8.29 Sampling telephone area codes. The United States currently has approximately 287 Numbering Plan Areas (NPAs) in service, corresponding to geographic regions. Each NPA is identified by a three-digit code, commonly called an area code. 8.30 Paying taxes. In April 2014, a Gallup Poll asked two questions about the amount one pays in federal income taxes.21 Here are the two questions:

One of these questions drew 52% saying the amount was fair or about right; the other, only 41%. Which wording produced the higher percentage? Why?

8.31 Wording of questions. Do the opinions of Canadians and Americans differ on the right of citizens to bear arms? Although the population of the U.S. is about 10 times that of Canada, the estimated number of privately owned firearms is 25 times higher in the U.S. When Gallup asked a random sample of 1002 American adults the question, “Do you think there should or should not be a law that would ban the possession of handguns, except by the police and other authorized persons?”, 35% said there should be a law banning possession of handguns. 8.49 The Canadian census. The Canadian government’s decision to eliminate the mandatory long-form version of the census and to move these questions to an optional survey has many concerned. Many members of the business community and economists stressed the importance of the census data for crafting public policy. The minister of industry was given the task of defending the government’s decision. In response to an argument that making the long form of the census voluntary would skew the data by eliminating the statistical randomness of the survey, the minister replied: “Wrong. Statisticians can ensure validity with a larger sample size.”32 Is the minister correct? If not, explain in simple terms the error in his statement.
