CHAPTER : 4A SPECIAL INTRODUCTION TO AHMEDABAD EDUCATION SOCIETY4.1 Introduction

In chapter 3 the basis of the research and planning has been explained.Chapter 4 is an effort to describe the history and progress of Ahmedabad EducationSociety and gives a brief outline of the founders, their achievement, and theircontribution towards education and the society. All details are obtained fromdocumentary evidences. These evidences are put under various heads. Among all,documentary evidences are given utmost importance. The Glimpses of the founders,trustees, physical facilities of the institutes, numerical data of the institutes, variousprogrammes and curricula conducted are recorded. The fee structure, rules andregulations, appointment of staff, results, co-curricular activities are considered.The information has been analysed and interpreted. Both administrative and academicdetails have been taken into consideration.

Gujarat has contributed not only in the freedom struggle, but also towardseducation and upliftment of the society. It is well known that Ahmedabad EducationSociety was Registered before Independence. The Society holds a remarkableplace in the field of education, especially in Ahmedabad.

Objectives of the Society :

• To provide facilities for Primary, secondary and higher education and to

conduct teaching and research in all branches of learning, including

technology.

• To promote vocational and technical education which would be helpful

in ameliorating the condition of the people in general.

• To provide Education to all irrespective of caste, colour or creed.

• To start Arts, Science, Commerce, Technology and Management Colleges.

• Institute Diplomas in various courses of studies and start Diploma Classes

with a view of giving practical training.

• To accept donations and trust-funds and manage them according to

conditions agreed upon.

• In general, to conduct all possible nation building educational activities

that may be conducive to the fulfilment of the objectives of the society.

4.2 History of Ahmedabad Education Society and its ProgressThe Ahmedabad Education Society was established in the year 1935. It is a

registered Public Charitable Trust as well as a Registered Society under respectiveActs. It fulfills the educational needs of the city of Ahmedabad in different fieldslike Arts, Science, Commerce, Architecture and Planning, Pharmacy, Technologyand Business Administration.

The Ahmedabad Education Society established its office in Navrangpura areaof Ahmedabad City. Transport facility was considered as a key factor for selectionof the particular area.

The Society came into being neither accidently nor a day too soon. Thecompelling reasons for its establishment was a National urgency to instituteeducational organisation that would foster positive national aspiration in theyoung generation. At the time of its establishment, there was only one collegein Ahmedabad city namely the Gujarat College, which was run by an alienGovernment. Naturally, therefore, the administration of this one and only collegewas wholly apathetic to the National yearning and aspirations of the youths ofthe country. Enlightened and patriotically minded citizens of Ahmedabad, lostno time in recognizing the need for collegiate institution. Late G. V. Mavalanker,the first speaker of the Indian parliament Shri Balvantrai Thakore, Shri JivanlalDiwan greatly assisted by Shri Amrutlal Hargovandas and Shri Harilal VadilalKapadia were amongst them. The blessings of Shri Sardar Vallabhbhai Patel andinspiration of Late Acharya Shankar Dhru gave a solid platform for theirbenevolent efforts.

It can be said that the Ahmedabad Education Society, a legendarymanagement was established as a part of the freedom struggle. The financialstatus of the society has always been very sound since its inception.

The citizens of Ahmedabad had full faith in the leadership of these eminentpersonalities and bestowed lavish contribution for the noble cause of education.Shri Kasturbhai Lalbhai was appointed as President of the Society in 1936 andthe march towards progress made its beginning under his dynamic leadership.One after the other colleges/schools were established in spacious premises andexcellent environment on the lands purchased by the society.

The composition of Management of Ahmedabad Education Society is asunder :

At present the Society runs 26 institutes right from Kindergarten to Postgraduate level in different fields.

Recently, the Society has started the institutions of Business Administrationand Computer Application, both at graduate and post-graduate levels. TheSociety has been instrumental in starting the National Institutes like PhysicalResearch Laboratory, School of Architecture, School of Planning, L. M. Collegeof Pharmacy and others. All these Institutes run by the Ahmedabad EducationSociety have their recognition at State and National levels.

4.3 The Governing Body and its Achievements

The Ahmedabad Education Society was established in 1935, when there was

only one college, Gujarat College. Established by the British. It was giving higher

education in Arts and Science.

The society was established under the inspiration of Late Shri Sardar

Vallabhbhai Patel, the first Deputy Prime Minister of Independent India, as a part

of freedom struggle on the education front.

The leadership was taken up by Shri G. V. Mavlankar, Shri Kasturbhai Lalbhai

an industrial magnate and philanthropist with foresight, Shri Amrutlal Hargovandas,

an eminent industrialist and Shri C. C. Gandhi a legal luminary.

At present Shri Shrenikbhai Kasturbhai is the Chairman of Ahmedabad

Education Society. He is an eminent industrialist connected with Textile industry

and other government companies as Director He is a philanthropist and is

actively connected with Religious Trust of Anandji Kalyanji. He is also connected

with Indian Institute of Management, one of the leading Management institutions

of India.

At present, as per records the Ahmedabad Education Society consists of the

governing body which is as follows :

Shri Shrenikbhai Kasturbhai : Chairman of the Governing Body.

Shri Sanjay Lalbhai : Managing Director - Arvind Mills.

Shri Sudhirbhai U. Mehta : Chairman - Managing Director, Torrent.

Shri Umangbhai Hathisingh : Industrialist.

Shri Ashokbhai Gandhi : Eminent Advocate.

Shri Prafulbhai Anubhai : Industrialist and Educationist.

Shri Balchandra R. Shah : Eminent Advocate.

Shri Saurabh Soparkar : Eminent Advocate.

The other members of the management are also prominent personalities from

different walks of life.

There were other leading citizens who were deeply interested in expanding the

Horizons of education by establishing educational institutes in the city of Ahmedabad,

then known as Manchester of India.

Ahmedabad Education Society was extremely fortunate to get the dynamic

leadership of its founder members who had the vision to make Ahmedabad a seat

of learning and education. For this purpose land measuring 600 acres was purchased

in and around the city of Ahmedabad.

