Chalmette High School’s Ca-reer and Technical Education Program hosted its first ever Taste of St. Bernard recently at the Maumus Center in Old Arabi.

For the past two years, CHS has hosted a culinary compe-tition during lunch time at the school, but this year the format was expanded to include prelim-inary rounds during school. The highest scoring two chefs - Karin Knight and Elier Mendez - quali-fied for Taste of St. Bernard.

In addition to planning and preparing a three course meal, these chefs also had to plate the dishes, serving over 115 com-munity members - the judges for the event.

The two young chefs deserve much credit for creating diverse and delicious offerings, and the well-fed guests had a difficult time in choosing a winner.

But when the judges’ scores were tallied, Knight was de-clared the winner. Both finalists

received embroidered chef jack-ets, while Knight also received a full year membership to the Southern Food and Beverage Museum and a $200 gift card to purchase a custom knife to start her own cutlery collection.

State officials urge extreme caution amid spike in

fire-related deathsWhile Louisiana endured a second round of bitter, record-break-

ing cold weather in as many weeks, state officials from the Gov-ernor’s Office to the State Fire Marshal’s Office are encouraging everyone to remain vigilant in maintaining safety while staying warm.

Although there have been no reports of fire deaths in the wake of the last few week’s artic temperatures, it is not a time to be-come complacent in ensuring that homes are properly protected from fire. State officials’ concerns are validated by a recent and historical increase in fire-related deaths, which has soured to 23 since December 15th, a number of which being directly caused by unattended heating sources in homes.

“It’s always a case of the ‘Haves’ and the ‘Have Nots,’” said State Fire Marshal H. “Butch” Browning, Jr. “When you have properly-maintained smoke alarms, a plan of escape, and the te-nacity to keep you and your family safe, you’re always going to be better off than not having those crucial components.”

Studies have consistently shown that upwards of 80% of peo-ple who die in fires each year are killed by inhaling smoke. Smoke from a house fire can incapacitate a person within seconds, mak-ing it impossible for a person to find an otherwise easily accessi-ble exit.

Regardless the heating source being used, whether it be a fire-place, wood stove, or an electric or gas-powered space heat-er, Browning said that they should always be monitored to make sure that no one is in danger of being burned and that there is no furniture, wood, or other combustibles placed near them. Before retiring for the night, make sure that all such sources are turned off or extinguished.

Browning further urges those with elderly friends, family, and pets to periodically check on their well-being during the frigid days ahead.

According to the American Society of Addiction Medicine, the leading cause of accidental death in 2015 was drug overdose. The life toll from the drug epidemic has been consistently growing over the past couple of years with opiate addiction and overdose being one of the lead causes.

Each year, more people use drugs for the first time and wind up addicted. Right now, the highest number of opiate overdoses are in the Northeast. The problem originally started with heroin as the main contributor however newer drugs have begun to escalate the problem. Fentanyl has begun to be mixed into heroin with dev-astating consequences. This combination is so potent there have been fatal overdoses of non-users who merely got the substance on their skin.

Now more than ever, those in our country who are struggling with substance abuse need help getting into a heroin addiction rehab. According to the Center for Disease Control or CDC, drug overdose deaths have increased more than 2.5 times compared to what they were in 1999. In fact, according to a study by experts at 10 universities, the problem can get much worse. At this point, the best-case scenario would be overdose deaths peaking in 2020 before going down and that would require government support.

Please write your local officials and senators to begin taking ac-tion to combat the opiate epidemic and steer us away from the disaster course we are on. There are many different approaches to the challenge of how to address the opiate epidemic.

St. Bernard Sheriff’s Office Narcotics Agents arrest twomen for selling heroin out of Chalmette hotel room

A Metairie man and a man from Delta were both arrested Jan. 10 for selling illegal narcotics from a room they were renting at a

Chalmette hotel, Sheriff James Pohlmann said.Anthony Palavicini, 45, of the 3000 block of Houma Boulevard

in Metairie, and Phillip Preis, 25, of the 500 block of Second Street in Delta, were both booked with possession with the intent to dis-tribute heroin, possession with the intent to distribute cocaine and

possession of drug parapher-nalia after agents obtained a search warrant for their room.

Responding to a complaint from an anonymous source, St. Bernard Sheriff’s Office Narcot-ics Agents arrived shortly before 8 p.m. at a hotel on Paris Road where they came in contact with Palavicini and Preis outside of their room.

