2. School-Counseling Department Mission and Philosophy

The school counseling program is an integral part of the total Leechburg Area School

District educational process. The professional school counselor collaborates with other

school professionals in helping students learn. A successful program requires the support and

participation of all school personnel, parents, guardians, outside agencies, and the

community at large.

Individuals possess within themselves the power to control the quality, growth, and

satisfaction in their lives. Our counselors fulfill a vital role in helping students meet their

personal, social, educational, and career needs. Through a comprehensive, developmental

school counseling program, students are assisted in acquiring the skills, knowledge, and

attitudes necessary to become effective students, responsible citizens, productive workers,

and lifelong learners. Counselors use their expertise to provide counseling, instruction,

consultation, prevention, and intervention services to support the school’s academic mission,

to enhance the learning process, and assist students in making informed positive choices

fulfilling their personal potential.

The program’s ultimate goal is for all students to graduate with the competencies

necessary to make self-directed, realistic, and responsible decisions, and to be successful

contributors to a rapidly changing global society.

The Leechburg Area School Counseling program is based on the following beliefs and

principles:

The school counseling program supports the school’s academic mission by

promoting and enhancing the learning process for all students through an integration

of academic, career, and personal/social development.

Each student has certain educational responsibilities and rights.

The school counseling program is comprehensive and systematically implemented.

The school counseling program functions in collaboration with students, school staff,

parents, guardians, and the community to ensure student success.

The school counseling program is managed by state certified counselors.

The Pennsylvania Standards for School Counseling Programs and the ASCA

National Standards for Students shall set the standards for the school counseling

program.

Professional School Counselors shall uphold the ethical standards specified by the

state of Pennsylvania and prescribed by the American School Counselor Association

and the American Counseling Association.

3. Program Goals:

Deliver K-12 curriculum to address academic, personal, social, and career

needs.

Implement the K-12 Guidance Program that is continually evaluated using

process, perception and results data.

Increase direct service contact to all stakeholders while reducing non-

counseling duties and activities.

Communicate the role of the School Counselors to include managing a

school counseling program that addresses the needs of all students.

Increase communication with students, parents, agencies and post-secondary

schools.

All students in the Leechburg Area School District will have the opportunity to be actively

engaged in the School Counseling Program that is embedded in a rigorous curriculum. The

domain and standards of the curriculum include:

Personal/Social Counseling Goal:

The School Counseling Department will raise awareness and provide resources for the on-

going mental health needs of our students. We will also add additional resources for

stakeholders through the School Counseling Department.

Academic Counseling Goal:

The School Counseling Department will plan and coordinate a field trip for all 9th

grade

students to attend Lenape Vo-Tech School each year to explore the different options that a

technical school has to offer. Also, 95% of all students in grades 9-12th

grade will engage in

at least one individualized academic/career planning meeting with their assigned school

counselor during each calendar school year. During these meetings, counselor and students

will review, revise and develop student career plans.

Career Counseling Goal:

100% of all 8th

and 11th

graders will have the opportunity to take the CareerScope Career

Assessment. These assessments will enhance career and educational planning for all of our

students. These assessments will improve outcomes in our school guidance program for all

students. 100% of 7th

grade students will complete a career interest survey; identify career

clusters and their Holland Personality types by the end of the school year.

100% of all 5th

grade students will participate in yearlong Career Exploration curriculum

that will be taught by the Elementary Guidance Counselor in cooperation with the ELA

classroom teachers. All students will be exposed to a variety of career related lessons and

activities that align with the Pennsylvania State Career Exploration Standards. The

curriculum will be taught on a bi-weekly basis for one class period beginning in September

through April of each school year. Students will work collaboratively to build their Career

Portfolio that will follow with them to Middle and High School. All students will also

complete a career of choice research paper and presentation that will align with the

Pennsylvania State ELA and Career Exploration Standards.

4. Stakeholders:

Students- Students will help to deliver the school counseling program by

incorporating goal-setting skills, problem-solving skills, career development

skills, interpersonal skills and post high school goals. Students will focus

attention on student achievement and seek resources in the areas of

academic, career and personal/social development. Students will avail

themselves of the variety of resources provided through the school

counseling program. Students will help deliver the program through the

Behaving Responsibly and Valuing Everyone (B.R.A.V.E.) Peer Mentoring

program, as well as through providing tutoring services to their peers during

remediation and other appropriate times.