On account of this Ahmedabad Education Society has been able to assist

the other educational institutions by making available the land to the institutes

like Physical Research Laboratory (PRL). Indian Space Research Organisation

(ISRO), Ahmedabad Textile Industry Research Association (ATIRA), Castrol

Ahmedabad Education Society motoring institute, Blind Men’s Association (BMA)

giving training to the blind persons, Vikram Sarabhai Community Science Centre

(VSCSC), Gujarat Vishwa Kosh and others. H. L. College of Commerce had

the privilege to house Gujarat University in its building in the initial years.

Ahmedabad Education Society also generously donated Rs. 5 lacs for

establishment of the university.

The educational institutes established by Ahmedabad Education Society directly

or indirectly enjoy, status of being a ‘Leader’ in the field. Ahmedabad Education

Society has excellent arrangement for hostel facilities, separate hostels for both

boys and girls giving residential accomodation to more than 1000 boys and 250

girls.

Ahmedabad Education Society institutes have been lucky to get the services

of eminent personalaties like Shri VKRV Rao, Shri Gurmukh Nihalsing, Shri S. V.

Desai, Shri P. G. Mavlankar, Shri R. D. Desai and others as principals of its

colleges.

The present trustees are Shri Jaykrishna Harivallabhdas and Shri Shrenik

Kasturbhai and Hon. Secretary, Shri P. T. Munshaw. All the trustees possess

excellent track record in the Industrial field and take deep interest in education and

social development.

The society is planning to establish Institute of Technology and Research and

another pharmacy college in the near future.

Thus the number of educational institutes established by the society has

increased, such that, in various branches the number of students from Kindergarten

to post graduate level is more than 7000 students at college level and 3000 at

school level.

Ahmedabad Education Society established the first engineering college in

Gujarat in the name of L. D. Engineering College, which was handed over to the

Government of Gujarat.

4.4 General Information obtained from Documents

The Ahmedabad Education Society has dedicated academicians, theoreticians,

eminent professionals, industrialists and innovative entrepreneurs who are committed

to bring out the best potential in students.

The institutes can be called an ‘Educational Hub’ a center for excellence,

which contributes at higher levels imparting the best education in its particular field.

The Ahmedabad Education Society has founded such institutes which train graduates

and undergraduates in specific domains and courses. Students are integrated with

society, enhancing their own abilities besides contributing effectively to the progress

of the nation.

(4) L. M. College of Pharmacy :

Mission : The institution aims to provide quality of pharmacy educationto fulfil the requirements of pharmacentical industry and health needs of the societyat large and achieve excellence in pharmeceutical research. It provides educationin pharmacy at an affordable cost.

Vision : Being the premier college of pharmacy in India it wishes tointroduce the leading edge programs to respond to the needs of the students. Tonarrow down the gap between pharmaceutical industry and academy. (6) H. K. Primary Training College :

Mission : H. K. Primary Training College is an institute that providesintense training to the prospective and aspirant teachers. Not only does it educatethousands of students but also nurtures the excellence in each and every student.It promotes personal, spiritual, moral and special development in the trainees.

Objectives : The trainees develop the skills and competencies for adultlife by equipping them to take independent decisions and moral choices. Traineesprepare children to cope-up with the demands of ever changing society.

(7) A. G. High School and G. D. Parikh Higher Secondary School

Mission : The institution aims to achieve high quality teaching and deliversa sound educational program. It engages in a process of continuous self-improvementin order to increase the effectiveness of its educational programmes. Along withall round development of the students, promoting a culture which is rich in moralvalues, attitude, ethics and discipline is its aim.

4.6 Details of Infrastructure in the institutes :One of the important aspects of an ideal institute is good infrastructure. Data

has been collected from the sample institutes regarding the facilities offered..(1) H. L. College of Commerce :(A) Campus : A sprawling green campus with a colossal play ground for

various games and sports, a large open plaza with a permanent stage equippedwith a public address system where various programmes can be hosted, an elegantbuilding and an overall atmosphere that is conducive to learning. These are someof the unique features of H. L. College campus.

(B) Classrooms : Well ventilated, lighted and spacious classrooms equippedwith class-room broadcast system to facilitate easy interaction between teachersand students.

The staff room is well furnished and also has facilities like water cooler,phone connection, toilet etc.

(2) L. D. Arts College :

(A) Campus : Spread over an area of 11.04 acres (44980 sq. mts.) and has

a built up area of 1318.69 sq. mts., L. D. Arts College has one of the greenest

eco-friendly campuses in Ahmedabad. It has a variety of beautiful trees and several

laid out lawns along with adequate parking space. Besides allowing the students

abundant movement space, the campus is an inspiration to many early morning

walkers.

(B) Classrooms : The classrooms are spacious, well lighted and airy.

There are sufficient number of benches and other furniture. The staff room is

spacious well lighted and airy. The faculty members can interact with students

individually.

(C) Library : The college library has been renovated. The entire lot of books

have been enumerated and computerised. There are more than 77,000 books in the

library. There are a good number of magazines like India today, National Geography,

Gujarati journals available.

The library provides free access to faculty and regulated access to students.

The faculty is allowed unlimited use of the library. The students are allowed to

borrow four books at a time for a period of fifteen days, against their Library

Cards. The library houses all its books in properly locked steel cupboards. There

is also a library attendant to ensure the safety and security of all library materials.

The Library is kept open for 223 days in an academic year. It remains open

for 9 hours per day.

In the last five years, the total amount spent on the various books and

journals is approximately Rs 3,50,000.

The students are motivated to use the existing materials in the library by the

faculty who give them useful and stimulating reading lists for reference work. The

new arrivals are displayed on a board prominently placed in the library.

• Mobile racks are used for better utilizations of library space and easier

access of library materials.

• Cubicles are also provided.

• Computer facilities have been incorporated in library functions.

• A copier has been placed in the library to facilitate reprography.

(D) Computer Centre : The computer lab is well designed. The LAN

networking, scanner, printer, LCD projectors, CD/DVD writers are also installed

and used. The college also has BSNL broadband connection.

The computer laboratory has 50 computers. There is an audio visual room

for providing professional training effectively. There is a language laboratory

which also has 25 computers for developing communication skills.

The institution has comprehensively augmented its infrastructure in the last few

years. The computer laboratories have been modernized with updated hardware &

software. The Psychology and Geography Laboratories have also been upgraded.

The college has added an Audio Visual Room and Offices for IGNOU, BAOU,

CWDC and Vocational courses.

