6. Implementation and Governance6.1 Responsibility for the Program
A range of Queensland Government agencies have responsibility for various aspects of the Program (see Table 6.1 1). Overall responsibility for the GBR coastal zone strategic assessment lies with the DSDIP with strategic support from DEHP and the Department of the Premier and Cabinet (DPC). Queensland Government acknowledges that the names of agencies may evolve over the life of the Program as a result of machinery of government changes.

6.2 Implementation of the Program
An important element of the strategic assessment is the implementation of the proposed Program, including the proposed strengthened arrangements and forward commitments. Table 6.4 1 outlines the implementation arrangements and how delivering the strengthening management and forward commitments will help achieve the Program objectives and commitments. Clear timeframes for implementation are included for each proposed new measure or forward commitment, as well as clear accountability for delivery by the relevant agency. Timing of implementation will be dependent on Australian Government endorsement of the Program.
6.3 Governance
Establishment of a new intergovernmental steering committee is proposed to ensure continued engagement between governments and an ongoing collaborative approach to management of coastal development issues. The committee would oversee implementation of the two complementary strategic assessments and development of the long term sustainability plan. The committee would report to the Standing Committee of officials and ultimately the Great Barrier Reef Ministerial Forum.
The Coastal Development Intergovernmental Steering Committee will have senior membership from the Australian Government, the GBRMPA, DSDIP, DEHP and DPC. The Australian Government and DPC will co-chair the steering committee. The Coastal Development Intergovernmental Steering Committee will be responsible for reporting annually to the Great Barrier Reef Ministerial Forum on implementation of the two strategic assessments and the development of the long term sustainability plan.
6.4 Ongoing stakeholder engagement
