History of Planning, Modeling & Assessment• 1990 The General Assembly unanimously approved the Parallel Crossing Project.

• 1991‐1995  Design and Permitting of the Parallel Crossing, Phase I

• 1995‐1999  Construction of the Parallel Crossing, Phase I, took place.  This included the construction of the parallel bridges, trestles and causeway in addition to the major rehabilitation of the trestles and bridges of the original crossing. Total cost of approximately $250 million.

• 2000‐2010 Multiple models of cost assessments of Parallel Crossing, Phase II, Parallel Tunnels.  Estimated price tag for two tunnels initially at $650 million. Increased substantially to just over $650 million for one tunnel.

• May 2010 CBBT Commission awarded a conceptual study and cost estimate for Thimble Shoal Channel Parallel Tunnel to Jacobs Engineering Group.

• September 2012  CDM Smith Level of Service Analysis

• April 2013  Jacobs Travel Duration Study

• August 2013   CBBT Commission approved the acceleration of the commencement of the Thimble Shoal Parallel Tunnel as well as a toll rate increase to fund the costs of construction. The Commission proposed to increase the average toll per vehicle by approximately 10% beginning January 1, 2014, with approximate 10% increases every five years thereafter.

Reasons for Parallel Thimble Shoal Channel Tunnel

• No alternative route in the event of accidents or disabled vehicles or tunnel structural/mechanical interruption.  Accidents or disabled vehicles occur on average 25 times per year.

• Existing tunnels are 55 years old. By the time Chesapeake Channel Tunnel is paralleled with Parallel Crossing, Phase II‐B, the existing Chesapeake Channel Tunnel will be 75 years old.

• Oversized escort loads create an average of approximately 400 different lane closures per year in the tunnels, resulting in increased  crossing times for customers.

• Ordinary maintenance work in the tunnels creates an average of 900 hours of tunnel lane closures per year, resulting in increased crossing times. This does not include major project hours such as will be experienced for the roadway repair project.

• Improvement in levels of service and safety for customers to be able to experience a tunnel without contraflow.

• Thimble Shoal Channel Tunnel construction was prioritized by the Commission vs. Chesapeake Channel Tunnel construction as a result of:

– More expensive– Longer of the two crossings– Greater construction and operational risks due to greater maritime volumes

Overview of #1 Island Construction

Work is well underway on Islands 1 and 2.  The support of excavation is ongoing and work has begun on the temporary pier that will be located on the west side of Island 1.

Tunnel Boring Machine (TBM)“Chessie”

Chessie was commissioned by Herrenknecht in late summer 2018.  She will remain in Germany until CTJV is ready to receive her on Island 1, which is anticipated to be late 2019.

Once Chessie begins work, she is anticipated to “dig” 50 feet a day. It will take approximately 15 months for her to complete the mile‐long tunnel under Thimble Shoal Channel.

Parallel Thimble Shoal Channel Tunnel Bored Tunnel Cross‐Section Design

The new tunnel will be complete with two 12‐foot lanes and two 2‐foot shoulders to carry traffic southbound to Virginia’s mainland.
