An irreverent look at the people and events that keep us up at night

[This column reflects the authorrsquos views and is not intended to represent Greater Fort Worth PRSA]

Schoolhouse RockedHow an Obscure Southern Governor Catapulted to Fame by Taking a StandAgainst the Feds mdash and Equality

There is theater and then there is political theater Both can be carefullyrehearsed entertaining and memorable But while theater usually costs alot upfront in the long run political theater can be a lot more costly

Which is essentially what happened June 11 1963 when Alabama GovGeorge Wallace blocked a doorway on the University of Alabama campusin an attempt to prevent black students from enrolling To his credit Wallacewas merely doing what few politicians do keeping his word Just a fewmonths earlier in his inauguration speech Wallace proclaimed he wouldnever allow blacks to attend school with whites This is the same speechwhere he also vowed to preserve the beloved Alabama red clay leading tohis famous line ldquoPigmentation today pigmentation tomorrow pigmentationforeverrdquo Irsquom pretty sure itrsquos in the history books

For Wallace and many Southerners the whole integration thing was movingtoo fast In 1954 the Supreme Court had ruled in Brown v Board ofEducation that segregated schools were unconstitutional That was just nineyears previous and in some parts of the South thatrsquos like nine weeks Sowhen black students Vivian Malone and James Hood arrived on campusto enroll Wallace was there standing in the door Having staked out hisposition oratorically he now needed to do it physically or risk losing face

The campus was packed with students media and cops PresidentKennedy put the 2nd Infantry Division on alert Deputy US AttorneyGeneral Nicholas Katzenbach had the dubious task of asking Wallace tostep aside

Confronting Wallace at the door Katzenbach made a brief statement andthe governor responded with a less-brief statement He called integration anldquounwelcomed unwanted unwarranted and force-induced intrusionrdquo as wellas ldquoa frightful example of the oppression of the rights privileges andsovereignty of this state by officers of the federal governmentrdquo His actionshe said were ldquonot defiance for defiancersquos sake but for the purpose ofraising basic and fundamental constitutional questionsrdquo

Wallace wouldnrsquot budge Katzenbach left to call in reinforcements and acouple of hours later he returned with the Alabama National Guard Thistime it was the Guard commander who told Wallace to retreat The governormade another statement which included the comment ldquoWe are winning inthis fight because we are awakening the American people to the dangerswe have spoken of many times hellip the trend toward military dictatorship inthis countryrdquo He then walked away allowing the students to enter

So you see this had nothing to do with racism ndash it was just a humbleelected official asking earnest questions about the possible encroachmentof federal authority But this was years ago and could never happen today

Wallacersquos ldquoStand in the Schoolhouse Doorrdquo received nationwide newscoverage little of it sympathetic to him ldquoIt was great theaterrdquo CBS Newsreported ldquoIt was like all theater a kind of make-believerdquo A New York Timesheadline announced ldquoWallace Bows to Federal Forcerdquo with the articleobserving ldquoThis sequence of events which took place in a circusatmosphere appeared to have given the governor the face-saving exit heapparently wantedrdquo

One publication that did support Wallace was US News amp World ReportThe magazinersquos editor wrote a column decrying the ldquorepressive nature anddoubtful constitutionalityrdquo of Kennedyrsquos actions asking ldquoCan a moral crisisbe solved by intensifying the controversy through legislative proposalsespecially when the people are not convinced that an invasion of theirprivate rights by law is fair to themrdquo The editor also believed it wrong toldquocoerce the owners of private businesses to surrender their right to decidehow best to maintain their customer relationrdquo As I said this was years ago

In some ways the standoff was a win for everyone involved Vivian Malonebecame the first black student to graduate from the university James Hoodleft campus after only two months but he earned bachelorrsquos and masterrsquosdegrees elsewhere and in 1997 he received a doctorate from AlabamaKennedy went on national television to speak against segregation callingfor the legislation that would become the Civil Rights Act of 1964

And Wallace became a nationally known figure He served four terms asgovernor and ran for president four times winning five states in 1969 Healso became known as someone who did not mince words for example heonce told an audience ldquoIf some anarchist lies down in front of myautomobile it will be the last automobile he will ever lie down in front ofrdquoThis may explain why some white supremacist groups supported him andwhy one Alabama paper commented on his ldquostartling appeal to millions ofalienated white votersrdquo

Wallace ran again in 1972 and won the Democratic primary in Florida But afew months later while campaigning in Maryland he was shot five timesHe survived but was left bound to a wheelchair The disability interfered withhis presidential aspirations but in 1982 he was re-elected governor

And notably he reconsidered his views on race In his final term asgovernor he made a record number of black appointments to statepositions and toward the end of his life he publicly asked blacks to forgivehim ldquoThose days are overrdquo he declared ldquoand they ought to be overrdquo

Today integrated schools are taken for granted But itrsquos informative toremember a time when the idea was considered not only radical butimmoral And Wallacersquos ldquoStand in the Schoolhouse Doorrdquo represents alesson for PR pros Sometimes the hardest part about helping clients getwhat they really want is figuring out what they really want