After smelling a strong odor of marijuana emitting from their room, Narcotics Agents ob-tained a search warrant. Once inside, Sheriff Pohlmann said, agents recovered two smoking devices containing burnt mar-ijuana residue, six clear plastic bags containing a brown in col-or powder-like substance deter-mined through field testing to be heroin, and one clear plastic bag containing a white pow-der-like substance which field tested positive to be cocaine. A scale also was recovered.

Palavicini and Preis were both transported to St. Bernard Par-ish Prison to be booked accord-ingly. Both are being held on $70,500 bonds.

Fourth CHS Student Awarded Posse Scholarship

For the fourth consecutive year, a Chalmette High School se-nior has been awarded a prestigious, and highly competitive, Pos-se Scholarship – an honor given to only 40 students in the entire Greater New Orleans metropolitan area annually.

This year the honor goes to senior My Linh Hoang, who has been awarded a four year, full tuition, merit based scholarship to Case Western Reserve University in Cleveland, OH. Case Western is ranked 37th nationally according to a study completed by US News and World Report. The scholarship amounts to over $47,000 per year.

Hoang, who has been a student at Chalmette from her freshman year, said she was completely shocked when she received the call awarding her this honor.

“The representative had to ask if I was still on the line,” Hoang recalls. “I was in such shock and disbelief, I couldn’t even respond at first.”

Faculty member and English teacher David Bellard said he is proud of My Linh and the tradition of Posse winners that has be-gun at CHS.

“Chalmette High School nominates approximately 20 students each year to undergo a grueling and highly competitive interview process that consists of multiple rounds of interviews by Chal-mette High faculty, Posse New Orleans representatives and the respective universities' admissions departments,” Bellard said of the process.

Hoang said she plans to follow her dream of becoming a dentist by completing her undergraduate studies in pre-dental and then hopes to attend the university’s School of Dental Medicine to pur-sue her medical degree in dentistry.

“One of the reasons I was so interested in Case Western was because of their dental program and their medical training facility in general,” Hoang said. “It was a good fit for my future.”

Hoang said she is thankful for the education and opportunities CHS has provided for her throughout her high school career. She has been an active member of several organizations, including Key Club, Interact Club, Beta Club, Mu Alpha Theta, and 4H. She has also held many leadership positions in these organizations.

She is also thankful for the education she has received to pre-pare her for her future college studies.

“CHS is host to a competitive academic environment that has pushed me to strive for excellence in my studies,” Hoang said. “The skills I have learned as a student here will continue to shape my future for years to come.”

Clifford Englande appointed School Board President

At the recent School Board Meeting, Clifford Englande was appointed the St. Bernard Parish Public School Board President. He was nominated by Board Member Joe Long and the nomi-nation was seconded by Mr. Sean Warner. Englande has been serving as a Board Member since 1995.

Englande thanked the board for the opportunity to serve and his family for their continued support.

“But I would really like to thank the employees of our school district who do the most important job each and every day. It is because of them that we are one of the top school districts in the state,” Englande said.

Serving as Vice-President is former President Diana Dysart. Having served uninterrupted since 1983, Dysart has been a true champion of public education.

Dysart said it has been a pleasure to work with such a united board.

“We are truly blessed to have a school board that works to-gether as a team to better the lives of the children we serve. It has been an honor to serve as your president the past two years, and I look forward to working with Mr. Englande as his Vice-President in the years to come.”

District-wide Students of the Year announcedThree outstanding students

from St. Bernard Parish were re-cently named as this year’s dis-trict-wide Students of the Year.

Representing the elementary division was Robyn Hays from Arabi Elementary. Robyn had her eye on winning the coveted award since kindergarten.

“I remember when I was in kindergarten and first heard people at school talking about the award. It all sounded so exciting, so I began to tell my parents, my teachers, and my friends that I hoped to be nom-inated when I finally got to fifth grade. I set a goal to do my best every year in every class and to always be on my best behavior, and I did just that!”

Robyn is an excellent student, receiving straight A's during her five years at Arabi. Robyn is also active in a wide variety of after school clubs and activities in-cluding drama club, art enrich-ment, Academic Games, music lessons, chorus, Arabi Angels, Bell Choir, and 4-H.