Educators- Educators will benefit from collaboration with school

counselors. Teachers and administrators will be familiar with school

counseling resources and provide support in implementation of the school

counseling program. Educators will assist in providing equity and access to

all, work together with counselors to address and enhance student

achievement and present a positive learning climate. Staff members work

cooperatively communicate effectively and have an understanding of each

other’s programs. In addition, teachers will integrate career components in

their classrooms, host peer mentors in their classrooms, collaborate with

parents, and give ongoing feedback to parents on student progress

Parents- Parents will work together with their children to set meaningful

goals, make sound decisions, and behave appropriately and responsibly. The

school counseling program provides information to parents to assist their

child in planning for the future in the areas of college, careers and other post

high school opportunities. Parents benefit from consultative services from

counselors who provide effective communication regarding student progress,

and address a variety of issues related to school counseling services.

Business/Community- The Business and Community stakeholders will

benefit from the school counseling program through collaboration and

sharing of resources. Selected community members will serve on an

advisory board where they will contribute ideas, resources and opportunities

to enhance school counseling delivery services. Establishing harmonious

relationships, informing the community about the school counseling

program, communicating effectively and maintaining positive relationships

with stakeholders are key to program development

Post­Secondary- The Leechburg Area School District communicates with

a variety of post­secondary institutions and resources. Numerous colleges

and universities visit the Leechburg Area School District throughout the

school year. Students also have access to the High School Guidance

Counselor, who assists students with the application and planning process.

Post­secondary Partners support the program by collaborating with the

Leechburg Area School District to deliver resources and information to

students and their families. Post­secondary partners provide numerous

presentations in the Guidance Department. These presentations provide

more awareness for students about the options available to them.

Post­secondary partners also provide field trips for students and

opportunities for students to explore a variety of options.

5. Role of the School Counselor:

School counselors are leaders, advocates, collaborators and instruments of systemic change.

The school counselor’s leadership skills are vital to the successful implementation of a

developmental and comprehensive school counseling program. As a leader, school

counselors incorporate advocacy and collaboration into daily routine. School counselors are

adept at analyzing data to support student achievement and improve success. Through

strong communication and consultative skills, school counselors advocate for their students

and collaborate with their stake-holders providing equity and access to all.

In The Leechburg Area School District, counselors are leaders and:

As a Leader

School counselors lead students by removing barriers to their success and assisting them

with reaching their full potential. School counselors lead by example and help students

develop their own leadership, advocacy, and communication skills. Through

communication, collaboration, and advocacy, school counselors lead and contribute to

students and their success.

Counselors are advocates and:

Work to support success in a rigorous academic curriculum.

Develop programs to ensure every student has access to a caring adult.

Provide the three domains of academic, career and personal/social counseling.

Provide education, career and post-high school exploration to all students in grades

Pre K-12.

Promote change to contribute positively to the counseling program and ensure

Address and incorporate ASCA, Pennsylvania CEW, Interpersonal Skills and

As an Advocate

Through advocacy, school counselors assist students and their families in reaching and

setting their academic, personal, and career goals. School counselors support students and

their families in addressing any needs or challenges that students are facing. The school

counselors work collaboratively with the Leechburg Area School District administration

and staff, along with the necessary outside agencies to provide the students and their

families with the assistance they require for meeting their goals.

Counselors are collaborators and:

Promote commitment to the school district and guidance mission.

Access professional development to enhance student’s success.

Engage the educational community so that all students benefit from the school

counseling program.

Offer information and programs to members of the community and its

organizations.

Serve on district committees.

Network and problem-solve with the goal of moving forward in a positive manner.

Ongoing collaboration and consultation with members of the Leechburg Area

School District administration and staff, along with the necessary outside agencies.

As a Collaborator

In collaboration with students, teachers, parents, and other school staff, school counselors

assist students with achieving their goals and reaching their full potential. Collaboration

allows school counselors to increase their effectiveness, and allows their program to be

supported and delivered by all stakeholders.

Counselors are system change agents and:

Connect the design, implementation, and management of the school counseling

program to the mission of the Leechburg Area School District.

Identify and examine the critical data elements such as grades, test scores,

attendance, promotion rates, special education enrollment, and discipline referral

data.

Narrow down which students are not succeeding by disaggregating data.

Educate others as to the efforts necessary to improve the student success/data.

Publicize the results of the effective school counseling program.

Partner in school improvement by proving a willingness to be accountable for

changing critical data elements.

