Age Eligibility : Players must have born on or a�er 01-01-2011 are eligible to par�cipate. Age proof is required. Cer�ficate should be from the Panchayat Municipality or Corpora�on obtained soon a�er birth. Players without the date of birth cer�ficate will not be allowed to par�cipate. As per the rules of AICF, only player's whose date of birth is registered within one year of their birth are permi�ed to take part in respec�ve age group State / Na�onals. Other country passport holders shall not be allowed to par�cipate in the State Chess Championships.

Lodging & Boarding : Free Class Room dormitory type of lodging will be given to all the Seeded/Selected players along with their parents / Manager. (Separate lodging will be provided to girls and their Female Parents) Canteen facility is available on payment basis at the venue.

TNSCA Player Registra�on Fee : All the par�cipants of TN State U-7 Open & Girls Chess Championship are required to register themselves with TNSCA by paying Rs.150/- as player Registra�on Fee for the year 2018-19. The Players have to submit their date of birth cer�ficate copy and one passport size photo along with the duly signed TN Player registra�on form. Those who have already paid the same must a�ach the proof for that, failing which have to pay the registra�on fee.

Chennai District Players must register with CDCA by paying Rs.100/- (2018-19) - Only for Chennai District Players.

Default Time : 15 minutes from the start of the game. Players have to be at the board within 15 minutes from the start of the game.

Rules : FIDE standard rules in force shall apply.

System of Play : The tournament shall be conducted as Nine Rounds Swiss System.

Time Control : Digital clock 60 minutes each plus 30 seconds increment per move from move number one.

Tie-break : Director encounter, Buchholz Cut-1, Buchholz, Sonneborn Berger and Greater number of wins (forfeit points included) In case of �e, prizes will not be shared.

Chess Clocks : Each Associa�on is requested to provide at least two chess clocks for every four players.

Appeals Commi�ee : An Appeals Commi�ee comprising of five members will be formed at the Manager's mee�ng. All the members and reserves shall be from different Districts. No member of Commi�ee can vote on dispute in which a Player from his own District is involved and in such cases, the reserve member takes his place. The decision of the Appeals Commi�ee is final and binding on all Players concerned.

Tournament Commi�ee : The Tournament Commi�ee consis�ng of the General Secretary, TNSCA or his representa�ve, the Secretary of Chennai DCA or his representa�ve and representa�ve from another District to be nominated by the TNSCA shall decide on all emergency ma�ers.

Protest: Protest, if any against the decision of the Chief Arbiter shall be made in wri�ng with a protest fee of Rs.500/- within 15 minutes of the incident. The decisions of the Appeals Commi�ee shall be final and binding on all concerned. The protest fee is refundable one if the protest is upheld. A Player may withdraw from the Tournament at any stage a�er informing the CA in wri�ng.

Arrears: The Players belonging to Districts which are in arrears to TNSCA will not be allowed to take part.

Rights of admission: The TNSCA / Organizer Chennai DCA reserve the right to admit / reject any entry without assigning any reason thereof. The TNSCA / Organizer Chennai DCA reserve the rights of admission to the venue and lodging place.

Age limit complaints against suspected over-aged Players could be made with a fee of Rs.1,000/- to the Organizer before the end of the second round who shall medically verify the Players concerned. Only the Manager deputed by par�cipa�ng District Chess Associa�on can lodge such complaints.

Instruc�on to the District Chess Associa�on: As per the rules of AICF, only the Players whose Date of Birth is registered within one year of their birth are permi�ed to take part in respec�ve age group Na�onals. Hence District Chess Associa�ons are directed hereby to forward the names of Players whose birth registra�on have been done within a year of their birth for his TN State Under-7 Championship. Wherever discrepancies exist, the ma�er may be taken up with AICF through TNSCA. This will avoid the inconvenience caused to such Players when they appear in Na�onal U-7 Championship. Subject to age limit, the following Players are eligible.

1. Every Affiliated District Chess Associa�on/Special Unit of TNSCA is en�tled to field two entries in each category.

2. The top four rankers of 30th TN State U-7 Open and Girls Chess Championship 2017 held at Salem are seeded to play in this event, subject to age s�pula�on.

3. In addi�on to above the following Districts can field addi�onal entries by virtue of three Medal Winners (Gold, Silver and Bronze) secured by their Players in the last 30th TN State Under 7 Open & Girls Chess Championship 2017 held at Salem.

Open: Coimbatore (Gold) - 3, Dindigul (Silver) - 2, Kanchi (Bronze) -1, Girls: Trichy (Gold) - 3, Chennai ( Silver & Bronze) - 3

All these nomina�ons from the District Associa�ons shall be given only from the Rank list of their respec�ve District Championships with proof and not to anybody else.

4. The host Chennai District Chess Associa�on is en�tled to field one addi�onal entry in each category.

5. Any player who pays the prescribed Special Entry Fee: Open: Rs.800/-Girls: Rs.800/- may be considered for par�cipa�on with recommenda�on of the respec�ve District Associa�on.

6. The TNSCA Secretary can nominate one Player in each category.

7. Any current Na�onal Champion in any category is to be seeded to All State Championships subject to age s�pula�on.

8. Any current Na�onal No. 2 and 3 are to be seeded to the same category State Championship subject to age s�pula�on.

9. Any current World Champion in any category is to be seeded to All State Championships subject to age s�pula�on.

10. Any current World No. 2 and 3 are to be seeded to the same + one step higher State Championships subject to age s�pula�on.

11. Any Current Asian Champion is to be seeded to the same plus one step higher State Championship subject to age s�pula�on.

12. Any Current Asian No. 2 and 3 are to be seeded to the same category subject to age s�pula�on.

13. Any current State Champion is to be seeded to all lower categories State Championships subject to the restric�on regarding age.

14. All GMs & IMs are seeded to all Open (Boys) State Championships subject to age s�pula�on.

15. WGMs & WIMs are seeded to all State Chess Championships, subject to age s�pula�on.

16. Only Indian Na�onal are eligible to par�cipate.

Par�cipa�on Cer�ficate will be issued a�er the Prize distribu�on func�on.
