PREAMBLE
BELIEVING in the right of all Indigenous people to participate in the
political process of Canada in order to achieve a just and equitable
position for Indigenous peoples within and alongside Canadian society;
COMMITTED to the socio-economic betterment of Indigenous people and
the recognition of Indigenous nations, Indigenous peoples, their rights,
and treaty rights, including but not limited to those highlighted within
The Truth and Reconciliation recommendations as well as the
United Nations Declaration on Rights of Indigenous Peoples (UNDRIP);
DEDICATED to the creation of a caring society and healthy environment
in which all peoples may peacefully flourish in harmony with Mother
Earth, so as to ensure a place for our generations to come;
BELIEVING that the philosophy and ideology of the Liberal Party of
Canada is compatible with the aspirations of Indigenous peoples and best
suited to work alongside and with Indigenous nations and peoples that
Canada shares territory with; and,
THEREFORE the hereinafter described organization is constituted as a
Commission of the Liberal Party of Canada with the principal objectives
of representing and promoting the interests of Indigenous peoples within
the Liberal Party of Canada and encouraging the active participation of
Indigenous peoples at all levels within the Party.

ARTICLE I
NAME
1.01 The name of the organization shall be “The Indigenous Peoples’ Commission of the Liberal Party
(IPC) of Canada” (LPC) hereinafter referred to as the Indigenous Commission.
ARTICLE II
MEMBERSHIP WITHIN THE IPC
2.01 Any Indigenous person, “who, in accordance with the Liberal Party of Canada’s Constitution and
By-law 4 – Registered Liberals, has met the qualifications to be a Registered Liberal and is in good
standing with the Liberal Party of Canada is a Member of the IPC.
2.03 For the purposes of this Commission, an Indigenous person shall be defined in accordance with
the following:
a) “Indigenous” refers to the “Indian, Inuit and Métis peoples of Canada” [terminology as per 35.
(1) Constitution Act, 1982]; and
b) Without limiting the generality of paragraph (a) an Indigenous person includes a person who
i) self identifies as an Indigenous person and
ii) provides either reasonable proof of Indigenous ancestry or reasonable proof that the
Indigenous community accepts him/her as an Indigenous.
2.04 Where a person’s Indigenous identity is challenged the Vice-Chair for Membership and
Organization shall hold a hearing in accordance with the principles of fundamental justice and fairness
to consider and rule on the challenge. The person’s Indigenous identity shall be determined as defined
by the IPC in Article I, section 2.03.
2.05 The Indigenous Peoples’ Commission shall establish a membership committee at every General
Meeting held concurrently with a National Convention of the Liberal Party of Canada to hear any
challenges that may arise over the identity of any Indigenous person.
ARTICLE III
HEAD OFFICE
3.01 The head office of the Indigenous Commission shall be in the City of Ottawa, Ontario.
ARTICLE IV – NATIONAL EXECUTIVE
4.01 There shall be a National Executive of the Indigenous Commission consisting of nineteen (19)
people, including all of the Officers, Provincial/Territorial and Maritime Region Representatives of the
Indigenous Peoples’ Commission.

4.02 The National Executive shall be responsible for the overall management and policy development of
the Indigenous Commission.
4.03 A majority of the National Executive shall constitute a quorum, at any duly convened meeting of
the National Executive. All decisions of the National Executive shall be by a majority vote.
4.04 The National Executive Officers must have the prior approval of the National Executive when their
decisions or actions transgress any major policy, management or political decisions. Otherwise, such
decisions or action may be amended or reversed by the National Executive. In particular, any non-
budgeted financial expenditure in excess of $250.00 must be approved by the National Executive and
the National Office.
4.05 The National Executive shall meet at least once per year, subject to budgetary constraints, at the
call of the Co-Chairs or fifty-one percent of the National Executive. In addition, the National Executive
shall hold at least three conference calls per year between meetings and a minimum of 21 days notice is
required for the calling of meetings and a minimum of two days notice is required for the conduct of
conference calls. All meetings and conference calls of the National Executive shall be co-chaired by at
least one Co-Chair, or their designate.
ARTICLE V
PROVINCIAL/TERRITORIAL REPRESENTATIVES
5.01 The Indigenous Peoples’ Commission shall be composed of ten (10) provincial and territorial, as
well as one (1) Maritime Region, Indigenous Commission Sections as outlined in the IPC Charter’s section
on ‘General IPC Regional Association Duties’ and ‘IPC Regional Association Structures and Duties.’
ARTICLE VI
6.01 There shall be eight Officers of the Indigenous Commission:
a) Two Co-Chairs, one of whom is a male and the other of whom is a female;
b) Six Vice-Chairs with responsibility over the following subject areas:
i) Operations;
ii) Communications;
iii) Policy;
iv) Membership & Organization;
v) Indigenous Youth Representative to the Young Liberals of Canada (YLC); and
vi) Indigenous Women’s Representative to the National Women’s Liberal Commission (NWLC).
6.02 The Officers, as a committee of the National Executive, shall be accountable to the National
Executive and responsible for fulfilling the directions of the National Executive and attending to the

management and policy development of the Indigenous Commission between meetings of the National
Executive.
6.03 A majority of the Officers shall constitute a quorum, at any duly convened meeting of the Officers.
All decisions of the Officers shall be by majority vote.
ARTICLE VII
7.01 The Co-Chairs shall:
a) Promote the interest of the Indigenous Commission both within the Party and externally;
b) Co-chair or chair all meetings of the Indigenous Peoples’ Commission;
c) Report as required detailing the activities of the National Executive;
d) Be the primary spokesperson of the Indigenous Commission;
e) Maintain all duties normally associated with a chief executive officer and such other duties as
delegated to them by the National Executive; and
f) Represent the Indigenous Commission, on an alternating basis, on the National Executive of the
Liberal Party of Canada and on other Committees of the Liberal Party of Canada as required.
7.02 The duties of each of the Vice-Chairs shall be as follows:
a. Vice-Chair of Operations:
b) Maintain accurate records, financial and otherwise, of the Indigenous Commission and make
such records available to individual members upon request;
c) At least two months prior to the National Executive meeting in the spring of each year, prepare
a comprehensive budget for the Indigenous Commission including:
i) Estimates of upcoming expenditures by each Officer in the operation of his/her area of
concern including a complete estimate and description of these proposed expenditures and
projects;
ii) Expenditures related to National Executive meetings; and
iii) Expenditures related to paid staff members of the Indigenous Commission;
d) Report as required detailing the financial expenditures of the Indigenous Commission;
e) Shall ensure minutes are accurately recorded of all meetings of the Indigenous Commission and
logged/forwarded to the National Office;
f) Shall ensure agendas for all meetings of the Indigenous Commission are sent to all Executive
members 5 days prior to any meetings;
g) Shall ensure all meeting reports and packages of the Indigenous Commission are sent to all
Executive members 5 days prior to any meetings and logged/forwarded to the National Office;
h) Shall ensure any research, projects and/or events are properly documented and reports
submitted to the Indigenous Commission as scheduled; and

i) Such other duties as delegated by the Officers or the National Executive.
b. Vice-Chair of Communications:
a) Maintain a national membership list in conjunction with the Vice- Chair responsible for
Membership and Organization;
b) Develop and implement communications strategies for the Indigenous Peoples’ Commission;
c) Act as the Indigenous Peoples’ Commission representative on Liberal Party communications
committees as required;
d) Report as required detailing the communications activities of the Indigenous Commission;
e) Chair an Indigenous Peoples’ Commission Sub-Committee on Communications; and
f) Such other duties as delegated by the Officers or the National Executive.
c. Vice-Chair of Policy:
i) Indigenous Commission policy development and all Indigenous policy development within
the LPC;
ii) The communication of Indigenous Commission policies to the National Policy and Platform
Committee.