Both faculty and students are encouraged to use computers to update their

knowledge and to enhance their technical skills. This ultimately leads to accessing

information quickly and broadening the knowledge base.

The faculty is facilitated to prepare computer aided teaching-learning materials

by free access to computer facilities and the expert help of computer science

department faculty.

(E) Sports Facility : The college has a Gymkhana for Table-tennis and

Badminton and other indoor games. For outdoor sports the college has its own

tennis court, volleyball court, cricket and football grounds. The extensive grounds

of the college are very often used for inter-college and University tournaments as

well as for events organized by corporate houses and other colleges that do not

have such facilities.

(3) M. G. Science Institute :(A) Campus : It is the oldest and the biggest Science Institute of Gujarat.

The campus of M. G. Science Institute Building is surrounded by tall shady trees.There is a beautiful garden in front of the main entrance. There is separate areaallotted for parking of vehicles.

(B) Classrooms : There are twenty Classrooms. Ten on the ground floorand ten on the first floor. There is a Spacious Auditorium to hold seminars,workshops and guest lectures.

(C) Library : The library of the institute is well furnished, spacious and airy.Students are encouraged to read and update themselves with the latest paperpresentations. The library is fully computerized and students avail the facility ofbooks, journals, paper, magazines etc. The librarian assists the faculty and studentsto access the library.

(D) Computer Centre : The computer centre is well equipped. All thesystems are connected by Lan. There is internet facility also provided. Regularteaching can also be done in the computer lab. Training programs and workshopsare conducted not only for students but for faculty members as well. As such thewhole institute is tech-savvy. There is facility for obtaining printouts, reprographsin the computer lab.

(E) Sports Facility : There are 3 large playgrounds for cricket, hockey andfootball and one small ground for basketball and a Gymnasium for all indooractivities.

The play ground of the institute is always full of students playing differentgames. Prof. D. G. Chaudhary the Physical instructor conducts inter collegeTournaments, Games like Athletics, Badmintons, basketball, Chess, Cricket, Kho-Kho, kabbadi, Swimming, Table-Tennis, Volleyball. The college players paricipatedin various events of Khel-Mahakumbh and won many prizes.

(F) Laboratory : The institute has well equipped laboratories. There are 19state-of-the-art laboratories with highly sophisticated and advanced instruments likeUV spectrophotometer, Gas chromatograph, Lamear air flow, Carl zeiss petrographicmicroscopes etc.

Recently state of-the-Art plant tissue culture lab was set up with a grant ofRs. 7 lakhs from Department of Biotechnology and two computers for studentswere acquired.

(5) A. G. Teachers College :

(A) Campus : Achratlal Girdharlal College considered to be one of theleaders in training teachers has the following infrastructure.

• The built up area is 1292.75 sq. mts.

• The following labs are established as per NCTE norms : Methods lab,Psychology lab, Science labs, Computer lab with 26 terminals and internet facility.

(B) Classrooms : There are 5 big classrooms with a floor area of 258.77sq. mtrs. The staff room is spacious, well furnished and can accomodate 20 staffmembers together. There is a separate assembly hall of floor area 174.25 sq. mtrs.A separate ladies room measuring 19.39 sq. mtrs, a conference hall measuring92.88 sq. mtrs.

(C) Library : The carpet area of the library is 137.85 sqm and seatingcapacity of 50 chairs in the reading room students are issued a set of 5 booksfor the year.

The college has a well furnished library with a collection of 26,700 books.35 magazines, 6 national journals, 1330 reference books. Along with CD/DVDs andseveral educational cassettes, the library is computerized. Data is being entered in‘SOUL’ software and lending of books, stock verification, book bank activities arealso planned. Computer, Internet and Reprographic facilities are available. Staff andstudent access the facilities freely. Teacher educators avail the facility of Inflibnetfor their research work.

(D) Computer Centre : There is free access to education and relatedelectronic information, through the computer centre. The computer lab has 26computers where students can operate each one individually, Video resources,computer hardware and software, related technologies and other resources areavailable to the student teachers during the course of their study. The computerinstructor is well qualified and helps students to prepare teaching aids and powerpoint presentations.

(E) Sports Facility : Student teachers are encouraged to participate in sportsactivity with zeal. Team games, individual competitions are conducted frequentlyfor the overall performance. The sports ground is very large and suitable for alltypes of sports activities.

(A) Campus : The infrastructure details of the college is as follows :

• The Open area is 200 sq. mts. and the Playground area is 6536 sqm.

• There is a well maintained garden in front of the building.

(B) Classrooms : The class rooms are airy, spacious and well lighted. Thefurniture in the class rooms is adequate as per the number of students.

(C) Library : The library is a store house of books. There are 12325 books.There are 26 magazines and 3 newspapers and 113 dissertations, 60 books as partof the encyclopaedia. There are 3936 text books and 3 magazines published bythe college.

(D) Computer Centre : • There are 15 computers, 2 printers, 1 scanner andinternet facility, alongwith 2 TVs. Student operate the computer and prepare notes.The faculty members use the computer centre to prepare presentations.

(E) Sports Facility : In order to make the students physically fit andmentally strong different competitions are held Games like Volleyball, Kabbadi,besides meditation programs are conducted in the campus.

(F) Laboratory : The laboratory has an area of 77.07 sqm. There are219 scientific equipments, 13 models, 38 charts, 10 microscopes, 20 differentstands.

The institute gives equal importance to music. There are instruments which areput to daily use, namely Harmoniums : 2, Manjeera : 3, Khanjari : 2, Drums : 4,Tabla : 1.

(7) A. G. High School and G. D. Parikh Higher Secondary School :

(A) Campus : Considered to be one of the oldest schools the schoolbuilding and playground enclose one acre of land. There is separate parking facilityfor both teachers and students. In front of the building is a beautiful garden. Thereis separate water room, toilets and ladies room on all the floors. The wholebuilding has cross ventilation facilities.

(B) Classrooms : There are 10 classrooms on the ground floor, 10 on thesecond floor and 10 more on the third floor. There is a separate spacious officefor the principal, a huge administratative office and one big staff room on eachfloor.

silent reading. All kinds of journals and magazines which are of interest to both

teachers and students are subscribed. The teachers often visit the library and

prepare reference notes used in day-to-day teaching. The students have been

allotted library period.

The students are encouraged to pick up books of their interest on their own.