As an Agent of Systemic Changes

School counselors serve as agents of change by implementing needed services. Through

development of curriculum, individual planning with students, as well as crisis and

The purpose of the Advisory Council is to share information about the School Counseling

Department, as well as make connections for career support and post-secondary planning

within our district and community. Garnering support via job-shadowing, internships,

mentoring, apprenticeships, jobs, etc. is essential. Member’s input will be crucial to the

future success of our students, the Leechburg Area School District and the School

Counseling Department. We are planning to meet at minimum, twice per school year, in

David Leech Elementary School Monthly Counseling Duties

The Pre K-5 school counseling program is designed to meet the needs of all students by

helping them to achieve success academically, emotionally, and socially. Prevention and

early intervention are the goals of the program. The elementary school counselor serves the

academic, career, emotional/social needs of 349 students in grades Pre K-5 by conducting

classroom guidance lessons, developing and managing school wide programs, as well as

providing individual and small group counseling sessions. Additionally, the elementary

guidance counselor consults and collaborates with administrators, teachers,

parents/guardians, and community agency representatives to provide information and

services needed to help all students to be successful in the classroom.

Elementary School

The Pre K­5 school counseling program is designed to meet the needs of all students

socially. School counseling services for David Leech Elementary School students is

provided by one full­time counselor who works cooperatively and collaboratively

with students, parents/guardians, administrators, professional/support staff, and

community resource agencies.

Currently, one primary school counselor serves the academic, career, and

personal/social needs of 349 students in grades Pre K-5 by conducting classroom

lessons, developing and managing school wide programs, completion of

assessments, crisis and behavior management, as well as providing individual and

group counseling. Additionally, the elementary school counselor consults and

collaborates with administrators, teachers, parents/guardians, and community agency

representatives to provide information and services needed to help all students to be

successful both in and outside of the classroom.

Middle School

The Leechburg Area Middle School Counseling Program currently works with

students in three domains: Academic, Career, and Personal/Social.

The current program has one school counselors for grades six through twelve. The

student body is approximately 400 students.

The Career Domain is aligned to the PDE Career Standards and is integrated within the

district’s curriculum at each grade level. The school counselor additionally delivers

career education instruction through:

• Individual interviews

• Classroom instruction using CareerScope for 8th

Grade

• Classroom instruction using Career Clusters Interest Survey

The school counselor works cooperatively and in conjunction with the teachers,

parents and administrators in providing academic and personal/social support and

interventions for students. Every student in the middle school receives

remediation if needed for 20 minutes every day. The Middle School model of

common plan time affords the school counselor opportunities to meet periodically

with each team of teachers to discuss, evaluate and address student situations as

they come up if necessary.

In addition to working individually with students and parents in the Academics

and Personal/Social Domains, the school counselors are involved in the

Program

Along with the above programs, the school counselor works cooperatively

with outside agencies that offer support in the areas of academics and mental

health services.

The school counselor is the coordinator for the PSSA and Keystone testing and

academic scheduling for students in the Middle School. The department also

coordinates the B.R.A.V.E. Peer Mentoring Program, which is a peer mentoring

program that provides various services to students and teachers throughout the

school district.

High School

The Leechburg Area Senior High School Counseling Department is comprised of

one school counselor for grades six through twelve. The student body is

approximately 400 students.

The school counselor provides academic, personal/social, and career services to

approximately 240 students grades 9 through 12. In addition, the guidance

department collaborates with families, administration, faculty, & community

resources.

The foundation, delivery system, management system, and accountability of our program

focus on advocacy, leadership, collaboration, and systemic change through the following

11. Career and Technical Center Strategy

The Leechburg Area School District partners with Lenape Vocational Career and

Technical School to increase awareness and interest in vocational and technical

education. Lenape offers 14 programs for students. Student, parent/guardian, and

educator awareness about Lenape CTC is promoted in a variety of ways including

presentations, shadowing opportunities, visits, and open houses. In October of every

school year, the opportunity to participate in a tour and presentation is available to

every interested 9thgrade student in the Leechburg Area School District. All interested

students participate in the Career Day field trip. They travel to Lenape for a visit and

tour the school as well as participate in some hands on activities within different

programs. During this tour, a representative from Lenape speaks to the students about

all of the programs available and answers any questions that they may have. At this

presentation/tour, students also receive information about Lenape and the programs

offered. Additionally, during this presentation, the students learn about the career

shadow day that they may participate in.