iv) Report as required detailing the policy activities of the Indigenous Commission.
b) Collect, co-ordinate, and compile adopted Indigenous Commission provincial/territorial
Indigenous Policies;
c) Distribute such a compiled policy package to each Provincial/Territorial Representative and
policy director on a yearly basis;
d) Distribute policy background material to provincial/territorial Indigenous organizations;
e) Act as one of the Indigenous Commission representatives on the National Policy and Platform
Committee;
f) Chair an Indigenous Peoples’ Commission Sub-Committee on Policy; and
g) Such other duties as delegated by the Officers or the National Executive.
d. Vice-Chair of Membership and Organization:
a) Provide organization support to the provincial/territorial Liberal Indigenous organizations by
developing organizational materials and information packages prepared with their co-operation
and agreement;
b) Maintain an ongoing Charter review process
c) Maintain an ongoing national membership list in conjunction with the Vice-Chair responsible for
Communications;
d) Act as the Indigenous Commission representative on Liberal Party organizational committees, as
required;
e) Report as required detailing the organization activities of the Indigenous Commission;

f) Chair an Indigenous Peoples’ Commission Sub-Committee on Appointments within the IPC;
g) Chair an Indigenous Peoples’ Commission Sub-Committee on Membership and Organization;
and
h) Such other duties as delegated by the Officers or the National Executive.
e. Vice-Chair of Indigenous Youth and Representative to the YLC:
a) Work with the other Vice Chairs in promoting the interest of Indigenous youth within each of
the subject areas or responsibility described herein;
b) Develop policies and programs in respect of Indigenous youth;
c) Encourage the participation of Indigenous youth in the Indigenous Commission;
d) Act as the Indigenous Commission representative on the Commission of the Young Liberals of
Canada;
e) Report detailing his or her activities in the Commission of the Young Liberals;
f) Chair an Indigenous Peoples’ Commission & Young Liberals of Canada (YLC) Sub-Committee on
Indigenous Youth, compiled of regional IPC Indigenous Youth Representatives; and
g) Such other duties as delegated by the Officers or the National Executive.
f. Vice-Chair of Indigenous Women and Representative to the NWLC:
a) Work with the other Vice-Chairs in the interest of Indigenous women within each of the subject
areas of responsibility described herein;
b) Develop policies and programs in respect of Indigenous women;
c) Encourage the participation of Indigenous women in the Indigenous Commission;
d) Act as the Indigenous Commission representative on the National Women’s Liberal Commission
of the Liberal Party;
e) Report detailing their activities in the National Women’s Liberal Commission (NWLC);
f) Chair an Indigenous Peoples’ Commission & National Women’s Liberal Commission (NWLC) Sub-
Committee on Indigenous Women, compiled of regional IPC Indigenous Women
Representatives; and
g) Such other duties as delegated by the Officers or the National Executive.
ARTICLE VIII
ADDITIONAL REQUIREMENTS
8.01 All Officers shall report on their respective activities to the Vice-Chair responsible for
Communications prior to his/her deadline of submissions to existing Liberal publications.
8.02 All Officers must sign an Oath of Confidentiality upon entering their position, with the document to
be handed over to the Vice Chair of Operations.

9.01 Indigenous representation at any Convention shall be in accordance with the LPC Constitution and
By-law 5 - Conventions.
9.02 The IPC Executive representation at any Convention shall be as follows (requirements for
qualifications as a delegate or alternate must be met as of the opening of registration):
a) One Co-Chair of the Indigenous Peoples Commission, as the voting member of the National
Board of the Liberal Party of Canada;
b) Up to seven officers of the Indigenous Peoples’ Commission; and
c) The Chairs of the provincial/territorial Indigenous Commissions.
ARTICLE X
10.01 The Indigenous Commission shall hold General Meetings concurrently with the Liberal Party of
Canada National Convention provided for in the Constitution of the Liberal Party of Canada.
10.02 At the Indigenous Commission General Meeting held concurrently with the Liberal Party of
Canada National Convention, delegates to the Indigenous Commission General Meeting shall be such
members of the Indigenous Commission who are accredited delegates to the Liberal Party of Canada
Convention, pursuant to the provisions of the Liberal Party of Canada Constitution and By-law 5 -
Conventions.
10.03 Members of the Indigenous Commission who are observers may run for elected position, but not
vote in elections of the Indigenous Commission.
10.04 The representation of the Indigenous Peoples’ Commission at any Convention of the Liberal Party
of Canada shall be in accordance with the Party Constitution and By-law 5 - Conventions.
10.05 Quorum – the minimum number of delegates to constitute a General Meeting shall be equal to
the quorum of the current National Executive.
ARTICLE XI
APPOINTMENT/ELECTION OF THE NATIONAL EXECUTIVE
11.01 The election of Officers shall take place at the National Convention of the Liberal Party of Canada.
11.02 The following rules shall be in force for the election of Officers:
a) All Officers shall hold office from the date of their election until the next National Convention of
the Liberal Party of Canada;
b) All nominations for the offices of Co-Chair and Vice-Chair of the Indigenous Commission shall be
in accordance with the By-law 6 - Elections.
c) All Indigenous delegates are eligible to vote in the elections of Officers.

