At a time when all too many New York State businesses are grappling with considerable marketplace losses, NYSID’s network of community rehabilitation member agencies and private sector business partners met challenges head-on and sought opportunities in new directions.

State and local government customers continue to recognize the value of the Preferred Source Program in meeting procurement budgets. Through this steadfast support, NYSID’s network of 155 member agencies and private sector business partners remains a valued vocational training and employment resource.

The 90 NYSID members who delivered on 792 individual service contracts fulfilled Preferred Source customers’ needs for high-tech records management, industrial laundry, custodial and facility maintenance, secure document destruction, temporary personnel, and other business support services. Fiscal Year 2009 realized several significant first-time customer satisfaction opportunities:

• Human Technologies Corporation (HTC) (Utica) provided janitorial and grounds maintenance to the NYS Fair in Syracuse. A temporary project during the Fair’s annual 17-day run in August kept custodians busy with more than 8,300 hours of work on two shifts. What’s more, HTC received support from other local NYSID member agencies to make this logistically challenging contract a success.

• Northeast Career Planning (Menands) and Focused Technologies, a NYSID private sector partner, took on a massive document imaging initiative for the NYS Division of Criminal Justice Services. This year-long project involved converting 20 million individual fingerprint and DNA submission cards into digital format. Working on-site at the DCJS warehouse, up to 35 document imaging specialists, including those from additional local NYSID members, more than met customer expectations.

• NYSARC, Inc. NYC Chapter (Manhattan) began a three-year janitorial contract with the NYC Human Resources Administration for a facility located at 330 West 34th Street. The contract employs seven full-time custodians earning prevailing wage and supplemental benefits.

• FEGS (Manhattan) began a new five-year grounds maintenance contract at SUNY Stony Brook, a long standing customer with 25 Preferred Source contracts. Through a corporate partnership with a private sector business, this latest contract created four new jobs for FEGS workers.

Another 42 NYSID members satisfied state and local government customers with 641 distinct Preferred Source products. New for 2009, 13 members took on more than 60 items, such as hand sanitizer, recycled and environmentally-responsible products, and 23 customized apparel items.

Excellence in Employment

Creating Jobs that People WantNYSID’s enduring vision of quality jobs for diversely capable New Yorkers is by far the strongest reason for Fiscal Year 2009’s success.

The Preferred Source workers who carried out this year’s record contracts achieved the highest total wages and average hourly wage ever:

• 7,012 people working

• 3.6 million hours of employment

• $43.6 million in wages earned

• $11.85 average hourly wage

Preferred Source employment provides social and economic advantages to people and fiscal support to New York State. By employing people rather than subsidizing them, NYSID jobs make connections to better lives for the many thousands of individuals working at member agency production facilities and in community placements.

It’s a testament to Preferred Source workers’ performance that NYSID employment grows despite the challenging business marketplace. Our never-ending vision for this wide-ranging workforce of trained production staff and service workers – to create 10,000 jobs that people want – will continue to power our efforts to advance Preferred Source employment opportunities.

NYSID’s annual people-centered recognition program acknowledged another impressive group of Joslin Outstanding Performers from 49 member agencies and corporate partners in 2009. Each of their unique stories of personal success was inspirational. Mike Miles of Oswego Industries, Inc. received the 2009 William B. Joslin Outstanding Performance Award at NYSID’s annual membership meeting.

Mike came to Oswego Industries in May 2004 after working several years at commercial custodial companies in Syracuse. His desire to learn new skills and attention to detail made him useful in a variety of customer settings, despite his challenges with emotional/mental health disabilities. Mike’s fundamental core values and character attributes formed the basis for his exceptional success at Oswego Industries.

Mike’s employment goal was to live a life of economic independence and security, which would help him transition from a group home supported environment to complete independence in his own apartment. What’s more, his personal desire for excellence has helped Oswego Industries achieve its agency mission

and quality improvement goals. Mike has improved customer relations, maximized the transfer of job skills to co-workers, and maintained a fun and interesting work environment for the diverse members of his crew.

Currently, Mike is an integral part of the 12-person crew working at the Developmental Disabilities Services Offices (DDSO) in Syracuse, where he has an excellent rapport with the building’s tenants and has been commended by staff many times. Moreover, his impressive work ethic has been reflected by his unsurpassed punctuality and perfect attendance.

Mike’s life philosophy and personal conduct in the community enriches the lives of others. He helps disabled

and non-disabled people with chores in his apartment building, and will walk or take a bus to purchase groceries for those who cannot travel. He also helps with laundry, does banking, picks up prescriptions, and provides safety and security to elderly people on walks in his neighborhood.

Mike truly embodies outstanding job performance, success through his employment opportunities, and success in personal areas of his life, characteristics shared by all the New Yorkers with disabilities who were named 2009 Joslin Outstanding Performers.

The 2009 Joslin Outstanding Performance Award consists of a commemorative plaque and $1,000 cash award. All Joslin “Outstanding Perfomers” receive a recognition letter, award certificate, and $250 cash award and are profiled in a 2009 Yearbook.

Challenges and Opportunities

2009 and Beyond Diversification of members’ capabilities to increase job options for New Yorkers with disabilities remains key to NYSID’s growth into a new decade. Thanks to relationships with 28 private sector New York State businesses, we are able to leverage greater resources and specialty niches for both new products and services.

NYSID has 53 corporate partnerships worth $26 million—21% of this volume is in association with Minority and Women-owned Business Enterprises (MWBE). What’s more, 40% of NYSID’s Preferred Source workforce is comprised of minorities, while over $540,000 has been spent on subcontracting or supplies ordered from MWBEs, NYS small businesses, and Veteran-Owned Small Businesses (VOSB).

Our Veterans’ Preferred Source Program also supported NYSID diversification by providing an employment avenue to NYS service-disabled veterans and a business opportunity to VOSBs. Outreach to veterans’ groups and linking individual veterans to local NYSID member agencies continues to strengthen this subset of our overall program, which provided jobs to 115 veterans this past year.

In addition to those new and diverse employment options, we continued to support members’ professional development with another slate of Training and Information Program (TIP) offerings: 77 sessions on 33 topics. At this writing, 1,150 individuals have benefited from free TIP sessions.

Moreover, we closed out the year by moving our commodities distribution center to a larger facility, allowing for more warehouse space and increased efficiency.

Moving forward, 2009 showed that NYSID and its member agencies must adjust to changing circumstances and reinvent our capabilities for serving the Preferred Source marketplace. A new strategic plan is under way, setting forth long-range planning initiatives for increasing markets, exploring further private sector partnerships, and more. Stronger relationships with the NYS Office of General Services and Empire State Development, research and development of products and services, and continued outreach to state and local government decision-makers will unequivocally prepare the cohesive NYSID team for ongoing Preferred Source marketplace challenges, while seeking opportunities at every possible turn.

STATE AGENCY OF THE YEAR

NYS Department of Motor VehiclesIn order to provide optimal customer service to its 28 million customers served each year, the DMV has relied on NYSID Preferred Source products and services for more than 15 years. From office items that assist agency employees in administrative tasks to custodial products used to maintain agency buildings, DMV purchases of Preferred Source products contribute to work opportunities at NYSID member agencies’ operating production facilities in nine NYS counties.

What’s more, DMV procurement through the Preferred Source Program enables jobs for New Yorkers with disabilities through janitorial, pre-sort mailing, envelope insertion, and document sorting services at another eight NYSID member agencies. All six janitorial workforces are employed in local community DMV sites throughout Long Island, in White Plains, and in the Syracuse district office, while the mailing contracts are performed in the Capital District.

From its inaugural mailing contract in 1994 to five new cleaning contracts in less than two years’ time, DMV use of NYSID Preferred Source service solutions has grown by an impressive 30%.

LOCAL GOVERNMENT AGENCY CUSTOMER OF THE YEAR

NYC Department of Citywide Administrative Services (DCAS)

DCAS purchases of NYSID Preferred Source products, which enable it to fulfill vast responsibilities

to City agencies and staff, increased by 6.5% this year, despite today’s challenging procurement budgets.

NYSID and its producing member agencies provide commodities to the DCAS Central

Storehouse, which are then available to city agencies throughout the five boroughs. This

support helped sustain 2009 job opportunities for New Yorkers with disabilities at 10 NYSID member agencies in nine counties. In addition to increasing product purchases, DCAS has relied on a NYSID Preferred Source contract for scanning services, an ongoing project under which New Yorkers with disabilities convert the The City Record newspaper to digital format.

