MPO Policy Board Draft Minutes: September 26, 2018

Call to Order:

Kathy Galvin called the meeting to order at 4:04 p.m.

Matters from the Public:

Sean Tubbs from the Piedmont Environmental Council spoke about two projects on the LRTP

that he hoped would remain on the vision list. The first is the Sunset/Fontaine connector and the

second is the South Pantops connector bridge.

Response to Matters from the Public:

Review and Acceptance of the Agenda:

The agenda was unanimously accepted with that change.

Approval of Minutes:

Mr. Signer moved to approve the minutes and Mr. Lynch seconded and the minutes were

approved unanimously.

2045 LRTP

Mr. zumFelde discussed the timeline for the overall process. Scenario A deals with Capacity,

Scenario B deals with Connectivity and Scenario C deals with Multi-modal. As a side note,

Hydraulic/29, Fontaine/250 Bypass and West Main Street Multi-modal are in every scenario.

Mr. Proctor noted that none of the scenarios are constrained yet.

Mr. zumFelde noted that the model does not include bike/ped improvements. He went on to

present scenario results including the feedback received from CTAC.

Mr. Lynch asked whether smart vehicles had been taken into consideration.

Mr. zumFelde replied that they will probably be in a model next time the LRTP is completed, but

not for this one.

Mr. Gallaway expressed concern that there isn’t that big of a change with the improvements. He

asked why it would be a good idea to spend the money on the improvements if there is only a

small increase.

Mr. Boyles noted that as this measure is continually used to narrow projects down, only then will

the staff and the board be able to drill down on ROI.

Mr. Proctor said that once the board gets to a preferred scenario and project list, then they will

get constrained.

Potential Priority Projects

Mr. zumFelde noted that the City’s Neighborhood Development Services responded to the

scenarios by stating they do NOT want to move forward:

• South Pantops bridge

• Free Bridge project

There will be a meeting on October 17 to discuss the public’s opinions on the project scenarios.

The goal for that meeting will be to determine what projects won’t move forward and what will

stay on the visioning list.

Mr. zumFelde noted that at the next meeting, or next several meetings, the MPO will have a

better idea of money for the projects.

Mr. Signer noted that each of the projects are so significant that he felt it was important to review

each scenario one by one.

Mr. Proctor noted that during the last round there was more information to review on the

projects, but this round there is less time available to review them all. He also noted that each of

these projects will remain in the vision list.

Ms. Monteith voiced that she feels like she needs a better understanding of the projects before

she would be comfortable making decisions about them.

Mr. Gallaway wants to rank each of the projects.

Mr. Proctor noted that the projects have been ranked in every round.

Ms. Galvin asked for an additional meeting to discuss the projects. She suggested that an email

be sent to other members to see if there are other questions that need to be answered. She also

said having the October 17 data would be very helpful in making those decisions.

Mr. Proctor said the meeting would need to be two hours to discuss the projects in depth.

MPA-21 Performance Measures

Mr. zumFelde reminded the Board that MAP-21 is federally mandated and requires that states

and MPOs set performance targets related to Safety (PM1), Asset Condition (PM2), System

Performance (PM3), and Transit Asset Management (PM4). The MPO must set targets for PM2

and PM3 by November 14 and PM4 by October 1. The MPO has the option to adopt the

statewide targets or set their own based on local conditions. He also reminded the Board that

these performance measures must be included in the TIP and the LRTP.

He asked the board to either adopt the statewide target or decide to create their own.

Mr. Gallaway made a motion to adopt the performance measures as recommended by the Staff.

Mr. Lynch seconded the motion and it passed unanimously.

Staff Reports

TIP

Mr. zumFelde noted there was a slight administrative adjustment to the TIP. There was a shift in

monies from bridge maintenance to road maintenance.

Mr. zumfelde noted that the Tier II Statewide Transit Asset Management Plan (TAM) will be

included in TIP and LRTP going forward.

Mr. Gallaway made a motion to approve the TAM Plan and Mr. Lynch seconded and the motion

was passed unanimously.

Jefferson Area Bike/Ped Plan

Mr. zumFelde went on to report on the Jefferson Area Bike/Ped Plan. He said it is a regional plan

with urban and rural focus, but most of the recommendations are in the urban area. There has

been public outreach with both the PDC and the PEC. There has been a review of the existing

recommendations, and corridors and projects have been identified.

He went on to say that they have created a map of the existing network with what the existing

plans are and also the proposed/recommended corridors.

There is a public open house on October 17 from 5:30 – 7:30 in the Water Street Center to get

input from the public on this. The goal is to have the plan adopted in January.

RTP

Mr. zumFelde reported the next meeting for the RTP is on October 24 at 4:00 p.m.

Mr. Boyles reported that he is meeting with a group on 10/27 at 12:30 to develop a service

agreement between the City and the County regarding transit services to put into place fiscal year

2020.

MPO/SAW Joint Meeting

The Annual MPO/SAW joint meeting will be on October 10 at 10 a.m. The location has been

changed to the transit facility in Fishersville

The next MPO meeting will be on November 28 and the meeting to review and create a priority

list for the Smart Scale projects to be determined.

Additional Matters from the Public

Mr. Neal Williamson mentioned that according to the MPO rules, it is necessary to have one

person from each jurisdiction at the meeting to meet quorum.

Ms. Galvin asked to put that reminder information in the email to the Board members re: the next

meeting.

Ms. Galvin adjourned the meeting at 5:51 p.m.

Round 1 Scenario Results

IntroductionLong Range Transportation Planing involves evaluating potential projects using a scenarios based approach. This approach allows groups of projects to be evaluated to better understand their regional impact on the the Plan’s goals and objectives. The scenario approach also allows for the integration of performance measures into the evaluation process. This poster highlights the projects evaluated in the first round of scenario planning. An additional 2 rounds of scenarios evaluation will be included in the planning process. Each subsequent round will have fewer projects. Details on each project are provided on the project display. Each scenario is evaluated against the baseline condition and each other. See below for results.

corridor. • Description: Widen bypass from 4 to 6 through lanes

from Exit 118 to Barracks Road. Reconstruct interchanges/bridges at Fountain Ave, Ivy Rd, old Ivy Rd.

• Key Benefit: Reduction in System delay by 520 vehicles hours or a 5% reduction in delay.

a Principle Arterial of the National Highway System (NHS).