11.03 Any member of the National Executive may be removed upon the vote of two-thirds of the
National Executive.
11.04 Vacancies in any of the Officer positions shall be filled expeditiously by a majority vote of the
National Executive. Any Officer so named shall serve until the next General Meeting of the Indigenous
Commission.
11.05 Executive members of the IPC are expected to be in communication with their respective IPC
fellow executive members; failing to communicate and be active with their fellow executive after more
than three months may result in their deemed resignation.
ARTICLE XII
AMENDMENTS
12.01 In the event that a two-thirds majority at any General Meeting of the Indigenous Peoples’
Commission resolves to amend this Charter, then the Co-Chairs are required to propose said
amendment(s) to the National Board for approval.
12.02 Proposed amendments must be submitted in writing to the National IPC Co-Chairs at least 60 days
before the convention of the IPC at which they are to be considered. Amendments to this Charter may
be proposed by:
b) The National IPC Executive;
c) Any IPC Provincial or Territorial Section;
d) Any IPC Regional Association; or
e) Any 15 members in good standing of the IPC.
12.03 The National IPC Co-Chairs must provide to the LPC President, each proposed amendment to this
Charter at least 48 days before the Convention at which the proposed amendments are to be
considered.
CHARTER
13.01 This Charter will be governed by the interpretation provisions of this paragraph, and the National
IPC Executive will have authority to interpret this Charter and any matter over which this Charter is
silent, subject to appeal to the Permanent Appeals Committee as per the LPC Constitution.
General IPC Regional Associations Duties:
General:
- Whereas it is acknowledged that the Indigenous Peoples’ Commissions (IPC) Regional
Associations (RA) are a body of, derives their authority from, and are accountable to IPC
National and therefore the Liberal Party of Canada.
- The IPC regional executives shall be accountable to their IPC Regional Chairs or Co-Chairs, the
Indigenous Peoples’ Commission’s National Executive, and be responsible for fulfilling the
directions of the National Executive.
- Abide by the IPC National Charter and the Liberal Party of Canada’s constitutional document.
- A majority of an IPC RA executive shall constitute their quorum at any duly convened meeting of
the regional commission executives. All decisions of the Executive shall be by majority vote.
- IPC RAs are expected to formulate at least two (2) conference calls during each year of their
mandate in order to further discuss and outline planned events.
- IPC RA’s are expected to formulate at least one (1) fundraiser, alongside the assistance of IPC
National, for the IPC’s Indigenous Electoral Endowment Fund (IEEF) and a policy forum and/or
discussion, with the assistance of the IPC National Vice Chair of Policy, in order to assist in
formulating policy for LPC’s National Conventions.
- Executive members of IPC RAs are expected to attend, and assist, with regional events and
fundraisers within their area of the region.
- Executive members of IPC RAs are expected to be in communication with their respective IPC
RA fellow executive members; failing to communicate and be active, with their fellow executive
after more than three months may result in their deemed resignation.
IPC Regional Association Representation in IPC National and LPC PTBs:
- The IPC RA representative to IPC National shall be appointed in the following manner:
a. Where there is an active IPC RA that represents a single province, territory, or
collection of provinces and/or territories, and executive, the representative shall be
the Chair, or one of the Co-Chairs, of the IPC RA they are within.
b. Where there is not an active IPC RA or executive, the representative shall be selected
by the registered Indigenous Liberals within the province/territory or appointed by
the IPC National Executive when deemed necessary.
c. In relation to the IPC RA representatives, the following criteria shall apply:
i. Must be an Indigenous Registered Liberal in good standing;
ii. Must be a resident of the Region;
iii. Shall not be either IPC National Co Chairs, Vice Chairs, the Indigenous
Youth Representative, or the Indigenous Women’s Representative;

d. Each IPC RA will have one (1) representative to each of the Provincial/Territorial
Boards (PTB) of the Liberal Party of Canada
- Any Indigenous person, as defined in the Indigenous Peoples’ Commission’s Charter who is an
identified Indigenous registered Liberal may be a member of the IPC RA that encompasses the
location of their permanent residence.
IPC RA General Meetings:
- The IPC RAs shall hold a General Meeting concurrently with the LPC PTB General Meeting of
their region, excluding the IPC Maritime Region.
- The IPC MA will hold General Meetings and rotate between the PTB General Meetings of LPC
Nova Scotia, New Brunswick, and Prince Edward Island.
- If an IPC RA has missed its General Meeting, IPC National Executive can put forth a time and
date separately to establish elections and mandates for the IPC RA in question.
- IPC National VC Indigenous Membership and Organization shall assist and participate on behalf
of the IPC National Executive in all IPC RA General Meetings and elections unless deemed
otherwise by the IPC National Executive.
- Quorum for IPC RA General Meetings shall reflect the quorum in place for the IPC RA
executives.
- All Indigenous Registered Liberal delegates in attendance of the IPC RA General Meetings who
are registered within that region and in attendance will have the right to vote for changes to their
IPC RA and for IPC RA elections.
IPC RA Elections:
- Election of IPC RA executives shall take place at their respective General Meetings and be
advertised/called at least 28 days in advance of the election day, or concurrently with the PTB if
the PTB call is issued less than 28 days in advance.
- All IPC RA executive members shall hold office from the date of their election until the next
General Meeting of their respective IPC RAs.
- Identified Indigenous Registered Liberals in good standing who are observers may run for elected
positions, but not vote in elections of an IPC RA.
- All nominations for IPC Regional Association Chairs and Co-Chairs shall be in writing and
supported by at least 10 delegates attending a PTB General Meeting and be received by the IPC
National VC Indigenous Membership and Organization and the PTB of their respective region at
least 14 days prior to the General Meeting and has met all other qualifications under LPC
National Constitution and IPC National Charter for elections. Nominees must also meet the
requirements of By-Law 6 - Elections, including the requirement to communicate an Intent to
Stand to the National Returning Officer.

- Vice Chairs, Regional Representatives, Youth Representatives, and Women’s Representatives of
IPC RAs will express their intent to run for positions to IPC National VC Indigenous
Membership and Organization and the PTB of their respective region at least 14 days prior to the
General Meeting and has met all other qualifications under LPC National Constitution and IPC
National Charter for elections Nominees must also meet the requirements of By-Law 6 -
Elections, including the requirement to communicate an Intent to Stand to the National Returning
Officer
- In the case of vacant positions with IPC RAs at a General Meeting, nominations from the floor to
fill positions can occur through a majority vote of members in attendance so long as they have
met all other qualifications under LPC National Constitution and IPC National Charter for
elections.
- An Indigenous Registered Liberal in good standing seeking a position on an IPC RA must reside
within that region and be deemed elected by majority vote.
- An elected member of an IPC RA executive can be removed upon the vote of two-thirds of an
IPC RA executive who are in favour – such situation will be followed, assessed, and reviewed by
the IPC Vice Chair of Indigenous Members and Organization, Vice Chair Operations, as well as
IPC National Co-Chairs.
- Vacancies in any IPC RA executives still existing at the closing of a General Meeting, or through
resignation, deemed resignation, or removal of an IPC RA executive member, shall be filled by a
majority vote of the IPC RA executive in question within three months of the vacancy occurring.
IPC Regional Association Structures and Duties:
IPC-Yukon (IPCY):
Executive:
There shall be six (6) Executive Members of the Indigenous Peoples’ Commission-Yukon (IPCY)
1) IPCY Chair
6) Whitehorse Regional Representative
1. The IPCY Chair shall:
a) Promote the interest of the IPCY both within the Party and externally;
b) Chair all meetings of the IPCY;