Avani Miller of Trist Middle School was named the Middle School Student of the Year. An excellent student and star off and on the basketball court, Avani is described as a lead-er by both peers and teachers. She is a member of the Pirate Pride News Crew, captain of the girls’ basketball team, and manager of the volleyball team. One judge was so impressed with Avani’s poise and maturity, he compared her to famed poet

and advocate Maya Angelou.At the high school level, 12th

grader Kelsey Billiot of Chal-mette High School will repre-sent the district at the regional competition. Kelsey is a prod-uct of St. Bernard Parish Public Schools having attended Gauth-ier Elementary and St. Bernard Middle School. An exceptional student, Kelsey scored a 33 on the ACT and is currently enrolled in a number of Advance Place-ment courses. An active mem-ber of both Academic Games and the Chalmette High School Voices, Kelsey spends much of her free time helping make Chalmette High School a great place to be. She is the Senior Class President and was named First Maid at this year’s Home-coming. Kelsey hopes to attend Tulane or Loyola University this fall in hopes of pursuing a de-gree in business.

Recently elected School Board President Clifford En-glande said these three out-standing students represent all that is good in our school dis-trict.

“Academically, athletical-ly, and artistically gifted, these three woman represent all that our school district has to offer. It was a pleasure to have the op-portunity to get to meet these young women, and I wish them luck in the next phase of the competition,” Englande said.

All three students will be com-peting at the regional level this February.

Sheriff's Office detectives have issued an arrest warrant for Damien Landry, 25, of the 3000 block of Daniel Drive, for at-tempted second degree murder in connection with the Daniel Drive shooting.

Landry was booked Jan. 23 in Alexandria for unauthorized entry of an inhabited dwelling and is being held in the Rapides Parish Sheriff’s Office Correctional Facility.

The investigation is ongoing and additional charges may be filed.

During the course of an un-dercover investigation being conducted by the St. Bernard Sheriff’s Office Special Investi-gations Division Narcotics Unit, a Chalmette man was arrested for distribution of heroin, and a large amount of heroin was seized, along with other narcot-ics and $2,800 in cash, Sheriff James Pohlmann said.

Marvin Richards, 42, of the 3500 block of Marietta Street, was booked Jan. 11 with pos-session with the intent to dis-tribute heroin, possession of marijuana, possession of Nalox-

one, possession of Lorazepam, possession of drug paraphernalia and no turn signal.

After Narcotics Unit agents obtained information through an anonymous source that Richards was distributing heroin in St. Ber-nard, they observed Richards make two separate hand-to-hand transactions with other individuals, Sheriff Pohlmann said.

Following one of those transactions, agents observed Richards commit a traffic violation by failing to use hand or lamp signals during a turn and they performed a traffic stop on his vehicle.

During the traffic stop, Richards gave agents consent to search his vehicle at which time they recovered one clear plastic bag and seven individual bags containing a total of 17 grams of heroin, which has an approximate street value of $1,700.

Based on their findings, agents obtained a search warrant for Richards’ residence, where they recovered additional heroin, mari-juana, Naloxone, Lorazepam, $2,800 in cash and drug parapherna-lia, including clear plastic bags and three digital scales, the Sheriff said.

Richards is being held in St. Bernard Parish Prison in lieu of a $72,000 bond.

Sheriff Pohlmann reminds residents to call the Sheriff's Office narcotics hotline at (504) 271-DOPE or 3673 to report suspected illegal drug activity in St. Bernard Parish. Callers can remain anon-ymous, and all calls will be acted upon.

Albert Julien Guinot, Jr.Albert Julien Guinot Jr, 84, passed away on Friday Jan-

uary 19, 2018 surrounded by his loving family. He was the husband of Vernell Gauthier Guinot. They shared a won-derful 59 years of marriage.

Albert was born on October 6, 1933 in New Orleans to Albert and Edna Guinot. He spent the majority of his life in St. Bernard Parish.

He will be fondly remembered as an avid golfer at Braithwaite and Bayou Barriere Golf Club, wood-working enthusiast, proud patriot and his dedicated service in the

armed forces. However if you asked him, his fondest achievement would be the marriage to his beautiful bride and raising of his six children. His greatest reward would be the legacy of his fourteen grand-children and five great-grandchildren.

Samuel was born on November 25, 1941 in New Orleans, LA and was a longtime resident of St. Ber-nard Parish. He was a proud United States Navy Veteran and an avid LSU fan. He will be forever remem-bered and deeply missed by his family and friends.

“We wanted to expand op-portunities for students to showcase their talent and cre-ate more opportunities for our community to experience CTE and all that we have to offer.”

In addition to the programs highlighted during the event, CTE also provides students with the opportunities to earn

both a high school diploma and associate degree upon gradu-ation, study robotics and com-putational thinking in informa-tion technology, pursue careers as medical assistants through expanded health science offer-ings, and earn high wage, high demand Industry Based Certifi-cations.

