ေလလာေတြ႕ရခကမားအရ သတေပးစနစ(warning system)မား၏ ထေရာကမႈ(effectiveness)က တငးတာရာတြင message မားသည အဓကကသညအခကမား(important factors)ျဖစသည။ Message တြင ေအာကပါ အခကအလက(content) မား ပါ၀ငရမည။ (၁) ေဘးအႏရာယႏင သကဆငသည အခကအလကမား(information on the hazard and danger)

(၂) လမား မညကသ႔ ျပမရမည၊ မညသညေနရာသ႔ သြားေရာက ခလႈရမည။ မညကသ႔ လပကငေဆာငရြကရမည ဟသည ၫႊနၾကားခကမား(guidance on what people should do)

(၃) ေဘးအႏရာယ ျဖစေပၚေနသညေနရာက ၫႊနျပသည ေဖာျပခကမား(description of the location of the risk or hazard)

(၄) ေဘးအႏရာယ ကငးေဝးေအာင မညသညအခန၌ မညကသ႔ ျပမရမညဆသည အၾကေပးခကမား(idea of when they need to act)

(၅) သတေပးခက ထတျပနသ၏ နာမည၊ ဌာန ႏင သတငးေပးပ႔သ၏ နာမည၊ ဌာန(name of the source of the warning , who is giving it) စသညတ႔က message တြင ထညသြငး ေဖာျပေပးရမည။

သတေပးခကမားသည တက(specific)ရမည။ ေရ႕ေနာကညၫြတမႈ(consistent) ရရမည။ ေသခာမႈ (certain)ရရမည။ ရငးလငးစြာ(clear)ေဖာျပရမည။ တက မနကန(accurate)ရမည။ (Warning style is also crucial in that it must be specific, consistent, certain, clear, and accurate.)

ႀကးမားသည အေဆာကအဥမားတြင ေဘးအႏရာယျဖစေပၚပါက အခကေပးႏငရန၊ ကယဆယေရး လပငနးမားေဆာငရြကႏငရန၊ ၫႊနၾကားခကမား ထတျပနေၾကျငာေပးႏငရနအတြက emergency communication system တပဆငထားေပးရသည။

Layout design ႏင ပတသကသည လအပခကမားက ေအာကတြင ေဖာျပထားသည။

(၁) လမားအားလး ၾကားႏငသည အသကယေလာငမႈ(audibility)က ရရေအာင စပကာ(speaker) မားက ေနရာခ(speaker layout) ထားရမည။ ၾကားသည message သည ေကာငးစြာ နားလညႏငစြမး (intelligibility) ရေအာင တက ျပတသားရမည။

(၂) အေဆာကအဥ၏ ေနရာအႏ႔အျပားတြင လအပသည အသကယေလာငမႈရရန (အေဆာကအဥ

Fire alarm system မားတြင တပဆငထားသည notification device မားသည မးေလာငေနေၾကာငး ကသာ အသေပးႏငသည။ မးႏင ပတသကသည အခက အလကမားက အျပညအစေဖာျပရန မျဖစႏငေပ။ ထ႔ေၾကာင Public Address(PA) system မား သ႔မဟတ emergency communications system မား တပဆင ထားရသည။ Emergency Communications System(ECS) မားသည မးေဘးသာမက အမးမးေသာ ေဘးအႏရာယမား ႏင သကဆငသညအေျခအေန အားလးအတြက အကး၀ငသညစနစ ျဖစသည။ ထ႔ေၾကာင emergency communications system က အခနးတစခနး အေနျဖင ေရးသားေဖာျပအပသည။ ေနာငတြင ျမနမာႏငင၌ အေဆာကအဥႀကးမားႏင ၿမ႕ႀကးမားတြင မရမျဖစ တပဆငရမည system တစခလညး ျဖစသည။

ေဘးအႏရာယမ ကငးေ၀းႏငလမမည။ အေဆာကအဥအတြငးမ ထြကခြာမသြားဘ လျခသညေနရာ ရာေဖြ၍ ေနျခငး(stay-in-place)ႏင လကရေနရာက လျခေအာငျပလပ၍ေနျခငး(defend-in-place) ဟ၍ နညးႏစမး (SIP/DIP strategies) ရသည။

မညသညနညးက သးသညျဖစေစ၊ လမားက သတေပးရန၊ အခကေပးရနႏင ေလကငသငၾကားထားသည ၀နထမးမားက လမားက ေဘးကငးရာသ႔ ပ႔ေဆာငေပးရန ျဖစသည။ အထကတြင ေဖာျပထားသညပ၌ လမားတ႔ျပနပ(person’s reaction) ႏင ဆးျဖတခကခသည ျဖစစဥ(decision-making process)တ႔၌ ပါဝငသည အဓကအခကမား(key steps)က ေဖာျပထားသည။ လမား(occupants)သည ပငကယအားျဖင ေၾကာကလန႔ေလ (panic) မရေပ။ လတ႔ ရရသည သတငးအခကအလကမား(information they have)ႏင ေဘးအႏရာယက သတမတယဆပ(perceived threat)တ႔က အေျခခ၍ ျပမလႈပရား တတၾကသည။ ဆးျဖတခကမား ျပလပ (decisions they make)ၾကသည။ ဆးျဖတခက တစခခရန(entire decision path)အတြက အခနယသည။

မညသ႔ပငျဖစေစ၊ သတ႔၏ ဆးျဖတခကမားသည သတ႔ လကခရရသည သတငးအခကအလကမားက အေျခခ၍ ေရြးခယထားသည အေကာငးဆးနညးလမး ျဖစသည။ Fire alarm system မားက ထတေပးသည ျမညသႏင အလငးေရာင(audible tones and/or flashing strobe lights) တ႔သည fire alarm system မ အသေပးခငသည အရာမားအနကမ အပငးအစအခ႕သာ ျဖစသည။ လမား၏ တ႔ျပနရနအတြက ၾကာခနက ေလာခရန(to reduce the response time of the occupants)ႏင ေဘးကငးစြာ လြတေျမာကေစရနအတြက message မားတြင အေရးႀကးသည အခကအလကမား(several key elements) ပါ၀ငရမည။

လမားက အသေပးခကမားထတျပနေပးသညစနစ(Mass Notification System)ႏစမးရသည။ အေဆာက အဥအတြငးရ လမားအတြက အသေပးခကမားထတျပနေပးသညစနစ(In-Building Mass Notification System) ႏင အေဆာကအဥ ျပငပရ လထအတြက အသေပးခကမားထတျပနေပးသညစနစ(Distributed Recipient Mass Notification Systems (DRMNS)တ႔ ျဖစသည။

In-Building Mass Notification System ဆသညမာ အေဆာကအဥအတြငးရ Mass Notification System (MNS) ျဖစသည။ MNS ဆသညမာ လထက အသေပး ေၾကညာခကမား ထတျပနေပးသည စနစက ဆလသည။ ထ႔ေၾကာင အေဆာကအဥ အတြငးႏင အျပင ဟ၍ အဓက ထား၍ ခြျခားထားျခငး ျဖစသည။ အေဆာကအဥ ျပငပရ လမားႏငသာ သကဆငသည ေနရာမားျဖစေသာ ရပကြက၊ ၿမ႕နယ စသည ေနရာ ကယျပန႔သည ေနရာမား အတြက ျဖစသည။

Alarm signal တစခ လကခရရၿပးေနာက ႀကးၾကပကြပကေရးစခနး(proprietary supervising station) မ ဝနထမး(operator)သည ေအာကတြင ေဖာျပထားသည လပငနးမားက စတငေဆာငရြက(initiate action to perform the following)ရမည။

(၁) မးသတဌာန၊ ကယဆယေရးတပဖြ႕ႏင တျခားေသာ သကဆငရာအဖြ႕အစညးမား(emergency response team) ထသ႔ ခကခငးအေၾကာငး ၾကား (immediately notify the fire department) ရမည။

(၂) (၂)နာရအတြငး alarm ျဖစေပၚရာေနရာသ႔ ၀နထမးမား ေစလႊတရမည။ (dispatch a runner or technician to the alarm location to arrive within 2 hours after receipt of a signal)

(၃) Fire alarm signal ျဖစေပၚေနျခငးက ေျဖရငး(clear)ၿပးေနာက system က ပမနအတငးျဖစေအာင တတႏင သမ အေစာဆးလပရမည။ (restore the system as soon as possible after disposition of the cause of the alarm signal)