c) Report as required detailing the activities of the National Executive;
d) Act as the primary spokesperson of the IPCY, alongside IPC National;
e) Maintain all duties normally associated with a chief executive officer and such other
duties as delegated to them by the National Executive; and
f) Represent the Indigenous Peoples’ Commission on the Liberal Party of Canada (Yukon)
Executive of the Liberal Party of Canada.
g) Report as required detailing the activities of IPC National and Liberal Party of Canada-
Yukon (LPCY) to IPCY;
h) Report as required detailing the activities of IPCY and LPCY to IPC National;
i) Report as required detailing the activities of IPCY & IPC National to the LPCY Board;
2. The Indigenous Youth Representative shall:
a) Promote focus on Indigenous Youth and the issues/concerns that are impacting them;
b) Converse and correspond with their Indigenous Peoples’ Commission equal in each IPC
region; and
c) Work with the Indigenous Peoples’ Commission’s National Indigenous Youth
Representative as a committee within the Commission itself.
3. The Indigenous Women’s Representative shall: a) Promote focus on Indigenous Women and the issues/concerns that are impacting them;
b) Converse and correspond with their Indigenous Peoples’ Commission equals in each IPC
regional structure; and
c) Work with the Indigenous Peoples’ Commission’s National Indigenous Women’s
Representative as a committee within the Commission itself
4. The Regional Representatives (Northern Yukon, Southern Yukon, and Whitehorse) shall: a) Liaise with the above mentioned regions on behalf of the IPC National and LPCY;
b) Help educate their respective regions on Indigenous treaties and rights;
c) Assist with formulating policy that IPC National will be putting forth for LPC National
Conventions;
IPC-Northwest Territories (IPCNWT):
Executive:
There shall be ten (10) Executive Members of the Indigenous Peoples’ Commission-Northwest Territories
(IPCNWT):
9) Inuvialuit Representative
10) Métis Representative
Note: IPCNWT will make sure to ensure, as best as possible, representation within the IPCNWT will is
reflective of the recognized NWT regions as follows: Dehcho Region, Inuvik Region, North Slave
Region, Sahtu Region, and the South Slave Region
Duties of Executive:
1. The IPC NWT Chair shall:
a) Promote the interest of the IPCNWT both within the Party and externally;
b) Chair all meetings of the IPCNWT;
c) Report as required detailing the activities of the National Executive;
d) Act as the primary spokesperson of the IPCNWT, alongside IPC National;
e) Maintain all duties normally associated with a chief executive officer and such other
duties as delegated to them by the National Executive; and
f) Represent the Indigenous Peoples’ Commission on the Liberal Party of Canada
(Northwest Territories) Executive of the Liberal Party of Canada.
g) Report as required detailing the activities of IPC National and Liberal Party of Canada-
NWT (LPCNWT) to IPCNWT;
h) Report as required detailing the activities of IPCNWT and LPCNWT to IPC National;
i) Report as required detailing the activities of IPCNWT & IPC National to the LPCNWT
Board;
2. The Regional Representatives (Chipewyan, Dogrib, Yellowknives, South Slavey, North
Slavey, Gwich’in, Sahtu Dene, Inuvialuit, and Métis) shall: a) Liaise with the above mentioned Indigenous nations within the NWT on behalf of the
IPC National and LPCNWT;
b) Help educate their respective regions on Indigenous treaties and rights;
c) Assist with formulating policy that IPC National will be putting forth for LPC National
Conventions;
Executive:
There shall be six (6) Executive Members of the Indigenous Peoples’ Commission-Nunavut (IPCNT):
1) IPCNT Chair
4) Kivalliq Regional Representative
5) Kitikmeot Regional Representative
6) Qikiqtaaluk Regional Representative
1. The IPCNT Chair shall:
a) Promote the interest of the IPCNT both within the Party and externally;
b) Chair all meetings of the IPCNT;
c) Report as required detailing the activities of the National Executive;
d) Act as the primary spokesperson of the IPCNT, alongside IPC National;
e) Maintain all duties normally associated with a chief executive officer and such other
duties as delegated to them by the National Executive; and
f) Represent the Indigenous Peoples’ Commission on the Liberal Party of Canada

Duties of Executive:
1. The IPCQ Co-Chairs shall:
a) Promote the interests of the IPCQ both within the party and externally;
b) Chair all meetings of the IPCQ;
c) Act as the primary spokespersons of the IPCQ, alongside IPC National;
d) Represent, unless otherwise decided by the IPCQ executive, the IPCQ to the Parti libéral du
Canada au Québec (PLCQ) Board;
e) Maintain all duties normally associated with a chief executive officer and such other duties as
delegated to them by the National Executive;
f) Report as required detailing the activities of IPC National and PLCQ to IPCQ;
g) Report as required detailing the activities of IPCQ and PLCQ to IPC National;
h) Report as required detailing the activities of IPCQ & IPC National to the PLCQ Board; and
i) Will act as one vote, rather than two individual votes, when representing IPCO to both IPC
National and LPCQ.
2. The Indigenous Youth Representative shall:
a) Liaise on behalf of the IPCQ and the Indigenous Peoples’ Commission’s National Indigenous
Youth Representative to the Quebec Young Liberals;
b) Promote focus on Indigenous Youth and the issues/concerns that are impacting them;
c) Converse and correspond with their Indigenous Peoples’ Commission equals in each
Provincial and Territorial Association; and
d) Work with the Indigenous Peoples’ Commission’s National Indigenous Youth Representative
as a committee within the Commission itself.
3. The Indigenous Women’s Representative shall:
a. Promote focus on Indigenous Women and the issues/concerns that are impacting them;
b. Converse and correspond with their Indigenous Peoples’ Commission equals in each IPC regional structure; and
c. Work with the Indigenous Peoples’ Commission’s National Indigenous Women’s Representative as a committee within the Commission itself.

4. The Regional Representatives (Southwest, Northwest, Northeast, Southeast, Central, South
Quebec, as well as the Greater Montreal Area region) shall:
a. Liaise with the above mentioned regions within Quebec on behalf of the IPC National
and PLCQ;
b. Help educate their respective regions on Indigenous treaties, and rights;
c. Assist with formulating policy that IPC National will be putting forth for LPC National
Conventions;
d. Seek to establish regional sub-committees within their regions to assist with their
required tasks in the ridings/regions they represent within the IPCQ. The Riding/region
sub-committee members;
2) Shall be Indigenous as defined by IPC National
3) Shall assist EDAs in ridings/regions assigned, and
4) May fulfil an EDA officer or director role.
e. The Southwest Quebec Regional Representative, and its sub-committee, will specifically

Chairs for Nova Scotia, New Brunswick, and Prince Edward Island.
2. The Vice Chairs shall:
a) Assist the IPCMR Chair with duties of importance to the RA;
b) Assist in day-to-day operation that may relate to the Indigenous Peoples’
Commission National Executive roles in the Maritime Region, such as policy
formulation, registration drives, organization, etc;
c) Represent the IPCMR to their respective Liberal Party of Canada Provincial Boards;
d) Report as required detailing the activities of IPC National and the Liberal Party of
Canada provincial board of their province to IPCMR;
e) Report as required detailing the activities of IPCMR and the Liberal Party of Canada
Provincial Board of their province to the IPCMR Chair;
f) Report as required detailing the activities of IPCMR & IPC National to the Liberal
Party of Canada Provincial Boards of their province.
3. The Indigenous Youth Representative shall:
a) Promote focus on Indigenous Youth and the issues/concerns that are impacting them;
b) Converse and correspond with their Indigenous Peoples’ Commission equals in each
IPC region; and
c) Work with the Indigenous Peoples’ Commission’s National Indigenous Youth
Representative as a committee within the Commission itself.
4. The Indigenous Women’s Representative shall:
a) Promote focus on Indigenous Women and the issues/concerns that are impacting
them;

3. The Indigenous Women’s Representative shall: a. Liaise on behalf of the Indigenous Peoples Commission (NL) and the Indigenous
Peoples’ Commission’s National Indigenous Women’s Representative to the NL
Women’s Liberal Commission;
b. Promote focus on Indigenous Women and the issues/concerns that are impacting them;
c. Converse and correspond with their Indigenous Peoples’ Commission equals in each
Provincial and Territorial Association; and
d. Work with the Indigenous Peoples’ Commission’s National Indigenous Women’s
Representative as a committee within the Commission itself.

