CHAPTER-THREE

PROFILE OF EMPLOYEES STATE INSURANCE

SCHEME IN ODISHA

The State of Odisha is situated in the north-eastern part of the Indian Peninsula extending

from 17.31’ N latitude to 81.29’ E longitude. It is bound by the Bay of Bengal on the east,

West Bengal on the north-east, Jharkhand on the north, Chhattisgarh on the west and Andhra

Pradesh on the south. The state of Odisha was formed on 1/4/1936. Presently it comprises of

30 districts with a total area of 1,55,707 sq.Kms., inhabited by about 3.76 crore people, most

of whom speak Odia. Odisha offers not only nature in all its glory with its beaches, rivers,

waterfalls, hills, forests, wild life, but also a great tradition of architecture, monuments and

sculptures. In fact, the entire length and breadth of the State is dotted with about 4000

monuments and archaeological sites. The State has rich cultural tradition and gave Odissi

Dance its form. The great poet Jaydev composed the immortal Geet Govind here. It is the

land of Lord Jagannath, Udayagiri-Khandagiri caves, Dhauli Buddhist Temple, Sun Temple

at Konark and Chilika Lake.

In the beginning, ESI scheme was implemented for the first time in Odisha at just 4

industrial centers in January, 1960,, namely Brajrajnagar, Cuttack, Chowdwar and

Rajgangapur. The initial coverage of insured persons of the above centers was 2,300.

Thereafter, the Scheme was extended to other industrial areas in phases. Keeping pace with

the process of industrialization, the scheme today, stands implemented in Odisha at over 57

centers spread over in 20 districts of the State. The Act now applies to over 8,367 factories

and establishments across the State, benefiting about 2.5 lakhs family units of workers in the

lower wage bracket. As of now, the total beneficiary population stands at 9.71 lakhs.

3.1 Implementation of ESIC IT Project “PANCHDEEP” i n Odisha

With a view to providing hassle-free services to the stakeholders, ESIC has introduced IT

Project “PANCHDEEP” for which the work has been entrusted to M/S. WIPRO under

BOOT (Build, Own, Operate and Transfer). The project constitutes the following:

PRAGATI A central ERP for all functionalities of Administration, Finance and

connectivity of ERP with banks, employers and offices. Cross

availability of all data amongst all administration entities.

PEHCHAN Providing positive identification to IPs. Provision of two identical

Pehchan Cards with the static data of the IPs and their family.

PASHAN Hardware for data center, Disaster Recovery, Desktops/ PCs/ Printers

for all users in headquarters office, State Directorate, RO/SRO,

Hospitals, Dispensaries etc.

MILAP Networking of all locations, bandwidth, IP Technology and VC to

connect all high offices.

DHANWANTRI All hospitals/ dispensaries to work on central application cross

availability of all data amongst all medical entities and integration of

medical equipments.


Odisha is placed 4th phase of implementation. However, in the mean time, the progress in all

five modules in the state is as below:

3.2 Implementation and Coverage

The ESI Scheme is being implemented area-wise in a phased manner. As per the provisions

of ESI Act, the administration of medical care rests with the concerned State Governments.

Accordingly, a phased programme for implementing the scheme is formulated every year in

consultation with the State Government and Director of ESI Scheme.

3.3 Progress in Revenue Recovery

In order to accelerate the pace of recovery,, new provisions ( Section 45-C to 45-I) were

added to the ESI (Amended) Act, in 1989, in the Principle Act enabling the Corporation to

set up its own recovery machinery for recovery of ESI dues. Accordingly, revenue recovery

machinery in Odisha was set up in 1993. The recovery is made largely through:

� Pursuance by personal visits

� Part-payment

� Bank attachments and

� Attachment and sale of movable properties is being adopted wherever needed.

3.4 Cash Benefit

Cash benefits are paid to insured persons in the contingency of sickness or extended sickness

on account of certain specified diseases, maternity, temporary or permanent disablement

arising out of an employment injury and dependent’s benefit in the form of periodical

payments to the dependents of an insured person who dies as a result of an occupational

disease or an employment injury. Funeral expenses are also met. Cash benefit payments are

disbursed at the branch offices or pay offices set up in the implemented areas of the region

where the scheme is in operation. Odisha region has a infrastructure of a Regional Office, a

Camp Office at Rourkela and 24 Branch Office and 9 Inspectorate Office. To have a

corporate look, the Branch Offices have been shifted to suitable accommodations. All the

essential materials, including basic amenities for the insured persons required for the branch

offices have been provided computerization of the entire offices is in full swing and this

region is likely to go live very soon. Stress has been laid on improved work culture and work

environment in the offices through better housekeeping function, provision of basic

amenities. All sorts of steps have been taken to develop potential skill and positive human

relationship through Training Programme of staff members and officers including computer

training programme.