They have a library card in their diary. The library has 9230 books and is a

treasure house of knowledge.

(D) Computer Centre : The computer centre is well furnished with 65

computers. Students use the computer centre for their project work. The computer

instructor assists both the teachers and students to use the audio-visual aids

available. Computer is a compulsory subject at Std. X and Std. XII level. Internet

facility is limited to teachers only.

(E) Sports Facility : The school has a huge playground. Out door games

like, volley ball, basketball, badminton, cricket, kabaddi and athletics are conducted

regularly. The physical education instructor trains students to participate at district

state and national level for the competitions. The school conducts sports day every

year and prizes are given to the best performers.

(F) Laboratory : There are three different labs in the school. The students

of science stream conduct experiments in the physics, chemistry and biology labs

under the giudance of qualified teachers. The laboratory assistant is well trained

to handle lab equipments.

All the institutes have a good number of young administrative as well assupport staff. The zeal and enthusiasm to work and excel is a matter of creditto the institutes.

Appropriate ratio of female and male staff is maintained. Similarly the prescribedratio of administrative and support staff is noteworthy.

Above all the ratio between teaching and nonteaching is as per norms. Thegreatest assets of the society as well as the institutes are the Principals, who arethe stars for they are highly qualified team leaders, visionaries and men of letters.Apart from this, all the faculty members are well qualified, experienced, goodmotivators and role models for students. 4.8 Details of the financial health :The source of funding to the institutes is the society or the Management.

As it has been already stated earlier. The financial status of the society hasalways been very sound, since its inception.

The researcher has analysed the financial health of the individual institutestaking into consideration 3 samples being run by the Society. On the basis ofthe financial statements reported by the institutes, it is observed, that a verygood amount of the budget has been allocated by the Society to its institutes.Out of the budget allocated, the institutes have spent a good percentage on thepurchase of books and journals, furnitures and fixtures for the classrooms,purchase ofhi-tech equipments for the multipurpose hall, establishment of laboratory, forscholarships, prizes, procurement of sports goods and infrastructural developmentwhich includes other amenities as well.

have to submit the Final Eligibility Certificate before the end of the

first term. Admission cannot be granted without Provisional

(1) Admission : The institute looks forward to students joining thismost reputed, prestigious, the oldest and the biggest Science Institute ofGujarat.

This is the only Science Institute in Gujarat which imparts education in tensubjects at U.G. level. In addition to that the Institute also runs vocational coursein Biotechnology up to T.Y. Over and above tuition fees, the library fee Rs. 2/-, examination fee ofRs. 5/-, Students’ Aid Fee Re. 1/- and union, magazine and gymkhana fee ofRs. 11/- per term are to be paid with the tution fees immediately on admissionbefore a specified date. Failure to pay the fees will lead to cancellation of theadmission and the vacancy thus created will immediately be filled up.

Laboratory Caution Money of Rs. 10/- is to be paid by every student withhis tuition fees which is refundable in the manner prescribed for the Collegecaution money. At the end of each term each student shall pay for any loss orbreakage of apparatus for which he incurs such liabilities.

Transference Certificate : Students admitted to the College should producewithin one month from the date of admission, a leaving or Transference Certificatefrom the school or college last attended, testifying to the satifactory conduct ofthe student and the highest examination passed from that school or college.Eligibility Certificate is essential in the case of students from the Boards andUniversities other than Gujarat.

In exercise of the powers conferred under clause (e) and (g) of sub-section(1) of Section 26 of University Grants Commission Act, 1956 (3 of 1956), andin pursuance of the MHRD O.M.No.F.23-7/2008-lFD dated 23rd October, 2008,read with Ministry of Finance (Department of Expenditure) O,M.No,F.1-1/2008-lCdated 30th August, 2008, and in terms of the MHRD Notification No.1-32/2006-U,ll/U.i(1) issued on 31st December, 2008 and in supersession of the UniversityGrants Commission (Minimum Qualifications Required for the Appointment andCareer Advancement of Teachers in Universities and Institutions affiliated to it)Regulations, 2000, issued by University Grants Commission vide Regulation No.F.3-1/2000 (PS) dated 4th April, 2000, together with all amendments made thereinfrom time to time, the University Grants Commission hereby frames the followingRegulations, namely :-

1. Short title, application and commencement :1.1. These Regulations may be called the University Grants Commission

(Minimum Qualifications for Appointment of Teachers and otherAcademic Staff in Universities and Colleges and other Measures forthe Maintenance of Standards in Higher Education) Regulations,2010.

1.2. They shall apply to every university established or incorporated byor under a Central Act, Provincial Act or a State Act, every institution

including a constituent or an affiliated college recognized by theCommission, in consultation with the university concerned underClause (t) of Section 2 of the University Grants Commission Act,1956 and every institution deemed to be a university under Section3 of the said Act.

1.3 They shall come into force with immediate effect.

Provided that in the event, any candidate becomes eligible for promotion underCareer Advancement Scheme in terms of these Regulations on or after 31stDecember, 2008, the promotion of such a candidate shall be governed by theprovisions of these Regulations.

Provided further that notwithstanding anything contained in these Regulations, inthe event any candidate became eligible for promotion under Career AdvancementScheme prior to 31st December, 2008, the promotion of such a candidate underCareer Advancement Scheme shall be governed by the University Grants Commission(Minimum Qualifications Required for the Appointment and Career Advancementof Teachers in Universities and institutions affiliated to it) Regulations, 2000 notifiedvide Notification No. F.3-1/2000 (PS) dated 4 April, 2000, as amended from timeto time, read with notifications and guidelines issued by the University GrantsCommission (UGC) from time to time, in this regard.

2. The Minimum Qualifications for appointment and other service conditionsof University and College teachers, Librarians and Directors of PhysicalEducation and Sports as a measure for the maintenance of standards inhigher education, shall be as provided in the Annexure to these Regulations.

3. Consequences of failure of the Universities to comply with therecommendations of the Commission, as provision of Section 14 of theUniversity Grants Commission Act, 1956:

If any University grants affiliation in respect of any course of study to anycollege referred to in sub-section (5) of Section 12-A in contravention of theprovisions of the sub-section, or fails within a reasonable time to comply with anyrecommendations made by the Commission under Section 12 or Section 13, orcontravenes the provisions of any rule made under clause (f) of sub-section (2)of Section 25 or of any regulations made under clause (e) or clause (f) or clause(g) of Sub-Section (1) of Section 26, the Commission after taking into considerationthe cause, if any, shown by the University for such failure or contravention, maywithhold from the university the grants proposed to be made out of the fund ofthe Commission.