PREAMBLE
BELIEVING in the right of all Indigenous people to participate in the
political process of Canada in order to achieve a just and equitable
position for Indigenous peoples within and alongside Canadian society;
COMMITTED to the socio-economic betterment of Indigenous people and
the recognition of Indigenous nations, Indigenous peoples, their rights,
and treaty rights, including but not limited to those highlighted within
The Truth and Reconciliation recommendations as well as the
United Nations Declaration on Rights of Indigenous Peoples (UNDRIP);
DEDICATED to the creation of a caring society and healthy environment
in which all peoples may peacefully flourish in harmony with Mother
Earth, so as to ensure a place for our generations to come;
BELIEVING that the philosophy and ideology of the Liberal Party of
Canada is compatible with the aspirations of Indigenous peoples and best
suited to work alongside and with Indigenous nations and peoples that
Canada shares territory with; and,
THEREFORE the hereinafter described organization is constituted as a
Commission of the Liberal Party of Canada with the principal objectives
of representing and promoting the interests of Indigenous peoples within
the Liberal Party of Canada and encouraging the active participation of
Indigenous peoples at all levels within the Party.

ARTICLE I
NAME
1.01 The name of the organization shall be “The Indigenous Peoples’ Commission of the Liberal Party
(IPC) of Canada” (LPC) hereinafter referred to as the Indigenous Commission.
ARTICLE II
MEMBERSHIP WITHIN THE IPC
2.01 Any Indigenous person, “who, in accordance with the Liberal Party of Canada’s Constitution and
By-law 4 – Registered Liberals, has met the qualifications to be a Registered Liberal and is in good
standing with the Liberal Party of Canada is a Member of the IPC.
2.03 For the purposes of this Commission, an Indigenous person shall be defined in accordance with
the following:
a) “Indigenous” refers to the “Indian, Inuit and Métis peoples of Canada” [terminology as per 35.
(1) Constitution Act, 1982]; and
b) Without limiting the generality of paragraph (a) an Indigenous person includes a person who
i) self identifies as an Indigenous person and
ii) provides either reasonable proof of Indigenous ancestry or reasonable proof that the
Indigenous community accepts him/her as an Indigenous.
2.04 Where a person’s Indigenous identity is challenged the Vice-Chair for Membership and
Organization shall hold a hearing in accordance with the principles of fundamental justice and fairness
to consider and rule on the challenge. The person’s Indigenous identity shall be determined as defined
by the IPC in Article I, section 2.03.
2.05 The Indigenous Peoples’ Commission shall establish a membership committee at every General
Meeting held concurrently with a National Convention of the Liberal Party of Canada to hear any
challenges that may arise over the identity of any Indigenous person.
ARTICLE III
HEAD OFFICE
3.01 The head office of the Indigenous Commission shall be in the City of Ottawa, Ontario.
ARTICLE IV – NATIONAL EXECUTIVE
4.01 There shall be a National Executive of the Indigenous Commission consisting of nineteen (19)
people, including all of the Officers, Provincial/Territorial and Maritime Region Representatives of the
Indigenous Peoples’ Commission.

4.02 The National Executive shall be responsible for the overall management and policy development of
the Indigenous Commission.
4.03 A majority of the National Executive shall constitute a quorum, at any duly convened meeting of
the National Executive. All decisions of the National Executive shall be by a majority vote.
4.04 The National Executive Officers must have the prior approval of the National Executive when their
decisions or actions transgress any major policy, management or political decisions. Otherwise, such
decisions or action may be amended or reversed by the National Executive. In particular, any non-
budgeted financial expenditure in excess of $250.00 must be approved by the National Executive and
the National Office.
4.05 The National Executive shall meet at least once per year, subject to budgetary constraints, at the
call of the Co-Chairs or fifty-one percent of the National Executive. In addition, the National Executive
shall hold at least three conference calls per year between meetings and a minimum of 21 days notice is
required for the calling of meetings and a minimum of two days notice is required for the conduct of
conference calls. All meetings and conference calls of the National Executive shall be co-chaired by at
least one Co-Chair, or their designate.
ARTICLE V
PROVINCIAL/TERRITORIAL REPRESENTATIVES
5.01 The Indigenous Peoples’ Commission shall be composed of ten (10) provincial and territorial, as
well as one (1) Maritime Region, Indigenous Commission Sections as outlined in the IPC Charter’s section
on ‘General IPC Regional Association Duties’ and ‘IPC Regional Association Structures and Duties.’
ARTICLE VI
6.01 There shall be eight Officers of the Indigenous Commission:
a) Two Co-Chairs, one of whom is a male and the other of whom is a female;
b) Six Vice-Chairs with responsibility over the following subject areas:
i) Operations;
ii) Communications;
iii) Policy;
iv) Membership & Organization;
v) Indigenous Youth Representative to the Young Liberals of Canada (YLC); and
vi) Indigenous Women’s Representative to the National Women’s Liberal Commission (NWLC).
6.02 The Officers, as a committee of the National Executive, shall be accountable to the National
Executive and responsible for fulfilling the directions of the National Executive and attending to the

management and policy development of the Indigenous Commission between meetings of the National
Executive.
6.03 A majority of the Officers shall constitute a quorum, at any duly convened meeting of the Officers.
All decisions of the Officers shall be by majority vote.
ARTICLE VII
7.01 The Co-Chairs shall:
a) Promote the interest of the Indigenous Commission both within the Party and externally;
b) Co-chair or chair all meetings of the Indigenous Peoples’ Commission;
c) Report as required detailing the activities of the National Executive;
d) Be the primary spokesperson of the Indigenous Commission;
e) Maintain all duties normally associated with a chief executive officer and such other duties as
delegated to them by the National Executive; and
f) Represent the Indigenous Commission, on an alternating basis, on the National Executive of the
Liberal Party of Canada and on other Committees of the Liberal Party of Canada as required.
7.02 The duties of each of the Vice-Chairs shall be as follows:
a. Vice-Chair of Operations:
b) Maintain accurate records, financial and otherwise, of the Indigenous Commission and make
such records available to individual members upon request;
c) At least two months prior to the National Executive meeting in the spring of each year, prepare
a comprehensive budget for the Indigenous Commission including:
i) Estimates of upcoming expenditures by each Officer in the operation of his/her area of
concern including a complete estimate and description of these proposed expenditures and
projects;
ii) Expenditures related to National Executive meetings; and
iii) Expenditures related to paid staff members of the Indigenous Commission;
d) Report as required detailing the financial expenditures of the Indigenous Commission;
e) Shall ensure minutes are accurately recorded of all meetings of the Indigenous Commission and
logged/forwarded to the National Office;
f) Shall ensure agendas for all meetings of the Indigenous Commission are sent to all Executive
members 5 days prior to any meetings;
g) Shall ensure all meeting reports and packages of the Indigenous Commission are sent to all
Executive members 5 days prior to any meetings and logged/forwarded to the National Office;
h) Shall ensure any research, projects and/or events are properly documented and reports
submitted to the Indigenous Commission as scheduled; and