Former Board President and current Vice-President Dianna Dysart said the event was fun

and a great way to feature the talents of our students.

“We have great students at Chalmette, and we are repre-sented wonderfully artistically, athletically, and academically. We are truly an A School,” she said. “Tonight was a great way to showcase the amazing work and achievements of our stu-dents who rarely get to be in the spotlight.”

Superintendent Doris Voitier said the night was a success and a tradition the school dis-trict is looking forward to con-tinuing in the years to come.

“Our CTE program is a vital component of our partnership with the business community and is key to our success as a school system. Tonight was a great night to celebrate that partnership and prove, once again, when we work together our students thrive.”

Kiwanis Club of St. Bernard awards four St. Bernard Sheriff's Office deputies with Lifesaver Award

Four St. Bernard Parish Sheriff’s Office deputies were recently awarded the Kiwanis Club of St. Bernard-Arabi’s 2018 Lifesaver Award.

Lt. Raymond Theriot, Sgt. Emile Breaux, Sgt. Jessie Gernados and Sgt. Byron Shoemaker each received the accolade for their efforts in saving the lives of their fellow officers Lt. Ryan Laylle and Dep. Justin Topey following an ATV accident involving both men in September 2017.

The honorees were recognized Jan. 16 during a banquet at Rocky and Carlo’s Restaurant Sicilian Room in Chalmette. Sheriff James Pohlmann, Col. Chad Clark and Col. Adolph Kreger also were in attendance.

On Sept. 13, Lt. Laylle and Dep. Topey, both members of the Corrections Division who work at the Parish Prison, were injured in an off-duty accident involving 4-wheelers which occurred on pri-vate property off Bayou Road in eastern St. Bernard Parish. Fol-lowing the crash, both deputies were airlifted to University Medical Center in New Orleans where they both were treated for significant injuries.

Dep. Topey sustained a broken rib, a broken vertebrae in his neck, four broken bones in his face and a traumatic brain injury. He spent two weeks in the hospital, and nine weeks undergoing various types of therapy. Dep. Topey returned to duty on Dec. 12.

Lt. Laylle spent two days in the hospital and had multiple frac-tures in his face, and a broken jaw. He also returned to work in early December.

Sgt. Breaux, a member of the Corrections Division who has been with the Sheriff’s Office since 2010 and a close personal friend of Lt. Laylle and Dep. Topey, was with the two men at the time of the accident. Sgt. Breaux made the initial call to 911 to quickly get help to the men.

Sgt. Gernados, an officer since 2003 who currently works as a detective in the Criminal Investigations Bureau, was among the first to arrive the scene. She credits Sgt. Breaux with being in the right place at the right time.

“If he wouldn't have been there with them, I truly believe the out-come would have been a lot worse,” she said.

Sgt. Gernados said she and Lt. Theriot, a 33-year veteran of the St. Bernard Sheriff’s Office who serves as the department’s range

master and deputy director of training, tended to Dep. Topey and Lt. Laylle along with first responders from the St. Bernard Fire De-partment and Acadian Ambulance.

Sgt. Shoemaker, an eight-year veteran of the department who works as a detective in CIB and has 22 years of experience as a paramedic, assisted EMS in caring for the two deputies on the scene, helping prepare them to be airlifted to area hospitals.

Lt. Laylle, a 15-year member of the Sheriff’s Office, said he will forever be thankful to his fellow deputies for saving their lives that day.

“I’m so very grateful to them to be alive,” Lt. Laylle said. “You couldn’t ask for a better group of people to have been there help-ing us. Who knows what would have happened had they not been there so quickly.”

Dep. Topey, who began his career with the Sheriff’s Office in 2009, echoes Lt. Laylle’s sentiment.

“It’s so great they are being recognized for what they did for us,” Dep. Topey said. “It’s so well-deserved. Words cannot express how grateful I am.”

Sam Catalanotto, chairman of the Kiwanis Lifesaver Award Com-mittee, said the Kiwanis Club gives the award four times a year for special actions, twice to parish sheriff’s deputies and twice to fire-fighters.

The Kiwanis Club of St. Bernard-Arabi meets every Tuesday at noon in the Sicilian Room at Rocky and Carlo’s Restaurant, 613 W. St. Bernard Highway in Chalmette. Anyone interested in joining Kiwanis is welcomed to attend. For more information, call (504) 616-7312.