AnnexureUGC Regulations on Minimum Qualifications for Appointment of

Teachers and other Academic Staff in Universities and Colleges andMeasures for the Maintenance of Standards in Higher Education, 2010.

These Regulations are issued for minimum qualifications for appointment andother service conditions of University and College Teachers, Librarians, Directorsof Physical Education and Sports for the maintenance of standards in highereducation and revision of pay scales.

1.0.0 Coverage1.1.1 For teachers in the Faculties of Agriculture and Veterinary Science,

the norms /Regulations of Indian Council of Agricultural Research;for Faculty of Medicine, Dentistry, Nursing and AYUSH, the norms/Regulations of Ministry of Health and Family Welfare, Governmentof India; for Faculty of Education, the norms/Regulations formulatedin consultations with National Council of Teacher Education; forEngineering and Technology, Pharmacy and Management/BusinessAdministration, the norms/Regulations formulated in consultationswith All India Council for Technical Education; and the qualificationsin the field of rehabilitation and special education at Degree, PGDiploma and Masters level, the norms/Regulations formulated inconsultations with Rehabilitation Council of India, shall apply.

2.0.0 Pay Scales, Pay Fixation Formula and Age of Superannuation,etc.

2.1.0 The revised scales of pay and other service conditions including ageof superannuation in central universities and other institutionsmaintained and/or funded by the University Grants Commission(UGC), shall be strictly in accordance with the decision of theCentral Government, Ministry of Human Resource Development(Department of Education), as contained in Appendix-l.

2.2.0 The pay scale shall, in the central universities and other institutionsmaintained and/or funded by the UGC, be fixed in accordance withthe pay “fixation formula” developed by the UGC and approved bythe Ministry of Human Resource Development (MHRD), as containedin Appendix-ll.

2.3.0 The pay fixation formula for teachers shall apply for other positionsin the Library and Physical Education and Sports cadres in theCentral Universities and Colleges thereunder and Institutions Deemedto be Universities whose maintenance expenditure is met by theUGC.

2.3.1. The revised scales of pay and age of superannuation as providedin Clause 2.1.0 above, may also be extended to Universities, collegesand other higher educational institutions coming under the purviewof the State Legislature and maintained by the State Governments,subject to the implementation of the scheme as a composite one inadherence of the terms and conditions laid down in the MHRDnotifications provided as Appendix I and in the MHRD letter No.F.1-7/2010-U II dated 11 May, 2010 with all conditions specified by theUGC in these Regulations and other Guidelines.

2.3.2. Subject to the availability of vacant positions and fitness, teacherssuch as Assistant Professor, Associate Professor and Professoronly, may be re-employed on contract appointment beyond the ageof superannuation, as applicable to the concerned University, collegeand Institution, up to the age of seventy years.

Provided further that all such re-employment shall be strictly inaccordance with the guidelines prescribed by the UGC, from timeto time.

2.3.3. All other aspects which are not covered in these Regulations, onapplicability, financial assistance, date of implementation of revisedpay and allowances and payment of arrears, etc. shall be as laiddown in the MHRD Notifications provided as Appendix-l of theseRegulations and the MHRD letter No.F.1-7/2010-U II dated 11 May,2010.

3.0.0 Recruitment and Qualifications

3.1.0 The direct recruitment to the posts of Assistant Professors, AssociateProfessors and Professors in the Universities and Colleges shall beon the basis of merit through all India advertisement and selectionsby the duly constituted Selection Committees as per the provisionsmade under these Regulations to be incorporated under the Statutes/Ordinances of the concerned university. The composition of suchcommittees should be as prescribed by the UGC in these Regulations.

3.2.0 The minimum qualifications required for the post of AssistantProfessors, Associate Professors, Professors, Principals, AssistantDirectors of Physical Education and Sports, Deputy Directors ofPhysical Education and Sports, Directors of Physical Education andSports, Assistant Librarians, Deputy Librarians, Librarians will bethose as prescribed by the UGC in these Regulations.

3.3.0 The minimum requirements of a good academic record, 55% marks(or an equivalent grade in a point scale wherever grading system isfollowed) at the master’s level and qualifying in the National EligibilityTest (NET), or an accredited test (State Level Eligibility Test -SLET/SET), shall remain for the appointment of Assistant Professors.

3.3.1 NET/SLET/SET shall remain the minimum eligibility condition forrecruitment and appointment of Assistant Professors in Universities/ Colleges / Institutions.

Provided however, that candidates, who are or have been awardeda Ph. D. Degree in accordance with the University Grants Commission(Minimum Standards and Procedure for Award of Ph.D. Degree)Regulations, 2009, shall be exempted from the requirement of theminimum eligibility condition of NET/SLET/SET for recruitment andappointment of Assistant Professor or equivalent positions inUniversities / Colleges / Institutions.

3.3.2 NET/SLET/SET shall not be required for such Masters DegreeProgrammes in disciplines for which NET/SLET/SET accredited testis not conducted.

3.4.0 A minimum of 55% marks (or an equivalent grade in a point scalewherever grading system is followed) will be required at the Master’s

level for those recruited as teachers at any level from industries andresearch institutions and at the entry level of Assistant Professors,Assistant Librarians, Assistant Directors of Physical Education andSports.

3.4.1 A relaxation of 5% may be provided at the graduate and master’slevel for the Scheduled Caste/Scheduled Tribe/Differently-abled(Physically and visually differently-abled) categories for the purposeof eligibility and for assessing good academic record during directrecruitment to teaching positions. The eligibility marks of 55% marks(or an equivalent grade in a point scale wherever grading system isfollowed) and the relaxation of 5% to the categories mentionedabove are permissible, based on only the qualifying marks withoutincluding any grace mark procedures.

3.5.0 A relaxation of 5% may be provided, from 55% to 50% of themarks to the Ph.D. Degree holders, who have obtained their Master’sDegree prior to 19 September, 1991.

3.6.0 Relevant grade which is regarded as equivalent of 55% wherever thegrading system is followed by a recognized university shall also beconsidered eligible.