i) Such other duties as delegated by the Officers or the National Executive.
b. Vice-Chair of Communications:
a) Maintain a national membership list in conjunction with the Vice- Chair responsible for
Membership and Organization;
b) Develop and implement communications strategies for the Indigenous Peoples’ Commission;
c) Act as the Indigenous Peoples’ Commission representative on Liberal Party communications
committees as required;
d) Report as required detailing the communications activities of the Indigenous Commission;
e) Chair an Indigenous Peoples’ Commission Sub-Committee on Communications; and
f) Such other duties as delegated by the Officers or the National Executive.
c. Vice-Chair of Policy:
i) Indigenous Commission policy development and all Indigenous policy development within
the LPC;
ii) The communication of Indigenous Commission policies to the National Policy and Platform
Committee.
parliamentary wing of the Party, and
iv) Report as required detailing the policy activities of the Indigenous Commission.
b) Collect, co-ordinate, and compile adopted Indigenous Commission provincial/territorial
Indigenous Policies;
c) Distribute such a compiled policy package to each Provincial/Territorial Representative and
policy director on a yearly basis;
d) Distribute policy background material to provincial/territorial Indigenous organizations;
e) Act as one of the Indigenous Commission representatives on the National Policy and Platform
Committee;
f) Chair an Indigenous Peoples’ Commission Sub-Committee on Policy; and
g) Such other duties as delegated by the Officers or the National Executive.
d. Vice-Chair of Membership and Organization:
a) Provide organization support to the provincial/territorial Liberal Indigenous organizations by
developing organizational materials and information packages prepared with their co-operation
and agreement;
b) Maintain an ongoing Charter review process
c) Maintain an ongoing national membership list in conjunction with the Vice-Chair responsible for
Communications;
d) Act as the Indigenous Commission representative on Liberal Party organizational committees, as
required;
e) Report as required detailing the organization activities of the Indigenous Commission;

f) Chair an Indigenous Peoples’ Commission Sub-Committee on Appointments within the IPC;
g) Chair an Indigenous Peoples’ Commission Sub-Committee on Membership and Organization;
and
h) Such other duties as delegated by the Officers or the National Executive.
e. Vice-Chair of Indigenous Youth and Representative to the YLC:
a) Work with the other Vice Chairs in promoting the interest of Indigenous youth within each of
the subject areas or responsibility described herein;
b) Develop policies and programs in respect of Indigenous youth;
c) Encourage the participation of Indigenous youth in the Indigenous Commission;
d) Act as the Indigenous Commission representative on the Commission of the Young Liberals of
Canada;
e) Report detailing his or her activities in the Commission of the Young Liberals;
f) Chair an Indigenous Peoples’ Commission & Young Liberals of Canada (YLC) Sub-Committee on
Indigenous Youth, compiled of regional IPC Indigenous Youth Representatives; and
g) Such other duties as delegated by the Officers or the National Executive.
f. Vice-Chair of Indigenous Women and Representative to the NWLC:
a) Work with the other Vice-Chairs in the interest of Indigenous women within each of the subject
areas of responsibility described herein;
b) Develop policies and programs in respect of Indigenous women;
c) Encourage the participation of Indigenous women in the Indigenous Commission;
d) Act as the Indigenous Commission representative on the National Women’s Liberal Commission
of the Liberal Party;
e) Report detailing their activities in the National Women’s Liberal Commission (NWLC);
f) Chair an Indigenous Peoples’ Commission & National Women’s Liberal Commission (NWLC) Sub-
Committee on Indigenous Women, compiled of regional IPC Indigenous Women
Representatives; and
g) Such other duties as delegated by the Officers or the National Executive.
ARTICLE VIII
ADDITIONAL REQUIREMENTS
8.01 All Officers shall report on their respective activities to the Vice-Chair responsible for
Communications prior to his/her deadline of submissions to existing Liberal publications.
8.02 All Officers must sign an Oath of Confidentiality upon entering their position, with the document to
be handed over to the Vice Chair of Operations.

9.01 Indigenous representation at any Convention shall be in accordance with the LPC Constitution and
By-law 5 - Conventions.
9.02 The IPC Executive representation at any Convention shall be as follows (requirements for
qualifications as a delegate or alternate must be met as of the opening of registration):
a) One Co-Chair of the Indigenous Peoples Commission, as the voting member of the National
Board of the Liberal Party of Canada;
b) Up to seven officers of the Indigenous Peoples’ Commission; and
c) The Chairs of the provincial/territorial Indigenous Commissions.
ARTICLE X
10.01 The Indigenous Commission shall hold General Meetings concurrently with the Liberal Party of
Canada National Convention provided for in the Constitution of the Liberal Party of Canada.
10.02 At the Indigenous Commission General Meeting held concurrently with the Liberal Party of
Canada National Convention, delegates to the Indigenous Commission General Meeting shall be such
members of the Indigenous Commission who are accredited delegates to the Liberal Party of Canada
Convention, pursuant to the provisions of the Liberal Party of Canada Constitution and By-law 5 -
Conventions.
10.03 Members of the Indigenous Commission who are observers may run for elected position, but not
vote in elections of the Indigenous Commission.
10.04 The representation of the Indigenous Peoples’ Commission at any Convention of the Liberal Party
of Canada shall be in accordance with the Party Constitution and By-law 5 - Conventions.
10.05 Quorum – the minimum number of delegates to constitute a General Meeting shall be equal to
the quorum of the current National Executive.
ARTICLE XI
APPOINTMENT/ELECTION OF THE NATIONAL EXECUTIVE
11.01 The election of Officers shall take place at the National Convention of the Liberal Party of Canada.
11.02 The following rules shall be in force for the election of Officers:
a) All Officers shall hold office from the date of their election until the next National Convention of
the Liberal Party of Canada;
b) All nominations for the offices of Co-Chair and Vice-Chair of the Indigenous Commission shall be
in accordance with the By-law 6 - Elections.
c) All Indigenous delegates are eligible to vote in the elections of Officers.