Lenape also hosts multiple open houses and events that students are encouraged to

attend. In addition to the programs available at Lenape, students have the ability to take

advantage of dual enrollment programs at Butler County Community College. There

are also work study cooperatives at places of work related to students’ course of study

at Lenape.

Frequent communication takes place between Leechburg Area School District and

Lenape CTC including weekly communication between counselors, attendance at IEP

meetings for Lenape students, quarterly progress meetings with counselors and special

population coordinator, quarterly update meetings, as well as attendance at various

events at Lenape each year.

Special education students considering Lenape CTC may attend individualized tours of

Lenape. In these cases, a meeting with the Lenape CTC staff, parents/guardians and

Leechburg Area School District staff is scheduled to review IEP accommodations.

All students considering Lenape CTC must submit an application for acceptance. All

interested student’s applications must be submitted to the Leechburg Area School District

Guidance Office before the scheduling process at Leechburg is finalized.

Additional questions and concerns about enrollment at Lenape CTC or the application

process can be directed to the Leechburg Area School District High School Guidance

Counselor on an as needed basis to be addressed.

13. Job Descriptions

ELEMENTARY SCHOOL COUNSELOR

Background

The Leechburg Area School District has one elementary school, David Leech Elementary

School. At the present time, one full-time school counselor works at the elementary level.

The ratio of students to school counselors is approximately 1:350. The purpose of the job

description is to identify the responsibilities of the counselor and to clarify the integral

role they play in the school system. This is the 2017 Leechburg Area School District

Elementary School Counselor Job Description.

The current school counseling program in the Leechburg Area School District is

comprehensive and developmental in nature and is designed to meet the needs of all

students in grades Pre K-5. The American School Counseling Association National

Model: A Framework for School Counseling Programs is utilized to create a systematic,

sequential, clearly defined department. The program is proactive and preventative in

focus and delivers services vital for the life-long success of students. The counselor uses

their expertise and experience to provide a written counseling curriculum and is involved

in individual planning, responsive services and system support.

Through individual and group contacts, the elementary school counselor facilitates

students’ social, emotional, and academic adjustments and growth in the general school

and classroom environments. The program provides supportive assistance for children as

a preventative service and as a service for those experiencing difficulties. The counselor

also coordinates and implements developmental classroom activities for all students.

Position Description

The educational requirements of an elementary school counselor include:

Master’s degree in Counselor Education from an accredited college/university

PA State Certification

PA State background Clearance Check: Act 34 Criminal Record Check, Act 114

Fingerprinting Record and Act 151 Child Abuse Clearance

In addition to regular duties, the elementary school counselor provide monthly data

documenting counseling responsibilities to the Elementary Principal.

The Leechburg Area School District elementary school counselor provide a

comprehensive range of services to all students in grades Pre K-5:

1. Classroom Curriculum: The counseling curriculum consists of

structured developmental lessons designed to assist students in achieving the

desired competencies and to provide all students with the knowledge and skills

appropriate for their developmental level. The school counseling curriculum is

infused throughout the school’s overall curriculum and is presented systematically

through Pre K-5 classroom and group activities. (Adapted from ASCA National

Orientation to Counseling Lessons: Classroom presentations about role of school

Career Portfolio Lessons: Classroom presentations to cover the Pennsylvania

Standards for Career Education and Work

Drug and Alcohol Prevention Lessons: The counselor is in charge of the planning,

scheduling, and implementation of this week’s classroom lessons and activities

Pennsylvania Standards for Student Interpersonal Skills are infused throughout

the variety of counselor classroom lessons presented during the school year.

Special Initiatives: Olweus Bully Prevention Program, School-wide Positive

Behavior Support, MTSS (Multi-Tiered Support System) Coordinator, Botvin

LifeSkills Site Coordinator and Trainer for the Leechburg Area School District.

2. Individual Planning: The school counselor coordinates ongoing systematic

activities designed to assist students individually in establishing personal goals

Counseling: Individual meetings initiated by students, staff, counselor, or

parents/guardians

New Student Orientation: Conduct building tours, review of records, meet with

new students throughout the school year

Testing: Administer individual aptitude and achievement tests as requested,

including the PSSA. Interpretation of test results for parents/guardians and

teachers

Behavior Rating Scales: Assist with and coordinate behavior rating scales to

parents/guardians, staff and administration and development of behavior support

plans

Elementary Student Assistance Program (ESAP) Coordinator: Collaborate with

teachers and parents to identify student concerns, participate in ESAP meeting,

disseminate and collect team data, implement counseling strategies developed out

of ESAP meeting, and ESAP data entry into Pennsylvania Safe Schools database

at end of year (transitioning to the use of the MTSS- multi-tiered support system)

504 Plans: The counselor attends academic/behavior 504 meetings and schedule

separate end of year middle school transition meetings for students with 504’s.