3.7.0 The Ph.D. Degree shall be a mandatory qualification for theappointment of Professors and for promotion as Professors.

3.8.0 The Ph.D. Degree shall be a mandatory qualification for all candidatesto be appointed as Associate Professor through direct recruitment.

3.9.0. The period of time taken by candidates to acquire M.Phil, and/orPh.D. Degree shall not be considered as teaching/ research experienceto be claimed for appointment to the teaching positions.

4.0.0 Direct Recruitment

4.1.0 Professor

A. (i) An eminent scholar with Ph.D. qualification(s) in the concerned/allied/relevant discipline and published work of high quality, activelyengaged in research with evidence of published work with a minimumof 10 publications as books and/or research/policy papers.

(ii) A minimum of ten years of teaching experience in university/college,and/or experience in research at the University/National levelinstitutions/industries, including experience of guiding candidates forresearch at doctoral level.

(iii) Contribution to educational innovation, design of new curricula andcourses, and technology - mediated teaching learning process.

(iv) A minimum score as stipulated in the Academic Performance Indicator(API) based Performance Based Appraisal System (PBAS), set outin this Regulation in Appendix III.

OR

B. An outstanding professional, with established reputation in the relevantfield, who has made significant contributions to the knowledge in theconcerned/allied/relevant discipline, to be substantiated by credentials.

4.2.0. Principal

(i) A Master’s Degree with at least 55% marks (or an equivalent gradein a point scale wherever grading system is followed) by a recognizedUniversity.

(ii) A Ph.D. Degree in concerned/allied/relevant discipline(s) in theinstitution concerned with evidence of published work and researchguidance.

(iii) Associate Professor/Professor with a total experience of fifteen yearsof teaching/research/administration in Universities, Colleges and otherinstitutions of higher education.

(iv) A minimum score as stipulated in the Academic Performance Indicator(API) based Performance Based Appraisal System (PBAS), as setout in this Regulation in Appendix III for direct recruitment ofProfessors in Colleges.

4.3.0 Associte Professor

(i) Good academic record with a Ph.D. Degree in the concerned/allied/relevant disciplines.

(ii) A Master’s Degree with at least 55% marks (or an equivalent gradein a point scale wherever grading system is followed).

(iii) A minimum of eight years of experience of teaching and/or researchin an academic/research position equivalent to that of AssistantProfessor in a University, College or Accredited Research Institution/industry excluding the period of Ph.D. research with evidence ofpublished work and a minimum of 5 publications as books and/orresearch/policy papers.

(iv) Contribution to educational innovation, design of new curricula andcourses, and technology - mediated teaching learning process withevidence of having guided doctoral candidates and research students.

(v) A minimum score as stipulated in the Academic Performance Indicator(API) based Performance Based Appraisal System (PBAS), set outin this Regulation in Appendix III.

4.4.0 Assistant Professor

4.4.1. Arts, Humanities, Sciences, Social Sciences, Commerce, Education,Languages, Law, Journalism and Mass Communication

(i) Good academic record as defined by the concerned university withat least 55% marks (or an equivalent grade in a point scale wherevergrading system is followed) at the Master’s Degree level in a relevantsubject from an Indian University, or an equivalent degree from anaccredited foreign university.

(ii) Besides fulfilling the above qualifications, the candidate must havecleared the National Eligibility Test (NET) conducted by the UGC,CSIR or similar test accredited by the UGC like SLET/SET.

(iii) Notwithstanding anything contained in sub-clauses (i) and (ii) to thisClause 4.4.1, candidates, who are, or have been awarded a Ph. D.Degree in accordance with the University Grants Commission(Minimum Standards and Procedure for Award of Ph.D. Degree)Regulations, 2009, shall be exempted from the requirement of theminimum eligibility condition of NET/SLET/SET for recruitment andappointment of Assistant Professor or equivalent positions inUniversities/Colleges/Institutions.

(iv) NET/SLET/SET shall also not be required for such MastersProgrammes in disciplines for which NET/SLET/SET is notconducted.

4.4.2. Music, Performing Arts, Visual Arts and other Traditional IndianArt forms Like Sculpture, etc.

4.4.2.1. Music and Dance Discipline

1. Assistant Professor :

(i) Good academic record with at least 55% marks (or an equivalentgrade in a point scale wherever grading system is followed) at theMaster’s Degree level, in the relevant subject or an equivalent degreefrom an Indian/Foreign University.

(ii) Besides fulfilling the above qualifications, candidates must have clearedthe National Eligibility Test (NET) for lecturers conducted by theUGC, CSIR, or similar test accredited by the UGC. Notwithstandinganything contained in the sub-clauses (i) and (ii) to this Clause4.4.2.1, candidates, who are, or have been awarded Ph. D. Degreein accordance with the University Grants Commission (MinimumStandards and Procedure for Award of Ph.D. Degree) Regulations,2009, shall be exempted from the requirement of the minimumeligibility condition of NET/SLET/SET for recruitment andappointment of Assistant Professor or equivalent positions inUniversities / Colleges / Institutions.

(iii) NET/SLET/SET shall also not be required for such MastersProgrammes in disciplines for which NET/SLET/SET is notconducted.

OR

(i) A traditional and a professional artist with highly commendableprofessional achievement in the concerned subject, who should have:

(a) Studied under noted/reputed traditional masters and has thoroughknowledge to explain the subject concerned;

(b) A high grade artist of AIR/TV; and

(c) Ability to explain the logical reasoning of the subject concernedand adequate knowledge to teach theory with illustrations inthat discipline.

(iii) Has made significant contributions to the knowledge in the subjectconcerned, as evidenced by quality of publications.

(iv) Contribution to educational innovation such as designing of newcourses, curricula and/or outstanding performing achievement in thefield of specialization.

OR

(i) A traditional and a professional artist with highly commendableprofessional achievement in the concerned subject, who should beor have:

(a) ‘A’ grade artist of AIR/TV;

(b) Eight years of outstanding performing achievements in thefield of specialization;

(c) Experience in designing of new courses and /or curricula;

(d) Participation in Seminars/Conferences in reputed institutions;and

(e) Ability to explain the logical reasoning of the subject concernedand adequate knowledge to teach theory with illustrations inthat discipline.

Provided that the recognition for significant professional shall bevalid only if the same is recommended unanimously by a 3-MemberCommittee of Experts appointed by the Vice-Chancellor of theUniversity.