11.03 Any member of the National Executive may be removed upon the vote of two-thirds of the
National Executive.
11.04 Vacancies in any of the Officer positions shall be filled expeditiously by a majority vote of the
National Executive. Any Officer so named shall serve until the next General Meeting of the Indigenous
Commission.
11.05 Executive members of the IPC are expected to be in communication with their respective IPC
fellow executive members; failing to communicate and be active with their fellow executive after more
than three months may result in their deemed resignation.
ARTICLE XII
AMENDMENTS
12.01 In the event that a two-thirds majority at any General Meeting of the Indigenous Peoples’
Commission resolves to amend this Charter, then the Co-Chairs are required to propose said
amendment(s) to the National Board for approval.
12.02 Proposed amendments must be submitted in writing to the National IPC Co-Chairs at least 60 days
before the convention of the IPC at which they are to be considered. Amendments to this Charter may
be proposed by:
b) The National IPC Executive;
c) Any IPC Provincial or Territorial Section;
d) Any IPC Regional Association; or
e) Any 15 members in good standing of the IPC.
12.03 The National IPC Co-Chairs must provide to the LPC President, each proposed amendment to this
Charter at least 48 days before the Convention at which the proposed amendments are to be
considered.
CHARTER
13.01 This Charter will be governed by the interpretation provisions of this paragraph, and the National
IPC Executive will have authority to interpret this Charter and any matter over which this Charter is
silent, subject to appeal to the Permanent Appeals Committee as per the LPC Constitution.
General IPC Regional Associations Duties:
General:
- Whereas it is acknowledged that the Indigenous Peoples’ Commissions (IPC) Regional
Associations (RA) are a body of, derives their authority from, and are accountable to IPC
National and therefore the Liberal Party of Canada.
- The IPC regional executives shall be accountable to their IPC Regional Chairs or Co-Chairs, the
Indigenous Peoples’ Commission’s National Executive, and be responsible for fulfilling the
directions of the National Executive.
- Abide by the IPC National Charter and the Liberal Party of Canada’s constitutional document.
- A majority of an IPC RA executive shall constitute their quorum at any duly convened meeting of
the regional commission executives. All decisions of the Executive shall be by majority vote.
- IPC RAs are expected to formulate at least two (2) conference calls during each year of their
mandate in order to further discuss and outline planned events.
- IPC RA’s are expected to formulate at least one (1) fundraiser, alongside the assistance of IPC
National, for the IPC’s Indigenous Electoral Endowment Fund (IEEF) and a policy forum and/or
discussion, with the assistance of the IPC National Vice Chair of Policy, in order to assist in
formulating policy for LPC’s National Conventions.
- Executive members of IPC RAs are expected to attend, and assist, with regional events and
fundraisers within their area of the region.
- Executive members of IPC RAs are expected to be in communication with their respective IPC
RA fellow executive members; failing to communicate and be active, with their fellow executive
after more than three months may result in their deemed resignation.
IPC Regional Association Representation in IPC National and LPC PTBs:
- The IPC RA representative to IPC National shall be appointed in the following manner:
a. Where there is an active IPC RA that represents a single province, territory, or
collection of provinces and/or territories, and executive, the representative shall be
the Chair, or one of the Co-Chairs, of the IPC RA they are within.
b. Where there is not an active IPC RA or executive, the representative shall be selected
by the registered Indigenous Liberals within the province/territory or appointed by
the IPC National Executive when deemed necessary.
c. In relation to the IPC RA representatives, the following criteria shall apply:
i. Must be an Indigenous Registered Liberal in good standing;
ii. Must be a resident of the Region;
iii. Shall not be either IPC National Co Chairs, Vice Chairs, the Indigenous
Youth Representative, or the Indigenous Women’s Representative;

d. Each IPC RA will have one (1) representative to each of the Provincial/Territorial
Boards (PTB) of the Liberal Party of Canada
- Any Indigenous person, as defined in the Indigenous Peoples’ Commission’s Charter who is an
identified Indigenous registered Liberal may be a member of the IPC RA that encompasses the
location of their permanent residence.
IPC RA General Meetings:
- The IPC RAs shall hold a General Meeting concurrently with the LPC PTB General Meeting of
their region, excluding the IPC Maritime Region.
- The IPC MA will hold General Meetings and rotate between the PTB General Meetings of LPC
Nova Scotia, New Brunswick, and Prince Edward Island.
- If an IPC RA has missed its General Meeting, IPC National Executive can put forth a time and
date separately to establish elections and mandates for the IPC RA in question.
- IPC National VC Indigenous Membership and Organization shall assist and participate on behalf
of the IPC National Executive in all IPC RA General Meetings and elections unless deemed
otherwise by the IPC National Executive.
- Quorum for IPC RA General Meetings shall reflect the quorum in place for the IPC RA
executives.
- All Indigenous Registered Liberal delegates in attendance of the IPC RA General Meetings who
are registered within that region and in attendance will have the right to vote for changes to their
IPC RA and for IPC RA elections.
IPC RA Elections:
- Election of IPC RA executives shall take place at their respective General Meetings and be
advertised/called at least 28 days in advance of the election day, or concurrently with the PTB if
the PTB call is issued less than 28 days in advance.
- All IPC RA executive members shall hold office from the date of their election until the next
General Meeting of their respective IPC RAs.
- Identified Indigenous Registered Liberals in good standing who are observers may run for elected
positions, but not vote in elections of an IPC RA.
- All nominations for IPC Regional Association Chairs and Co-Chairs shall be in writing and
supported by at least 10 delegates attending a PTB General Meeting and be received by the IPC
National VC Indigenous Membership and Organization and the PTB of their respective region at
least 14 days prior to the General Meeting and has met all other qualifications under LPC
National Constitution and IPC National Charter for elections. Nominees must also meet the
requirements of By-Law 6 - Elections, including the requirement to communicate an Intent to
Stand to the National Returning Officer.

- Vice Chairs, Regional Representatives, Youth Representatives, and Women’s Representatives of
IPC RAs will express their intent to run for positions to IPC National VC Indigenous
Membership and Organization and the PTB of their respective region at least 14 days prior to the
General Meeting and has met all other qualifications under LPC National Constitution and IPC
National Charter for elections Nominees must also meet the requirements of By-Law 6 -
Elections, including the requirement to communicate an Intent to Stand to the National Returning
Officer
- In the case of vacant positions with IPC RAs at a General Meeting, nominations from the floor to
fill positions can occur through a majority vote of members in attendance so long as they have
met all other qualifications under LPC National Constitution and IPC National Charter for
elections.
- An Indigenous Registered Liberal in good standing seeking a position on an IPC RA must reside
within that region and be deemed elected by majority vote.
- An elected member of an IPC RA executive can be removed upon the vote of two-thirds of an
IPC RA executive who are in favour – such situation will be followed, assessed, and reviewed by
the IPC Vice Chair of Indigenous Members and Organization, Vice Chair Operations, as well as
IPC National Co-Chairs.
- Vacancies in any IPC RA executives still existing at the closing of a General Meeting, or through
resignation, deemed resignation, or removal of an IPC RA executive member, shall be filled by a
majority vote of the IPC RA executive in question within three months of the vacancy occurring.
IPC Regional Association Structures and Duties:
IPC-Yukon (IPCY):
Executive:
There shall be six (6) Executive Members of the Indigenous Peoples’ Commission-Yukon (IPCY)
1) IPCY Chair
6) Whitehorse Regional Representative
1. The IPCY Chair shall:
a) Promote the interest of the IPCY both within the Party and externally;
b) Chair all meetings of the IPCY;

