• July 14, 1789– Citizens of France have

rebelled against King Louis XVI.• Want to replace their

monarchy with a representative democracy. – Guess where they got

that bright idea?

Summer of 1789• In America

– Pres. Washington is trying to figure out our economic problems

• In France– French Revolution

• The French people have captured their king and queen and demand they are killed! – Why?

» To start a new government based on a Constitution.

The French Revolution begins…

• Question: – How did America let King

George know we were done dealing with him? • Declaration of Independence

– “all men are created”

– How does France tell King Louis XVI their done? • Declaration of Rights of Man

– “all men have rights to liberty, equality, and fraternity”

January 1793

• King Louis XVI and his wife Marie Antoinette fail to agree to the new government– So….

• The French citizens arrest them and chop off their heads!

• France will get a new government! – Based on democracy like

America.

So who is going to lead this new government in France?

• Napoleon Bonaparte– Picked as Consul of

France• Controls military• Has final say in

government

• Goal? – Make France world’s

largest country….

What should America do about France?

• Should we help the new government?

• Why we should:– England has declared war on

France• King George wants to help

put a new king in France

• Why we should not:– Wars cost lots of money

• Just ask England about that…

President Washington Makes a Decision

• April 22,1793– Pres. Washington

announces to both France and England• America shall “pursue a

conduct friendly and unbiased towards both powers”

• In other words, – We are staying out of their

issues» Called the Neutrality

Proclamation

Welcome, Citizen Genet!

• Edmund Genet– French representative to

America• Wanted to rally up support

for France and their war against England

• Travelled across America and asked citizens to go against their Presidents wishes to stay neutral– Had support from Thomas

Jefferson» Loved France

President Washington is forced to Respond

• Pres. Washington forces Genet to leave America immediately– Never allowed to return

• Because of this, – Thomas Jefferson resigns

as Secretary of State• Goes home to Virginia

Go There Today…

So what happens next….England thinks America is weak.

• England thinks the USA is weak because we stayed out of their war with France– So they challenge us…

• Start attacking our ships that are doing trade in West Indies– Capturing the goods and

the crew

» So, Pres. Washington has to deal with the British…again.

Pres. Washington sends John Jay to England…

• Goal:– To get King George to agree

to stop attacking our ships

– USA wants: • England to stop attacking our

ships• English troops to move out of

the West faster

– England wants:• USA to pay British merchants

money owed from before the American Revolution

• Top rites to do business with America

Jay’s Treaty

• November 1794– England agrees to all

demands made by USA

– USA agrees to pay back debt owed to England

– What’s the big deal? • Keeps USA and England

from fighting again…– Could we have won a

second time?

So just when Pres. Washington thought he was done dealing with Europe…

• 1784– Spain closes the port at

New Orleans into the Gulf of Mexico!• Why?

– They claim we stole land in Florida

– What do we do? • Send Thomas Pinckney to

warn Spain. – Don’t mess with us.

» We will destroy you with the help of England!

Pinckney’s Treaty

• Signed October 1785– USA gets rights to travel

through New Orleans port into Gulf of Mexico• And we don’t have to give

them any more land in Florida!

• So, take that!– Stupid Spanish….