(iii) Desirable :

1. Teaching, industrial research and / or professional experience ina reputed organization;

3. First Class Master’s Degree in appropriate branch ofspecialization in Pharmacy.

(ii) Desirable :

1. Teaching, research industrial and / or professional experience ina reputed organization; and

2. Papers presented at Conferences and / or in refereed journals.

2. Associate Professor :

(i) Essential :

1. A basic degree in pharmacy (B. Pharm.).

2. Registration as. a pharmacist under the Pharmacy Act, 1948, asamended from time to time, including any succeeding enactments.

3. A Ph.D. Degree with First Class at Bachelor’s or Master’sDegree in the appropriate branch of specialization in Pharmacy,and experience of eight years in teaching, research, industryand / or profession at the level of Lecturer or equivalent grade;excluding period spent on obtaining the research degree.

3. A Ph.D. Degree with First Class at Bachelor’s or Master’sDegree in the appropriate branch of specialization in Pharmacy,and experience of ten years in teaching, research, industry and/ or profession at the level of Lecturer or equivalent grade;

(iii) Desirable :

1. Teaching, industrial research and / or professional experience ina reputed organization;

2. Published work, such as research papers, patents filed / obtained,books, and / or technical reports;

3. Experience of guiding the project work, dissertation of postgraduate or research students or supervising R&D projects inindustry;

4. Demonstrated leadership in planning and organizing academic,research, industrial and / or professional activities; and

5. Capacity to undertake / lead sponsored R&D, consultancy andrelated activities.

For avoidance of doubt, it is hereby clarified that :

1. If Class or Division is not declared at the Bachelor’s or Master’sDegree levels, an aggregate of > = 60% or equivalent CumulativeGrade Point Average (CGPA) is to be considered as equivalentto First Class.

4.4.7. Qualifications Prescribed for Faculty Positions in the Regulations ofNCTE.

A. Qualifications for B.ed. Course :

(i) Principal / Head (in multi-faculty institution) :

a. Academic and professional qualification will be as prescribed forthe post of lecturer;

b. Ph.D. in Education; and

c. Ten years teaching experience out of which at least five yearsteaching experience in a Secondary Teacher EducationalInstitution.

Provided that, in the event of non-availability of eligible and suitablecandidates for appointment as Principal / Heads as per above eligibilitycriteria, it would be permissible to appoint retired Professor / Headin Education on contract basis for a period not exceeding one yearat a time, till such time the candidates complete sixty five years ofage.

(ii) Assistant Professor :

a. Foundation Courses

1. A Master’s Degree in Science / Humanities / Arts with50% marks (or an equivalent grade in a point scale wherevergrading system is followed);

2. M. Ed. With at least 55% marks (or an equivalent gradein a point scale wherever grading system is followed); and

3. Any other stipulation prescribed by the UGC / any suchaffiliating body / State Government, from time to time forthe positions of principal and lecturers, shall be mandatory;

1. A Master’s Degree in subject with 50% marks (or anequivalent grade in a point scale wherever grading systemis followed);

2. M. Ed. Degree with at least 55% marks (or an equivalentgrade in a point scale wherever grading system is followed);and

3. Any other stipulation prescribed by the UGC / any suchaffiliating body / State Government, from time to time forthe position of principal and lecturers, shall be mandatory.

Provided that at least one lecturer should have specializations in ICTand another in the special education.

B. Qualifications for M.Ed. Course :

(i) Professor / Head :

a. A Master’s Degree in Arts / Humanities / Sciences /Commerce and M. Ed. each with a minimum of 55%marks (or an equivalent grade in a point scale wherevergrading system is followed), OR

M. A. (Education) with 55% marks (or an equivalent gradein a point scale wherever grading system is followed) andB. Ed. each with a minimum of 55% marks (or an equivalentgrade in a point scale wherever grading system is followed);

b. Ph. D. in Education; and

(ii) Associate Professor :

a. A Master’s Degree in Arts / Humanities / Sciences /Commerce and M. Ed. each with a minimum of 55%marks (or an equivalent grade in a point scale wherevergrading system is followed), OR

M. A. (Education) and B. Ed. each with a minimum of55% marks (or an equivalent grade in a point scale wherevergrading system is followed);

b. Ph. D. in Education; and

c. At least eight years of teaching experience in Universitydepartment of education or College of Education, with aminimum of three years at the M. Ed. level and haspublished work in the relevant area of specialization.

(iii) Assistant Professor :

a. A Master’s Degree in Arts / Humanities / Sciences /Commerce and M. Ed. each with a minimum of 55%marks (or an equivalent grade in a point scale wherevergrading system is followed), OR

M. A. (Education) and B. Ed. each with a minimum of55% marks (or an equivalent grade in a point scale wherevergrading system is followed); and

C. Qualifications for M.P.Ed Course :

(i) PRINCIPAL / HEAD:

a. A Master’s degree in Physical Education with 55% marks(or an equivalent grade in a point scale wherever gradingsystem is followed);

b. Ph.D. in Physical Education or equivalent published workin Physical Education; and

c. Ten Years teaching experience out of which five yearsexperience shall be in a college Physical Education.

Provided that in the event of non-availability of eligible andsuitable candidates for appointment as Principal / Head as perabove eligibility criteria, it would be permissible to appointretired Principal / Head in Physical Education or contract basisfor a period non exceeding one year at a time till such timethe candidates complete sixty five years of age.

(ii) Professor :

a. A Master’s Degree in Physical Education with a minimumof 55% (marks or an equivalent grade in a point scalewherever grading system is followed);

b. Ph.D. in Physical Education or equivalent published work.

ORDINANCE 47STUDENTS DISCIPLINE

(Section 6(xxii), Statute 28(1))1. Discipline includes the observance of good conduct and orderly behaviour

by the students of the University;2. The following and such other Rules as framed by the University from

time to time, shall strictly be observed by the students of the University;2.1 Every student of the University shall maintain discipline and

consider it his/her duty to behave decently at all places;2.2 No student shall visit places or areas declared by the University

as “Out of Bounds” for the students;2.3 Every student shall always carry on his/her Identity Card issued

by the competent authority;2.4 Every student, who has been issued the Identity Card, shall have

to produce or surrender the Identity Card, as and when requiredby the University;

2.5 Any student found guilty of impersonation or of giving a falsename shall be liable to disciplinary action;

2.6 The loss of the Identity Card, whenever it occurs, shall immediatelybe reported in writing to the competent authority; and

2.7 If a student is found to be continuously absent from Classeswithout information for a period of 15 days in one or moreClasses, his/her name shall be struck off the rolls. He/she may,however, be readmitted within the next fortnight by the Dean onpayment of the prescribed readmission fee etc. He/she will not bereadmitted beyond the prescribed period.