d) Act as the primary spokesperson of the IPCY, alongside IPC National;
e) Maintain all duties normally associated with a chief executive officer and such other
duties as delegated to them by the National Executive; and
f) Represent the Indigenous Peoples’ Commission on the Liberal Party of Canada (Yukon)
Executive of the Liberal Party of Canada.
g) Report as required detailing the activities of IPC National and Liberal Party of Canada-
Yukon (LPCY) to IPCY;
h) Report as required detailing the activities of IPCY and LPCY to IPC National;
i) Report as required detailing the activities of IPCY & IPC National to the LPCY Board;
2. The Indigenous Youth Representative shall:
a) Promote focus on Indigenous Youth and the issues/concerns that are impacting them;
b) Converse and correspond with their Indigenous Peoples’ Commission equal in each IPC
region; and
c) Work with the Indigenous Peoples’ Commission’s National Indigenous Youth
Representative as a committee within the Commission itself.
3. The Indigenous Women’s Representative shall: a) Promote focus on Indigenous Women and the issues/concerns that are impacting them;
b) Converse and correspond with their Indigenous Peoples’ Commission equals in each IPC
regional structure; and
c) Work with the Indigenous Peoples’ Commission’s National Indigenous Women’s
Representative as a committee within the Commission itself
4. The Regional Representatives (Northern Yukon, Southern Yukon, and Whitehorse) shall: a) Liaise with the above mentioned regions on behalf of the IPC National and LPCY;
b) Help educate their respective regions on Indigenous treaties and rights;
c) Assist with formulating policy that IPC National will be putting forth for LPC National
Conventions;
IPC-Northwest Territories (IPCNWT):
Executive:
There shall be ten (10) Executive Members of the Indigenous Peoples’ Commission-Northwest Territories
(IPCNWT):
9) Inuvialuit Representative
10) Métis Representative
Note: IPCNWT will make sure to ensure, as best as possible, representation within the IPCNWT will is
reflective of the recognized NWT regions as follows: Dehcho Region, Inuvik Region, North Slave
Region, Sahtu Region, and the South Slave Region
Duties of Executive:
1. The IPC NWT Chair shall:
a) Promote the interest of the IPCNWT both within the Party and externally;
b) Chair all meetings of the IPCNWT;
c) Report as required detailing the activities of the National Executive;
d) Act as the primary spokesperson of the IPCNWT, alongside IPC National;
e) Maintain all duties normally associated with a chief executive officer and such other
duties as delegated to them by the National Executive; and
f) Represent the Indigenous Peoples’ Commission on the Liberal Party of Canada
(Northwest Territories) Executive of the Liberal Party of Canada.
g) Report as required detailing the activities of IPC National and Liberal Party of Canada-
NWT (LPCNWT) to IPCNWT;
h) Report as required detailing the activities of IPCNWT and LPCNWT to IPC National;
i) Report as required detailing the activities of IPCNWT & IPC National to the LPCNWT
Board;
2. The Regional Representatives (Chipewyan, Dogrib, Yellowknives, South Slavey, North
Slavey, Gwich’in, Sahtu Dene, Inuvialuit, and Métis) shall: a) Liaise with the above mentioned Indigenous nations within the NWT on behalf of the
IPC National and LPCNWT;
b) Help educate their respective regions on Indigenous treaties and rights;
c) Assist with formulating policy that IPC National will be putting forth for LPC National
Conventions;
Executive:
There shall be six (6) Executive Members of the Indigenous Peoples’ Commission-Nunavut (IPCNT):
1) IPCNT Chair
4) Kivalliq Regional Representative
5) Kitikmeot Regional Representative
6) Qikiqtaaluk Regional Representative
1. The IPCNT Chair shall:
a) Promote the interest of the IPCNT both within the Party and externally;
b) Chair all meetings of the IPCNT;
c) Report as required detailing the activities of the National Executive;
d) Act as the primary spokesperson of the IPCNT, alongside IPC National;
e) Maintain all duties normally associated with a chief executive officer and such other
duties as delegated to them by the National Executive; and
f) Represent the Indigenous Peoples’ Commission on the Liberal Party of Canada
(Nunavut) Executive of the Liberal Party of Canada.
g) Report as required detailing the activities of IPC National and Liberal Party of Canada-
NT (LPCNT) to IPCNT;

b) Promote focus on Indigenous Youth and the issues/concerns that are impacting them;
c) Converse and correspond with their Indigenous Peoples’ Commission equal in each IPC
region; and
d) Work with the Indigenous Peoples’ Commission’s National Indigenous Youth
Representative as a committee within the Commission itself.
5. The Indigenous Women’s Representative shall: a) Promote focus on Indigenous Women and the issues/concerns that are impacting them;
b) Converse and correspond with their Indigenous Peoples’ Commission equals in each IPC
regional structure; and
c) Work with the Indigenous Peoples’ Commission’s National Indigenous Women’s
Representative as a committee within the Commission itself
6. The Regional Representatives (Kivalliq, Kitikmoet, and Qikiqtaaluk) shall:
a) Liaise within their respective regions on behalf of the IPC National and LPCNT;
b) Assist with formulating policy that IPC National will be putting forth for LPC National
Conventions;

Columbia) Executive of the Liberal Party of Canada.
g) Report as required detailing the activities of IPC National and Liberal Party of Canada- Alberta (LPCBC) to IPCBC;
h) Report as required detailing the activities of IPCBC and LPCBC to IPC National;
i) Report as required detailing the activities of IPCBC & IPC National to the LPCBC Board;
2) The Vice Chair shall:
a) Assist the IPCBC Chair with duties of importance to the RA;
b) Assist in day-to-day operation that may relate to the Indigenous Peoples’ Commission
National Executive roles in the British Columbia region, such as policy formulation,
membership drives, organization, etc;
3) The Indigenous Youth Representative shall: a) Liaise on behalf of the IPCBC and the Indigenous Peoples’ Commission’s National
Indigenous Youth Representative to the Young Liberals of British Columbia;
b) Promote focus on Indigenous Youth and the issues/concerns that are impacting them;
c) Converse and correspond with their Indigenous Peoples’ Commission equal in each IPC
region; and
d) Work with the Indigenous Peoples’ Commission’s National Indigenous Youth Representative
as a committee within the Commission itself.
4) The Indigenous Women’s Representative shall:
a) Promote focus on Indigenous Women and the issues/concerns that are impacting them;

Youth Representative to the Alberta Young Liberals;
b) Promote focus on Indigenous Youth and the issues/concerns that are impacting them;
c) Converse and correspond with their Indigenous Peoples’ Commission equal in each IPC
region; and
d) Work with the Indigenous Peoples’ Commission’s National Indigenous Youth Representative
as a committee within the Commission itself.
4) The Indigenous Women’s Representative shall:
a) Promote focus on Indigenous Women and the issues/concerns that are impacting them;
b) Converse and correspond with their Indigenous Peoples’ Commission equals in each IPC

c) Work with the Indigenous Peoples’ Commission’s National Indigenous Women’s
Representative as a committee within the Commission itself
5) The Regional Representatives (Edmonton and Treaty 6 Region, Calgary Region, Métis
Representative, Treaty 8 & 10 Region, as well as Treaty 7 & 4 Region) shall:
a. Liaise with the above mentioned regions within Alberta on behalf of the IPC National and
LPCA;
b. Help educate their respective regions on Aboriginal treaties and rights;
c. Assist with formulating policy that IPC National will be putting forth for LPC National
Conventions;

f. The Calgary Regional Representative will specifically:
i. Represent the IPCA and help in the federal ridings of:
1) Calgary Centre,
2) Calgary Heritage,
3) Calgary Midnapore,

g. The Métis Representative will assist the IPCA and help with outreach to Métis people

registration drives, organization, etc;

Representative as a committee within the Commission itself.
4. The Indigenous Women’s Representative shall:
a. Promote focus on Indigenous Women and the issues/concerns that are impacting them;
b. Converse and correspond with their Indigenous Peoples’ Commission equals in each IPC regional structure; and
c. Work with the Indigenous Peoples’ Commission’s National Indigenous Women’s Representative as a committee within the Commission itself.
5. The Regional Representatives (Treaty 8 and 10 Region; Northern Saskatchewan Métis
Region; Treaty 6 and 5 Region; Central Saskatchewan Métis Region; Treaty 4 and 2 Region;
and Southern Saskatchewan Métis Region) shall:
