1 Participate and support the operations of the Labor Market Networks in the Peace River and South Peace sub-regions.

RESULTS Labour Market Networks PREDA assisted in planning, facilitating and sponsoring two networks, one in the north Peace by the Peace River Hu-man Resource Association and the other in the south Peace by the Grande Prairie Chamber. Forums on generating ideas, identifying priorities and seeking out stakeholders were held. Based on initial discussions the Networks added the

Aboriginal & Northern Studies and Lifestyle profiles to their list of project expenditures. Both networks are working with AEI to formalize their work plans for 2010-2011. Background and meeting notes on file.

Aboriginal & Northern Studies As part of the ongoing process to establish a degree studies program with Grande Prairie Regional College (GPRC), the Grande Prairie Aboriginal Circle of Services (GPACOS) Aboriginal & Northern Studies Degree Program Committee under-took a series of community consultation sessions. The purpose of the process was to gauge community and stakeholder support, to utilize multiple perspectives in order to make more meaningful decisions, and to develop principles to guide the development and delivery of the degree program. Sessions were conducted between November 2008 and April 2009. Report on file.

Lifestyle Profiles Three Lifestyle Profiles were researched, designed and produced for Peace River, Smoky River and Valleyview areas to supplement the Peace Country Investment Profile and Background Statistical Report. The Profiles are being used to reply to site location requests and promote the communities to local and regional companies working in the region. Reports on file.

OPERATIONS:MANAGEMENT OF PROJECTS

INITIATIVE 1 Range of activities, tools and tasks are require to operate PREDA through the year, including regional marketing, regional profile distribution, book-keeping, recordkeeping, website management, liability insurance and others.

RESULTS PREDA effectively communicated and showcased a wide range of economic development news, events and information to key stakeholders and the general public. Appropriate economic information was made available to meet the needs of members, investors and the regional business community. PREDA’s organizational capacity is maintained and advanced.

2009/2010 OPERATIONS PLANPeace Region Economic Development Alliance (PREDA) is a partnership of municipalities, educational institutions and business groups working together with government agencies to guide the regional eco-nomic development of Alberta’s Peace Country.

PREDA’s 3 Year Business Plan speaks to three fundamental principles. They are:

• Building capacity in the region that leads to strengthening its vibrant economy; • Facilitating diversification of existing industries and exploring new opportunities; and • Providing current and critical economic intelligence on the Peace Country.

In keeping with those core businesses, this Operations Plan focuses on the following initiatives:

INITIATIVE 1: INFORMATION SHARING ON EMERGING ECONOMIC DEVELOPMENT IDEAS - EXPECTED RESULTSOutput • Final reports for up to four (4) major learning events with accompanying recommendations on future opportunities. Event marketing material includes sponsorship recognition for PREDA’s contribution.

Outcome • PREDA members obtain new insights and knowledge on key industry developments and trends.

• PREDA is shown to be an active partner in learning events which in turn strengthens cooperation and collaboration with business development stakeholders in the region.

The proposed projects must demonstrate a regional competitive advantage, local investment potential and value-added potential or leading edge concepts. PREDA has the following projects continuing into the 2010-2011 Operations Plan:

New projects for this Operations Plan could include interests in Green Industry Development, Applied Research on In-dustry Development Opportunities and New Product Development.

Output • Undertake and complete up to seven pre-feasibility business cases on new industry opportunities in partner- ship with entrepreneurs. Cases may include recommendations to advance and support its implementation.

Outcome • Support sustainable growth and prosperity by advancing ideas for new value-added opportunities and ventures that may lead to commercialization of new products and/or services, new construction and increased investment in the region.