3. Indiscipline shall include :3.1 Irregularity in attendance, persistent idleness or negligence or

indifference towards the work assigned;3.2 Causing disturbance to a Class or the Office or the Library, the

auditorium and the Play Ground etc.;3.3 Disobeying the instructions of teachers or the authorities;3.4 Misconduct or misbehaviour of any nature at the time of elections

to the student bodies or at meetings or during curricula!” orextra-curricular activities of the University;

3.5 Misconduct or misbehaviour of any nature at the ExaminationCentre;

3.6 Misconduct or misbehaviour of any nature towards a teacher orany employee of the University or any visitor to the University;

3.7 Causing damage, spoiling or disfiguring to the property/equipmentof the University;

3.8 Inciting others to do any of the aforesaid acts;3.9 Giving publicity to misleading accounts or rumour amongst the

students;3.10 Mischief, misbehaviour and/or nuisance committed by the residents

of the hostels;3.11 Visiting places or areas declared as ‘out of bounds’ for the

students;3.12 Not carrying the Identity cards issued by the Proctor;3.13 Refusing to produce or surrender the Identity Card as and when

required by - Proctorial and other Staff of the University;3.14 Any act and form of sexual harassment, ragging or discrimination

on the basis of caste, category, religion, race;3.15 Engaging in unlawful activities that includes membership of banned

organizations, organizing meetings and processions without duepermission of the competent authorities; and

3.16 Any other conduct anywhere which is considered to be unbecomingof a student.

4. Students found guilty of breach of discipline shall be liable to suchpunishment, as prescribed below:

(1) Fine;

(2) Campus Ban;

(3) Expulsion; and

(4) Rustication.

However, no such punishment shall be imposed on an erring studentunless he / she is given a fair chance to defend himself/herself. This shallnot preclude the Vice-Chancellor from suspending an erring student duringthe pendency of disciplinary proceedings against him / her.

5. All powers relating to discipline and disciplinary action in relation to thestudent shall vest in the Vice-Chancellor. However, the Vice-Chancellormay delegate all or any of his powers as he deems proper to thecompetent authority or to the Discipline Committee as the case may beor any functionary of the University.

6. (i) Without prejudice to Section 11(5) and also Statute 28(1), there shallbe a Discipline Committee comprising of the following members:

(1) Vice-Chancellor’s nominee or Pro-Vice-Chancellor

(2) Dean Students’ Welfare

(3) Deans of the Schools

(4) Warden, who shall be invited, when the matter concerning his/her Hall of Residence is required to be placed before theCommittee for consideration

(5) Proctor (Member/Secretary)

(ii) Subject to any powers conferred by the Act and the Statute on theVice-Chancellor, the Committee shall take cognizance of all mattersrelating to discipline and proper standards of behaviour of thestudents of the University and shall have the powers to punish theguilty as it deems appropriate.

(iii) The said Committee shall, make such Rules as it deems fit for theperformance of its functions and these Rules and any other Ordersunder them shall be binding on all the students of the University.

(iv) The recommendations of the Discipline Committee shall be submittedto the Vice-Chancellor whose decision will be final and binding.However, the Vice-Chancellor, if he is of the opinion that the casemerits’ review, may refer the case back to the Discipline Committeefor reconsideration.

(v) Appeal against the decision of the Vice-Chancellor will be dealt inaccordance with the provisions of Section 34 of the CentralUniversities Act 2009.

(vi) One-third of the total members shall constitute the quorum for ameeting of the said Committee.

Ambedkar Open University : The L. D. Arts College is also recognized as one

of the biggest study centres of Indira Gandhi National Open University (IGNOU)

Lakshmichand Medal and Ms. Udhwani Monika received Late Shri LakshmidasKarsanji Dholakia Medal at the M. Com. examination conducted by Gujarat University.

At the PCC exams held in November, 2009 Mr. Arjun Adhia of the collegesecured 25th rank at All India Level and Haresh Shahejwani secured 46th rank. OurG. S. Jiten Trivedi bagged the prize for securing 100% .marks in AdvancedAccounting at the PCC.

Miss Jayna Amin, participated at the International Jr. Badminton competitionat New York (USA) and secured the 1st place. She also won the Pennsylvaniaopen tournament at USA.

She has been recipient of the Sardar Patel Award by Government ofGujarat for her Excellent Performance in Badminton that includes a cash awardof Rs. 25,000. She also won the championship at Gujarat Major Rankingcompetition.

Mr. Jaydev Unadkat Represented India in under 19 world cup competitionheld at Australia during 2009. He played 4 matches and took 6 wickets. He wasfurther selected for the under 19 World cup held at Newzealand in January, 2010,where he played 4 matches and took 7 wickets.

Besides these international achievements, H. L. has also reached a milestoneof sorts at the Gujarat University sports meet. It is for the first time in the historyof H. L. College of Commerce that students won the overall Championship trophyfor sports at the Gujarat University Intercollegiate competition with a total of 50points.

The second meet was held in 2010-11. It was also a grand success andbrought many illustrious ex-students with great determination to contribute to thegrowth of the institute. The third meet recently held at Rajpath Club attractedaround 275 alumni and they showed willingness to financially support poor studentsof the college. They pledged to help the poor students every year.

M. G. Science Alumni Association (M. A. A.) :M. G. Science Institute has provided an excellent opportunity to its alumni

to pursue higher studies for outstanding careers.There was constant demand from the old students to form an alumni association

(8) The Institute has started a UGC sponsored Instruments MaintenanceFacility (IMF) centre with the aim to provide the facility of repairing andservicing various instruments used in different Laboratories.

(9) A medical camp was organized in Dudheswar slum area to test diabetesand blood pressure of 100 persons under the extension activities ofUGC. Booklets containing complete details on Cancer, Diabetes andAIDs, prepared in Gujarati language by VISA club of the Institutre weredistributed in the area.