In a 2009 example of this cooperative relationship, DCAS came to NYSID with an urgent need for a hand sanitizer to be prepared for the H1N1 pandemic. NYSID was able to provide for DCAS’ voluminous need with an existing Preferred Source product.

In maintaining a 20-year partnership of open communication and cooperation, it is NYSID’s goal to expand upon the products currently supplied to the City of New York, creating even more jobs for New Yorkers with disabilities working through Preferred Source opportunities.

2009 Member Agencies of the Year

2009 MEMBER AGENCY OF THE YEAR

Rochester Rehabilitation CenterCynthia Huether, President

Rochester Rehabilitation Center marked 10 years of success in the Preferred Source marketplace this year with 28 discrete NYSID contracts for products and services.

The agency operates a vocational division known as The Out-Source, which serves businesses locally, regionally and nationally with packaging, document imaging and janitorial services. Through NYSID Preferred Source opportunities, Out-Source participants work on wearable illumination helmets, disaster sleep kits, and an array of DVD and CD products for government agency customers.

What’s more, a number of Out-Source workers are employed in the community on Preferred Source contracts, providing business support services at numerous customer facilities. In 2009, Out-Source custodians assured customer satisfaction at 22 different cleaning sites. New for 2009, the agency secured a Preferred Source contract for cafeteria food services at the Rochester Psychiatric Center. The Out-Source is also an integral part of a multi-member NYSID contract providing micrographics/document imaging for the NYS Unified Court System, helping to convert voluminous court files to manageable electronic records. Another contract provides data entry clerks to a local NYS Office of Temporary & Disability Assistance site.

These wide-ranging employment opportunities ultimately created 36 jobs for New Yorkers with disabilities who earned a total of $373,676 in Preferred Source wages.

EMPLOYEE OF THE YEAR

Yvette SmithYvette Smith has persevered personally and professionally, while living with many serious health issues for more than 30 years.

Relocating to Rochester with her husband several years ago, Yvette struggled to find work. Rochester Rehabilitation Center assessed her skills and placed her as a data entry clerk on a NYSID Preferred Source contract. She later moved into the document imaging department where her confidence grew.

While she is successful as a worker, Yvette’s health issues continue. She has learned to manage up to 24 prescription medications, which she needs to take multiple times a day to stay healthy.

Recently, Yvette applied for a receptionist position at the agency. Because of her strength, skills and positive attitude, she is no longer a client at Rochester Rehabilitation Center: she is a staff member.

The Osborne AssociationElizabeth Gaynes, Executive Director

The Osborne Association offers opportunities for individuals who have been in conflict with the law to transform their lives through programs

benefiting the Bronx community and surrounding New York City area. As part of its wide range of services, the agency operates a vocational program known as Employment and Training Services (ETS), through which a workforce of trained custodians is on the job daily maintaining public facilities throughout the metropolitan area.

In order to grow the job choices for the New Yorkers with disabilities it serves, ETS began participating in Preferred Source opportunities with NYSID in 2000, and Osborne’s Janitorial and Maintenances Services division was created. Its initial customer service opportunity with the local NYS Lottery office has been ongoing for a decade. And since that time, Janitorial and Maintenance Services has added another six Preferred Source janitorial contracts, serving the Department of Environmental Protection, the Department of Housing Preservation and Development, and the Human Resources Administration.

The Janitorial and Maintenance Services workforce satisfying Preferred Source customers earned more than $1.16 million in wages and put in 54,164 hours on the job this past year. These outstanding efforts are directly responsible for The Osborne Association’s impressive 20% increase in 2009 NYSID job opportunities!

EMPLOYEE OF THE YEAR

Harold DodsonA Vietnam War veteran who has suffered from the disease of addiction for much of his adult life, Harold has worked tremendously hard to build a stable home life for his nine-year-old son.

Coming to The Osborne Association in 2002, Harold was looking for training and living-wage employment to help him make a better life. Today, he is a porter for Osborne’s Janitorial and Maintenance Services division, charged with cleaning and maintaining the Department of Environmental Protection (DEP) plant in Jamaica, Queens. His work ethic and time management abilities are second to none at Osborne. When a job is time-sensitive, Harold heads up a site crew, proving time and again that he leads by example.

Since joining the Osborne team, Harold has improved his ability to communicate and has transformed into a leader. The younger members of the Janitorial and Maintenance staff look up to him, following his instructions as well as listening to his advice.