Other Individual Planning Services: Student observations, Behavior Intervention

Plan (BIP) meetings, IEP meetings, develop and assist with the implementation of

behavior charts, provide counseling services to as needed to Leechburg Area

School District students enrolled in cyber and home school.

3. Responsive Services: Responsive services, which are the traditional duties of a

school counselor, consist of activities meeting individual students’ immediate

needs, usually necessitated by life events or situations and conditions in the

students’ lives. These needs require counseling, consultation, referral, peer

Counseling: Small group counseling, crisis intervention counseling

Consultation: Consult with members of other counseling organizations,

collaborating with the high school counselor, teachers, administrators,

psychologists, parents/guardians and other community specialists, attending

monthly elementary department meetings.

Coordination: Working with parents/guardians and various outside agency

contacts, approved private placements, and local authorities.

4. System Support: Like any organized activity, a school counseling program

requires administration and management to establish, maintain, and enhance the

Group Administered Testing: The elementary counselor is the test coordinator for

the Pennsylvania System of School Assessment (PSSA) which is given in grades

3-5.

Building Meetings: Transition meetings with the middle school counselor,

Elementary Student Assistance Program (ESAP) meetings; IEP/GIEP meetings as

requested, grade level meetings, faculty meetings, bully prevention meetings,

crisis team meetings, 504 team meetings, MTSS meeting, Behavior Support

meetings

Professional Development: Armstrong County School Counselors Meetings,

School Counseling department meetings and trainings, Leechburg Area School

District committees as requested, Leechburg Area School District ACT 48 and in-

service trainings, The Caring Place, ARIN Intermediate Unit, and member of

professional organizations such as: Pennsylvania School Counselors’ Association

(PSCA), American School Counselors’ Association (ASCA)

Orientations: Kindergarten Orientation – presentation to Kindergarten parents,

provide support to teachers and students, New Student Orientation - presentation

to new students and parents

Other System Support Services: Provide counseling for anxiety/separation/social

issues as they arise, provide support for teachers and other educational

departments, involvement in community service projects, provide Home and

School Connection publication for district elementary families, provide

counseling services to cyber and home school students as needed, liaison for

home schooled students, crisis team, and safety team member

MIDDLE SCHOOL/HIGH SCHOOL COUNSELOR

The school counseling program is an integral part of the total Leechburg Area School

Districts educational process. The professional school counselor collaborates with other

school professionals in helping students learn. A successful program requires the support

and participation of all school personnel, parents, guardians, outside agencies, and the

community at large.

Individuals possess within themselves the power to control the quality, growth, and

satisfaction in their lives. Leechburg counselors are committed to helping students

meet their personal, social, educational and career needs. Through delivering a

comprehensive, developmental school counseling program, counselors assist students in

acquiring the skills, knowledge and attitudes necessary to become effective students,

responsible citizens and lifelong learners. Counselors use their expertise to provide

counseling, instruction, consultation, preventive, and intervention services to support the

school’s academic mission, to enhance the learning process and assist students in making

informed, positive choices fulfilling their personal potential.

The program’s ultimate goal is for all students to graduate with the competencies

necessary to make self-directed, realistic, responsible decisions and to be successful

contributors to a rapidly changing technological global society.

Taught in grade 8: includes CareerScope assessment and interpretation of results session,

web-based program and career experience.

(www.Bridges.com), provide introduction to computerized information systems and web

sites, and introduction to CHOICES Planner and to the electronic career portfolio, Lenape

placements and adjustments as needed; assist with Move-up Days for grade 5 to 11;

Schedule maintenance and generation; interim and report card distribution and

data entry, enrollment and withdrawal; new student orientation, assembly, and tour.

Professional Development

School Counseling Curriculum Review Committee; LASD committees as requested:

Attendance, Drug and Alcohol, Staff Recognition, and more; seminars and in-service

training as available; staff development; local, state, and national professional

organizations and Core Team Training, Student Assistance Program

Other

Student Assistance Team member duties; Open House; support services provided to

teachers and other departments; budget: facility, department; building tours for

prospective students and parents; home schooling coordination; homebound instruction

coordination; maintain career portfolios for all students in grades 6-12; administrative

requests, bullying core team members; summer
