• No Philippine law explicitly providing for the integrated management of food, water, and energy.– A number of laws and issuances recognize the interdependencies among these three sectors.

• National and sub‐national nexus interventions should be done concurrently and should not be approached in isolation.

• While national governments can provide an overarching nexus framework, concrete interventions should be implemented by local governments.

• As Nexus cities progress in their respective pilot projects, challenges become more apparent.– institutional mandates– data access and availability– financial constraints

• The dialogue highlights the importance of involving different levels of government in nexus implementation.– organized last October 8, 2014 in Manila, Philippines– total of 36 participants (excluding Nexus implementing organizations)

• Most identified bottlenecks are brought about by:– certain degree of fragmentation– weak coordination with national government– capacity constraints

• Appeal of local governments to national gov’ts:– devolution of certain functions

• Example: issuance of permits on groundwater extraction• More problematic for national government agencies which do not have regional offices

– assistance in assessment of technologies’ viability• Who has the final say at the national level?

Results and Outcomes

• The dialogue provided a platform for cities and concerned NGAs to assist each other and identify specific steps for further collaboration.– difficult to come up with concrete arrangements and specific solutions

– learnings and recommendations can serve as working foundation for future undertaking

• ICLEI SEAS shall act as liaison between the national and local governments to help them realize their nexus objectives.
